Abstract

AbstractIn the midst of government preventive efforts to implement health protocols, public activities of the Lhokseumawe City are still running normally. Whereas based on theory and former studies, the outbreak of Covid-19 caused social and economic changes has affected activities of people around the world. Using descriptive qualitative method, this study aims to analyze how the impact of local government policies to the socio-economy activities of the Lhokseumawe people and what factors influenced the response of Acehnese in the pandemic situation. Data were obtained through interview, observation to the public area, and library research on the impact of the pandemic to the society. It examines that Lhokseumawe City government policies such as imposing curfews, prohibiting gatherings in Cafe and social distancing have received less response from the public. Community activities in trading, worshiping and social interaction tend not to be affected by information on the highly spreading of Covid-19 in this city. However, school and office activities relatively follow Central Government policies. The response of the Lhokseumawe people is based on their belief that the virus is a creation of God and the pandemic situation reminds them to further increase their worship and not to be afraid to carry out normal activities. Even if they die, it is part of their destiny. Thus, the results of the study provide support for local governments to increase cooperation with Ulama in providing education to the public, increasing literacy for the spread of Covid-19, and the possibility of applying legal sanctions.

Abstract

This article aims to explain the efforts of the government and the people of Riau in promoting Islamic Malay identity. Through observation, literature study and documentation study, several efforts were found to support the continuity of Malay identity amidst various challenges today. The concept of identity politics is used to analyze the above problems and it is found that there are three construction processes of a social identity which include legitimate identity, resistant identity, and project identity. This paper finds the finding that the efforts to emphasize Islamic Malay identity by the government and the people of Riau are carried out in three stages. First, efforts to legitimize the Malay identity through the formation of the Riau Customary Institution (LAM) which is dedicated to protecting and preserving the heritage of the Malay symbol and in cooperation with the Riau Provincial Government. Second, efforts to fight against the negative stigma attached to Malay culture in the past. Third, the identification of Malay as Islam and vice versa through the promotion of Malay as an effort to ward off previous negative views and to affirm the existence of Islamic Malay culture in Riau.

Abstract

Regional expansion is argued to improve people's welfare, the quality of public services, create good and efficient local government, and build substantive democracy at the local level. Regional expansion must consider aspects of urgency and capacity. The policy process for regional expansion in Indonesia is bottom-up and is dominated by a political process rather than an administrative process. This issue raised in the momentum of the Pilkada, but until the 2018 period it had not yet been realized. This study aims to explain the issue of regional expansion of Luwu Raya during the regional elections for Governor and the Vice Governor of South Sulawesi in 2009, 2013 and 2018 and the obstacles. Data obtained from official government documents and reports. The data presented is the result of the clustering process, descriptive analysis of interview transcripts and processed as research results. The relationship between the elite is the focus of the analysis in this study. Researchers further explore the political dynamics of local elites in the discourse of regional expansion. It examines the issue of regional expansion becomes a political campaign maneuver aims to collect electoral votes. The concept of decentralization does not made the political process of regional expansion easily to realize. The practice of decentralization governance not only changing the implementation of governance in the regional administrative but also the implementation of politics at the local level. Political elites compete for electoral barns as a manifestation of local political practices that coincide with the issue of regional expansion.

Abstract

Abstract The prevalence of stunting of children under five in Indonesia is still high, namely 29.6% above the 20% limit set by WHO. In Jember Regency, the number of stunting sufferers reached 17,344 in 2018 and increased in 2019 to 19,870. Meanwhile, efforts to prevent stunting continue to be encouraged by both the central, regional, and village governments. The Local Government of Jember has promoted the 1000 HPK program, although the implementation is still facing obstacles. Thus, it is interesting to analyze the socio-economic factors that cause stunting and local government policies in handling stunting. The research method used is descriptive qualitative and purposive techniques to determine informants as sources. Meanwhile, data collection techniques consisted of in-depth interviews with open-ended questions, direct observation, and written documents. The results showed that the factors causing stunting were early marriage, low level of parental education, lack of income, and inadequate sanitation. Early marriage and low education lead to the unpreparedness of parents in raising children. Most of the informants work in the agricultural sector. In addition, some residents do not have access to proper drinking water and sanitation. The local government has released a good policy to abolished stunting in Jember. The local government also has a special program to improve public health which aims to reduce stunting rates. Bidan and Posyandu and their health committee play an important role in the effort to stunting reduction program. Some of the village governments in Jember have allocated funds to build health facilities such as Poskesdes.

