Abstract

This study aims to analyze the preferences and value of coffee consumption in the urban generation in Medan Petisah District, Medan City, North Sumatra. The research focuses on consumer preferences toward coffee product attributes (type, taste, and aroma) as well as the stages of the purchasing decision-making process. A qualitative approach was employed, with data collected through in-depth interviews using purposive sampling. Data were analyzed through data reduction, data display, and conclusion drawing. The findings reveal that consumer preferences are primarily influenced by taste and aroma, followed by coffee type and café atmosphere. Adolescents and young adults tend to prefer modern coffee variants with sweet and creamy flavors, while older consumers maintain a preference for stronger and more bitter traditional coffee. In the decision-making process, consumers go through stages of need recognition, information search, evaluation of alternatives, purchase decision, and post-purchase behavior. Social reference groups and social media play a significant role in the information search stage, whereas post-purchase satisfaction is determined by the alignment between taste quality, café ambiance, pricing, and consumer expectations. The study concludes that coffee consumption behavior is driven not only by functional needs but also by social, emotional, and lifestyle factors. Therefore, café marketing strategies should emphasize product differentiation, consistency in taste and aroma quality, a comfortable and appealing atmosphere, and community-based promotional approaches to enhance customer satisfaction and loyalty.

Abstract

This study aims to analyze the implementation of the supervisory function of the National Unity and Politics Agency (Kesbangpol) in the governance of community organizations (Ormas) in Ogan Komering Ilir Regency. The analysis focuses on administrative and substantive supervisory mechanisms, guidance as a preventive instrument, and factors affecting supervisory effectiveness within the context of local government. A qualitative descriptive approach was employed, grounded in theories of public administrative supervision and governance. Data were collected through in-depth interviews, observation, and document analysis, and analyzed interactively through data reduction, data display, and conclusion drawing. The findings indicate that Kesbangpol’s supervision has been implemented in accordance with the regulatory framework through organizational registration and legal verification, activity monitoring, and ideological as well as civic education. However, supervision remains predominantly administrative and has not been substantively optimal due to limited institutional capacity, low administrative compliance among some community organizations, and weak cross-sectoral coordination. Theoretically, this study contributes to the field of Government Studies by conceptualizing the supervision of community organizations as a governance instrument that requires institutional capacity, inter-agency collaboration, and constructive state–civil society relations in local governance.

Abstract

This article aims to describe and analyze monthly expenditure efficiency from the perspective of personal financial management among boarding house residents. The problem focuses on how budgeting, expenditure control, financial recording, and priority setting are practiced by residents under limited income conditions. To address this issue, this study is grounded in personal financial management theory and behavioral finance theory, which explain individual financial decision-making processes in daily life. Data were collected through in-depth interviews, non-participant observation, and documentation involving eight residents of Azriel Randugunting Boarding House selected purposively, and were analyzed qualitatively using thematic analysis. The findings indicate that monthly expenditure efficiency is strongly influenced by the quality of personal financial management practices. Residents who consistently apply budgeting and financial recording tend to maintain a balance between income and expenses, while those without financial planning are more vulnerable to inefficient spending. Empirically, this study contributes by highlighting that boarding house residents as a group with limited financial resources, exhibit distinctive financial management behaviors, where expenditure efficiency is shaped more by financial discipline and awareness than by income level itself.

Abstract

This study examines the collocative meaning of the word ????? /ta?awwul/ in the Third Qatar National Development Strategy 2024–2030 document. The word ????? frequently appears in official policy documents and development discourse in Gulf countries, including Qatar. However, the term is polysemous and cannot be fully understood through its lexical meaning alone, as it is used across various contexts, such as economics, bureaucracy, and others. Therefore, this study aims to identify variations in the collocation patterns of the word ????? and explain how these variations form different collocative meanings in the document. This study uses a qualitative method with a semantic approach based on Benson's collocation theory (1986) and Akasyah's contextual expression meaning theory (2011). The findings reveal that ????? appears 10 times in the document and forms three distinct collocational patterns: ?ifah + maw??f occurring three times, ma?dar + ?arf jar occurring six times, and mu??f + mu??f ilayh occurring once. From these variations in collocational relationships, two contextual meanings of ????? emerge: ‘transition,’ referring to an external shift toward a new condition or orientation in the contexts of modernization, economy, and energy; and ‘transformation,’ referring to an internal, fundamental, and comprehensive change in the contexts of development, technology, labor, and governance. These findings confirm the relevance of Benson’s collocation theory and Akasyah’s contextual expression meaning theory in the analysis of national development strategy documents of Arab countries, particularly Qatar, and demonstrate how the choice of collocational patterns plays a role in shaping the meanings represented in these documents.

Abstract

This study aims to examine the problems of resolving customary land disputes through customary law in Lumban Ruhap Village, Habinsaran District, Toba Regency, North Sumatra Province. The customary land disputes that occur create legal uncertainty regarding the status and ownership of land for the local customary community. The problem formulation in this study includes the causes of customary land disputes, the resolution process through customary law mechanisms, and the obstacles encountered in that process. The research method used is empirical juridical-legal research with a descriptive-analytical nature. The approaches used include sociological approaches and legislative approaches. Data were obtained through field interviews and literature studies, then analyzed qualitatively and descriptively. The results of the study indicate that customary land disputes are caused by unclear legal status and land ownership, unclear boundaries between customary land and private land, population growth, and increasing public awareness of the economic value of land. Dispute resolution is carried out through customary deliberations led by natua-tua ni huta involving the disputing parties and the local community. However, the settlement process often faces obstacles, including the parties’ absence, a lack of good-faith efforts to reconcile, limited witnesses and evidence, and unclear boundaries and land ownership.

Abstract

This paper aims to analyze the role of notaries in preventing criminal acts of forgery in notarial deeds, which often cause problems for the parties involved. This study focuses on the role and responsibilities of notaries in preventing criminal acts of forgery in notarial deeds and the mechanisms of supervision and law enforcement that can strengthen preventive functions in order to maintain the certainty and validity of notarial deeds. The research method used is normative research with a regulatory approach. The legal materials used were collected through literature study and analyzed descriptively and analytically. The results of the study show that, first, the role and responsibility of notaries in preventing criminal acts of forgery in notarial deeds can be carried out by verifying the identity and validity of the parties and ensuring the legality and legal compliance of each legal action. Second, supervision is necessary to minimize forgery committed by the parties, including the notary himself, as follows: strengthening supervision, awareness and guidance, use of technology, coordination and cooperation, law enforcement and strict sanctions for parties involved in forging notarial deeds, and public education to provide a comprehensive understanding of the importance of the validity and security of deeds.
