Abstract

This study aims to determine the extent of the management of PBB-P2, in Bandung Regency, after the enactment of Law 28 of 2009, concerning Regional Taxes and Levies. This study uses a qualitative method, with descriptive analysis, data obtained from primary data and secondary data. The results and conclusions, that PBB-P2 tax management, in Bandung Regency, is carried out by referring to Law 28 of 2009, and tax management guidelines issued by the Directorate General of Taxes, Ministry of Finance, as well as Regent Regulation number: 69 of 2016 concerning the management of PBB-P2 in Bandung Regency. The results where the acceptance of PBB-P2, every year has increased. The Regional Revenue Service which is given the responsibility for tax management, in order to maximize tax revenue, because the Regency area is very large, then formed and established UPTD-UPTD tax services, which have responsibility in its implementation. Each UPTD serves 6 to 7 nearest sub-districts, this is to provide convenience for people who will pay local taxes. And the existence of tax services by using a mobile car, approaching service to the community. So that people feel satisfied with what is done by the Regional Revenue Service of Bandung Regency. Abstract

Ponorogo Regency is known as Reyog City. Reyog art has become an inherent brand and has been internalized in the daily life of people in Ponorogo Regency. Ponorogo Regency has 367 Reyog Associations spread in various remote villages and sub-districts. This quantity is a great potential in developing logistics governance in the tourism sector in the district. However, often reyog performances held at the village/kelurahan level do not pay attention to rules, such as the lack of publications, which results in this event being less well known by tourists, both domestic and foreign. This study aims to describe and analyze the stages of event management in reyog performances in Ponorogo Regency. Researchers studied it with the event management approach proposed by Goldblatt (2014), covering 5 (five) stages, namely: research, design, planning, coordination, and evaluation. In this study, the Likert Scale was used to measure respondents' perceptions of the organization of the event. The number of respondents in this study were 23 people, consisting of spectators and performers of art performances. The results showed that in general, Reyog art performances in Ponorogo Regency had fulfilled the five stages of event management. However, there are still some stages that are not optimal, so that in the future more attention needs to be paid, such as the need for mapping the needs of the audience in the research stage, increasing promotions in the coordination stage, to the opportunity for the audience to provide criticism and suggestions in the evaluation stage.

Abstract

Isu smart city menjadi isu yang hangat saat ini di Indonesia. Adapun bangunan utama dari terciptanya tatanan level kota yang baik adalah dengan baiknya level kelurahan dan atau desa sebagai batu bata penyususn bangunan tersebut. Oleh karenanya peneliti tertarik untuk mengambil fokus pada adopsi konsep smart village. Peneliti mengambil studi kasus pada Desa Sukapura. Desa ini memiliki beberapa keunikan, pertama diantaranya pada aspek website -sebagai perwujudan dari realitas virtual yang merupakan salah satu ciri khas pengembangan smart city- belum adanya website desa yang reliable; kedua, padahal desa tersebut disebut sebagai desa yang merepresentasikan smart village kabupaten Bandung; ketiga, jika ingin merujuk pada desa tersebut secara virtual, maka perlu mengandalkan situs pemerintah kabupaten yang juga teryata dinilai unreliable; keempat, belum adanya evaluasi mengenai ketercapaian konsep smart village pada desa tersebut. Dikarenakan hal tersebut, maka tujuan dari penelitian ini adalah untuk mengetahui dan menganalisis pengembangan desa menuju smart village di Desa Sukapura Kecamatan Dayeuhkolot Kabupaten Bandung Provinsi Jawa Barat; khususnya pada aspek smart government. Peneliti menggambarkan aspek dari pengembangan desa menuju smart village berdasarkan konsep dari T.V. Ramachandra, Ganesh Hegde, M.D. Subash Chandran, Tejaswini Ananth Kumar dan Vishnumayananda Swamiji (2015). Metode penelitian yang dilakukan adalah dengan desain atau rancangan kualitatif untuk mengetahui secara mendalam dan harapannya menyeluruh hasil dari pertanyaan penelitian. Temuan dari penelitian ini adalah pengembangan desa menuju smart village di Desa Sukapura belum dapat dikatakan cukup baik, khususnya apabila dilihat dari keempat dimensi pendukung dalam pengembangan desa menuju smart village, disimpulkan bahwa pada dimensi sumber daya, terdapat sumber daya manusia perangkat desa yang cukup mampu beradaptasi pada perubahan, dan terdapat peningkatan kualitas pendidikan masyarakat Desa Sukapura. Sementara pada dimensi teknologi, masih terdapat kendala ketergantungan terhadap pihak lain, termasuk kendala server yang error sehingga berimplikasi pada terhambatnya pelayanan kepada masyarakat. Pada dimensi institusi, pengembangan Desa Sukapura menuju smart village belum didukung oleh regulasi dan master plan yang jelas dalam bentuk Peraturan Daerah dan/atau Peraturan Desa Sukapura. Pada dimensi keberlanjutan, pemerintahan Desa Sukapura berkomitmen dalam mengembangkan desa dalam jangka panjang, namun perlu didukung oleh grand desain dan milestone yang jelas terkait arah dan tahapan dari smart village itu sendiri. Abstract

