This study aims to find out the causal factors, modus operandi and prevention efforts of children who commit narcotics crimes in the perspective of criminology in Deli Serdang Police.. This research uses normative legal methods by using a normative juridical approach (Legal Reseach) to obtain secondary data conducted by research and interview, to obtain primary data through library materials and invitees. The results showed that the legal study of children who commit narcotics crimes in the perspective of criminology, based on indicators are as follows: First, the causative factors of narcotics crimes committed by children are internal factors (factors obtained by children from the family and from within the child themselves and external factors (factors obtained from the environment, association, economic situation and cultural influences abroad). Second, the modus operandi carried out by children in committing narcotics crimes is carried out in groups and individuals, the child can use narcotics by lying to parents in terms of material (pocket money) to commit criminal acts of theft. Third, the efforts and prevention so that narcotics crimes committed by children are not repeated through the existence of legal policies consisting of repressive and preventive efforts by the Deli Serdang Police.

The purpose of this paper is to analyze how the implementation of the Regulation of the Head of the Land Agency Number 1 of 2010 concerning Service Standards and Land Regulations in Improving the Service of Changing the Name of Land Rights Certificates and its obstacles. Based on the problems that have been described previously, the researchers used this type of qualitative research to answer the research objectives. The results of the study found that the implementation of the Head of the Land Agency Regulation No. 1 of 2010 concerning Service Standards and Land Regulations in Improving the Service of Changing the Name of Land Rights Certificates from the dimensions of communication and available facilities, has not been utilized optimally. Operational time is limited, so that it becomes an obstacle to carrying out the duties of officers to provide services and coordination between departments is constrained by the fact that related parties are not in the office. The factors that are the obstacles faced, the information provided is still not good, there are still applicants who do not know the touch application, limited operating hours due to the pandemic, the completeness of the files brought by some applicants is not complete, technical problems ranging from internet connection, electricity and system disturbance.

This article aims to find out the factors that cause unregistered marriages, the process, and the legal consequences of divorce from marriages that have been legalized at the Religious Court class IB Pariaman. The problem is focused on divorce from unregistered marriages which is a real problem in society, especially in the area of the Religious Courts of Pariaman. To approach this problem, the research method used in this article is sociological juridical, namely field studies to obtain primary data in the field of law which will be analyzed with laws and regulations related to the divorce process in marriages that are not registered at the Pariaman religious court class IB. The data was collected through in-depth interviews with related parties, such as the young clerk of the legal division of the Class IB Pariaman religious court. In this in-depth interview, the questions were used as an interview guide and the mobile phone was used as a voice recorder during the interview and analyzed in a descriptive analysis where the research did not only provide an overview but also wrote down and reported an object that became a legal event which would draw general conclusions in the case. researched. This study concludes that the legal consequences that result in divorce from a marriage that has been entered into are in terms of child custody, such as losing the right to have a loss certificate, and in terms of inheritance, such as the wife not receiving inheritance rights from her husband.

Beauty companies Skin Dewi and Scarlett use social media Facebook to promote their products and to interact with consumers. This article examines and discusses how beauty brands use social media, especially Facebook, to increase brand awareness and brand loyalty with viral marketing theory. This study took 159 samples taken by purposive sampling technique. Of the two brands, uploading content about products is the type of upload that is most uploaded. However, the product promotion technique that is often used looks different, Scarlett uses a giveaway technique, while Skin Dewi uses another technique. The two brands also did not specify a specific time to upload their promotions. In terms of engagement, there is a significant difference between the Scarlett and Skin Dewi brands. Brand Scarlett tends to have good and stable engagement, while Skin Dewi has poor engagement.

The purpose of this paper is to describe the implementation and the factors that support and hinder Government Regulation Number 11 of 2017 concerning Civil Servant Management in developing ASN competencies at the Office of the Human Resources Development Agency of North Sumatra Province. The type of research used is qualitative to answer the existing problems. The data analysis of this research was carried out by means of data reduction; Presentation of data and drawing conclusions or verification. The results of the research found that the implementation was not optimal, namely: Communication was not optimal because not all information was given to employees; Human Resources are still lacking and the level of awareness about PNS Management is still lacking; Disposition of employee responsibilities is still very low in carrying out their work; Bureaucratic Structure Coordination of employees is not good because employee awareness in improving competencies related to PNS Management still needs to be further improved. The inhibiting factors for the implementation of Government Regulation Number 11 of 2017 concerning Civil Servant Management in developing ASN competence at the Office of the Human Resources Development Agency of North Sumatra Province such as Not all information being conveyed, Human resources are considered to be not good, some employees are less responsible for coordination between employees, there is still a lack optimal.

This study aims to improve the soft skills of students' aspects of cooperation and social communication by implementing the GGE learning model. The problem is focused on efforts to improve cooperation and social communication skills. Pre-cycle identification of obtaining results related to the aspect of cooperation still needs to be improved because it is at the level of moderate, sufficient and insufficient interpretation of each indicator. The main indicators of the social communication aspect are at the level of adequate interpretation. The research data were collected using a checklist and observation sheets by observing the changes that occurred in students during two cycles. This study concludes that the GGE model can improve soft skills in the aspects of cooperation and social communication. Aspects of cooperation, indicators of respect for opinions and light-heartedness increased from moderate and moderate levels in pre-cycle to high levels in cycle 2, responsibility at moderate level in pre-cycle increased to very high level in cycle 2, participatory increased from moderate level to very high level in cycle 2 Aspects of social communication also experienced an increase in indicators of confidence, language style, speech style, and body gestures from a moderate level in the pre-cycle to a high level in cycle 2. The indicators of concept mastery and calmness were at a moderate level in the pre-cycle, increasing to a very high level in the pre-cycle. cycle 2.

