Abstract

Pasar Sore Tapioka is a sector of the economy that has bad physical or infrastructure conditions. Building conditions like this make people need a touch from the government to build the market. This study aims to describe and analyze the effectiveness of Bappeda's role in planning infrastructure development in the Sore Tapioca Market, Siriwini Village, Nabire District, Nabire Regency. This study used descriptive qualitative method. Data was collected through interviews, observation, documentation. The selection of informants was based on a purposive sampling technique. The results of the study indicate that the Effectiveness of the Role of Bappeda in Development Planning has not been effective. In accordance with the indicators of effectiveness theory, where coordination between relevant stakeholders is still not maximized to carry out development at the Tapioca Afternoon Market. Then, the economic community is also not satisfied with the inadequate development of the market, this is because the Tapioca Afternoon Market does not yet have clear technical data or land certificates. This certificate is the basis for implementing development planning and the development of the Tapioca Afternoon Market because it will use the state budget. For this reason, the construction and development of Infrastructure at the Tapioca Afternoon Market should be carried out, as well as updating the data on land ownership of community members needs to be enforced. Thus, orderly land administration is the main capital in the success of infrastructure development at the Tapioca AfternoonMarket. Abstract

Terrorism that occurs in Indonesia is inseparable from a series of global terrorism, early detection must be carried out through capacity building and synergy of regional officials who have intelligence functions both within the TNI, Poliri and local governments. Optimization of the capacity and synergy of these officials can be carried out through the Government, including local governments, to synergize early detection through various means, especially by taking actions in accordance with applicable legal procedures. The government, through related officials, has made approaches through community leaders, moderate religious figures and those who tend to be radical in order to change radical thinking to moderate, namely by providing a true understanding of the term jihad. From the said capacity building and synergy, it is hoped that acts of terrorism can always be anticipated. Key words: Early detection, Territorial Apparatus, Terrorism

Abstract

The complexity of problems such as piling up queues, illegal fees, the practice of brokers and the lack of willingness and awareness of the public in paying motor vehicle taxes are some of the problems that must be faced by the UPT Samsat Pandeglang Regency. The purpose of this study was to discuss the innovation of motor vehicle tax services in improving the quality of public services in Samsat, Pandeglang Regency. This research method uses a descriptive type with a qualitative approach. The data collection techniques in the form of observation, interviews and documentation as well as data analysis techniques include reduction, verification and conclusion. The results of the study indicate that the implementation of the motor vehicle tax service innovation in Samsat, Pandeglang Regency, has been running well, although it is still necessary to continue to encourage more intensive service innovations on indicators of suitability and complexity. Abstract

Governance in Islam is an interesting topic to discuss considering that today many countries, with all their advantages and disadvantages, are looking for an ideal government model that can be easily implemented. Government in relying on the principles of the Qur'an and Sunnah without seeing whether these principles are in line with or different from other systems of government, and without paying attention to history which has had an impact and gave rise to different conditions and in the current era which is relatively mixed with these principles. This article discusses Islam and government, then the state is part of the teachings of Islam, and that one of its goals is to establish government, uphold justice, and liberate people from all forms of colonialism in all aspects of their lives. Then discuss the basics of the establishment of the state, which refers to the basics of belief and the basics of government organization. Then discuss the function of an Islamic state and the basic rights in it, and finally talk about the characteristics of an Islamic state.

Abstract

The phenomenon of development problems is related to spatial planning and development planning. Ideally, spatial planning and development must be finished in an integrated manner, both in substance, spatially, and in terms of funding. Conceptually, the preparation of spatial plans is related to spatial-geographical expressions that include economic, social, environmental, and cultural policies of societies. Spatial planning is related to regional development in which there are sectors with the distribution of resources and all activities and problems in various types and scales. This paper attempts to explain the preparation of spatial plans, both in terms of conception, implementation, and the problems faced, including presenting problems that occur at the current site level. The method used is an information based on literature review from regulations, journals, books, and other relevant sources. The results of the analysis showed that spatial planning is facing the challenges of COVID-19 and the implementation of the Omnimbus Law and its derivatives. The strong aspect of "utilization” of space in the latest regulations related to spatial planning which is influenced by the Omnimbus Law indicates that spatial control is a challenge for planners.

