Abstract

The objective of research is to investigate the influence of budget management on work performance of government organization in the public sector organization. Research also attempts to examine whether budget management is influential to the performance of public sector. Data are collected through survey with questionnaire. The collected data are processed using SPSS Version 18 to attest whether there is direct and indirect influence of budget management on the performance of public sector organization.Research population is the staffs at The Office of Administration in Ainaro Regency. Questionnaire is given to 35 respondents. The analysis technique is simple regression analysis supported by the software of Statistical Product and Service Solution (SPSS Version 18) that is considered as helpful in data analysis. Independent variable is budget management (X) whereas dependent variable is organizational performance (Y). Before hypothesis testing, the testing instrument is examined through validity test and reliability test. Result of research indicates that there is a direct influence of budget management on organizational performance. The result of current research is supporting previous research and it has been considered as aligning with budget theory and public sector performance.

Abstract

Abstract: Sunset Policy Program in the City of Malang is the removal of sanctions program of tax administration before 2012. In addition, this program is also one of Malang City government incentives to taxpayer to settle their tax arrears. This research aimed to evaluated the implementation of the Sunset Policy program implemented by The Departemen of Revanue. This research used qualitative method. This research try to identified and analyze problems in the implementation of the Sunset policy. So the solution of these problems can be used as input in contiuning the sunset policy program second phase Key world : Policy evaluation, sunset policy, tax Abstrak: Pada umumnya masyarakat enggan membayar tunggakan pajak dengan berbagai alasan. Dalam rangka peningkatan pelayanan dan membantu masyarakat di bidang perpajakan daerah khususnya PBB, Kota Malang membuat program Inovaasi Sunset Policy, yaitu program penghapusan sanksi administrasi berupa denda sebelum tahun 2012. Program tersebut juga merupakan insentif dari Pemerintah Kota Malang kepada Wajib Pajak PBB untuk membayar tunggakan pajaknya. Penelitian ini bertujuan mengevaluasi pelaksanaan program Inovasi Sunset Policy yang dilaksanakan oleh Pemerintah Kota Malang melalui Dinas Pendapatan Kota Malang. Penelitian ini menggunakan metode penelitian kualitatif. Hasil penelitian menunjukkan bahwa Inovasi Sunset Policy berjalan dengan baik dan mampu menjadi solusi dalam meningkatkan Pendapatan Asli Daerah (PAD). Beberapa hal internal yang harus diperhatikan adalah perlu adanya tenaga magang IT untuk membantu tenaga IT yang sudah ada dan membuat/menyempurnakan sistem online antara bidang Penagihan dan Bidang PBB. Secara ekternal, pembayaran bisa dilakukan dengan manual apabila sistem online bermasalah dan menggiatkan kembali sosialisasi kepada masyarakat. Kata Kunci: Evaluasi Kebijakan, Sunset Policy, Pajak

Abstract

BAPPEDA as a institution which is responsible in course of planning of development area have to synergy and coordinated all element, society element and existing potency in one directional movement, systematic and inwrought. As according to problems focus which have been formulated, hence target of research which will reach is to: 1. identitying strength factor and internal weakness and also threat and opportunity of external influencing performance of BAPPEDA, 2. identifying and formulating strategic issues to face and which must be done by BAPPEDA in order to execution of duty planning of development of area reached by performance in an optimal fashion. This research use secondary data obtaided from on duty or related institution like documents and archives related to target and problems of research. To fulfill the target of research hence used SWOT analysis. This analysis used to analyse qualitative about strength, weakness, threat and opportunity to company. This based of analysis of SAP and ETOP. Then tes litmus to strategic issues,hence obtained four strategy able to be applied to make up of performance of BAPPEDA pasuruan that is as follows: a. exploit SDM which good to improving professionalism as planner b. develop information system development of district and c. upgrade and quality of product planning of development of area and d. improve, repair planning process and observation of planning of development of area.