This study aims to determine and analyze the implementation of the Government Regulation of the Republic of Indonesia Number 30 of 2019 concerning the Performance Assessment of Civil Servants and the obstacles in the Regional Secretariat of Subulussalam City Government. This study uses a descriptive method with a qualitative approach. This research is described descriptively with a juridical approach to public administration. The data collection techniques in this study are Primary Data Collection, through interviews (interviews), observations and documentation and Secondary Data Collection, with literature study. The data analysis technique consists of three streams of activities that occur simultaneously, namely: data reduction, data presentation, conclusion drawing/verification. The results showed that the implementation of PP no. 30 of 2019 concerning the Performance Assessment of Civil Servants has not been fully implemented yet. Implementation has been successfully implemented in terms of communication and bureaucratic structure, but has not been successful in terms of resources and disposition. The obstacles faced are the appraiser (superior) is not able to control the view of the proximity element in assessing the work of subordinates, employees often make excessive reports, and the provision of disciplinary sanctions is still relatively indecisive.

Purpose to find out and analyze the implementation and what factors hinder and support the implementation of Regional Regulation Number 4 of 2018 concerning the Industrial Development Plan of North Sumatra Province for 2018-2038 at the Industry and Trade Office of North Sumatra Province. This research is a descriptive study with a qualitative approach. For the analysis, the implementation theory that the researcher uses is the implementation theory of Edward III. Based on Edward III's Theory, indicators affecting implementation are: Communication, Resources, Disposition and Bureaucratic Structure. Communication implementation has not run optimally. Implementation resources have not been informed and carried out optimally, Disposition in the implementation of implementation has been carried out properly. In the Bureaucratic Arrangement, it is still running less than optimally or seems slow because. There are no awards in the form of incentives for implementation implementers. The bureaucratic structure has been running well and has complied with the applicable provisions in order to support the implementation of the Regional Regulation concerning the Provincial Industrial Development Plan. The fragmentation in the implementation of the Perda RPIP has gone well, marked by the North Sumatra Province Industry and Trade Office with other technical services within the North Sumatra Provincial Government.

This article aims to find out and analyze management of Procurement of Logistics Operations and distribution of logistics for the 2019 election as well as analyzing obstacles in the procurement and distribution of Election Operations. The procedure for collecting information is by collecting and summarizing data that is not recorded in numbers but in the form of an explanation that is described and analyzed descriptively with a qualitative approach. Data obtained through interviews and library documents. The problem is focused on four main indicators in logistics distribution to support the completeness of the 2019 Election, namely, Logistics Management, Budget certainty, procrutment and logistics distribution. Therefore, logistics management and distribution have a very important role for the successful completion of the 2019 election, where the processes involved are interrelated with one another. The theory used in this problem is from Bowersox (2002) which states that the main logistics characteristics of logistics activities are the integration of various sizes and demands formovementand storage. The results of the research prove that due to a lack of communication between the Balikpapan City KPU and the RI KPU along with logistics providers, some of the logistics equipment is procured late, so that the arrival of logistics from providers does not coincide causing the logistics system to not work properly, obstacles in pawning and distribution of Election Operations namely the intervention of the commissioner in terms of procurement and raising prices in the appointed procurement directly resulted in state losses that had to be returned, and the lack of sending ballots caused delays in logistics and minimal transportation personnel, so that it became an obstacle in the distribution of logistics.

The purpose of the study was to analyze the legal arrangements for cancellation of property rights certificates, analyze the legal consequences of cancellation of property rights certificates and analyze the application of cancellation of property rights certificates at the North Sumatra Provincial BPN Regional Office. The research method used is normative legal research, with a statutory and case approach, data collection techniques are interviews and documentation studies, while data analysis uses descriptive analysis. This research shows that the legal regulations regarding the cancellation of the Hak Milik certificate have undergone many changes. Currently, the regulation used is Permen ATR/BPN Number 21 of 2020 concerning Handling and Settlement of Land Cases. As a result of the cancellation of the certificate of ownership, the land status returns to land which is directly controlled by the state if the ownership status of the certificate is null and void by law. Meanwhile, if the ownership status of the rights requested for cancellation has been certified, the Land Office and the Provincial BPN Regional Office will issue a cancellation decree to revoke the status of rights to ownership of the Property Rights certificate. The application of the cancellation application process and considerations in issuing the Cancellation Decree which is the Authority of the Regional Office to cancel the certificates issued by the North Sumatran Regency/City Land Offices can be categorized into two types of cancellations. First, a decision whose ruling expressly states the void/illegitimate object of the case for which cancellation is being requested. Second, the decision whose ruling is not clear declares that the object of the case for which cancellation is being requested is null and void. The suggestion from this research is that there are contradictory rules between PP No. 18 of 2021 and Permen ATR No. 21 of 2020 regarding the cancellation of land rights due to administrative defects, which can only be done before a period of 5 years from the date of issuance so that it is synchronized with Permen ATR/BPN No. 21 of 2020 , so as not to create a gap to be able to file a counterclaim on the Cancellation Decree that has been issued.
