Abstract

It has been calculated that 53 regions have held regional head elections with a single candidate pair until 2020. Grobogan Regency is one of them. The author focuses on the problem of the emergence of the phenomenon of single candidate pairs in Grobogan Regency. The purpose of this study is to analyze the implementation of regional head elections and the factors causing the emergence of a single candidate pair in the regional head election in Grobogan Regency in 2020. The method used in this paper is a descriptive method with an inductive approach. This study found the personal strength of the incumbent, restrictions for members of the legislature and civil servants to nominate themselves as regional heads, high political costs, and reduction in the term of office of regional heads causing the emergence of a single candidate pair. In order to anticipate the reappearance of this phenomenon, it is recommended that political parties maximize their recruitment function and revise the Law on the election of regional heads and the State Civil Apparatus.

Abstract

Road management in the era of local autonomy is considered still face problems in terms of regulation which negatively impacts to its implementation. The regulation of the authority to administer local governments with the broadest principle of autonomy has apparently been narrowed at the level of its implementation in line with changes in relevant laws. As a consequence, the regional authority, which was originally very broad, has changed to become narrow again, so that certain functions are not optimal. One indication is the reversalof road management from the province, district or city to the central government, so this has become an anomaly in the current era of localautonomy. This paper will try to discuss three important issues relating to road management from a legal perspective. First, the arrangement of the division of authority in the management of roads between government level in legislation. Second, the implementation of road management by the central, provincial, district and city governmentsin the era of local autonomy. Third, efforts to optimize the function of roads as a means of regional development and promotion in the era of local autonomy.

Abstract

This research aims to determine how the implementation of licensing policies for micro and small businesses based on the Online Single Submission Risk Based Approach (OSS RBA) in Situbondo Regency, East Java Province. This research is an implementation of the OSS RBA-based licensing policy based on the implementation Van Meter and Van Horn theory with 6 (six) indicators. This study uses a descriptive qualitative method with an inductive approach. Informants were determined by purposive sampling technique from the Office of Investment and One Stop Integrated Services, the Office of Cooperatives and Micro Enterprises in Situbondo Regency and business actors who had issued RBA OSS-based permits. Data condensation, data presentation and drawing conclusions were used as data analysis techiques. Observations, interviews and documentation were used as data collection. The research results show that the implementation of the RBA OSS-based micro and small business licensing service in Situbondo Regency based on the theory of implementing the Van Meter and Van Horn policies has been carried out quite well. This statement is based on the absence of significant problems with the implementation of policies and implementing agencies and business actors respond positively and strongly support the RBA OSS-based licensing policy.

Abstract

The Bareng Village Government develops the natural potential that exists with tourism-aware groups whose goals are for the welfare of the community. The purpose of this study is to describe the village government's strategy in improving Lungguh Sawah Tourism for the welfare of the people of Bareng Village, Pudak District, Ponorogo Regency. The method used in this research is descriptive qualitative method, the data used can be obtained from observation, in-depth interviews and documentation. This tourist village was developed to advance the Village Together in the economic, social and cultural fields. The results of this study are the strategies carried out by the Bareng village government to increase rice field tourism, which include promotion through social media, holding interesting activity events, adding attractive infrastructure, and having a friendly tourism awareness group.

Abstract

ABSTRACT. Regional Original Income (PAD) is an illustration of regional financial potential, where there are various sectors that can be developed to increase regional original income, one of which is the tourism sector, so that the existence of tourism is expected to be a contributor to regional original income, but the tourism sector in Jayapura City have not been managed and utilized optimally, in fact many tourism assets in Jayapura City are still controlled by customary rights owners by conducting illegal levies, lack of cooperative relationships with related agencies in building and developing tourist objects, and lack of community participation in developing tourist objects. Based on this, the authors are interested in conducting research with the title; "Tourism Development Strategy in Increasing Regional Original Income (PAD) in Jayapura City, Papua Province. This study uses a qualitative method with a descriptive approach to describe the situation in the field which is then investigated to find solutions to general problems. The data collected for this study is data related to ASOCA's analysis of tourism development strategies in increasing local revenue (PAD) and its implications in determining the strategy to be carried out by the Jayapura City Tourism Office, Papua Province. This study was made to find out and explain the extent to which the Tourism Office's strategy in tourism development to increase local revenue in Jayapura City is in line with the phenomena that describe the obstacles faced and efforts to overcome obstacles. Abstract

