Abstract

This paper is the result of the author's study of his involvement in the preparation of the Eastern Sendawar Spatial Detail Plan (RDTR) in West Kutai Regency, East Kalimantan Province. Although the author's study is based on one case directly involved, but from sharing between planners the fact is that the various problems that occur are relatively similar to the various cases of the preparation of RDTR in other regions in Indonesia prepared for input of Online Single Submission (OSS), which began to be officially applied as of January 1, 2020. The results of this study, although they cannot be generalized, can be used as lesson learnt in the preparation of other RDTRs for the same type of RDTR and other regular RDTRs that have relatively similar characteristics. The results of the study indicate that there are still some weaknesses that need to be addressed both in the guidelines, standards, and synchronization with the system in OSS. It is recommended to do crash program preparing the base maps and related thematic maps, ajusment/improvement the guidelines, separate processes with KLHS, and prepare human resources for managing flexible systems on OSS

Abstract

The corona virus pandemic requires all sectors to improve and adjust to new normal conditions, and the local Government organization is no exception. Local Governments should take a number of steps to encourage local government organizations to be more effective and efficient in carrying out their duties and functions. This study aims to provide a new concept in the framework of structuring local government organizations in the "new normal" era and facing the industrial revolution 4.0, using the literature study research method. The new concept offered in the organization of local government organizations includes six aspects, including aspects of strategy, aspects of structure, aspects of processes, aspects of society, aspects of technology and aspects of leadership.

Abstract

Indonesia is a country whose governmental authority is distributed both vertically and horizontally. Vertical division of authority, making the government not only stop at the local government but also there is a village government that is in the guidance of the district government. Meanwhile, there is a phenomenon that rural communities are more disadvantaged compared to urban communities. Attention to life in the village which ultimately gave birth to policies on development and empowerment. The policy has implications for financial assistance and its management. However, at the level of implementation it is inseparable from various problems although at the same time the village government is required to manage village funds effectively and accountably. The attention of the Regional Government to the Village through the sub-district government can be approached by referring to the opinion of Stoner (2006) which says that management is a process of planning, organizing, directing and supervising the efforts of the members of the organization and users of other organizational resources in order to achieve the stated organizational goals . Then the strategy to increase the role of the sub-district in is done through planning; budgeting; disbursement of funds for the preparation of the accountability report; and assistance.

Abstract

Since implementing of Spatial Planning Act Number 26 year of 2006, few regulation in spatial planning should be changed. One of these regulation is Manual in making spatial planning in province, regency, and city in Indonesia. In order to get harmony in spatial planning between national planning, regional (province) and local (regency, and city) planning, then is made the manual in making spatial planning in province, regency, and city planning in Indonesia. There was old manual in making spatial planning in province, regency, and city planning in Indonesia, at Ministrrial Decree number 327/M/KPTS/2002. After implementing of spatial planning Act number 26 year of 2006, end concerning with changing in other act, regulation, decree, and also empirical reality in tailoring local spatial planning, the old one should be revised. This paper try to explore about the substance which needed to be revised or harmonized in the new/revised regulation. The final hope of existence of new regulation and implementation of the regulation is to achieve the goal of national spatial planning.

Abstract

ABSTRACT The issue that has not been resolved since the beginning of Indonesian independence is the relationship between religion, especially Islam, and the State. Some examples recorded in history include the rebellion known as Darul Islam / Indonesian Islamic Army (DI / TII) and the Revolutionary Government of the Republic of Indonesia. The most recent case that shows the tension between religion and the State in Indonesia is related to efforts to handle cases of radicalism and terrorism which are felt by Muslims to seem to corner and stigmatize Islamic groups only. The purpose of this research is to analyze the relationship between religion and the state according to the perspective of Islamic organizations and religious groups in Ogan Komering Ulu Regency which is measured from the view of the informants regarding the ideal relationship between Islam and the state, the existence of the Indonesian nation-state based on Pancasila, interpreting the existence of radicalist and terrorist groups in Islam, as well as alternative efforts in dealing with the problem of radicalism and terrorism in the State of Indonesia. Abstract

This paper aims to describe the competency of civil servants in Kecamatan Prambanan Kabupaten Sleman. Using interview and observation as a research method, the result is described using the frameworks of the definition of competency in Law Number Number 5 of 2004 on Civil Servant Apparatus. The results show that there are problems in technical competency and managerial competency such as lack of skill of personnel due to small chances for workers to get training and almost half of the workers have not to reach higher education. Abstract

