Abstract

This study focuses on improving the performance of employees in the Integrated District Administration Service (Paten) in Kelapa Dua District Office, Tangerang Regency, Banten Province. The research objective is to determine the performance of employees in the implementation of Integrated District Administration Services (PATEN). The research was conducted using descriptive qualitative method. The data collection technique was done by means of observation, interview and documentation. While the data analysis technique used begins with data reduction, data presentation, and drawing conclusions. The results showed that the Improvement of Employee Performance in the Integrated District Administration Service Process (Patent) at the Kelapa Dua District Office, Tangerang Regency, Banten Province in 2020 was relatively good. This can be based and can be proven by looking at several indicators of services that have been fulfilled and people who are satisfied with a service that is currently available. Based on the results of the study, the authors suggest improving the performance of the Kelapa Dua sub-district office employees by: first, it can increase the socialization and information about the District Integrated Administration Service to the village and sub-district communities in Kelapa Dua District. Second, emphasizing efforts to increase discipline, friendliness and courtesy of employees. Third, there is guidance and direction that has been carried out by the sub-district head to the Kelapa Dua District Office employees regarding the services and efforts that have been obtained.

Abstract

ABSTRACT. Public service is something that needed by the public. So in this regard, the government as an official public body has the duty and responsibility to provide the best service to the public itself. But the efforts made as a public service provider do and work, certainly not able to provide satisfaction to the public itself. Satisfaction with a service is one of the rights that obtained by someone. "In accordance with the Universal Declaration of Human Rights, ideals about free human beings, who enjoy civil and political freedom, and freedom from fear and poverty can only be achieved, if conditions are created where everyone can enjoy civil rights and its politics and economic, social and cultural rights”. To obtain input/information about public satisfaction in the field of population administration and civil registration services in Lombok Tengah Regency, researchers tried to conduct research, with survey methods, in order to obtain input from the public how about public services performed by public service providers in Lombok Tengah District, in the area of ​​population administration and civil registration services.

Abstract

There is a deep understanding that Electronic Government implementation in developing countries has a vast difference in developed countries' performance. The stakeholder’s role have a significant influence in ensuring the sustainability of e-government deployment. The paper reveals the success story of The Smart-Kampung as an E-government model for rural in Banyuwangi that has achieved the remarkable transformation from banal-rural to the digital society. From the low-level education people who most heavily trust in mystical things and close with black magic practices, from the santet to the internet fans. The paper focuses on identifying the role and the relationship among stakeholders through interviews, observations, previous works and analysis with the NVivo program. Result finding shows how The Banyuwangi regency to set up a proper stakeholders and role’s due to each interest to reach the government's agencies' efficiency and provide benefits to the rural. The Smart Kampung shows the transformation of traditional bureaucracy processes into information communication and technology services. It is engaging in reaching a transformational society beyond the online administration of rural services per se. The results showed that smart villages' key success factors lie in a shared responsibility among various stakeholders. The political leaders come as an axis in the stakeholder relationship model. Abstract

Nagari financial governance is a condition implemented by the nagari, starting from budget planning, budget implementation / use, reporting administration and accountability in accordance with statutory regulations. Nagari financial governance must contain the principles of transparency, accountability, participatory, orderly and budgetary discipline so that implementation can run well so as to provide progress in village development. This research aims to determine the composition (posture) and governance of village finances, issues experienced by the nagari in implementing nagari financial management and the implications of nagari finance for village development. This research focuses on Nagari Financial Governance and Its Implications for Nagari Development in X Koto Diatas District, Solok Regency. Data collection techniques for primary data collection were carried out in-depth interviews with key informants in the village. The key informants were the Nagari Wali, Nagari Secretary, Section Head, Head and Head of the Nagari Consultative Body, while secondary data was collected using the documentation method. This research was conducted using a case study method with two villages used as a case (multiple cases), namely Nagari Pasilihan and Nagari Sulit Air. The results of this study indicate that the nagari financial governance is quite good, seen from how the nagari places the composition (posture) in both the revenue and expenditure of the village. The problems of each stage of financial management can be overcome by Nagari from time to time by increasing the competence and capability of the financial management officers. The implications of good nagari financial management are positively proportional to the social, economic and infrastructure aspects of the nagari. Abstract