Abstract

The Formation Of Komisi Penyiaran Indonesia (KPI) on 2002 based on policy regulation No 32, 2002 as independent instution or regulatory on broadcasting, in central and district level. Today in realitity more published dangdut talent show program. This fact make be challenge to implemented policy regulation No.32, 2002 about broadcast. One of main KPI role to supervise of broadcast but still violation happen mainly about content of broadcast. This research aims is to analyse about KPID exixtence East Java given to zise of dangdut program broadcast published. This research is descriptive kualitative. The theory this research use implementation theory from George Edward III with four indicator communication, disposition, bureaucracy structure and main resource. The Result this research show obstacle factor to implemented of policy regulation No. 32, 2002 is limited of facility, so that impmenting of regulation policy not too maximum. Komisi Penyiaran Indonesia (KPI) terbentuk pada tahun 2002 berdasarkan Undang-Undang No. 32 Tahun 2002 tentang penyiaran. Lembaga independen ini menjadi regulator dalam bidang penyiaran baik di tingkat pusat maupun daerah. Kenyataannya saat ini semakin bermunculan program pencarian bakat penyanyi dangdut. Hal ini menjadi tantangan untuk mengimplementasikan Undang-Undang No. 32 Tahun 2002 tentang penyiaran. Salah satunya KPI memiliki peran utama sebagai implementor Undang-Undang tersebut. Adanya KPI sebagai lembaga independen untuk mengawasi penyiaran, pelanggaran masih terjadi terutama dalam sajian serta isi siaran. Oleh karena itu, tujuan penelitian ini, yaitu menganalisa mengenai eksistensi KPID Jawa Timur terhadap pemberian porsi alokasi penyiaran program musik. Jenis penelitian yaitu deskiptif kualitatif. Teori yang digunakan dalam peneltian ini yaitu teori implementasi kebijakan George Edward III dengan indikator komunikasi, disposisi, struktur birokrasi dan sumber daya. Hasil penelitian menunjukkan adanya faktor penghambat dalam implementasi UU No. 32 tahun 2002 yaitu keterbatasan berbagai sarana prasarana sehingga implementasi berjalan hanya dengan mengandalkan sumber daya yang ada

Abstract

Elections are a means to make the transfer of power and the power of competition. As a democratic mechanism to make the turn leaders, representatives of the people who will sit in the Legislature and the Executive shall be carried out in direct, general, free, and confidential, and based on the spirit of honest and fair. The low public confidence in the political parties are a threat to the successful implementation of the party elections and political parties should find a solution to fix it. Researchers carried out by the Institute of the Centre for Strategic and International Studies (CSIS), the result is: Trust the people against political parties is currently very low. Only 22.4 percent of respondents believed that political parties have a good performance. The number of respondents reached 2,290 people with an estimated margin of error of about 2.1 percent and the 95 percent confidence level. So thus, the political trust of citizens in the Parliament, political parties, and the government is deficit.

Abstract

Public service is a complex administration practice. Hence, it might cause maladministration resulting in a complaint as a kind of response that should be accepted as a feedback of service. That’s why, some people said that complaint is an expression of customer’s loyalty that should be respected in anywhere, especially in a University named Universitas Brawijaya, Malang as a part of management in public administration. Inside Universitas Brawijaya, there is a service unit named PPTI (Unit Pengkajian dan Pengembangan Terknologi Informasi/Unit of Information Technology Study and Development).

