Abstract

The Covid-19 pandemic situation, which is still happening today, is causing concern among people from various circles, especially for street vendors (PKL) at the Probolinggo Gotong Royong traditional market. Government regulations to suppress the spread of the virus by requiring people to carry out social distancing have an impact on the paralysis of economic activities for traders. In addition, various media continue to broadcast and report on street vendors who cannot follow government directives to stay at home, because of the demands of work and the pressure of daily needs. This study aims to find out how the efforts of traders to respond to government policies to stay afloat in locations that are considered strategic for trading in the midst of the Covid-19 pandemic situation. Then this study also aims to determine the impact felt by traders when social distancing is enforced. This research method is descriptive qualitative research with a case study approach through data analysis of pattern matching and theoretical propositions. This study uses Jurgen Habermas's scheme of thinking about the "rationality of communicative action" which is oriented to reaching mutual agreement or consensus based on legitimate public discourse. The results showed that the communication space between street vendors and the local government was built by the dominance of economic and political interests between the elite and the movers of the association of street vendors. So that there is a strength in the bargaining position of street vendors in the public sphere even in a pandemic situation. These interests have an impact on resistance to policies and traders can continue to trade in certain locations on condition that they comply with government directives regarding health protocols.

Abstract

This article aims to elaborate on the phenomenon of Online Gender Based Violence (KBGO) during the Covid-19 (Covid-19) pandemic. The Covid-19 pandemic has led to a transformation of lifestyle from conventional to digital-based. In addition to the positive impact, digital transformation has created a negative impact, namely helping to strengthen the practice of online gender-based violence on social media. The lack of digital literacy and the opening of opportunities have influenced the spread of online gender-based violence practices on social media. This study uses an explanatory qualitative research method through in-depth interviews. This article states that anticipatory steps are needed as an effort to prevent this practice including; First, strengthening digital literacy, especially for the millennial generation. Second, build a networked digital community. Third, the involvement of men for early detection and prevention. Finally, the government's role is needed to create regulations that can eradicate the practice of online gender-based violence.

Abstract

Election attendance is not complete without campaign activities. The campaign itself is a form of a dialogue between the candidates and the public. However, campaign attendance has had problems since the start of the election. The purpose of this study is to examine the implementation and regulations related to campaign finance in Indonesia. The research method used is a qualitative method using a comparative study approach with New Zealand and normative juridical and using library research techniques to find secondary data. The discussion of this discussion suggests that campaign finance policies in Indonesia are still not comprehensive. This is a trigger for acts of corruption and undermines the democratic order in Indonesia. This can be seen from the absence of binding regulations regarding the expenditure of personal and political funds in campaign activities. Compared to New Zealand, the country has a comprehensive policy by implementing other laws and regulations, political arrangements for campaign funds from candidates, third parties, and individuals, groups, or companies. Therefore, by looking at the policies issued by New Zealand, the Indonesian government can review the policies carried out by that country

Abstract

This paper explains the philanthropic phenomenon that occurred in Indonesian people, especially the people of Cirebon City when the transmission of the covid-19 virus reached it’s peak again in November 2020. Basically, the philanthropic movement in the Covid-19 pandemic era emerged based on chaotic humanitarian attention and the uncertain economic stability of the country. This provides a stimulus to philanthropic activists to participate in social-humanitarian concerns and social-economic restoration. This type of research is qualitative with interview methods and online media documentation. This study concludes that the philanthropic movement should be based on humanitarian solidarity and religious normativity. However, several philanthropic activists in Cirebon City have used the opportunity of the COVID-19 pandemic moment as a personal economic recovery by using accurate marketing management wrapped in social philanthropy. This is a new motive that combines the humanitarian philanthropy movement with a marketing work system when COVID-19 as a natural disaster strikes with the aim of helping people as well as marketing their commodity products. The reason is that the demands for economic improvement during a pandemic require philanthropic activists to give and share as well as sell and promote.

Abstract

This article aims to discuss the urgency and implementation of restrictions on tourist accommodation buildings in the Badung Regency. The research data were obtained through observation, literature study, and in-depth interviews with informants, namely officials, actors, and observers of Bali tourism. Data analysis was carried out descriptively-interpretatively from the perspective of tourism studies. The results of the study show that it is very urgent to restrict tourist accommodation buildings in Badung Regency to anticipate the oversupply of the number of available tourist accommodation rooms, as well as to create a healthy tourist accommodation business situation. Implementation of three policies, namely Regional Regulation No. 2 of 2012; Regional Regulation No. 26 of 2013; and Perbud Badung No. 36 of 2014 has been able to hinder the development of new tourist accommodation buildings, and support sustainable tourism development, namely tourism development that supports environmental conservation efforts (Palemahan), increasing the socio-economic welfare of local communities (pawongan), as well as tourism development that is sustainable. support the preservation and development of Balinese traditions and culture.

