Abstract

  Abstract One form and example of democracy run by the state is to hold elections and direct elections. General election is an arena for establishing representative democracy as well as holding periodic government changes.Persons with disabilities are part of this society who also has rights and duties as citizens. One of the rights of incidents of disability is the right to engage in democracy party activities either election or election. Disability is a term that encompasses disruption, limitation of activity, and restriction of participation. This paper aims to describe the implementation of pilkada which has been considered not yet friendly for PwDs. From the data obtained there are still many shortcomings that occurred during the implementation of the pilkada from the early stages of socialization, registration, determination of permanent voters list until the day of voting took place. The results of this paper suggest that some suggestions may be used in the implementation of simultaneous elections that are friendly to disability such as enforcing law enforcement, budget allocation for accessibility and special logistic of persons with disabilities, training for voting officials, . In addition, there should be strict sanctions to areas that do not conduct pilkda in a friendly manner and are not accessible to persons with disabilities  Keywords: Accessibility, Concurrent Pilkada, Disabled Persons

Abstract

This study intends to reveal the practice of power that works behind the iron sand mining discourse produced by the local media (Flores Post and Expo NTT) against two candidates regent/vice regent, partner Don Bosco M. Wangge/ Dominikus M. Mere (Darmawan package) and couples Marselinus Y.W Petu/Djafar Achmad (package MD) that took place during the election campaign round Ende period 2014-2019. Local political dynamics concretely evident in the election process. As one form of political constestation, there are a variety of issues with a variety of interests and strategies that are played for the sake of gain votes (voter) and won the election process. Including, through the use of language that reflects the ongoing exercise of power. The use of language in relations of power can be seen clearly through the fight discourse that occurs through the mass media. Strengthening discourse iron sand mining in the news flores post and expo ntt during the campaign, in fact an expression of conflict of interest between the parties involved with various backgrounds.  Existing conditions illustrates that the practice of discourse in the mass media is not something neutral. Behind the news , there is a pattern of power relations influence, direct and try to shape the reality of the reader's mind. To dismantle what is behind the text, the authors use model Norman Fairclough CDA strategy as a research framework with fixed understand the concept of discourse in the light of Foucault's thought. The findings indicate that the iron sand mining discourse production is dominated by groups represented in patriarchal authority (local elites), the power authority of the clergy/church (shepherd to his sheep) and the power of social institutions (mosalaki to ana kalo fai walo) which interest saved dominance they receive to perpetuate their power in society structure Ende. This illustrates the potential of that discourse can be produced by anyone in order to run power to influence others. As a reader, it takes a critical awareness to understand the social reality that infiltrated in these texts. Keywords: Power, Discourse, Mass Media, Election.

Abstract

  ABSTRAK Analisis kebijakan diperlukan dalam penyelesaian konflik antardesa di Kabupaten Sigi. Hal ini dilakukan untuk menemukan alternatif kebijakan penyelesaian konflik di Sigi. Metode penelitian yang dipakai ialah metode kualitatif dengan tipe penelitian deskriptif. Analisis data yang digunakan ialah analisis kebijakan model Bridgman dan Davis yaitu meliputi tahap: Memformulasikan masalah kebijakan, menentukan tujuan dan sasaran, mengidentifikasi parameter kebijakan, mencari alternatif-alternatif, memutuskan alternatif-alternatif pilihan. Hasil penelitian menunjukkan bahwa konflik antardesa yang terjadi di Kabupaten Sigi telah melibatkan 22 (dua puluh dua) desa yang ada di 4 (empat) kecamatan, dengan jumlah kejadian sebanyak 60 kasus. Alternatif kebijakan penyelesaian konflik antardesa di Kabupaten Sigi dengan nilai tertinggi ialah alternatif hukum adat. Kata-kata kunci: Analisis Kebijakan, Penyelesaian konflik.

Abstract

The Effectiveness of Employee Service Effectiveness of PT ASDP Ferry Bastiong Ternate in 2017 is still inadequate. This is because there is still a lack of technical apparatus in field apparatus in providing an understanding of the effective model of accountable and prompt servants in responding to problems occurring at the port of PT ASDP Bastion Ternate . Therefore, innovation has been done by P.T ASDP Ferry Bastion in Ternate in striving for the achievement of service success on the aspect of public port governance. One of them establishes cooperation with several agencies and to address the passenger safety issues that continue to be experienced by other transport models at the crash point in the town ofTernate. To answer these problems it must be analyzed comprehensively to find facts that occur in the field. So the method used in this study is descriptive qualitative. This qualitative descriptive study serves to explain and read the model of effective service on the port of PT ASDP Bastiong. Data collection techniques used there are some of the observations, interviews, documentation and use of related materials. The approach used is primary and secondary data Primary data source is a source of data obtained directly from the respondent or object studied, while the secondary data source is the source of data obtained through written documents, archives and others at the agency or institution related to the research. In determining the results of research on the pattern of relationships that occur then the theory used is a model of effectiveness measurement using Open Systems Perspective approach presented by Richard M. Steers which is divided into indicators of organizational management, environmental characteristics, characteristics of workers and management practices.