The COVID-19 pandemic affects not only the implementation of central government policies, but also local governments. Special transfer funding mechanisms such as physical DAK, which are central government funds implemented by local governments according to national priorities, are not without obstacles. Since the beginning of COVID-19 entering Indonesia, the central government has anticipated not optimal development processes funded by DAK Fisik by issuing various policy packages, both refocusing and relaxing budget disbursements. From the local government side, implementation at the field level must still be demanded optimally even though on the way it has to deal with regulations related to COVID-19 which often hinder the achievement of targets. The adaptation of local governments in the development process during the COVID-19 pandemic is an interesting thing to explore further. The method used in this research is a mixed method approach through online survey-based analysis, literure reviews and virtual discussions. This study aims to provide information on the adaptation constraints of local governments in implementing DAK Fisik during the COVID-19 pandemic as input for better DAK planning from the perspective of field implementers. The results of the analysis encourage the importance of consideration and involvement of local governments and regional characteristics in DAK planning, with the hope that development can be implemented better, more recent and adaptive, including during emergencies. Abstract

This study aims to determine the synchronization of planning at the village level with development planning at the district level in Solok Regency and to determine the problem of synchronizing planning at the village level with development planning at the district level in Solok Regency. This study analyzes the planning documents at the village level, namely the Nagari RPJM 2013-2019 and the 2017-2019 Nagari RKP with the Solok Regency planning documents, namely the Solok Regency RPJMD 2016-2021 and the Solok Regency RKPD 2017-2019 using the case study method on 4 Nagari cases based on the Village Development Index (IDM) in 2019 are: (1) Nagari Talang (advanced nagari), (2) Nagari Aie Batumbuk (developing nagari), (3) Nagari Labuah Panjang (lagging nagari), and (4) Nagari Sarik Alahan Tigo (a very lagging village) with a combination of quantitative (content analysis and assertion analysis) and qualitative approaches. The aspects analyzed in this study are the vision, mission, goals, and objectives of the RPJM as well as the policy direction in the RKP. The results of the analysis will be grouped into four levels of Krippendorff's relationship, namely strong, medium, weak, and unrelated. The results of this study are: (1) a vision related to the vision of Solok Regency; (2) The mission is strongly related to the mission of Solok Regency; (3) objectives are weakly related to the objectives of Kabupaten Solok; (4) The target is weakly related to the target of Solok Regency; and (5) the Nagari RKP is strongly related to the Solok Regency RKPD. Problems in this synchronization can be seen in the weak human resources of the village and the absence of monitoring and evaluation of the planning documents. The study recommends the formation of an independent village team that works in coordination with the Solok Regency government, as well as the district's assistance to the village in the preparation of village planning documents. Abstract

ABSTRACT. The School Operational Assistance Fund is the government's effort in increasing the achievement of the Compulsory Education Program, this cannot be separated from the situation during the current pandemic. The Ministry of Education and Culture of the Republic of Indonesia issued a circular regarding the use of School Operational Assistance funds during the pandemic, in this circular there were several changes to the policy on the allocation of funds and the emphasis on allocation related to preventing the transmission of Covid-19. The purpose of the study was to obtain an overview and describe the implementation of the distribution of School Operational Assistance funds in Bandung Regency during the Covid-19 pandemic. The method used is descriptive qualitative research method with data collection techniques in the form of observation, interviews, and documentation, while in analyzing the data the author uses three activity lines, namely data reduction, data presentation, and drawing conclusions. The findings of this study are that there are still schools that do not participate in socialization activities so that the implications for socialization are less than optimal because the socialization is less targeted. The conclusion that the authors take is that the implementation of BOS distribution in the Regency has not been maximized, this is because there are still indicators that have not been fulfilled in its implementation, especially those in the dimensions of communication and resources. Therefore, the authors suggest to local governments to improve the ability of schools in managing BOS funds through improving facilities and infrastructure, socializing, training, and hiring employees who have basic financial management.Keywords: Implementation, School Operational Assistance Fund, Basic Education