Aplikasi SiPinTer dalam aspek kemudahan akses dan penggunaan aplikasi haruslah baik bagi masyarakat terutama lapisan masyarakat menengah kebawah dan umurnya sudah 50 tahun keatas yang mempunyai keinginan untuk mengajukan ijin usaha atau non usaha ke DPMPTSP, karena ada beberapa aplikasi pelayanan online yang dimiliki pemerintah yang akses untuk masuk ke system itu sulit dan rumit untuk dilakukan, kesulitan akses dan penggunaan aplikasi mungkin tidak dirasakan oleh kalangan anak milenial zaman sekarang dengan pengetahuan teknologi mereka, tetapi bagi masyarakat yang lahir di tahun 70-an hal itu bisa menjadi masalah dalam penggunaan system pelayanan masyarakat berbasis online. Tujuan penelitian ini adalah untuk mengetahui efektivitas aplikasi SiPinTer dalam meningkatkan pelayanan perizinan di Kabupaten Situbondo. Metode yang digunakan ialah wawancara, dokumentasi dan pengamatan. Temuan penelitian menunjukkan bahwa terdapat keterbatasan dalam menguasai teknologi terutama saat memanfaatkan aplikasi SiPinter pada golongan yang lebih tua, dalam pemanfaatan aplikasi tersebut masih terjadi error dialami oleh masyarakat sehingga masyarakat pun harus datang ke kantor untuk menyelesaikan permasalahan error tersebut. DPMPTSP perlu melakukan sosialisasi secara berkala dan komprehensif kepada masyarakat terutama yang tinggal di desa dengan melakukan sosialisasi jemput bola ke desa-desa. Kesimpulannya, Program aplikasi SiPinTer di Kabupaten Situbondo sudah berjalan cukup baik dan efektif pada dimensi pencapaian produksi, efisiensi, kepuasan, adaptasi, dan perkembangan. Sementara pada dimensi kepuasan terutama dalam subdimensi sistem, mekanisme, dan prosedur dan dimensi adaptasi dalam subdimensi kompetensi pelaksana masih perlu ditingkatkan. Abstract

The implementation of budget at Institute of Home Affairs Governance (IPDN) has not run optimally, in general. One of the problems that arises is the discrepancy between planning and budget realization which results in a buildup of budget execution at the end of the fiscal year. This research used descriptive method along with a qualitative approach. The data collection techniques used by researcher are in the form of interviews, literature study and documentation studies. Researcher uses Nafarin's opinion (2009:20) as an analytical tool related to the effectiveness of controlling the implementation of the budget at IPDN. The results showed that first, budget execution at IPDN in Fiscal Year of 2019 to 2020 was generally not optimal, it can be seen from the many processes for submitting Entries List of Budget Execution revisions and there were deviations between plans and budget realization caused by poor planning, limited human resource competence, and the lack of effective coordination between units/work units inside of the IPDN. Second, the monthly control activities carried out were very effective in optimizing budget execution at IPDN, as it can be seen from the degree of deviation between plans and realization for Fiscal Year of 2021 is getting smaller and budget absorption no longer accumulating at the end of the fiscal year, contractual work can be completed on time, and budget realization at IPDN is increasing. In order to minimize the occurrence of deviations between the withdrawal plans and budget realization, it is necessary to provide rewards and punishments for work units/units while preparing the plans; improving competency for human resources who handle planning and budgeting management; and building good and effective coordination between units/work units, and it is necessary to carry out an inventory of routine contractual works so that the auction process can be accelerated at the beginning of the fiscal year or after the Entries List of Budget Execution auctions are carried out Keywords: Deviation between Plan and Budget Realization; Fund Withdrawal Plan; Budget Realization; Budget Control; Budget Implementation.

