Abstract

The implementation of budget at Institute of Home Affairs Governance (IPDN) has not run optimally, in general. One of the problems that arises is the discrepancy between planning and budget realization which results in a buildup of budget execution at the end of the fiscal year. This research used descriptive method along with a qualitative approach. The data collection techniques used by researcher are in the form of interviews, literature study and documentation studies. Researcher uses Nafarin's opinion (2009:20) as an analytical tool related to the effectiveness of controlling the implementation of the budget at IPDN. The results showed that first, budget execution at IPDN in Fiscal Year of 2019 to 2020 was generally not optimal, it can be seen from the many processes for submitting Entries List of Budget Execution revisions and there were deviations between plans and budget realization caused by poor planning, limited human resource competence, and the lack of effective coordination between units/work units inside of the IPDN. Second, the monthly control activities carried out were very effective in optimizing budget execution at IPDN, as it can be seen from the degree of deviation between plans and realization for Fiscal Year of 2021 is getting smaller and budget absorption no longer accumulating at the end of the fiscal year, contractual work can be completed on time, and budget realization at IPDN is increasing. In order to minimize the occurrence of deviations between the withdrawal plans and budget realization, it is necessary to provide rewards and punishments for work units/units while preparing the plans; improving competency for human resources who handle planning and budgeting management; and building good and effective coordination between units/work units, and it is necessary to carry out an inventory of routine contractual works so that the auction process can be accelerated at the beginning of the fiscal year or after the Entries List of Budget Execution auctions are carried out Keywords: Deviation between Plan and Budget Realization; Fund Withdrawal Plan; Budget Realization; Budget Control; Budget Implementation.

Abstract

The investment dynamics in Indonesia are generally related to internal and external problems, which are often responded to by changes in regulations and policies. It is reasonable considering that Indonesia's Ease of Doing Business (EODB) currently is still low, ranking 73 out of 190 countries, which in the context of the ASEAN region is still ranking 6 out of 8 countries. Law and policies drawn up since President Joko Widodo's leadership have brought about significant changes as indicated by the realization of investment, both domestic (PMDN) and foreign (PMA), although slightly corrected as a COVID-19 outbreak result. Foreign capital is expected to have a direct impact on national economic growth. If we take a closer look, since Law No. 25 of 2007 (UUPM) came into effect, the Indonesian economy has gradually improved. Natural resources, as one of the sectors in investment, require planning that can adapt to changes, both in substance, regulations, and institutions. The portrait of investment and its problems are appealing to review when associated with existing institutions. From the perspective of policymakers, optimizing institutional potential related to investment is needed as a strategic step of services improvement to the public. This paper aims to present a portrait of investment problems, natural resource planning institutions related to current investment and identify development potential towards optimizing roles in supporting national development. The method used in the analysis is based on a literature review, both from previous research also regulations and policies in Indonesia. The analysis results are policy recommendations and institutional recommendations for investment relevant to current conditions to be followed up by stakeholders and policymakers in developing competitive and sustainable investment.

Abstract

This study aims to describe the importance of public information disclosure in the context of achieving good governance and how the efforts that can be made by the Public Information Commission at the central and regional levels in encouraging public information disclosure and the realization of an information society in Indonesia. The research method uses a literature study by analyzing the contents of concepts (content analysis) and theories related to public information disclosure and good governance so that the correlation between the two can be determined. The results of the study show that the implementation of public information disclosure is one of the most effective ways in accelerating and expanding the implementation of good governance (accountability, transparency and public participation) in the government system in Indonesia. On the other hand, stakeholders can only synergize and work together in conditions that are far more conducive when there is access to information that is equal and can be accessed freely. Therefore, it is necessary to encourage the role of institutions that can guarantee and be responsible for the implementation of public information disclosure in this case the Information Commission is a priority especially in the era of globalization and technological developments as it is today

Abstract

Kecamatan Tenggarong merupakan salah satu Kecamatan yang ada di Kabupaten Kutai Kartanegara Provinsi Kalimantan Timur yang memiliki khas kerajinan tangan kain tenun Ulap Doyo yang memiliki keindahan sangat khas membuat kain tenun Ulap Doyo banyak dibeli oleh konsumen akan tetapi permintaan para konsumen yang banyak belum dapat terpenuhi oleh para usaha mikro pengrajin kain tenun Ulap Doyo. Hal tersebut membuat Pemerintah Kecamatan Tenggarong terus berusaha mengembangkan potensi di bidang kerajinan melalui Dinas Koperasi dan UKM terutama dalam produksi kain tenun Ulap Doyo untuk memenuhi kebutuhan konsumen. Tujuan dari penelitian ini adalah untuk mengetahui dan menganalisis bagaimana pemberdayaan pengrajin kain tenun Ulap Doyo yang dilakukan Dinas Koperasi dan UKM Kabupaten Kutai Kartanegara dan kendala-kendala dalam pelaksanaannya. Metode yang digunakan yaitu metode kualitatif dengan pendekatan induktif. Teknik mengumpulkan data yang terjadi di lapangan menggunakan teknik observasi, wawancara, dan dokumentasi . Sebagai pisau analisis, penulis mempedomani pendapat dari Murtyoso (2015). Hasil penelitian menunjukkan bahwa pemberdayaan usaha mikro pengrajin kain tenun Ulap Doyo yang dilakukan oleh Dinas Koperasi dan UKM belum terlaksana dengan optimal. Hal ini dikarenakan karena ada nya kendala - kendala dalam pelaksanaan pemberdayaan. Berdasarkan hasil penelitian yang menjadi kendala adalah sumber daya manusia terbatas, modal yang kurang, serta bahan baku yang mulai langka. Dinas Koperasi dan UKM Kabupaten Kutai Kartanegara melakukan upaya untuk dapat mengoptimalkan pemberdayaan usaha mikro pengrajin kain tenun Ulap Doyo. Abstract

