Telemedicine as a result of the progress of ICT is very much used by midwives (users) as the spearhead of health services, especially for disadvantaged / remote areas. Midwives in remote areas as beneficiaries and use of ICT. So the aim of this study was to identify behavioral factors of Telemedicine users. The research strategy used was a case study in an underdeveloped area of Kupang Regency, East Nusa Tenggara where the mortality rate for pregnant women born was high compared to the mortality rate for pregnant women in other regions in Indonesia. This qualitative research uses in-depth interviews. The results showed that the factors of performance expectancy, effort expectancy, social influence, and facilitating conditions varied greatly. Apart from these factors, it was also found in this study that the diversity of the midwives' level of understanding on telemedicine was highly dependent on the socialization process carried out by the local government.

Abstract

This study aims to determine the position of the functions and authority of the Regional Representative Council based on the 1945 Constitution of the Republic of Indonesia and the urgency of strengthening the function of the Regional Representative Council as a regional representative in national policy making at the central level. The research method used is a normative legal research method that focuses on library research, namely the search for legal materials consisting of primary legal materials, secondary legal materials, and tertiary legal materials. to obtain secondary data from legal materials. The normative approach is carried out by reviewing the provisions or regulations in force. Basically, the existence of the Regional Representative Council through an amendment to the 1945 Constitution of the Republic of Indonesia is based on the existence of 2 (two) factors, namely democratization and efforts to accommodate regions in making national policies, theoretically the existence of the Regional Representative Council is intended to apply the principle of checks and balances between state institutions, namely the process of mutual supervision and balance between State institutions. This was done to strengthen central and regional relations in order to maintain the integrity and unity of the unitary state of the Republic of Indonesia. However, based on the amendment results of the 1945 Constitution of the Republic of Indonesia the authority of the Regional Representative Council to carry out its function as a regional representative is still inadequate, so the desire to implement the principle of checks and balances between State institutions is still not realized.

Abstract

Laws in Indonesia, especially regarding criminal procedural law, are often unprofessional and overlapping or one-sided. The purposes of this paper are as to know the follow-up if there is a court request regarding a case but it is not processed legall, and to find out the follow-up to the problem if there is a case when the initial investigation is not enough. This research uses qualitative research. Based on the above discussion, it can be concluded that the case was in the reporting stage, the police did not follow up on the case report. In this case, the reporter can submit a pretrial application as a basis for the case not being processed for one year. The reporter must first confirm the letter on the progress of the investigation results. Then, regarding the issue of sufficient evidence investigation, the Court considers the minimum requirement of two pieces of evidence and examination of a potential suspect for transparency and protection of a person's human rights so that before a person is declared a suspect he can provide a balanced statement.
