We publish original research papers, review articles, case studies, and book reviews focusing on Indonesian society, cultural phenomena, and other related topics. A manuscript describing society and culture outside Indonesia is expected to be analyzed comparatively with the issues and context in Indonesia. Abstract

Abstract The paper explores the admonition and advice (read: legal opinion) of Ahmad Rifai on opium and smoking in a manuscript entitled Bahs al-‘Iftâ’ (Discussion of Fatwa). The discussion will be limited to this fatwa for several reasons. First, the fatwa is the most interesting issue compared to the other themes and topics found in the manuscript. Most of themes and topics pertain merely to the ritual issues and to advice about the ways things should be done, for example, how to conduct a pilgrimage, prayer, and fasting, on the one hand, and to the tasawuf issues, such as taubat, tawakkal, mujâhadah, and riyâ’, on the other hand. Second, the fatwa is more comprehensive, even though short, thus enabling a deeper investigation of the selected fatwa. The article will use the philology, history, and legal methods. First, it will provide the transliteration from Pegon into Latin character and translation from Javanese into Indonesian as a philological work. Then, the author will analyze the writing using a historical approach to place the text in its contexts, and to provide a historical background for the fatwa. Eventually, the author will discuss the fatwa from a legal perspective. The paper seeks to answer the questions: What is the legal opinion of Ahmad Rifai on opium and smoking? What circumstances drove him to issue such legal opinion? What are the distinctions of his fatwa that differ from other ulama? Which and what methods did Rifai use in issuing the above mentioned fatwa? The main contribution of this article is first to provide the original text of KH. Ahmad Rifai Kalisalak on smoking and opium. Second, the article reveals that he was the only ulama concerned with the issue of smoking and opium in the 19th Century Java. Diskusi di dalam artikel ini hanya dibatasi pada fatwa tersebut untuk beberapa alasan. Pertama, fatwa ini adalah fatwa yang paling menarik dibandingkan dengan masalah-masalah yang ditemukan di dalam naskah. Hampir semua tema dan topik hanya terkait dengan soal-soal ibadah dan nasehat mengenai bagaimana sesuatu harus dilakukan. Contohnya, bagaimana melaksanakan ibadah haji, salat, dan puasa di satu sisi, dan terkait dengan soal-soal tasawuf, seperti taubat, tawakal, mujahadah, dan riya di sisi lain. Kedua, fatwa ini adalah fatwa terlengkap, walaupun hanya pendek, dan karenanya memungkinkan untuk menganalisis fatwa yang dipilih itu lebih dalam. Penulis menggunakan pendekatan Filologi, Sejarah, dan Hukum. Mulanya, ia akan menyediakan alih aksara dari aksara Pegon ke aksara Latin dan alih bahasa dari bahasa Jawa ke dalam bahasa Indonesia sebagai kerja filologis. Kemudian, penulis akan menganalisis fatwa dengan menggunakan pendekatan sejarah guna meletakkan teks dalam konteksnya dan memberikan latar belakang sejarah untuk fatwa tersebut. Akhirnya, penulis akan membicarakan fatwa itu dari pandangan hukum. Makalah ini akan mencari jawaban untuk pertanyaan-pertanyaan: apa fatwa Ahmad Rifai tentang Opium dan Rokok? Keadaan apa yang mendorong Rifai mengeluarkan fatwa demikian? Apa yang membedakan fatwanya dan fatwa ulama lain? Metode apa dan yang mana yang digunakan Rifai untuk mengeluarkan fatwa tersebut di atas? Sumbangsih utama dari tulisan ini adalah, pertama, menyediakan teks asli KH. Ahmad Rifai Kalisalak tentang rokok dan opium, dan, kedua, tulisan ini mengungkapkan bahwa Rifai adalah satu-satunya ulama yang perhatian pada masalah rokok dan opium pada abad ke-19 di Jawa. Abstract

This article focuses on Research result on subject of International labour migration from Bawean Island-Indonesia to Malaysia. This Ethno economics study which is done under perspective of Economic Sociology and constructive paradigm, has prove that International economy life of Baweaness has been developed based on interrelation between local changes and the adaptation of international economy dynamic. Those interrelations have push process transformation on local and international economy life toward what so called global economy. Therefore, it is right to conclude that local economic does not change just to follow global fluid but they has significant effort to create identity and way of changes in such a way that influence the global economy changes itself.

