Abstract

This study examines the quality and accountability of public services in the Wolo District. The data collection method was carried out using a questionnaire circulated through a google form link to 109 respondents from 14 villages and villages in the Wolo District with characteristics between the ages of 15-65 years. Use SPSS (statistical package for the social sciences) version 20 tool to analyze data descriptively. The research results showed that the quality of public servants, especially sensitivity to the aspirations of the community, and the openness of the apparatus to the community are excellent. The value of efficiency and effectiveness of services is carried out properly, which is supported by the supervision of the leadership. There are service standards (SOPs) as guidelines. The personal behavior and attention of the apparatus to the community are excellent. However, some consider that the speed of responding to people's complaints is still low because professionalism and expertise are still low.

Abstract

The purpose of this study was to determine how the role of leadership in increasing employee productivity in the Lalolara sub-district, Kecamatan Kambu Kendari city. The type of research used is descriptive qualitative which describes the data obtained from the field, and the data obtained from the results of interviews with informants, namely: village heads, secretaries, personnel, staff, and the community. Then the data is analyzed and draw conclusions. The results of this study indicate that based on the results of the analysis and discussion that have been explained, that the leadership role in the Lalolara Lurah Office has been carried out well and full of responsibility, especially in determining the vision and mission of the Lalolara Lurah Office, which can be seen from three indicators, namely; The role of leadership as a search path, the role of the leader as a harmonic and the role of the leader as an empowerer of the three indicators have been carried out well and quite satisfactorily. Meanwhile, in the work productivity of employees using four indicators, namely: ability, improving the work achieved, morale, and self-development. of the four indicators, then based on the results of the study show that in improving the work results achieved is still not quite satisfactory

Abstract

This research is motivated by the problems encountered in the application of regional regulation number 1 of 2017 which contains norms against drug abuse and the like, this study aims to find out about the implementation of regional regulation number 1 of 2017 concerning the prevention and eradication of abuse and illicit trafficking. narcotics (P4GN) against narcotics abuse, (Policy Study on the Guidance and Supervision of Adolescents at the National Narcotics Agency of Malang Regency). In this study the authors used descriptive qualitative methods, using a qualitative approach. where researchers use information sources in the field to find information as deep as possible. With this approach, the author can describe the conditions and situations that exist in the field based on the data sources obtained through observation, interviews, and documentation techniques. Research informants in this study were BNN officers in Malang Regency and patients infected with drugs. The place of this research is located at BNN Pakis, Malang Regency. The results of the study indicate that the implementation of regional regulation number 1 of 2017 concerning the prevention and eradication of abuse and illicit trafficking of narcotics (P4GN) against narcotics abuse has been implemented well, but there are still some obstacles encountered in the application of existing regulations such as facilities, funds, and new tricks in marketing drugs.

Abstract

This study aimed to determine the Mamboro Village community's perception of the New Political Party in the 2019 legislative election. The method used in this research is descriptive qualitative where interviews and documentation as instruments to collect data. This study aims to determine the political perception of the people in the West Mamboro sub-district towards the new political parties in the 2019 legislative elections. The results show that the political perception (political attitude) of the people of the West Mamboro sub-district towards the presence of new political parties, both from the level of introduction of political parties, the level of the introduction of political party candidates, the level of introduction to political party programs, and the level of knowledge and media introducing these new political parties is very low. This political attitude (political perception) will greatly influence the political preferences of the people in the West Mamboro Village, whose socio-political structure is more likely to be influenced by factors in the social environment where they live. Parents, husbands, mothers and families have a very strong influence in determining political preferences in the 2019 election. Thus, the tendency of West Mamboro people's political preferences towards political parties, one of which is strongly influenced by the acceptability of political figures or figures who are considered to have strong social ties ( sociological approach) with most of the people of West Mamboro.

Abstract

This paper aims to review the implementation of the principle of communication policy, freedom of speech in the regulation of internet access termination. Indonesia already has the ITE Law which regulates the policy of internet shutdowns. This means that the internet as an instrument to express freedom of opinion is no longer a free medium because it has been limited by the rule of law. In this study, the researcher uses the principle of freedom of speech communication policy to see the consequences of the law and the problems that may arise as a result of its implementation. This study finds that there is arbitrariness in the implementation of internet shutdowns regulations that are regulated in the ITE Law Article 40 (2a) and (2b) so it needs to be evaluated, reviewed, and revised.