This study examines and analyzes the accountability report on the use of village finances in Alam Panjang Village, Rumbio Jaya District, Kampar Regency. In the use of village finances, accountability reports are required as a form of good governance, based on Presidential Regulation No. 29/2014 concerning the Performance Accountability System for Government Agencies, so that governance is running well, effectively and efficiently. Data collection techniques in this study used observations or field observations, interviews and documentation. The results showed that the village government of Alam Panjang had delivered village financial reports in an accountability manner, both vertically (to the regent) and horizontally (to the community) which were submitted through various community forums. However, even though the accountability report has followed the existing regulations / regulations, monitoring and evaluation is also needed in the use of village finances, so that village finances can be of benefit to village development and improve community welfare.

Abstract

The aim of PKH itself is to improve the standard of living of the community to be designated as KPM and to create a community mindset to be more independent and not dependent on others. The Family Hope Program (PKH) is a program of giving cash to Very Poor Households (RTSM) based on the terms and conditions that have been determined by carrying out its obligations as stated in the Regulation of the Minister of Social Affairs No.1 of 2018 concerning the Family Hope Program (PKH) tested based on the theory of implementation The policies of Edward III. The approach in this research uses qualitative research using natural backgrounds with the intention of interpreting the phenomena that occur and is carried out by involving various existing methods through interviews, observations, and use of documents. In this study, the PKH Facilitators must continue updating so that the community knows who is entitled to receive PKH assistance or who is entitled to receive KPM in accordance with the 7 (seven) criteria for KPM recipients with a Health Component (pregnant women and children aged 0 (zero) to 6 (six years), the Education Component (SD/ equivalent, SMP / equivalent and SMA / equivalent), and the Social Welfare Component (elderly 60 (sixty) years old and persons with disabilities), outside of these criteria are not are entitled to receive assistance from PKH.In addition, PKH Facilitators must have been certified through education and training within the Ministry of Social Affairs to carry out their duties so that the implementation of P2K2 activities, one of which is through the Financial Management and Business Planning modules by changing the mindset whether the money is for needs or wants.

Abstract

This article describes the results of research conducted to determine the implementation of smart governance in supporting the realization of a smart city in Bandung, especially in implementing smart government. The research method is carried out with a descriptive qualitative approach based on the concept of smart governance according to Cohen (2014), which includes 3 dimensions, namely online services, infrastructure, and open government. The results showed that Smart government in order to realize a smart city in Bandung City, seen from these 3 dimensions, generally shows the characteristics that support the realization of a smart city in Bandung City. Of the three aspects, there is 1 (one) dimension whose characteristics are less supportive, namely the infrastructure aspect. In this infrastructure dimension, there are problems in terms of optical fiber shortages, server ownership and data center. There is also no infrastructure mapping according to the needs of the Bandung City Government in implementing smart government. Therefore it is suggested that the City Government of Bandung can prepare a map of the need for planning and infrastructure development in implementing smart government in order to realize a smart city in Bandung City. Abstract

This research focuses on the problem that there are still people who are registered as permanent voters but have not used their voting rights. The purpose of this study is to determine the level of public political participation in the 2018 Concurrent Regional Head Elections, inhibiting and supporting factors for community political participation and the efforts that have been made to increase public political participation in the 2018 Concurrent Regional Head Elections. This research uses qualitative research methods with descriptive approach. The results of the study show that the Political Participation of the Community in the 2018 Concurrent Regional Head Elections in South Ternate District is still lacking, seen from the number of people who do not exercise their voting rights. This condition is due to the lack of understanding and awareness of the public to participate in the Pilkada. In compiling the voter list, public participation is still lacking because it is difficult to find at the time of data collection, then in campaign activities, community participation is also still lacking because many choose to work instead of coming to the campaign as well as community participation in voting which is still lacking and does not reach the KPU target. . The inhibiting factors for community political participation in Pilkada are social status and economic status. The supporting factors for community political participation in the Pilkada are the political affiliation of parents and organizational experience. Efforts have been made to increase political participation through formal and informal socialization activities. The suggestions conveyed, namely that all organizers of the Regional Head Election simultaneously carry out socialization, by increasing communication and coordination between the KPU and the Regional Government so that socialization is carried out as well as sustainable political education, the committee recruitment process is in accordance with integrity and expertise.