This study aims to determine the extent of the management of PBB-P2, in Bandung Regency, after the enactment of Law 28 of 2009, concerning Regional Taxes and Levies. This study uses a qualitative method, with descriptive analysis, data obtained from primary data and secondary data. The results and conclusions, that PBB-P2 tax management, in Bandung Regency, is carried out by referring to Law 28 of 2009, and tax management guidelines issued by the Directorate General of Taxes, Ministry of Finance, as well as Regent Regulation number: 69 of 2016 concerning the management of PBB-P2 in Bandung Regency. The results where the acceptance of PBB-P2, every year has increased. The Regional Revenue Service which is given the responsibility for tax management, in order to maximize tax revenue, because the Regency area is very large, then formed and established UPTD-UPTD tax services, which have responsibility in its implementation. Each UPTD serves 6 to 7 nearest sub-districts, this is to provide convenience for people who will pay local taxes. And the existence of tax services by using a mobile car, approaching service to the community. So that people feel satisfied with what is done by the Regional Revenue Service of Bandung Regency. Abstract

Ponorogo Regency is known as Reyog City. Reyog art has become an inherent brand and has been internalized in the daily life of people in Ponorogo Regency. Ponorogo Regency has 367 Reyog Associations spread in various remote villages and sub-districts. This quantity is a great potential in developing logistics governance in the tourism sector in the district. However, often reyog performances held at the village/kelurahan level do not pay attention to rules, such as the lack of publications, which results in this event being less well known by tourists, both domestic and foreign. This study aims to describe and analyze the stages of event management in reyog performances in Ponorogo Regency. Researchers studied it with the event management approach proposed by Goldblatt (2014), covering 5 (five) stages, namely: research, design, planning, coordination, and evaluation. In this study, the Likert Scale was used to measure respondents' perceptions of the organization of the event. The number of respondents in this study were 23 people, consisting of spectators and performers of art performances. The results showed that in general, Reyog art performances in Ponorogo Regency had fulfilled the five stages of event management. However, there are still some stages that are not optimal, so that in the future more attention needs to be paid, such as the need for mapping the needs of the audience in the research stage, increasing promotions in the coordination stage, to the opportunity for the audience to provide criticism and suggestions in the evaluation stage.

Abstract

Isu smart city menjadi isu yang hangat saat ini di Indonesia. Adapun bangunan utama dari terciptanya tatanan level kota yang baik adalah dengan baiknya level kelurahan dan atau desa sebagai batu bata penyususn bangunan tersebut. Oleh karenanya peneliti tertarik untuk mengambil fokus pada adopsi konsep smart village. Peneliti mengambil studi kasus pada Desa Sukapura. Desa ini memiliki beberapa keunikan, pertama diantaranya pada aspek website -sebagai perwujudan dari realitas virtual yang merupakan salah satu ciri khas pengembangan smart city- belum adanya website desa yang reliable; kedua, padahal desa tersebut disebut sebagai desa yang merepresentasikan smart village kabupaten Bandung; ketiga, jika ingin merujuk pada desa tersebut secara virtual, maka perlu mengandalkan situs pemerintah kabupaten yang juga teryata dinilai unreliable; keempat, belum adanya evaluasi mengenai ketercapaian konsep smart village pada desa tersebut. Dikarenakan hal tersebut, maka tujuan dari penelitian ini adalah untuk mengetahui dan menganalisis pengembangan desa menuju smart village di Desa Sukapura Kecamatan Dayeuhkolot Kabupaten Bandung Provinsi Jawa Barat; khususnya pada aspek smart government. Peneliti menggambarkan aspek dari pengembangan desa menuju smart village berdasarkan konsep dari T.V. Ramachandra, Ganesh Hegde, M.D. Subash Chandran, Tejaswini Ananth Kumar dan Vishnumayananda Swamiji (2015). Metode penelitian yang dilakukan adalah dengan desain atau rancangan kualitatif untuk mengetahui secara mendalam dan harapannya menyeluruh hasil dari pertanyaan penelitian. Temuan dari penelitian ini adalah pengembangan desa menuju smart village di Desa Sukapura belum dapat dikatakan cukup baik, khususnya apabila dilihat dari keempat dimensi pendukung dalam pengembangan desa menuju smart village, disimpulkan bahwa pada dimensi sumber daya, terdapat sumber daya manusia perangkat desa yang cukup mampu beradaptasi pada perubahan, dan terdapat peningkatan kualitas pendidikan masyarakat Desa Sukapura. Sementara pada dimensi teknologi, masih terdapat kendala ketergantungan terhadap pihak lain, termasuk kendala server yang error sehingga berimplikasi pada terhambatnya pelayanan kepada masyarakat. Pada dimensi institusi, pengembangan Desa Sukapura menuju smart village belum didukung oleh regulasi dan master plan yang jelas dalam bentuk Peraturan Daerah dan/atau Peraturan Desa Sukapura. Pada dimensi keberlanjutan, pemerintahan Desa Sukapura berkomitmen dalam mengembangkan desa dalam jangka panjang, namun perlu didukung oleh grand desain dan milestone yang jelas terkait arah dan tahapan dari smart village itu sendiri. Abstract

o solve societal problems, governments should open any means alternative tools of public policy. One of the public policy tools is nudge. Nudge relies on behavioral science to improve people’s decisions through small changes in the environments within which people make choices. However, there is criticism about using nudges in public. This paper will try to picture the discussion and debates on the nudge. The literature study is conducted to describe and understand a condition and seek views on a focused topic. The paper shows how the nudge operates and which system works better. In addition, it shows the debates on nudges about transparency and legitimacy
