Abstract

This paper is an attempt to describe the result of study on Yabenese language choice, in Konda and Wamargege villages, Teminabuan district, South Sorong regency, West Papua province. It is estimated that the speakers of Yabenese language remain 500 left. As a result of language contact with various ethnic groups, Papua Malay language, and Indonesian language, Yabenese people are faced with the problem of language choice in the various fields. The result of analysis of language choice indicates that there is language shift to Papua Malay language. Speakers of Yabenese language from child and teenage groups do not make use of Yabenese language any longer in domestic field. Meanwhile, the teenage group has only a passive command over their ethnic language. The result of analysis on the basis of Maslow’s need hierarchy shows that to meet all the levels of human’s need, Yabenese people need to use another second language with wider coverage. Fulfillment of the need, specifically physiological need, in this study is considered the impetus of the occurence of Yabenese language shift. Keywords: Yaben, language choice, Maslow’s need hierarchy

Abstract

Theories of prison violence and behavior are often divided into the indigenous and importation model. This paper utilizes Irwin and Cressey’s importation model and integrates it with elements of Miller’s theory of a lower-class subculture explaining prison violence. The paper also examines other relevant theories of violent subcultures to enhance the argument that most prison violence is not indigenous to the prison but is brought to the institution as part of a pre-existing value. Keywords: Prison, Violence, Indigenous model, Importation model, Integration model

The traditional concept of police has created an image that police has not seen community as major partner in policing. Therefore, community policing approach is formulated. Community policing tries to control crime using preventive approach, which proactively done by good partnership between the police and the community. It does not depend on modern technology, machines and knowledge based anymore. The concept of community policing has shown that networking between humans is a source to control crime. Community policing as a philosophy, actually has already implemented in everyday life because that what citizen desired. This is why the establishment of FKPM has greatly welcomed by the community. From the observation in many local regions, the establishment of FKPM has been given great support from the community by providing facilities and infrastructure for FKPM such as meeting venue and office secretariat. Another indicator to the successfulness of FKPM is the growing of social capital in the community which was once destroyed because of the intervention of government policy in the “Orde baru” regime. Abstract

Mother mortality rate in Indonesia remains considerably high. The cause of maternal mortality indirectly is much related with the problems of poverty, the independent role of women in decision making within the family, and the public health services, which continues to be a centralistic-bureaucracy. In Costa Rica, Srilanka, and Kerala province in India, even though the majority of their citizens are poor as in Indonesia the maternal mortality is falling significantly. The reason that make this possible is because a strategy and a program of women empowerment in making independent decisions have been developed together with a model of participative public health services, which is cooperatively carried out by government and local community institutions dealing with community health problems that are affordable and comprehend for the economy and education of the community. The society and government of Indonesia may get a lesson by learning from the strategy and health programs from those three countries. Abstract

This paper is adressed to answer how the Papua Moslem Women of Fak-Fak overcome domestic violence. Refering to Marx and Engel, such violence rooted in a domination in the field of economics or in a capitalist mode of production as a continuation of class domination in the history of human being. Based on empirical data, it is found that structural factors such as economic condition contributes to the violence through economic pressures that being faced by poor families. Beside that, cultural factors also is acknowledged to cause violence through modernization, which reduced local cultural values. However, the violence can not be related to the local tradition of Bahamata people of Fak-Fak since the tradition respects and acknowledges the role of Women in their family and structure of tribe. To overcome the violence, some of Moslem women organization has campaigned and socialized of anti-domestic violence issues although it is still artificial.

Abstract

Based on a research conducted in Maguwoharjo village, this article discusses the impact of regional reclassification from rural to rural-urban area. Without a good plan, urban expansion could create a problem of unplanned regional development, as well as environmental degradation. On the non-physical side, changes in rural to rural-urban has led to the emergence in main industry shifts from agricultural to services sectors. It also creates potential conflict as a result of in-migration to the region. Such problems would not be in existence if the development of urban region was wellplanned designed with the use of collaborative management that includes the government, private sectors and the society. Abstract

This article tries to explain the language extinction phenomena in Indonesia particularly in accordance with factors that can cause the language extinction and its ethnolinguistic implications. There are some factors that can be identified as the reasons so that many languages are in the threshold of extinction. Those are the effects of major language, bilingual or multilingual community, globalization, migration, intermarriage, natural disaster, lack of appreciation towards ethnic language, lack of communication intensity using ethnic language in many domains, economic, and bahasa. Meanwhile, the language extinction can ethnolinguistically bring some implications. By the extinction of a language it could be the loss of knowledge on the internal aspects of it, that is, its structure. On the other side, it can bring implications to a loss of local knowledge and other cultural wealth of a certain ethnic using the language because they can only be known through the language used by its community, unless the language has been documented and revitalized. Keywords: extinction, ethnic language, ethnolinguistic
