Abstract

The purpose of this study is to analyze the rule of law in dealing with criminal acts of narcotics abuse by children in the Legal Area of the North Sumatra Regional Police and the obstacles they face. The type used in this research is normative juridical and analytical descriptive in nature. The results of the study state that the regulation of narcotics abuse is regulated in Article 127 paragraphs (1), (2) and (3) of the Narcotics Law, punishable by imprisonment under 7 (seven) years. The provisions of Article 111, whoever owns it, carries a penalty of imprisonment for more than 7 (seven) years based on the modus operandi of child abuse, so that diversion cannot be attempted at the three levels based on the provisions of the Juvenile Criminal Justice System Act. The handling of criminal acts of narcotics abuse by children in the Legal Area of the Regional Police of Sumatra is carried out through means of criminal law (Repressive) and non-criminal law means (Preventive). Internal obstacles faced in overcoming criminal acts of narcotics abuse by children in the jurisdiction of the Sumatra Regional Police, include: Budget, office facilities, operational facilities, operational facilities, while external factors such as lack of community participation and drug dealers usually have high mobility.

Abstract

The purpose of this study was to determine the effect of word of mouth and customer satisfaction on purchasing decisions. This type of research is quantitative. The population in this study was 222, the research sample was 143 first semester students, the sample was determined using purposive sampling. The data collection instrument used the g-form and was analyzed using SPSS version 20. Data analysis techniques used normality, linearity, multicollinearity, and heteroscedasticity tests. Test the hypothesis using multiple linear regression and T test. Based on the research findings, there is an F count of 113.200 and F table of 3.06. Then F count of 113.200 > 3.06 F table means that Ho is rejected and Ha is accepted. If you see the value of Sig. 0.000 <0.05 then the hypothesis is accepted or in other words there is the influence of word of mouth and consumer satisfaction on purchasing decisions. word of mouth variable (X1) and customer satisfaction variable (X2) simultaneously influence the purchase decision variable (Y) by 61.8%. This research can be developed by linking other variables outside of this research variable.

Abstract

The purpose of this study is to examine the analysis of improving teacher quality, the Synoxys of Teacher Quality at UPT (Integrated Service Unit), and Barriers to Improving Teacher Quality at UPT (Integrated Service Unit) SMP Negeri 7 Medan. The method used is descriptive quantitative with data instruments, study observation and documentation as well as interviews. The results of the study found that professional improvement in teacher quality in terms of professional knowledge and skills indicators that school principals and teachers improve teacher professionalism and create morale as well as human resources. The teacher's knowledge shows quality skills and skills. It is shown by the teacher's working spirit which is quite good with the existence of aspects that can trigger the emergence of enthusiasm for work. For this reason, enthusiasm from all teachers is needed in providing support and appreciating all activities given to teachers so that they are able to create a good quality teacher. The inhibiting factors for improving teacher quality are the low and lack of support from school principals for teacher quality improvement programs for teacher competence and the lack of support from school principals for teacher quality improvement programs.

Abstract

The purpose of this research is to analyze the implementation and identify the factors that influence the Implementation of the Medan Mayor Regulation Number 49 of 2021 Concerning Competency Development of State Civil Servants in the Medan City Government in the Planning and Finance Section of the Medan City Regional Secretariat. This study applies Edward III's Theory. This research use desciptive qualitative approach. The informants in this study were the Head of the Planning and Finance Section of the Medan City Regional Secretariat, the Planning Sub-Coordinator, the Finance Sub-Coordinator, and the Reporting Sub-Coordinator. Data collection techniques in this study were observation, interviews, and documentation. The data analysis technique in this research uses the theory of Miles and Huberman. The results of the study show that the Implementation of the Policy for Medan Mayor Regulation Number 49 of 2021 Concerning the Competency Development of State Civil Servants in the Medan City Government in the Planning and Finance Section of the Medan City Regional Secretariat has gone well but there are still deficiencies, namely in the aspect of resources. The factors that influence implementation are supporting factors in the form of channeling information by sending letters done clearly and consistently, as well as inhibiting factors in the form of unenthusiastic human resources, limited budgets, facilities where they are still renting, and limited authority.

Abstract

This research is focuses on the performance of village apparatus in administering village government at Sugiharjo Village, District Batang Kuis, Deli Serdang Regency. By analysing the performance of village apparatus in accordance with the performance analysis indicators of Mangkunegara (2019) and the inhibiting factors for village apparatus performance, so that village apparatus can work optimally in carrying out their duties and support the implementation of village government and carrying out government affairs, also in community interests in accordance with the mandate of Law Number 6 of 2014 concerning Villages. This study uses a descriptive method with a qualitative approach, conducting direct interviews with Sugiharjo Village officials and the people in that village. Based on research and analysis of performance indicators: quality of work, quantity of work, discipline, initiative, and responsibility, the performance of the Sugiharjo Village Apparatus in carrying out their duties is considered not optimal, especially when there are still violations of work discipline, the violations related to working hours. Some factors inhibiting the performance of village apparatus in the form of a lack of number of village apparatus and a lack of development quality of human resources in Sugiharjo Village Apparatuses. It is necessary to make efforts to develop human resources for Sugiharjo Village Apparatuses to improve technical, theoretical and work discipline capabilities to improve apparatus performance Sugiharjo village.