Abstract

Abstract As a global Islamic political group, Hizb ut-Tahrir (HT) has experienced many kinds of state coercive responses due its ideas that considered radical and threatening the existing modern political systems. In many places, this group has been rejected and criminalized by regimes either in Muslim majority states or in the Western states.  The same experience has also been faced by HT in Indonesia that went through the change of state policy from accommodating to repressive approach. This study will focus to elaborate the response of the Indonesian government toward HTI from the lens of social movement studies by using state repression concept. This article uses the explanatory method analysis and collects data mainly from literature. This article argues that the state has used several methods to repress HT such as issuing an extraordinary law in dissolving HTI; intimidating HTI`s supporters and activists and stigmatizing or discrediting HTI image. As the result, in 2017 Indonesian government dissolved HTI, then HTI became one of forbidden organizations in Indonesia.

Abstract

AbstractBased on Central Java Governor Regulation No. 31/2018, the Bojongbata Nursing Home used to providing social services for the elderly. Unfortunately, Bojongbata Nursing Home does not have a special instrument for assessing the elderly's social function. The social function assessment usually used maps of social network and list of questions related to the elderly social relationships. However, this instrument has not been able to thoroughly explore the conditions, problems and needs of the elderly. In fact, an in-depth assessment of social functioning affects the determination of appropriate interventions and helps social workers analyze the conditions and service needs of the elderly. This study aims to identify the social functioning of the elderly through the aspects of Social Resources, Social Activities, Social Networking, Social Support, and Social Role and Role Functioning. This study analyzed several elderly informants with the aim of identifying their social functioning based on potential and non-potential groups. This is done to find differences in the conditions and needs of the two. The results of this study indicate that Levin assessment theory can describe the social functioning of the elderly. There is a relationship between aspects in realizing the better social functioning of the elderly. Elderly who can make good use of social resources and have adequate social activities have a wider and stronger social network. This social network can provide the social support needed by the elderly in carrying out their social roles properly.

Abstract

Pancasila as the basis of the state faces debates from nationalists and Islamic ideology followers in Indonesia. This is influenced by the development of theorizing about secularism, nationalism and theocracy. Considering the threat to the rise of communism and radicalism, this study aims to analyze the attitudes of Indonesian Moslem postgraduate students towards the principles of Pancasila. The number of samples in this study were 122 people from various Indonesian universities who were determined by random sampling. The data was distributed via Google Form and processed qualitatively descriptively. This study found that the majority of postgraduate Moslem students accepted affection, cognition and conation of each Pancasila precept. The level of respondent acceptance of Pancasila was 70-90%. There were some people who still do not accept Pancasila as an ideology but it was only in small number, 2.45% for those who strongly disagree and 7.42% who disagree. Pancasila is accepted by most Indonesian Moslem postgraduate students. The results of the research contribute in providing a new understanding of Pancasila as well as the young generation of Moslem.  However, there is many limitation in this research in reaching bigger and wider respondents. Further research on this topic is very welcomed.

Abstract

This study aims to explain the halal industry as Thai public diplomacy. The image as Muslim friendly country become the objective of Thai government. The concept of halal and public diplomacy applied to understanding Thailand's economic development policies, especially in the manufacturing and tourism sectors. The qualitative research method uses data collection techniques based on interviews and literature studies. The researchers conducted in-depth interviews with the competent authorities and parties involved in the Thai halal industry policy. It examines the Thai government through the role of Ministry of Tourism and Sports develops Halal industry include the increasing of MICE facilities for Muslim tourists. The development of a halal certification system in Thailand in collaboration with Chulalongkorn University. The government established the Halal Industry Center on the southern border of Pattani province. Thai Agricultural Halal Standard (TAS 8400-2007) becomes the legal basis for implementing halal certification, which refers to the international halal standard - Codex. Thailand's halal food market is growing 20 percent every year and making it the sixth-ranked country as a halal food exporter. The China, 57 OIC member countries, the United States, India and Russia, are Thailand's main markets. To promote Thailand's halal tourism and industry, the government collaborates with ASEAN, Middle East countries and regularly participates in organizing exhibitions and international business forums. The Thai government's efforts have had a positive impact on national income and an increase of 10 per cent of the number of Muslim tourists every year.

Abstract

Revolution in Military Affairs (RMA) requires fundamental reforms on its 3 main pillars, namely military technology, doctrine, and organizational reform. South Korea is one of the states that has taken steps to initiate the RMA through defense reform policies. South Korea have initiated its own version of RMA by prioritizing the revolution of military technology rather than any other aspects. This article aims to explain why South Korea prioritizes its military modernization through the development of its domestic defense industry. This research applies the concept of military techno-nationalism impulse with a qualitative approach and literature review method to collect data from official documents, websites of the government, journals, and scientific reports. The results of the research indicate that South Korea's choice to prioritize the development of its domestic defense industry is not merely pushed by the urgency to decrease its dependencies toward the United States, but also by the desire to pursue for strategic power to face the North Korean threat as well as other states around the region that full of antagonism atmosphere, to obtain broader economic benefits through the spin-off effect of industrialization, and to gain international prestige as one of the largest arms exporter as well as standing equal with other regional players.