Abstract

ABSTRAK Penelitian ini bertujuan untuk mengetahui (1) kontribusi pajak daerah terhadap PAD, (2) kontribusi retribusi daerah terhadap PAD, (3 efektivitas penerimaan pajak daerah dan (4) efektivitas penerimaan retribusi daerah. Penelitian ini merupakan jenis penelitian deskriptif dengan pendekatan kuantitatif. Subjek dalam penelitian ini adalah Dinas Badan Pengelolaan Pajak dan Retribusi Daerah Kota Batam dengan objek penelitian besarnya PAD tahun 2013-2016. Penelitian ini menggunakan metode dokumentasi dengan menggunakan analisis data yaitu analisis kontribusi dan rasio efektivitas. Hasil penelitian ini menunjukkan bahwa (1) pajak daerah berkontribusi secara signifikan terhadap PAD dengan rata-rata persentase kontribusi sebesar 70,69%  dengan kategori besar, (2) retribusi daerah berkontribusi sangat rendah terhadap PAD dengan rata-rata persentase kontribusi 11,21 % dengan kategori kecil, (3) efektivitas penerimaan pajak daerah diperoleh rata-rata sebesar 108,01% % dengan kategori sangat efektif dan (4) efektivitas penerimaan retribusi daerah rata-rata diperoleh sebesar 106,515 dengan kategori sangat efektif. Kata kunci: Pajak daerah, Pendapatan Asli Daerah (PAD), dan Retribusi Daerah.

Abstract

ABSTRACT The phenomenon of the collapse of social capital, such as the tradition of mutual cooperation and self-sufficient or by the villagers in the district called Gemohing Witihama increasingly felt in the social life of the village, amid strong grip of modernization and globalization. Social capital as collective power of rural communities that have long been rooted in people's lives, is actually the ancestral cultural heritage in managing the important pillars of social cohesion and community development should be a castle guard of civilization. Therefore the main issue to be examined is how the tradition of gemohing highlighted from the perspective of social capital in support of rural development. This study is expected to more comprehensively describe the key role assumed by gemohing as social capital in supporting the process of rural development. The study results demonstrate that social capital has been the collective strength of the governance of rural development increasingly shifted due to the presence of new social institutions formed by the State and a number of policies that it has ignored the main role of gemohing. Despite this collective power that can still be presented again given the still dominant cultural traditions and kinship ties are still inherent in social life, especially in the face of socio-cultural events as well as cooperation for the benefit of rural development. Thus concluded that gemohing can still be used as the basis of social energy boosters that are beneficial for development and also an antidote to the negative effects of globalization. Hence a number of important aspects of gemohing as social capital such as trust, social networks and collective action remains a core strength togetherness strengthen and reinforce cooperation in order to garner a solid face various problems and challenges of rural development. That means gemohing must be preserved and treated as an integrating force for the development of society in all its aspects. And therefore should be given a proper place by the village government in all dimensions of development. Keywors: Social Capital , Gemohing and Rural Community Development ABSTRAK Fenomena runtuhnya modal sosial masyarakat, seperti tradisi bergotong royong dan berswadaya atau oleh masyarakat desa di Kecamatan Witihama disebut Gemohing kian terasa dalam kehidupan sosial desa, di tengah kuatnya cengkraman modernisasi dan globalisasi. Modal sosial sebagai kekuatan kolektif masyarakat desa yang telah lama berakar dalam kehidupan masyarakat, sejatinya merupakan warisan budaya leluhur  dalam mengelola kohesi sosial dan pilar penting pembangunan masyarakat yang mestinya menjadi  benteng penjaga peradaban. Karena itu persoalan utama yang hendak dikaji adalah bagaimanakah tradisi gemohing disorot dari sudut pandang modal sosial  dalam mendukung pembangunan masyarakat desa. Kajian ini diharapkan  mendeskripsikan secara lebih komprehensif peran kunci yang diemban oleh gemohing sebagai modal sosial dalam mendukung proses pembangunan  masyarakat desa. Hasil kajian membuktikan bahwa modal sosial yang selama ini menjadi kekuatan kolektif bagi tata kelola pembangunan masyarakat desa kian mengalami pergeseran akibat hadirnya lembaga-lembaga sosial baru bentukan Negara dan sejumlah kebijakannya  yang justru telah mengabaikan peran utama dari gemohing. Meskipun demikian kekuatan kolektif itu masih dapat dihadirkan kembali mengingat masih dominannya tradisi kultural dan ikatan kekerabatan yang masih melekat dalam kehidupan sosial terutama dalam menghadapi peristiwa sosial budaya maupun kerjasama untuk kepentingan pembangunan  masyarakat desa. Dengan demikian disimpulkan bahwa gemohing masih dapat dijadikan sebagai basis   penguat energi sosial masyarakat yang bermanfaat bagi pembangunan  dan sekaligus  penangkal ekses negatif dari globalisasi. Karena itu sejumlah aspek penting dari gemohing sebagai modal sosial seperti kepercayaan, jaringan sosial dan tindakan kolektif masih tetap menjadi kekuatan inti mempererat dan memperteguh kebersamaan guna menggalang kerjasama yang solid menghadapi berbagai problem dan tantangan pembangunan  desa. Itu berarti gemohing harus dijaga dan dirawat sebagai kekuatan pengintegrasi masyarakat untuk pembangunan di segala aspeknya. Dan karena itu harus diberi tempat semestinya oleh pemerintah desa dalam seluruh dimensi pembangunan.   Kata-kata Kunci :  Modal Sosial, Gemohing dan Pembangunan Masyarakat Desa