Abstract

This study aims to determine the responsibility of a notary for a power of attorney to sell in the transfer of land rights and differences in consideration of the decisions of judges of first instance, judges of appellate level and judges of final instance in judicial review based on Supreme Court decision Number 20 PK/Pid/2020. This study uses a normative juridical research method, with a conceptual and statutory approach. The technique of collecting data is by studying literature relevant to legal issues and then analyzing it qualitatively. This study concludes that the notary Ketut Neli Asih can only be subject to administrative sanctions that adhere to the principle of responsibility based on fault (based on fault of liability), so that the notary concerned cannot be held criminally responsible, because the notary performs his duties as a public official. The verdict of the Panel of Judges of the First Level and the Panel of Judges of the Appellate Level are of the opinion and believe that the actions committed by Ketut Neli Asih as a notary have fulfilled the elements of a crime Article 378 jo. Article 56 paragraph 2 of the Criminal Code, namely "Deliberately Providing Opportunities or Means in the Crime of Fraud". Meanwhile, the Panel of Judges of the Supreme Court who tried the review was of the opinion and believed that the charges charged by the Public Prosecutor were true and proven, but it was not a crime, but rather an administrative matter.

Abstract

This article aims to analyze and examine the legal arrangements of mechanisms and constraints as well as obstacles to the implementation of Complete Systematic Land Registration (PTSL) at the Medan City Land Office. This study uses empirical legal research that is descriptive analysis. The approach used in this study is a statutory approach and a conceptual approach. This study collected primary data obtained by using field research and secondary data obtained by using library research, which were then analyzed qualitatively. The results of this study indicate that the implementation of PTSL is regulated in the Regulation of the Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency Number 6 of 2018 concerning Complete Systematic Land Registration. The implementation of PTSL in Medan City is based on the Regulation of the Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency of the Republic of Indonesia Number 6 of 2018 and also its implementation is in accordance with the Complete Systematic Land Registration Technical Guidelines Number 1/Juknis/-100.HK.02.01/I/2022 January 26, 2022. Obstacles and obstacles include, Lack of Public Awareness of the Importance of Land Certificates, Incomplete requirements and land certificates in accordance with the history of their acquisition from PTSL Participants, Public Objections Regarding BPHTB Payments, Absentee Land and Abandoned Land. These constraints/obstacles make the implementation of PTSL activities too late to be completed in accordance with a predetermined target time.

Abstract

This study employs a qualitative approach with a case study as the research design. The focus of the case study is on how SDN 104231 Batang Kuis handles the Admission of New Students in the midst of the Covid-19 outbreak after the issuance of Regent Regulation No. 23 of 2021. Data collection is conducted through interviews, observations, and documentation. The findings indicate that 1) preparation for this policy is carried out through understanding, learning, and preparing implementation strategies in accordance with supporting factors, such as selecting a competent committee for Admission of New Students and implementing staff who are willing to learn from changes; 2) policy implementation has been carried out in accordance with existing policies and has become a new point for having a better system for Admission of New Students and services by integrating offline and online systems in the educational environment; and 3) there are supporting and inhibiting factors, such as the simplification of Admission of New Students activities and students being able to participate in online competitions, but also negative impacts, such as a decrease in parents' interest in enrolling their children in public elementary schools since the Covid-19 pandemic and the need for the development of infrastructure used.

Abstract

This research is motivated by the quality of public services that have not been implemented properly, causing poor public service delivery which is a necessity for the government to make improvements in public services, one of which is the number of facilities that must be renovated and the lack of human resources at the Regional General Hospital (RSUD). Dr. Tengku Mansyur Tanjung City Hall. The purpose of this study is to determine the quality of services for the Emergency Room (IGD) and Inpatient Care (Class III) at the Regional General Hospital (RSUD) Dr. Tengku Mansyur Tanjungbalai City and to find out what factors are inhibiting the Emergency Installation (IGD) and Inpatient (Class III) Services at the Regional General Hospital (RSUD) Dr. Tengku Mansyur Tanjungbalai City. The research method uses a qualitative approach with a descriptive type. The results of this study indicate that based on PERMENPAN No. 19 of 2021 has gone well, this is because the five points in PERMENPAN such as types of services, service procedures, turnaround times, service fees and facilities and infrastructure have gone well. Then not only that there are inhibiting factors such as the need for additional human resources (HR) and improvement of hospital facilities that have not been maximized at the Regional General Hospital (RSUD) Dr. Tengku Mansyur Tanjungbalai City.

Abstract

This research discusses a number of strengths or capital possessed by the Mulyadi Jayabaya political clan in the electoral process at the 2018 Lebak regional head election, as well as having brought up his daughter in the 2018 regional head elections as a representation of one of the local political clans that has dominated the political-economic structure. The incumbent’s success in this electoral process has cemented the status quo among political clans. In addition, this victory cannot be denied because of the symbolic power that has been obtained by the incumbent. As stated in the study of Pierre Bourdieu (1986), who has seen that in the social arena there are always those who dominate and are dominated. Thus, to analyze the amount of capital owned by the Mulyadi Jayabaya political clan, the author uses a concept that has been conveyed by Pierre Bourdieu regarding capital, which consists of economic capital, social capital, cultural capital, and symbolic capital. This research addresses a number of capitals that are used ath the same time in an effort to maintain their power in fighting the empty column and civil society members who are members of the fight group for empty column because capital has a significant role, especially the political legacy that has been abandoned by the previous regent. As a result, incumbents and political clans build networks formally, such as with the bureaucracy, and with informal leaders, such as religious leaders, youth, and organizations, in the aftermath of clan member’s victories in the 2018 Lebak regional head election.
