A manuscript describing society and culture outside Indonesia is expected to be analyzed comparatively with the issues and context in Indonesia. Abstract

Konflik Semaka terjadi antara suku Lampung dengan suku Jawa. Pemicunya adalah tindakan kriminal dan aksi ‘main hakim sendiri’. Konflik semakin meluas karena didasari prasangka dan kecemburuan sosial yang telah mendarah-daging. Masalah yang teridentifikasi dalam penelitian ini adalah bagaimana strategi aktualisasi kearifan lokal Piil Pesenggiri yang bersinergi dengan nilai-nilai Pancasila dan ke-Islam-an dalam rangka resolusi konflik Semaka? Penelitian ini adalah penelitian deskriptif kualitatif danmetode yang digunakan adalah Ex Post Facto. Subjek penelitian di tentukan dengan teknik snowball sampling, dan data tersebut dianalisis dengan menggunakan Analysis Interactive Model dari Miles dan Huberman. Selanjutnya, hasil penelitian menunjukkan bahwa nilai dan karakter Piil Pesenggiri itu sendiri merupakan pengejewantahan dari syariat Islam dan menjadi pilar idiologi Pancasila. Lebih lanjut lagi, penerapan falsafah Piil Pesenggiri sebagai pendekatan penanganan konflik menjadi sebuah cara yang efektif untuk menangani konflik di Semaka. Oleh karena itu, filosofi Piil Pesenggiri juga diharapkan dapat menyelesaikan konflik di daerah lain. Semaka conflict occurs between the Lampung tribe and the Javanese tribe.The trigger is a crime and 'vigilante' action. The conflict is widespread because it is based on the ingrained prejudice and social jealousy. The problem identified in this research is how the actualization strategy of local wisdom Piil Pesenggiri synergizes with the values of Pancasila and Islam in the framework of conflict resolution in Semaka District? This research is a descriptive qualitative researchand the research method is Ex Post Facto. The subjects of the research are chosen by using snowball sampling technique, and thecollected data was analyzed by using Interactive Model Analysis from Miles and Huberman. Then, the result shows that the value and character of Piil Pesenggiri itself is a manifestation of the Islamic Shari'a and a pillar of Pancasila ideology. Furthermore, dealing with Semaka Conflict, the actualization of the Piil Pesenggiri philosophy as a social approach becomes an effective way to cope with the conflict in Semaka. Therefore, the Piil Pesenggiri philosophy is also expected to resolve a conflict in other areas.

Abstract

Since 1999, based on Law No. 22 of 1999 as revised by Law No. 32 of 2004, Indonesia has implementeed local autonomy in the marine sector. In those regulations, central government delegates his authority to manage 12 miles of the sea to provincial and one third of it to the district/municipalgovernment. However, there are many problems which impacted to the ineffectiveness of the local marine management. The most serious problem is the exclusion of local community roles in marine management. As one recommendation of this writing, the increase of community participation should be supported, and traditional management system should be revitalized. Abstract

This paper is an attempt to describe the result of study on Yabenese language choice, in Konda and Wamargege villages, Teminabuan district, South Sorong regency, West Papua province. It is estimated that the speakers of Yabenese language remain 500 left. As a result of language contact with various ethnic groups, Papua Malay language, and Indonesian language, Yabenese people are faced with the problem of language choice in the various fields. The result of analysis of language choice indicates that there is language shift to Papua Malay language. Speakers of Yabenese language from child and teenage groups do not make use of Yabenese language any longer in domestic field. Meanwhile, the teenage group has only a passive command over their ethnic language. The result of analysis on the basis of Maslow’s need hierarchy shows that to meet all the levels of human’s need, Yabenese people need to use another second language with wider coverage. Fulfillment of the need, specifically physiological need, in this study is considered the impetus of the occurence of Yabenese language shift. Abstract

Tujuan penulisan artikel ini adalah: 1) Untuk menganalisis perdagangan budak di pulau Bali pada abad ke XVII-XIX, 2) Untuk menganalisis geneologi atau asal-usul budak Bali, dan 3) Untuk menganalisis upaya-upaya pelarangan dan penghapusan perdagangan budak di Bali. Adapun metode yang digunakan adalah menggunakan metode penulisan sejarah (Historiografi), yang langkah-langkahnya meliputi heuristik (pengumpulan data), kritik sumber (kritik ekstern dan intern), interpretasi dan historiografi. Hasil temuan menunjukkan bahwa sejarah perbudakan di Pulau Bali berlangsung selama abad ke XVII-XIX yang dimotori oleh pemerintah VOC, kolonial Belanda serta raja-raja lokal. Budak asal Bali pada umumnya akan di jual di Batavia, dan daerah-daerah lainnya di Hindia Barat, di Afrika Selatan, dan di penjuru pulau-pulau di Samudera Pasifik dan Samudera Hindia. Secara kualitas, mereka paling diminati di antara budak-budak lainnya yang diperjualbelikan di pasaran Nusantara. Hal tersebut dikarenakan misalnya pada kasus budak wanita Bali, wanitanya dikenal dengan kecantikannya, kebaikan hatinya, dan pengetahuan yang baik tentang kesehatan, sedangkan laki-laki dikenal bertubuh kekar, patuh dan mudah beradaptasi sehingga sangat cocok diperkerjakan sebagai penjaga rumah, tentara dan kuli-kuli diperkebunan milik pemerintah. Asal-usul budak tersebut berasal dari para tawanan yang tertangkap di medan perang, janda-janda tanpa anak, para penghutang, dan penjahat atau pelaku kriminal. Pada masa kepemimpina Thomas Stamford Raffles ada upaya untuk menghapuskan perdagangan budak di Nusantara. Kemudian, dilanjutkan lagi pada masa pemerintah Hindia Belanda yang pada tahun 1860 mengeluarkan peraturan-peraturan untuk menghapus sistem perbudakan di Hindia Belanda.