This  research aim to know and  analysis steps resolution by complic the dam growing plan at Boya Enrekang Regency. This complict begin from there was policy governrment who plan act build a dam. This policy get  opposed from the people distric Maiwa speciaally from the villages will destroyed after build this dam.As  the result, this researh pind out strategic manage complict who use this era is silent problem seems the builds will not realisation. So step complict resolution who effering is government must be used compromis to the people. So ready  to get policy, but government nust be change their fields whose destroyed. With new fields, so government give an accomodation as asubsidi for the peopel who was moved.

Abstract

Since its inception, many parties expect much that regional autonomy will be one of the gateways that bring Indonesian society to prosperity and prosperity. The current local autonomy raises the issue of where regional heads can’t cooperate with the regional heads above because they feel the same or equal to the governor and the number of corruption cases perpetrated by the regional head. The implementation of decentralization and deconcentration has not been able to significantly change the welfare of the people in the region. Implementation of local autonomy is still far from the ideals that have been established together. The implementation of regional autonomy requires the improvement of the legal constitution, especially the second amendment Constitution of the Republic of Indonesia. In keeping with the principle of granting greater authority to the regions to manage and prosper itself, it will be far more effective than providing central government obligations to distribute welfare.

Abstract

Capacity development in poverty reduction activities are crucial, based on the updated figures issued by BPS poverty levels have not been able to reduce poverty targeting accordingly, especially in poor areas. This paper aims to develop innovation and as a form of capacity building in poverty reduction, Sragen government initiated service innovation through Unit Pelayanan Terpadu Penanggulangan Kemiskinan (UPTPK). The research method is qualitative descriptive type. The results showed UPTPK implementation services based on criteria supported by the poverty report of  (Tim Nasional Percepatan Penangulangan Kemiskinan) TNP2K and proverty report by PPLS (Pendataan Program Perlindungan Sosial) BPS 2011 to be better targeted distribution. UPTPK service innovation. Sragen in building a bureaucracy based management plurality, creativity, fairness, necessity, responsiveness to construct public service management appreciate the differences that can be accessed by different groups, so that justice can be upheld services. UPTPK services implementation are still having problems related to the budget, human resources personnel and the lack of support DPRD Sragen district. Abstract

ABSTRAK Reformasi birokrasi pada tatanan pemerintah daerah meliputi bidang organisasi perangkat daerah atau yang disebut dengan reformasi struktural. Dalam penyelenggaraan pemerintahan daerah, kepala daerah dibantu oleh perangkat daerah yang diformulasikan berdasarkan prinsip-prinsip manajemen yang terdiri atas unsur pimpinan, unsur staf, unsur pengawas, unsur perencana, unsur pelaksana, unsur pendukung dan unsur pelayanan. Pelaksanaan PP No.41 Tahun 2007 mengarahkan tata kelola organisasi perangkat daerah dan memberikan panduan reformasi struktural birokrasi kepada daerah untuk mampu mengembangkan ruang kerja birokrasi yang memungkinkan aparat publik melakukan perbaikan kinerja pelayanan yang efektif dan efisien sesuai fungsi dan tugas pokok organisasi perangkat daerah.