Abstract

The investment dynamics in Indonesia are generally related to internal and external problems, which are often responded to by changes in regulations and policies. It is reasonable considering that Indonesia's Ease of Doing Business (EODB) currently is still low, ranking 73 out of 190 countries, which in the context of the ASEAN region is still ranking 6 out of 8 countries. Law and policies drawn up since President Joko Widodo's leadership have brought about significant changes as indicated by the realization of investment, both domestic (PMDN) and foreign (PMA), although slightly corrected as a COVID-19 outbreak result. Foreign capital is expected to have a direct impact on national economic growth. If we take a closer look, since Law No. 25 of 2007 (UUPM) came into effect, the Indonesian economy has gradually improved. Natural resources, as one of the sectors in investment, require planning that can adapt to changes, both in substance, regulations, and institutions. The portrait of investment and its problems are appealing to review when associated with existing institutions. From the perspective of policymakers, optimizing institutional potential related to investment is needed as a strategic step of services improvement to the public. This paper aims to present a portrait of investment problems, natural resource planning institutions related to current investment and identify development potential towards optimizing roles in supporting national development. The method used in the analysis is based on a literature review, both from previous research also regulations and policies in Indonesia. The analysis results are policy recommendations and institutional recommendations for investment relevant to current conditions to be followed up by stakeholders and policymakers in developing competitive and sustainable investment.

Abstract

This study aims to describe the importance of public information disclosure in the context of achieving good governance and how the efforts that can be made by the Public Information Commission at the central and regional levels in encouraging public information disclosure and the realization of an information society in Indonesia. The research method uses a literature study by analyzing the contents of concepts (content analysis) and theories related to public information disclosure and good governance so that the correlation between the two can be determined. The results of the study show that the implementation of public information disclosure is one of the most effective ways in accelerating and expanding the implementation of good governance (accountability, transparency and public participation) in the government system in Indonesia. On the other hand, stakeholders can only synergize and work together in conditions that are far more conducive when there is access to information that is equal and can be accessed freely. Therefore, it is necessary to encourage the role of institutions that can guarantee and be responsible for the implementation of public information disclosure in this case the Information Commission is a priority especially in the era of globalization and technological developments as it is today

Abstract

Kecamatan Tenggarong merupakan salah satu Kecamatan yang ada di Kabupaten Kutai Kartanegara Provinsi Kalimantan Timur yang memiliki khas kerajinan tangan kain tenun Ulap Doyo yang memiliki keindahan sangat khas membuat kain tenun Ulap Doyo banyak dibeli oleh konsumen akan tetapi permintaan para konsumen yang banyak belum dapat terpenuhi oleh para usaha mikro pengrajin kain tenun Ulap Doyo. Hal tersebut membuat Pemerintah Kecamatan Tenggarong terus berusaha mengembangkan potensi di bidang kerajinan melalui Dinas Koperasi dan UKM terutama dalam produksi kain tenun Ulap Doyo untuk memenuhi kebutuhan konsumen. Tujuan dari penelitian ini adalah untuk mengetahui dan menganalisis bagaimana pemberdayaan pengrajin kain tenun Ulap Doyo yang dilakukan Dinas Koperasi dan UKM Kabupaten Kutai Kartanegara dan kendala-kendala dalam pelaksanaannya. Metode yang digunakan yaitu metode kualitatif dengan pendekatan induktif. Teknik mengumpulkan data yang terjadi di lapangan menggunakan teknik observasi, wawancara, dan dokumentasi . Sebagai pisau analisis, penulis mempedomani pendapat dari Murtyoso (2015). Hasil penelitian menunjukkan bahwa pemberdayaan usaha mikro pengrajin kain tenun Ulap Doyo yang dilakukan oleh Dinas Koperasi dan UKM belum terlaksana dengan optimal. Hal ini dikarenakan karena ada nya kendala - kendala dalam pelaksanaan pemberdayaan. Berdasarkan hasil penelitian yang menjadi kendala adalah sumber daya manusia terbatas, modal yang kurang, serta bahan baku yang mulai langka. Dinas Koperasi dan UKM Kabupaten Kutai Kartanegara melakukan upaya untuk dapat mengoptimalkan pemberdayaan usaha mikro pengrajin kain tenun Ulap Doyo.