o solve societal problems, governments should open any means alternative tools of public policy. One of the public policy tools is nudge. Nudge relies on behavioral science to improve people’s decisions through small changes in the environments within which people make choices. However, there is criticism about using nudges in public. This paper will try to picture the discussion and debates on the nudge. The literature study is conducted to describe and understand a condition and seek views on a focused topic. The paper shows how the nudge operates and which system works better. In addition, it shows the debates on nudges about transparency and legitimacy

Abstract

The tribal people (SAD) have been living marginally, marginalized because their lifestyle is still nomadic in the jungles of Central Sumatra, making it difficult for them to be able to meet the standard of living as other Indonesian citizens. The Dhamasraya Regency Government is one of the regencies that are the distribution areas of SAD, for this reason the Dhamasraya Regency Government has created public service innovations in the field of population administration, namely the Child Tribe in Forest Breaks for the sake of Population Administration in the dhamasraYa district, abbreviated as (SAD TO HAPPY), as a real effort to carry out its functions regional autonomy with the principle of effective and efficient public service as a whole. This innovation aims to enable the district government to provide direct services to the SAD community in a pro-active way where elements of the local government in collaboration with local community leaders and also non-governmental organizations (NGOs) with activists concerned with SAD, come directly to the location where the existing SAD community lives. in the Dhamasraya district, although they have to break through the jungle to get to that location, so that the SAD community with their limitations no longer has to bother coming to the district center to get population administration services. Writing this journal intends to discuss more deeply how this innovation is carried out, who is involved, how the implementation mechanism is as previously described. The research method used by the author is a literature study with in-depth analysis of news sources and existing scientific theories, writing conclusions This is that the SAD TO HAPPY innovation has succeeded in reaching the SAD community who have been living on the margins and then managed to record their population documentation so that they can use it to get public services. Abstract

Transformasi digital dalam industri rekreasi berbasis probabilitas telah melahirkan ekosistem permainan daring yang semakin adaptif, salah satunya diwujudkan melalui Slot QRIS 5000. Konvergensi antara mekanisme slot online dan sistem transaksi elektronik seperti OVO, pulsa, serta infrastruktur pembayaran digital lainnya membentuk arsitektur keuangan yang lebih dinamis, memungkinkan partisipasi luas tanpa hambatan struktural yang signifikan. Eksistensi slot QRIS bukan sekadar inovasi transaksional, tetapi juga manifestasi dari evolusi permainan berbasis algoritma stokastik. Dalam konfigurasi ini, harapan tidak hanya menjadi sekadar aspirasi, melainkan entitas yang terkalkulasi dalam logika sistemik, di mana setiap partisipan beroperasi dalam spektrum determinasi rasional guna mengoptimalkan peluang kemenangan dalam lanskap permainan yang telah terstruktur secara matematis.

