ABSTRACT Nu and Muhammadiyah are two different religious organizations. The difference may come from the background of the establishment of organizational culture. Cultural differences lead to differences in the identity of the people in the region, a difference identities are inevitable that sometimes obscures the social interaction of residents. Development in the region can be seen with the development in the field of tourism because tourism is a mainstay sector that can be a source of revenue for the region, resulting from the existence of regional autonomy makes some regions in Indonesia are now beginning to optimize the government's performance in exploring the potential of tourism and one of them is Kabupaten Banyuwangi who managed to do development in tourism sector by exploiting local potency in banyuwangi city and tourism has changed the face of Banyuwangi as area which now become references of various government agencies in the country and other countries. It can be seen from the total number of tourists visiting the archipelago reached 3,831,703 people and foreign tourists as much as 78,865 people in 2016.The performance of banyuwangi government in the development of tourism in banyuwangi city can also be seen from the many awards that one of them received is 'The Best Festival City' by the tourism minister of RI for successfully promoting the city of banyuwangi and banyuwangi also became one of the cities that succeeded in developing the concept of tourism that is environmentally oriented tourism activities by prioritizing aspects of nature conservation, socio-cultural empowerment aspects, and local community economy as well as aspects of learning and education.

Indonesia is basically a plural and multicultural country of social and cultural aspect especially in North Kolaka Regency. Differences in that aspect result in potential weaknesses that threaten national disintegration The conflict that occurred in North Kolaka District originated from the sexual harassment case originated from personal conflict and became communal conflict between residents. Based on that, the author aims to describe and explain the role of local government in handling conflicts among residents in North Kolaka District as well as supporting factors and inhibiting the role of local government in solving conflicts among residents in North Kolaka District. The type of research is qualitative method with qualitative descriptive type. The data source consists of primary data source and secondary data. Technique of collecting data is done through observation and interview. The research informants consisted of local government, sub-district and village administration, and several community figures. Data analysis technique is descriptive qualitative analysis expressed in the form of questions, responses and interpretations obtained from observation and direct interview. The results show the role of local government in handling conflict between citizens through conciliation, mediation and conflict transformation. Mediation is the dominant effort done by local government in handling conflict. Factors supporting the role of local government, namely the Standing Procedure on the handling of social conflicts and the mapping of conflict prone areas. The inhibiting factor of local government's role is the lack of budgetary support for the empowerment of FKDM at the kecamatan level as well as the quantity of police officers whose numbers are very small

The main topic that will be discuss in this research is about regional financial transparency management in the Satuan Kerja Perangkat Daerah (SKPD) of Bulukamba region, particularly at the Education, Youth and Sport Authorities, Health Authorities, Regional Finance Management Authorities, and Bina Marga Authorities of Bulakamba region. This research conducted to get further understanding of the transparency of regional financial management in the Satuan Kerja Perangkat Daerah and some factors that work on the transparency implementation. The method that use in this research is a compounding between qualitative and quantitative methods, and the sample number in this research are 60 people which using purposive sampling method. Based from some indicators, researcher find that cumulative index of the transparency of the financial management which organized by Education, Youth and Sport Authorities of Bulakamba region is 2.02 that categorize as satisfactory level. Cumulative index of the transparency of the financial management which organized by Regional Finance Management Authorities is 2.81 that categorize in satisfactory level. Cumulative index of the transparency of the financial management which organized by Health Authorities is 1.98 and Cumulative index of the transparency of the financial management which organized by Bina Marga Authorities of Bulakamba region is 2.09 that both also categorize in satisfactory level.

This article discusses the issue of the policies of the New Order government's national development program based on concepts that are firmly held and always socialized and doctrined during his reign, namely the Trilogy of Development concept, which consists of three key points, namely development equality, economic growth, and national stability. four main policies, namely macroeconomic policy, economic structure reform policy, population policy, and political stability policy.