Abstract

This study wants to explain the use of clientelism in the general election in Papua that applies the noken system. The Noken system itself is an election system in which there are two ways. First, Noken as a substitute for the ballot box, and secondly, the choice of indigenous peoples will be represented by the Chief of the Tribe. The research method used in this study is a qualitative method through interviews with informants as primary data and literature studies as secondary data. The purpose of this study is to reveal that the clientelistic phenomenon does not only occur in elections with a one man, one vote system like elections in general, but it also occurs in the noken election system, either by the method of representation through tribal chiefs or using noken as a substitute for ballot boxes. The clientelism theory used is according to Aspinall and Barenschot, who see clientelism through three dimensions, namely the Network dimension, the Resource Dimension, and the Discretionary Control Dimension. This theory was then relevant to be used by Roberth Rouw because he used the Network dimension through proximity to Regional Heads and Tribal Heads to obtain the majority of indigenous people's votes, the Resource Dimension was also used to build communication through stone burning parties and Roberth Rouw used the Discretion Control Dimension to show his performance. to the public during his tenure so that during the 2019 Election, Roberth Rouw managed to get 170,848 votes in Jayawijaya Regency and managed to sit in the DPR RI

Abstract

This study aims to find out the positive image of Indonesian tourism through the Asean Tourism forum in 2018 - 2019. This research will use descriptive qualitative research methods. This method is intended to explore and clarify a phenomenon or social reality by describing a number of variables relating to the problem and unit under study. The study results show that in 2018, Indonesia's tourism growth showed a good increase. According to a report by The World Travel and Tourism Council (WTTC), Indonesia is ranked 9th in the world, number 3 in Asia, and number 1 in ASEAN, which means that it is ranked at the top of other Southeast Asian countries. Indonesia participated in the ASEAN Tourism Forum, a forum between ASEAN countries experienced by various tourism industries. Indonesia, as the best tourism in ASEAN, wants to build a positive image through the ASEAN Tourism forum 2018-2019. The embodiment of this positive image will use Anholt's three image formation processes: strategy, substance, and symbolic action. Through this explanation, this paper will discuss how the idea of Indonesian tourism is formed through the role of Wonderful Indonesia and the process through the ASEAN Tourism Forum as a whole.

Abstract

The purpose of this study is to find out the role of social welfare centers and efforts in tackling poverty in Watu-Watu Village, West Kendari District, Kendari City, Southeast Sulawesi. The research method in this study is qualitative descriptive that describes the data obtained on the ground. The data obtained from interviews with informants are Village Leader of Watu-Watu, Chairman of Watu-Watu Village Health Center, Officer or staff of Watu-Watu Puskesos, and the community. The data obtained is then analyzed and drawn conclusions. The results of this study, based on the results of analysis and discussion that has been outlined, that the role of social welfare centers (Puskesos) in tackling the problem of poverty using social services directly, namely Providing social services, social services for advocacy, ease of accessibility and data and information providers. While poverty reduction efforts use three strategies, namely the provision of basic needs, the development of social assistance and social security systems, and the development of poor business culture that can be said to be good, But there are indicators that have not run in accordance with community expectations, namely regarding the indication of the role, Puskesos has played a role but there are still those that have not been fulfilled, namely in social services for advocacy so as to make the community uncomfortable in receiving the assistance provided.

Abstract

This study aims to determine the quality of public services during the Covid-19 pandemic. This research is descriptive qualitative research, with data collection techniques, namely observation, interviews, and documentation studies. The technique used is purposive sampling. The data has been obtained and analyzed using qualitative data analysis techniques. The results of this study show that the quality of public services during the Covid-19 pandemic at the Kendari District Court Office Class 1A has been very good and effective. In general, the service recipients are already happy with the services provided, but there are still some complaints from the visitors themselves because employees who are working from home (WFH) are not in the office. The Kendari District Court Office carried out services during the Covid-19 pandemic, strictly complying with health protocols from wearing masks, ensuring clean work areas, providing hand washing stations, providing hand sanitizers, and taking temperature measurements. The service went well because all employees in the office followed health guidelines, even every employee was given vitamins and bear milk, conducted swab tests, and vaccinated so that the health of the employees was maintained.

Abstract

To diminish issues in regards to the usefulness of smallholder oil palm manors through smallholder palm oil restoration, it is accepted to be the critical connection in expanding the efficiency of smallholder oil palm ranches and expanding the government assistance of ranchers. This study has a reason, specifically to decide the outcome of the smallholder oil palm restoration program for free smallholders in the Sari Galuh town, Tapung area, Kampar region and the variables that become hindrances in the execution of smallholder oil palm revival arrangements. The hypothetical idea that the analyst utilizes is the hypothesis of strategy execution by Edward III 2019. By utilizing subjective examination strategies and information assortment procedures in view of meetings, perceptions and documentation. The consequences of the examination that the creators get are the execution of smallholder oil palm restoration on autonomous smallholders.