Abstract

This study talks about multilingual communities in the eastern parts of Indonesia, particularly in Alor Regency, East Nusa Tenggara Province. It focuses on Hamap community and its language in the present actual condition in relation to the language existence in Alor which has multi-ethnic with different languages, specifically in Moru, Alor Barat Daya District. At present, the community is surrounded by some other ethnic groups that have their own languages such as Kui, Abui, and Kelon. In addition, the usage of Hamap language is pressed by Alor Malay as lingua franca in the region. It shows that the language is in a certain degree of extinction process called “potentially endangered language”. These are caused by its minority and the language shift which has occurred in the language community of Hamap, especially in the daily life of its young generation. Nowadays, they would rather speak in Alor Malay than in their own ethnic language. Therefore, all attempts both formal and informal have to be done and supported in order to avoid the language from extinction. Abstract

Jumlah perempuan yang menjadi anggota parlemen pusat dan daerah selalu tidak representatif sejak Republik Indonesia berdaulat. Bahkan dengan diberlakukannya sistem kuota untuk perempuan dalam undang-undang politik agar ketimpangan gender di parlemen bisa berkurang, tetap saja secara kuantitas anggota parlemen perempuan tidak proporsional dibandingkan dengan jumlah anggota parlemen laki-laki. Penyebabnya bukan karena melulu terletak pada faktor internal perempuan sendiri, tetapi ada pada lembaga dan proses politik yang cenderung masih menonjolkan ciri-ciri politik yang maskulin dan patriarkhis. Selama sistem kuota tidak mengandung sanksi tegas, hanya sekedar himbauan seperti yang tertera pada undang-undang Pemilu, jumlah perempuan di parlemen tidak akan dapat bertambah secara berarti. Meski demikian, sistem kuota masih menjadi persoalan, anggota parlemen perempuan yang jumlahnya sedikit itu perlu bekerja sama untuk menelorkan kebijaksanaan yang pro-perempuan dan rakyat kebanyakan, karena kinerja mereka akan memperoleh dukungan yang kian luas dari masyarakat atas pentingnya posisi perempuan di parlemen.

Abstract

The number of women migrating for work from Indonesia has steadily risen since the mid 1980’s; and by the year 2000 had increased to over 300,000 migrants. A significant number of Indonesian women voluntarily migrate to work are trafficked for sexual and labor exploitation in Malaysia and Singapore. This article explores trafficking problems and situation in Indonesia, especially focused in the border areas. International definitions of trafficking recognize a broader spectrum of abuses. In Indonesia, the most commonly recognized sectors into which women and children are trafficked in Indonesia include: migrant work, domestic work, sex work and servile marriage in the form of mail order brides. People from several areas of Java, Sumatera and Kalimantan who voluntarily migrating for work as domestic servants, later found themselves coerced into abusive conditions. Among them are Indonesian women who were recruited by false promises of employment and later coerced into prostitution or forced labor. Other cases show that ethnic Chinese women and teenage girls in the West Kalimantan district are recruited as mail-order bridges for men in Taiwan, Hong Kong, and Singapore. The Indonesian government has made significant efforts towards implementing a framework of action to address trafficking abuses against Indonesian women and children. Along with governmental actions, Indonesian civil society organizations (including NGOs and universities) have also increased their attention to the issue of trafficking in persons. Civil society organizations are now more effectively conducting research on trafficking related issues, implementing prevention and awareness raising activities in high risk communities, providing victim protection services such as legal aid case-handling and reintegration support, and advocating for increased law enforcement.

Abstract

Abstract This paper discusses the problems of street children lives in Makassar City, focusing on their motivation and resistance against oppressive practices in their environments. The main question is how street children establish tactics against oppressive practices. Using Scott’s theory of resistance in daily life as well as ethnographic approach, this paper underlines that street children’s tactics against oppressive practices are determined by their economical subsistence. They are motivated to escape from their subsistence crisis. Keywords: tactics, oppressive practices, resistance, street children, resistance motivation Abstrak Tulisan ini mendiskusikan masalah kehidupan anak jalanan di Kota Makassar, dengan fokus pada motivasi dan resistensinya dalam menghadapi praktik-praktik opresif di sekelilingnya. Pertanyaan yang diajukan adalah bagimana siasat anak jalanan dalam melawan praktik-praktik opresif. Untuk menggambarkannya, penulis menggunakan teori perlawanan sehari-hari James C. Scott dan pendekatan etnografi. Siasat anak jalanan dalam melawan praktik opresif ternyata didasarkan pada masalah subsistensi (ekonomi). Motivasi mendasar dari anak jalanan adalah keluar dari krisis subsistensi. Kata kunci: siasat, praktik opresif, resistensi, anak jalanan, motivasi resistensi

Abstract

Fishermen are the most vulnerable social community against the climate change. Marine environment change directly influences their livelihood system. This paper aims to discuss the extend of resilience of the fisherman communities in the coastal of Grajagan Village, Banyuwangi, East Java, in responding the impacts of climate change. To understand the resilience of fisherman communities, this paper compares the fishing unit typology and the working characteristics from various fisherman communities in responding the climate change impacts. Finding of this research shows that there is different resilience strategy among different fishing units, namely Slerek, Payang, and Jukung. The jukung fisherman community has a better resilience in responding the climate change impacts compared to the Slerek and Payang fisherman communities. The jukung fisherman community has various fishing units, which can be operated in different seasons.