Abstract

Penelitian ini bertujuan untuk mendapatkan data dan informasi pelaksanaan Kinerja Dinas Pemberdayaan Masyarakat dan Desa dalam meningkatkan kualitas aparatur desa di Kabupaten Lamandau, dengan menggunakan teori kinerja dari T.R. Mitchell dalam Serdamayanti, (2009). Mengetahui faktor-faktor penghambat kinerja DPMD, dan upaya dalam mengatasi hambatan dalam meningkatkan kinerja DPMD. Penelitian ini merupakan penelitian kualitatif dengan metode deskriptif dengan pendekatan induktif, teknik pengumpulan data yang digunakan dalam penelitian ini menggunakan teknik observasi, wawancara dan dokumentasi adapun dalam menganalisis data yaitu pengumpulan data, reduksi data, penyajian data dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa Kinerja Dinas Pemberdayaan Masyarakat dan Desa masih belum optimal dalam meningkatkan kualitas aparatur desa di Kabupaten Lamandau hal tersebut dilihat dari lima dimensi kinerja menurut T.R. Mitchell dimana tiga dimensi kinerjanya menunjukan performa masih belum optimal yaitu di dimensi Kualitas kerja, Kemampuan aparatur dan Disiplin kerja dan dua dimensi sudah cukup baik yaitu di dimensi Inisiatif dan Komunikasi. Abstract

The concept of world-class government has been applied at the state level. Explicitly the political policies stipulated through Perpres No. 81 of 2010 there is no detailed roadmap for each government structure, let alone to the sub-district level. Given that there are no world class sub-district parameters, it is necessary to develop an initial concept by combining various policies with theory. This is in line with the determination of the Sumedang Regency Government to excel at the national level. This study uses the SWAR method, combining the concepts of SWOT and SOAR. The new concept generated in this study covers 11 aspects including: determining the model and sub-district; determination of the authority of the elected sub-district; determining the core business of the selected sub-district; determining the size of the selected sub-district budget; determining the form and organizational structure of the selected sub-district; determination of the number of ASN selected sub-districts; performance measurement of selected sub-districts; IT development in the sub-district; the leadership of the sub-district head in the selected sub-district; evaluation in selected sub-districts; roadmap to world-class district government.

Abstract

ABSTRACT. This study aims to analyze the development of community participation in the election of the Regent and Deputy Regent in Merauke Regency from 2015 to 2020 with the efforts made by the National Unity and Politics Agency that has been going well or not as a party from the Regional Government in encouraging community participation. Analysis of these problems used the theory of political participation according to James Roseau. The research method used is descriptive qualitative research method with an inductive approach. The data collection techniques used in the study were interviews and documentation. The steps used in data analysis are data reduction, data verification and drawing conclusions. The author concludes that the development of the political participation of the people of Merauke Regency in the 2015 to 2020 elections has increased by 14.66%, this increase occurs because the people of Merauke Regency have started to have awareness of participating in politics with an active participation style where people tend to participate because of the suffering factor they experience. The style of community participation tends to be direct, subtle, hidden, random and systematic. The author recommends that the National Unity and Politics Agency can conduct socialization to the community using existing mass media such as local radio broadcasts, local television and the use of existing social media. There is a need for cooperation between the National and Political Unity Agency and the KPU, District Government, Village Government, to RT and RW to foster a political culture within the community. Provide guidance and direction to Political Parties as political infrastructure to carry out their functions in society and Supervise and guide the community in conveying aspirations through collaboration with the District Government.

Abstract

Street vendors are a classic problem that is always found in all parts of Indonesia, its existence always makes cities/markets less organized and causes traffic jams due to their operational activities. This research was conducted in Bengkayang City based on Regional Regulation number 10 of 2019 Bengkayang Regency concerning the Arrangement and Empowerment of Street Vendors to find out whether the control is in accordance with the Regional Regulation or not. The findings in this study suggest that the control/relocation implemented by the Bengkayang Regional Government by relocating to street vendors who sell vegetables is in accordance with the Regional Regulation and a market will be built to sell with a more modern and humanist concept for vegetable traders so that they can beautify the city. The recommendation for the Bengkayang Local Government is to immediately build a representative vegetable market that is easily accessible to all parties in order to create justice for vegetable traders who have been relocated to two different places

Abstract

Drinking water is a basic human need that is always increasing along with the rapidly growing population. The drinking water sector requires a large investment in supporting the achievement of national development. For local governments, the development of drinking water infrastructure is constrained by limited APBD funding sources. Meanwhile, the demand for drinking water has become an urgent matter to be carried out as part of the state's mandate to fulfill basic services for the state. Special transfer funding through the Physical DAK is an attractive option for regions to meet this need. The analysis in this study uses a mixed method approach through a gap analysis based on a literature study of central-regional planning documents and questionnaires. This study aims to assess the relationship between top down and bottom up Physical DAK planning for regional development. The results of the analysis show that Central Java Province has received the largest Physical DAK budget for the Assignment of the Drinking Water Sector nationally, but has not fully allocated the drinking water sector in its development planning, especially for the issue of rural water supply. This shows that Central Java Province has not prioritized the drinking water program in its regional development so that it is not stated in the RKPD. Based on the results of the questionnaire, the implementation of DAK in Central Java has a positive output for improving drinking water services and SPM infrastructure. This is due to the proportion of the budget, implementation, and good supervision. Achievement of output and realization of time can be carried out according to the target. In the implementation of the DAK for Drinking Water Assignment in Central Java, compliance with the Regional Government Work Plan (RKPD) was 60 percent, while conformity with the Budget Implementation Documents – Regional Apparatus Work Units (DPA-OPD) was 66.7 percent.