Abstract

ABSTRACT : Civil Service Platform Ulin District of Banjarbaru professional work. The proof is the third indicator that researchers make a measure to assess the professionalism of the Civil Service Platform Ulin District of Banjarbaru namely work ability, work skills, and work experience, all of them showed good results. Efforts to increase the professionalism of the Civil Service in the District of Runway Ulin Banjarbaru done through rekreuitment employees in accordance with the needs of the organization and corruption-free , design work , arranged on the pattern of the employment relationship, work assessment carried out by an instrument Rate Job Performance Employees (PPKP) consisting of a Target Job employees (SKP) and Conduct of work , education and training of employees through leadership training , functional training and technical training, improving the discipline to enforce disciplinary rules in accordance with applicable regulations. Keyword: Professionalism, PNS. Pegawai Negeri Sipil Kecamatan Landasan Ulin Kota Banjarbaru profesional dalam bekerja berdasarkan indikator penelitian yang semuanya menunjukkan baik. Indikator yang digunakan dalam penelitian tersebut yaitu kemampuan kerja, keterampilan kerja, dan pengalaman kerja. Upaya peningkatan Profesionalisme Pegawai Negeri Sipil di Kecamatan Landasan Ulin Kota Banjarbaru dilakukan melalui rekreuitmen pegawai yang sesuai dengan kebutuhan organisasi dan bebas KKN, rancangan pekerjaan disusun berdasarkan pola hubungan pekerjaan, penilaian kerja dilakukan melalui instrumen Penilaian Prestasi Kerja Pegawai (PPKP) yang terdiri dari Sasaran Kerja Pegawai (SKP) dan perilaku kerja, pendidikan dan pelatihan pegawai melalui diklat kepemimpinan, diklat fungsional dan diklat teknis, peningkatan disiplin dengan penegakan aturan disiplin sesuai peraturan yang berlaku. Kata Kunci: Profesionalisme, PNS.

Abstract

Field study to the decentralization factors indicates that: 1) decentralization and authority capacities given to Batu service unit are still limited, 2) institution has not been provided with clear esselon in administration structure, 3) the finding of service unit even results in service centralization, 4) service activity is implemented to two sections, County unit itself and organization unit authorized by the former 5) lack of support from unit of organization authorized in giving service is founded and 6) multiple positions at organization structure are also expressed. The output, as determined from 8 criteria, is used to value the service quality, among other; 1) Simplicity, 2) Clarity and Certainty, 3) Security, 4) Openness, 5) Efficiency, 6) Economy, 7) Justice and Decentralization, 8) Timing accuracy. The adjustment at 8 service types provided by Batu public service unit by separate study, provides that only From the eight of services provided by Batu service unit, only those two offices are called as good service quality provider. Most of the branch are still less in quality. Therefore, it can be summarized that the whole public service in Batu service unit still remains low or less

Abstract

Pengalihan Pengelolaan Bea Perolehan Hak atas Tanah dan Bangunan (BPHTB) dan Pajak Bumi dan Bangunan Perdesaan dan Perkotaan (PBB-P2) dari Pemerintah Pusat kepada Pemerintah Daerah merupakan suatu bentuk tindak lanjut kebijakan otonomi daerah dan desentralisasi fiskal.Penelitian ini menggunakan pendekatan kualitatif. Beberapa strategi yang telah dijalankan oleh BP2D Kota Malang adalah sebagai berikut: Debirokratisasi dan penghapusan Verifikasi Lapangan (Verlap), serta melakukan inovasi seperti delivery order,one day service, penyusunan database harga transaksi berdasarkan zona tanah, melakukan kerjasama dengan IPPAT dan Notaris, melakukan himbauan kepada para Pengembang Ruko/Perumahan dalam setiap terjadi transaksi atas tanah dan bangunan. Selain itu BP2D memberikan form BPHTB secara gratis kepada pihak yang akan melakukan transaksi pertanahan. Strategi yang dijalankan oleh BP2D telah membawa dampak yang signifikan terhadap realisasi pendapatan BPHTB setiap tahunnya

Abstract

Education is basic requirement for nation in an effort to improve the quality of human resources. Goverment efforts in improving the quality of education for Indoneisa is the issuance of law number 20/2003 as a refinement of the law number 20/1989 on the national education system, to achive national education goals, the goverment set national standards set out in the education regulation number 19/2005 about nasional education standards. So as to improve the quality of teachers born regulation of the Minister of National Education Number 16/2007 about the academic qualification standards and competence requaired for continuing education bachelor. The research is a study on policy implementation standards and competencies of academic qualifications teacher in accordance with the regulation of education minister number 16/2007 about academic qualification standards and competencies of theachers and supported by the Sula Island City regulation number 9/2008 concerning the duties and functions of the department of education.
