Abstract

Rural economic development through Village Funds is a strategic priority for the government in realizing structural transformation in rural areas and reducing regional disparities. This study aims to analyze Village Fund management policies in accelerating community economic development in Tabalong Regency by identifying success determinants, implementation barriers, and formulating strategies for sustainable management optimization. A qualitative approach with a descriptive case study design was applied in five villages selected purposively based on the level of management success, accessibility, and variation in socio-economic characteristics. Data collection was conducted through in-depth interviews with seven informants from each selected village, participatory observation, and review of planning and accountability documents. Data analysis used an interactive model with triangulation of sources and methods to ensure the validity of the findings. The findings indicate that the implementation of the Village Fund policy has complied with existing regulations; however, its effectiveness in promoting rural economic development remains limited. Key constraints include limited human resource capacity, the dominance of physical infrastructure spending, suboptimal and non-inclusive community participation, and insufficient transparency and accountability. The results suggest that the success of Village Fund utilization depends on the synergy between village leadership, institutional capacity, good governance practices, and community involvement. Therefore, a policy reorientation toward a balanced allocation between physical development and productive economic empowerment, supported by sustainable institutional capacity strengthening, is essential to achieve inclusive and sustainable rural development.. The implications of this research provide recommendations for local governments to optimize the Village Fund, namely strengthening the capacity of village officials through continuous training, reorienting the allocation of the Village Fund to productive economic empowerment programs with a high multiplier effect, strengthening transparency and accountability through a simple reporting system and information technology, and implementing an intensive village assistance model with professional assistants and community participation through group empowerment forums

Abstract

Effective public administrative governance requires a clear, structured, and accountable system of work organization, particularly in the management of state finances. One administrative activity that has direct implications for public financial accountability is official travel undertaken by civil servants. In practice, the verification process of official travel documents still frequently encounters administrative problems, such as incomplete documentation, repeated revisions, and suboptimal work coordination, which in turn lead to delays in administrative completion and budget disbursement. These conditions indicate that issues in the verification of official travel documents are not solely related to regulatory compliance, but are also closely linked to the organizing function within public organizations. This study aims to analyze the governance of official travel document verification from the perspective of the organizing function in public organizations. The research adopts a qualitative approach with a descriptive method. Data sources consist of primary and secondary data obtained through in-depth interviews, observation, and documentation. The study involved eight informants selected purposively based on their roles and involvement in the official travel document verification process. Data analysis techniques included data reduction, data presentation, and conclusion drawing. The results show that the governance of official travel document verification has generally been implemented quite well, particularly in terms of work division, work integration, as well as monitoring and reorganization. Nevertheless, obstacles remain in the aspects of task detailing and work coordination, which result in repeated verification processes. These findings highlight the importance of strengthening the organizing function to enhance the effectiveness and administrative orderliness of official travel management

Abstract

The evolution of digital media requires MSMEs, particularly in the custom construction service sector, to adopt digital marketing strategies to build visual credibility and expand market reach. This study aims to analyze the implementation of an integrated digital marketing strategy through Instagram, Facebook, WhatsApp Business, a website, and Google Maps at Nicko Kaca & Aluminium. A descriptive qualitative case study method was employed, where data were collected through observation, digital insight documentation, and interviews with six informants consisting of one business owner and five customers. Data analysis was conducted through four interactive stages including data collection, data condensation, data display, and conclusion drawing and verification. The results show that the implementation of this digital ecosystem significantly increased business visibility, which the Instagram Ads platform contributed an 85% reach rate out of a total of 3,230 new audience members. Meanwhile, other platforms such as Google Maps, the website, and Facebook provided value in the credibility dimension through physical location verification and visual portfolios, which served as determining factors for consumer trust. This research produces the Digital Trust Funnel model, which synergizes the visibility, credibility, and conversion stages. The implications of this study emphasize that building an interconnected digital ecosystem can mitigate information asymmetry and establish consumer trust in service industries with high levels of uncertainty

Abstract

A fundamental issue in the administration of village governance is how to establish governmental mechanisms capable of fulfilling their mission to create a just and prosperous society. The village head, as the leader of the village government, plays a central role in village development. Improvements or declines in development during a village head’s tenure directly shape the public image of the village government as perceived by the community. This study aims to describe and analyze the leadership of the Village Head in the development of Takulat Village, Kelua District, Tabalong Regency. The research employed a descriptive qualitative approach involving seven informants. Data were analyzed using an interactive analysis model. The findings indicate that the democratic leadership of the Village Head of Takulat emphasizes active participation among village officials in decision-making processes, as well as effective coordination and communication with stakeholders, including the village community, village apparatus, the Village Consultative Body (BPD), local government, and non-governmental organizations (NGOs). The Village Head ensures that each stage of development is implemented in accordance with community needs. The findings imply that the effectiveness of village development is determined not only by administrative capacity but also by participatory, innovative, and adaptive leadership responsive to evolving community needs. This study contributes theoretically to strengthening the concept of participatory leadership at the village level and practically to promoting more responsive and community-oriented development governance.

Abstract

The implementation of the Integrated Administrative Services at the Sub-District Level (PATEN) represents a paradigmatic transformation in the delivery of public services oriented towards enhancing accountability and public satisfaction. This study analyses the implications of the PATEN policy on strengthening public service accountability mechanisms and its impact on the level of satisfaction among service users. The research methodology uses a qualitative approach with a literature study technique that analyses academic literature from the period 2021-2025. The results show that the implementation of PATEN contributes significantly to strengthening accountability through procedural transparency, service standardisation, and an integrated monitoring system. The impact on public satisfaction is manifested in increased service accessibility, responsiveness of officials, and elimination of bureaucratic complexity. Determinants of success include human resource capacity, technological infrastructure, leadership commitment, and contextual adaptability. Implementation challenges include resource constraints, resistance to change, and the digital divide. The study concludes that PATEN has strategic potential in realising good governance through quality and responsive public services.

Abstract

Digital government transformation requires integrated data governance as the foundation for evidence-based public decision-making. The Satu Data Indonesia policy, enacted through Presidential Regulation No. 39 of 2019, was designed to address inter-agency data fragmentation through data standardization, interoperability, and data-sharing mechanisms. This study aims to analyze the implementation of the Satu Data Indonesia policy and to identify its opportunities and challenges in supporting national-level public decision-making. The research employs a qualitative approach using policy analysis and literature review of regulatory frameworks, official government documents, and relevant national and international scholarly articles. Data were analyzed through descriptive analysis and thematic synthesis. The findings indicate that the implementation of the Satu Data Indonesia policy has progressed in terms of regulatory framework and institutional strengthening at the central government level, although its implementation remains uneven across regions due to disparities in digital infrastructure capacity, data quality, and human resources. At the same time, the policy creates significant opportunities to strengthen evidence-based policymaking through cross-sectoral data integration, improved bureaucratic efficiency, and enhanced policy transparency. From an implication perspective, successful implementation has the potential to advance a transition toward more transparent, accountable, and data-driven governance, provided that persistent challenges related to data fragmentation and inter-agency coordination are systematically addressed