Abstract

This study aims to describe the rebranding process of the National Population and Family Planning Board (BKKBN) using descriptive qualitative research methods. The data collection technique was carried out by means of document study and field observation. The results showed that the BKKBN rebranding had already started in 2009 after the reformation period or after the implementation of Regional Autonomy in Indonesia. However, in 2019 BKKBN initiated a rebranding formality in institutional regulations. This research describes in detail the implementation of BKKBN rebranding by carrying out four elements of rebranding, namely repositioning, renaming, redesigning, and relaunching. The results showed that the repositioning of the BKKBN was carried out by determining the target segmentation of the BKKBN audience that focused on the millennial and zillenial generations and changing the position of the BKKBN from fertility issues to "Sahabat Keluarga". In the process of renaming, BKKBN did not change its name because based on UU No. 52 Tahun 2009 is still relevant so that it only changes the vision and mission of the BKKBN to be more in line with current conditions. At the redesign stage, BKKBN involved the public by holding logo, tagline and jingle competitions, expert meetings and pre-testing the results of the competition. The new BKKBN logo is in the shape of a heart, butterfly and the colour is blue, the BKKBN tagline is "Berencana itu Keren". The relaunch process encountered many obstacles from resignation due to the maturation of the logo concept, tagline, and theme song as well as the Covid-19 pandemic. The soft launching of the winner of jingle competition and the rearrangement of Mars KB was held on December 19, 2019. The relaunch of the new BKKBN logo was carried out internally at BKKBN, all social media @BKKBNOfficial and dissemination of press release. Abstract

To create accurate information, the Ministry of Home Affairs designed an application for the Regional Government Information System (SIPD) as a useful application to achieve a successful coordination between the central government and regional governments. The implementation of SIPD is also aimed at the realization of good government, implementation of data technology-based regional planning and budgeting management. The implementation of SIPD is also to carry out the policies of each program of the West Aceh Regency Government activities, especially the Transmigration and Manpower Office. The case in this research is the implementation of SIPD at the Department of Transmigration and Manpower Kab. West Aceh. The object under study is the implementation of the SIPD application. The analytical model used in this research is descriptive qualitative analysis, using Edward III's theory of Communication, Human Resources, Disposition and Bureaucratic Structure. This theory is used to see where there are obstacles in the implementation of the Regional Government Information System (SIPD) application. The results of the analysis of the implementation of the Regional Government Information System (SIPD) application at the Transmigration and Manpower Office of the Regency. Aceh Barat from the four indicators of Edward III's theory covering the dimensions of Communication, Human Resources, Disposition and Bureaucratic Structure, there are still obstacles in the communication dimension; resource; and disposition. significantly, and there are obstacles in other dimensions, namely the time in using the SIPD application. Thus, Special Education and Training is needed to provide more understanding for SIPD application users, especially users in related agencies. Abstract

The Bengkulu Province area is traversed by a primary arterial road that functions as a development axis that connects Bengkulu City with Palembang City, through Lubuk Linggau City, Rejang Lebong Regency, Kepahiang Regency, and Central Bengkulu Regency. The existence of the national primary arterial road corridor as the axis of development is often neglected in regional development. This research is in order to take advantage of the existence of the development axis corridor area, by identifying where are the potential locations of transportation stopover nodes (SPT) that are possible to be developed and which have high potentiality rankings to be developed into residential centers along the Bengkulu City-South Sumatra Border corridor? The research method is descriptive qualitative. Researchers try to photograph the real conditions that exist in the field by including authentic evidence from various data collection techniques carried out, by basing inhibition based on predetermined indicators based on Development Axes theory (Pottier, 1963 in Hilhorst, 1972) and SPT development theory on SP (Santoso, 2014). The conclusion of this study is that in the Bengkulu City-BTS primary arterial road corridor, South Sumatra (Lubuk Linggau), there are 48 potential locations for the development of the SPT into a Settlement Center (which is bigger) with 28 functional and 20 potential. In the Bengkulu City area, there are 5 potential locations with 4 functional and 1 location is still potential. In Bengkulu Tengah Regency, there are 23 potential locations with 14 functional and 10 potential. In Kepahiang Regency, there are 7 potential locations with 4 functional and 3 potential. In Rejanglebong Regency there are 15 potential locations, with 9 functional and 6 potential. As for recommendations related to differences in the development and functionality of potential locations, Regency/City and Provincial Governments need to develop different strategies for each type of potential location related to existing developments and weaknesses.