Abstract

This study aims to address the problems of the zoning system on the admission of high school students in East Belitung Regency in the 2018-2019 school year. How is the implementation of the zoning system carried out by the Bangka Belitung Provincial Education Office, the factors that hinder the implementation of zoning, and its impact on education services and quality in East Belitung Regency. The method used in this research is descriptive with an inductive approach. This research describes and explains the situation or reality that actually happened at the research location systematically, factually and accurately. General conclusions based on data or factors that are specific to the problem at hand. The operational concept in this research is based on Grindle's implementation theory (1980: 11), which has dimensions and content of the implementation context. The results show that in terms of content and context in general school principals, teachers, parents and students mostly or 75.17% agree with the Zoning system as stated in the statement, 16.51% feel doubtful and 7.94% disagree. The inhibiting factors for the implementation of the zoning system for high school student admission in East Belitung Regency are: uneven socialization of the zoning system, mindset of teachers, parents, students who have not shifted from the old conditions, there is no accurate guidance and uneven problems. The impact of the zoning system on the quality of education has not yet been seen because it has not yet produced graduates. Keywords: zoning system, student acceptance, east belitung.

Abstract

One of the challenges in digital transformation is building a comprehensive digital ecosystem. This article aims to analyze smart governance policies in improving government efficiency in Indonesia. The number of applications cannot be used as a benchmark in determining the performance of governance implementation. This article uses a qualitative research method with the approach of a systematic literature review. The results of the study found that smart governance policies are oriented to 4 indicators, including community participation, effective governance, public and social services, and political perspectives and strategies. This policy will be successful if implemented collaboratively and integratively. The novelty of the research is in the exploration of policies in local government because until now smart governance policies have not been fully implemented, especially in regions that do not have a clear vision strategy. This research also develops various smart governance policy challenges including digital technology infrastructure, organization, policy reform, and collaborative work development.

Abstract

The problems in the field show that efforts to develop the halal tourism market continue to be massive in Indonesia, but basically standard standards have not been laid down regarding the regulation of the halal concept for various existing tourist destinations, whether restaurants, saunas, spas, inns, airlines, travel agencies or other. On the other hand, there is a sense of public skepticism regarding the concept of halal tourism which is considered unable to guarantee the marginalized as well as with regard to the tools of identity politics. This study aims to find out how the halal tourism development strategy in West Nusa Tenggara Province is implemented. This research uses a qualitative method with a descriptive approach. The data collection technique used was literature study and field study which included observation, interviews and documentation. The data collection technique used is through data reduction, data presentation and drawing conclusions. The results of this study indicate that in the process of implementing halal tourism policies in West Nusa Tenggara Province, there are several obstacles that have implications for the lack of maximum implementation of these policies. Some of these obstacles are as follows: 1) Polemic on halal tourism policies in society, 2) reduced outreach and branding activities, finally 3) natural disasters and the Covid-19 pandemic. Based on the studies undertaken in the evaluation of the West Nusa Tenggara halal tourism program, it can be concluded that the program launched has not been able to fully achieve the initial target or vision. Therefore, innovation and evaluation are needed to correct some of the weaknesses in the implementation of the West Nusa Tenggara halal tourism program in the future. Abstract

Abstract This study aims to describe collaborative governance in poverty reduction in Bangkalan Regency, the responsible parties and what poverty reduction strategies are used in Bangkalan Regency, East Java Province. The method used is descriptive qualitative with a theoretical approach from Ansell and Gash (2007) as the basis for the study in this research. Data were collected by interview, observation and documentation techniques and then analyzed by data reduction, data presentation, conclusion and verification. The results of the study indicate that coolaborative governance in poverty reduction in Bangkalan Regency has not run effectively in terms of initial conditions, institutional design, facilitative leadership, and collaborative processes due to the absence of uniform standards and perceptions of the poor. The regent as the person in charge and the stakeholders who are members of the TKPKD in poverty alleviation refers to the policy framework established by the government in poverty alleviation. It is deemed necessary to have a common perception of the standards of the poor at the central and regional levels and to synchronize data on the poor periodically so that their validity is guaranteed.
