Abstract

   The amendment to the 1945 Constitution after the 1998 reform is based on the experience of the practice of state administration by the old and new order governments which are often referred to as authoritarian government systems, both overt and covert. The 1945 Constitution indeed gives enormous power to the President, both Sukarno and Suharto. Weaknesses contained in the 1945 Constitution that triggers the birth of the demands of the reformists to make amendments to the 1945 Constitution, especially concerning the power and term of office of the President. It is important to realize that after the 1945 Constitution is amended, it has very basic implications for the structure of the Republic of Indonesia. Before the amendment to the 1945 Constitution the existing state institutions are the People's Consultative Assembly, the President, the People's Representative Council, the Supreme Consultative Council, the Supreme Audit Board and the Supreme Court, whose titles are divided into two, namely the highest state institutions which are embedded in the People's Consultative Assembly, and the other is a high-level state institution.   After changes or amendments to the 1945 Constitution from 1999 to 2002 have implications for changes in the structure of existing state institutions and the number becomes more than before the change. The state institutions after the change are explicitly mentioned in the nomenclature such as: the People's Consultative Assembly, the House of Representatives, the Regional Representative Council, the Regional People's Representative Council, the President and Vice President, the Minister (Specially the Minister of the Interior, the Minister of Foreign Affairs and the Minister of Defense ) Governor, Regent, Mayor, Indonesian National Army, Republic of Indonesia National Police, Supreme Court, Constitutional Court, Judicial Commission and Supreme Audit Board. While there are other state institutions whose nomenclature is not mentioned explicitly namely; Advisory Council, Election Commission and Central Bank. As a consequence of the amendment to the 1945 Constitution, the constitutional system adopted has also changed. If before the change to the constitutional system adopted is the cameral union representative system, but after the change into the bicameral system, some even called it tri kameral

Abstract

   With the development of technology, the thinking to use applications in the business world also develops. One of them is a business in the field of transportation. At present an application-based transport service has emerged. The emergence of these services, the Conventional Taxis have new competitors. The existence of such competition has led to disputes between conventional taxis and application-based taxis. The existence of Application-Based Taxi, causing some people in the city of Mataram have the opportunity to switch interests using Application-Based Taxi. Under these conditions, the number of fleets and the suitability of conventional taxi rates in the city of Mataram need to be reviewed.   In this study, examined taxi rates according to the calculation of vehicle operating costs. Then compared with the ability to pay and the will of the people of the City of Mataram. Then the number of taxi fleet requirements for the City of Mataram will be calculated.   From the results of this study it can be concluded that: 1). there is an excess number of taxi fleets, which is 550 fleet optically, but in reality the current taxi fleet operating based on real conditions in the field is as many as 636 fleets from all operators, 2). 48.75% of respondents have the ability to pay a tariff of Rp.3,900 / kilometer and the remaining 52.25% of respondents are forced to use conventional taxis, 3). Current rates are in accordance with government regulations. This can be seen from the calculation of vehicle operating costs (BOK) for the tariff per kilometer is Rp. 4,000 per kilometer while the current tariff is Rp. 3,900, - only a difference of Rp. 100

Abstract

   This study aims to find out the significant influence both partially and simultaneously and which variables have the most dominant influence from discounts and prizes on the use of credit cards of Bank Mandiri branch Mataram.   This type of research is associative research, with a population of credit card holders of the Bank Mandiri branch in Mataram. The sampling technique used in this study is accidental sampling with a sample of 60 respondents. With data collection techniques and tools in the form of a questionnaire, a score is obtained which refers to the use of a Likert scale. To find out the results of calculations according to the regression equation, statistical tests are carried out, namely f test and t test as a hypothesis test tool.    The results of the analysis show that both are 1). Partially giving discounts and prizes has a significant effect on the use of Bank Mandiri credit cards in the city of Mataram. This is evidenced by the probability value of each variable smaller than 0.05. 2) Simultaneously giving discounts and gifts has a significant effect on the use of Bank Mandiri credit cards in the city of Mataram. This is evidenced by the probability of a value of f that is smaller than 0.05

Abstract

   The  Integrated Water Resources Management (IWRM)  is  significant  to do  in order  to obtain water  supply availability including inter-sector perspective, diverse of  water future needs, and  its present availability and  orientation  towards  the  'triple bottom  line',  such as  social, economi,c and environment.  In  the past decade,  most  countries  in Asia  have  already  adopted  national water  policies  that  advocate  IWRM  in  river  basins.  However, IWRM implementation is still at an early stage. IWRM at the basin level is best provided by a River Basin Organization (RBO)  by facilitating  and/ or implementing  various  development  processes   and  management.  Across Asia, a variety of small and large RBOs are now helping governments and stakeholders to implement IWRM in river basins.  Some RBOs operate within the structures of regular government departments. In  other  cases,  however,  a  corporate  or  quasi-corporate model  has  been  selected,  to  provide  RBOs  with  greater  autonomy  in  their  management,  capacity  development,  and  revenue  generation.  The research attempts to  study distinction between  three  types of RBO: council/committee, public/ government,  and  corporation. Thus, it can determine  the most  appropriate  type  of  river management  applied  in  river  basin