Abstract

The coastal area of Pohuwato, Tomini Bay, degrades, in which the mangrove forests has been converted into fishpond. During the last ten years, the mangrove forest has widely converted into fishfond. The expansion of fishpond area is widely due to the presence of migrants fom South Sulawesi. The process is not simple, in which the locals formerly rent it to the migrants and eventually sell it to them. Uniquely, the migrants’ economic ethos in fishfond activities is well-recognized by the locals. The empowerment of coastal community, therefore, should consider the diversity of their jobs, culture, and livelihood. This paper examines the development of migrants’ economic expansion in the coastal area of Tanjung Panjang, Pohuwato. Abstract

National Park has big resources. They could be used for economic development in a certain region. But that expectation couldn’t be carried out. National park functions are not only for economic development but also for keeping environmental balance, which is more important. Both functions have made conflict of interests between some stakeholders. Some of them want to use these resources in order to exploit them and ignore deforestation impact, while others want to preserve the national park to maintain its good condition for the future. This conflict of interests has been more intense since governmental decentralization system was overthrown. In this paper, the author would like to explain this phenomenon, especially by using the case of Kutai National Park. This paper is a result of a research conducted in July, 2006.

Abstract

Adat Community around the globe particularly in Indonesia is facing a massive problem. This phenomenon refers to two cardinal issues namely: the willingness of the government to recogize their rights and existence, and how to maximizing their participation in national development programs. This paper deals with certain issues such as definition and concepts being debated, inconsistency to link between local history, identity socio-cultural and economic rights of the adat community. In this stage, the first party responsible for empowering the adat community is the government, however there is an immense disparity between ideal plan to empower them, and systemic deteriorating of the peoples’ life condition and all of their right. Implying some definitions and categories, this paper underlines as well as the actual life condition of adat community currently, that is not merely impacted on external factors but also from internal factors. This paper ends with six conclusions to emphazise ways for coping with current crisis of the adat community in Indonesia. Keywords: adat community, current realities and reflection.

Abstract

Rezim Orde Baru memulai kebijakan untuk mengeksploitasi hutan pada tahun 1967. Devisa negara yang diperoleh dari hasil hutan baik dari penjualan log kayu, industri plywood dan pulp menduduki nomer dua setelah pendapatan dari sektor minyak. Namun, penebangan log secara besar-besaran di areal konsesi log hutan (HPH) tidak disertai dengan penanaman massal kembali, penegakan hukum bagi mereka yang merusak hutan, dan komitmen yang konsisten mengenai ‘pengelolaan hutan’ yang telah diatur oleh Departemen Kehutanan. Fenomena di atas mendorong percepatan hancurnya hutan (Deforestation and Forest Degradation) di Indonesia. Tulisan ini memfokuskan kajian mengenai kerusakan hutan di Indonesia, dengan melihat komentar forum-forum kajian seperti FAO, WRI dan Myers serta penulis sendiri. Dikemukakan juga dampak hancurnya hutan atas lingkungan seperti kebakaran hutan tahun 1997-1998, rusaknya spesis sumber hayati hutan, polusi air, perubahan cuaca dan panas bumi.

Abstract

This article discusses the social relationship between Muslim groups in Jombang and Pasuruan, East Java. It highlights the relationship between traditionalist orthodox Muslim represented by NU and Modernist Orthodox Muslim represented by Muhammadiyah. The relationship is marked by tension and conflict. This conflicts is inevitable, not only because they do difference practice of Islam but also because they have different political orientation. It is argued, however, that this conflict wll not come into disintegrative situation, since at the cultural level muslims have a common integrated system, us the same focabularies and are bound by the same ideology. In addition, it is interesting to note that there are emerging changes in Muslims’ perspective at grassroots level about their relations with other Muslim groups. Such changes constitute their response to the existing and continuous changes in the socio-political realm. The changes have brought them to reformulate their socio-political order, either concerned with the Islamic leadership or with the Islamic ideals that they must pursue in general. What is important in regard to such reformulation (reevaluation) is the concept of Ukhuwwah Islamiyyah (Muslim Brotherhood). The concept has long been interpreted and used inappropriately. The concept is concerned with relations between Muslim groups, which have long been marked by strong primordialism. The re-evaluation of Ukhuwwah Islamiyyah represents a self crilique by Muslims of themselves after they experienced their misconduct in regard to their relationship with each other. It gives rise to mutual understanding between them and juxiaposes one Muslim to another. It is not accidental that intermarriage between Muslims of various groups in present day Jombang and Pasuruan occurs more often thatn that in the past.

Abstract

Even though the term ’elite’ is often used by the Indonesian researchers, but it is rather difficult to find a particular study that focuses on the Indonesian elite(s). We could find some historical writings concerning Indonesian elite of the 20th century, but not contemporary studies on the Indonesian elite(s), particularly those using anthropological approaches. This paper discusses the methodological problems which are faced by the Indonesian researchers to conduct an anthropological study of elite.