ABSTRAK Studi ini ingin melihat bagaimana Vinolia Wakijo atau Mami Vin dan LSM Kebaya berperan sebagai aktor non electoral dalam Politik Intermediary yang mampu menjadi representasi akan hak-hak para waria sebagai warga Negara. dari Negara dan juga masyarakat lainnya. Studi ini menggunakan pendekatan politik subaltern, politik representasi, dan juga teori kekuasaan Pierre Bourdieu. Dengan metode penelitian kualitatif berbasis pendekatan etnografi. Waria sebagai kaum subaltern ini dalam menegaskan dan mempertahankan identitas tidak terlepas dari kemampuan mereka untuk memperoleh, memperluas dan mempertahankan identitas tersebut sebagai bukti nyata dalam representasi sosial. Sehingga mereka dapat diakui dan melepaskan “baju” minoritasnya. Diskriminasi tersebut sangat berhubungan erat dengan prasangka masyarakat terhadap kaum waria. Prasangka masyarakat terhadap kaum waria sendiri berasal dari perilaku negatif dari kaum waria. Komunitas waria sebagai bagian dari kelompok marginal mengalami berbagai tekanan dari penekanan. Pengakuan akan keberadaan waria sebagai gender ketiga (diluar laki-laki dan perempuan) ternyata hanya didapatkan oleh waria tertentu, terutama waria yang memiliki prestasi dan juga para elite dari waria tersebut. Semisal contoh apa yang ada dalam LSM Kebaya, pengakuan atas waria sebagai gender ketiga hanya didapatkan oleh Mami Vin. Mami Vin tidak lagi pernah mendapatkan diskriminasi dari masyarakat. Kini Mami Vin lebih dipandang sebagai sosok seorang „IBU‟ ketimbang waria, mami Vin dapat dengan mudah berinteraksi dengan masyarakat dan Negara tanpa ada rasa takut. Karena dia yakin telah diterima dalam masyarakat. Hal tersebut mami Vin dapatkan bukan hanya karena prestasi dan konsistensinya sebagai representasi dari waria dalam penanggulangan dan penyebaran Virus HIV/AIDS dikalangan waria saja, melainkan justru datang dari dirinya yang mampu menampilkan sisi yang berbeda dari waria pada umumnya. Women Prone to Socio-Economic have a definition that is an adult married, unmarried, married or widowed woman and does not have enough income to be able to meet basic daily needs. Based on field observations there are several obstacles encountered in the implementation of the assistance program provided. First, the program objectives have not been achieved.Second, limited resources in the implementation of the program.Third, the program benefits have not been absorbed to the maximum. Fourth, there is no change of degree achieved. This type of research is descriptive qualitative, and the sampling method used is purposive sampling technique where sampling technique that only take sampling unit in accordance with the purpose of the researcher, to test the validity of data used triangulation data. Data obtained from several sources through interviews, documentation, and observasi.Harapan future government Pandeglang better in providing appropriate assistance programs to Women Prone Social Economics (PRSE), so the goal of the program can be achieved well.

Conflict is one of the social phenomena that continues to exist in human life. Local culture plays an important role in the conflict management process. Local cultural values are believed to be an alternative in the phases of decreasing the intensity of the conflict. Indonesia as a country with a very high level of pluralis has a lot of local culture which on one hand is able to become a media of conflict resolution although it must be recognized on the other hand also become the triggerf many social conflicts that bring up issues of SARA (Tribe, Nation, Race and Religion ). This study seeks to see how the relevance and role of local culture as amedia of social conflict resolution. Local cultural values can be used as a medium conflict resolution that exists at the local level although in reality, the changes and progress of the times continue to undermine local cultural values.Keywords: Conflict, Culture and Media

ABSTRACT The debate over the system of government that will be chosen was then adorned the Indonesia trip. In one sense, some of the founding fathers thought that the most suitable system is a parliamentary system and some support the presidential system of government. Although presidential system has survived to today, not a little people who question this system. Presidential system is considered incompatible with the characteristics of a pluralistic and multiparty Indonesia. Because since the beginning of the constitutional framers designing buildings Indonesian government system as a system of self-government, not a presidential system like in the United States and the parliamentary system in the UK. This paper will want to elaborate further why the presidential system is still worth keeping in the context of Indonesia. Keyword: Government System, parliamentary, presidential ABSTRAK Perdebatan mengenai sistem pemerintahan yang akan dipilih pun kemudian menghiasi perjalanan Indonesia. Di satu sisi, beberapa founding father beranggapan bahwa sistem yang paling cocok adalah sistem parlementer dan sebagian lagi mendukung sistem pemerintahan presidensial. Meski sistem presidensial tetap bertahan hingga saat ini, tidak sedikit kalangan yang mempersoalkan sistem ini. Sistem presidensial dianggap tidak cocok dengan karakteristik Indonesia yang majemuk dan multipartai. Karena sejak awal para constitutional framers merancang bangunan sistem pemerintahan Indonesia sebagai sistem pemerintahan sendiri, bukan sistem presidensial seperti di Amerika maupun sistem parlementer di Inggris. The train is one of public transportation that can be easy for human’s activities, the gevornment as organized of public sercvice needs to give ensure of tools availability and facilities of public transportation that used by society. This research tries to analyze about the quality reached of public transportation service through the approachment of Inovation Public Service theory as one the important of yardstick in public service that be applied based on The Law Number. 25 year 2009 about public service is the law that regulates about a good government principles which is the effectiveness of governments functions. The public service is organized by government or effective corporation that can be supported of the democracy and human’s right, promote economy prosperity, social prosperity, relieve the proverty, increase the environment safety, wise utilization of natural resource, deeepen in trust to government and public administration. In this research, the researcher uses the descriptive qualitative research method, the aggregated data technique through doing observation, interview, and analysis by triangulation resource, then all the research activities is measured by some inovation theories and public service principle. The researcher is able to summarize the KCI Company has gotten public credibility, because it can be proofed through passenger data that rise up drastic as long as in 2017. The inovation of service as content of public service yardstick for measuring the result research by proving that each services of KCI company is gave that be entered in enough good step in practising.