Abstract

This study aims to investigate the use of polite requesting strategy by students of Sasak and Bima in Mataram University. The data were obtained based on a questionnaire of politeness in three socially different situations, the Sasak and Bima people as participants in this study were asked to make requests in the three situations. The situations were classified according to the three politeness systems on the basis of social relationship between speaker and addressee: hierarchy, deference, and solidarity. This study demonstrates that both groups tend to use the query preparatory strategy in making requests. However, due to cultural differences between Sasak and Bima people, the respondents in the two groups behave differently in terms of how they modify the polite strategy and how they use the politeness markers

Abstract

   The purpose of this research is to analyze: (1) the difference of critical thinking skills (CTS) and science process skills(SPS) between student?s group who are managed with hypothetical inquiry model and conventional learning model, (2) the difference of critical thinking skills (CTS) between student?s group who are managed with hypothetical inquiry model and conventional learning model, (3) the difference of science process skills (SPS) between student?s group who are managed with hypothetical inquiry model and conventional learning model.    This research is quasi experiments with post-test only control group design factorial 2x1. Data of critical think skill are collected by using test and data of science process skillscollected by using test and observation. Data analyzed by using descriptive analyze and one way MANOVA.It is found: (1) there is significant difference of critical thinking skills (CTS) and science process skills(SPS) between student?s group who are managed with hypothetical inquiry model and conventional learning model (F=59,161; p<0,05), (2) there is significant difference of critical thinking skills (CTS) between student?s group who are managed with hypothetical inquiry model and conventional learning model(F=22,219; p<0,05), (3) there is significant difference of science process skills (SPS) between student?s group who are managed with hypothetical inquiry model and conventional learning model (F=113.559; p<0,05).

Abstract

   The purpose of this paper is to find out the procedure for making agreements in medical actions in health services between doctors and patients in handling medical measures. The research is a normative legal research study with an approach based on laws and regulations, a conceptual approach and a case approach.   From the results of the study it can be concluded that, the Agreement on Medical Action (informed consent) is carried out in accordance with statutory procedures, for that doctors are bound by professional code of ethics in carrying out their functions as medical personnel, so that in carrying out medical actions there must be an agreement and written agreement between the doctor and the patient. The legal consequences arising between the doctor and the patient after the medical action is carried out are in the form of legal responsibility, both in the form of civil, criminal and administrative law related to his profession.

Abstract

   Since the enactment of Law No. 18 of 2017 concerning the Protection of Indonesian Migrant Workers (PPMI Law), there is a new term as a substitute for Indonesian Labor (for the next term TKI) to become Indonesian Migrant Workers (hereinafter referred to as PMI). By carefully reading the law governing TKI or PMI, namely Law Number 18 of 2017 concerning PPMI, it is made to correct various weaknesses in Law No. 39 of 2004, in which the main objective is to improve the law. thus TKI or PMI are increasingly protected. In fact, this law also still has some weaknesses. The research objective is to analyze weaknesses in Law No. 18 of 2017 concerning PPMI. The method used is a normative juridical research method with a statute approach and a conceptual approach. From the results of the study, there are five weaknesses in the PPMI Law, namely: There is inconsistency in implementing the rules, the PPMI Law still holds potential institutional conflicts regarding the authority of Ministries and Institutions / Non-Ministerial Bodies in the management of migrant workers protection, Articles in the PPMI Law concerning coaching and supervision also has the potential to be a rubber article because it does not elaborate on what forms of supervision and supervision should be carried out. There is no specific article that affirms the specific needs of PMI protection (especially women) who work in the domestic sector. Regulations regarding legal assistance for PMI are not regulated in detail. As a suggestion to immediately revise the PPMI Law, then it must be guarded and completed 27 regulations derived from the mandate of the PPMI Law consisting of 12 Government Regulations, 11 Ministerial Regulations, 3 Agency Regulations and 1 Presidential Regulation

Abstract

   Tourism is one of the promising business sectors, if local people can see well the potential available around their neighborhood. With the position of the country of Indonesia which is located on the equator which causes diverse types of flora and fauna, as well as the archipelago's topography providing a stretch of both coastal and cultural diversity available, it is no wonder that tourism opportunities are still wide open to be developed. Labuan Pandan Village is a coastal village with 2 (two) dykes in the east, so that it becomes a magnet for tourists who want to see first hand the beauty of coral reefs and mangrove ecosystems. Tourism stretching has begun to be seen in the activity of tourism activists who joined a community called KOMPAK (Labuan Pandan Kreatif Youth Community). The concept of CBT (Community Based Tourism) has been started by the KOMPAK community since 2017 and of course since then the people in Labuan Pandan Village are involved in the tour activities.   This study aims (1) To examine the process of empowering local communities with the concept of CBT (Community Based Tourism), (2) Constraints faced by the community in conducting tourism activities with the concept of CBT (Community Based Tourism) in Labuan Pandan Village. This research method uses descriptive method with a qualitative approach; the data used are primary and secondary. Primary data obtained from interviews and observations. The results showed that: (1) Community empowerment activities through village tourism with the concept of CBT (Community Based Tourism) went very well. This is indicated by the high level of community participation in existing tourism activities. This includes preparing accommodation, culinary, cultural arts performances and participating in educational learning activities (Educational Tourism), (2) Constraints faced by the community, that is, they have not mastered fluent foreign languages, so that they are quite inhibiting information disclosure.