Abstract

The transformation of a village into a tourist village is a complex and multidimensional process that requires effective leadership, community empowerment, and synergy among local stakeholders. This study aims to analyze the role of the village head in directing policies, managing community participation, and optimizing local resources in the transformation of Lerep Village, Semarang Regency, into a community-based tourism destination. Using a qualitative approach with a case study design, data were collected through in-depth interviews with the village head, community leaders, and tourism practitioners; participatory observations of village activities; and analysis of policy documents and empowerment programs. Data analysis was conducted using the Miles and Huberman (1984) model, involving data reduction, presentation, and conclusion drawing with source, technique, and time triangulation to enhance the validity of the findings. The results of the study show that the leadership of the village head is both participatory and transformational. Participatory leadership is reflected in village deliberation forums and inclusive decision-making mechanisms, while transformational leadership is seen in the development of unique tourism products, community-based training, and cross-sector collaborations that strengthen community independence. The combination of these two leadership styles increases citizen participation, strengthens local institutions, encourages innovation, and produces positive socio-economic impacts, such as increased income for micro-enterprises and strengthened social cohesion. In conclusion, the role of the village head is not only as an administrative figure but also as a catalyst for change capable of integrating the values of mutual cooperation with modern leadership strategies. This study contributes to the development of a tourism village leadership model that can be applied in various other contexts to promote inclusive, participatory, and sustainable village development.

Abstract

As the only developed tourism village in Papua, Yoboi Village exemplifies successful tourism village management. Given its outstanding performance, this study aims to examine the role of change agents and the contribution of public sector entrepreneurship towards the management of village tourism. Researchers used Caldwell’s framework to identify change agents roles consisting of champions, adapters, consultants, and synergists, meanwhile the PSE concepts asserting the public officials roles to produce public value. Using a qualitative approach through case study method, researchers collect data through interviews, focus group discussion, observations, and documentation. The research’s findings describe the active engagement of the village’s youth reflects the concept of change agents aligns with the role as champion. Additionally, the active participation of a key local figure also serving as a public official in Jayapura regency illustrates the public actor participation which also fit with the public sector entrepreneurship principle. This study emphasizes the dynamic role of a key actor, whose leadership emerged not solely from individual competencies but was also significantly influenced by contextual and environmental factors. The combination of attributes from both the change agent and public sector entrepreneurship paradigms have contributed to Yoboi village tourism success.

Abstract

This article examines why and how Indonesia’s approach to Rohingya refugees shifted from humanitarian solidarity to a more securitized and burden‑oriented stance between 2015 and 2023. Drawing on securitization theory, it employs a qualitative case study based on document analysis of Indonesian legal and policy instruments, official statements, ASEAN records, reports from international organizations, media coverage, and academic studies. The analysis identifies three interrelated dynamics. First, public attitudes in key host areas, especially Aceh, have moved from empathy to resentment as prolonged refugee presence, economic pressures, and distributive grievances increasingly frame Rohingya as social and economic burdens, creating receptive audiences for restrictive policies. Second, media narratives have progressively foregrounded themes of disorder, illegality, and links to irregular migration, which normalize security‑oriented interpretations of refugee arrivals and legitimize calls for tighter control. Third, a legal–institutional framework that treats refugees as temporary foreign guests, combined with ASEAN’s limited burden‑sharing and strong non‑interference norm, enables the state to recalibrate between humanitarian and security logics while maintaining a humanitarian diplomatic posture. By tracing these dynamics across key turning points from 2015 to 2023, the article refines the application of securitization theory to refugee‑hosting states in the Global South and shows how domestic opinion, media framings, and regional constraints jointly shape the space of possible foreign policy responses toward the Rohingya.

Abstract

The phenomenon of single-candidate pairs and the presence of empty boxes in Regional Head Elections (Pilkada) pose political communication challenges for election organizers in building public understanding. The 2024 Gresik Regency Election, which was contested by only one candidate pair and resulted in 40.28% of the votes going to blank ballots, serves as the empirical context for this research. This research aims to analyze the political communication strategies of the Gresik District General Election Commission (KPU) in socializing the blank ballot using Jürgen Habermas's theory of communicative action. The research uses a qualitative approach with an instrumental case study design, employing interviews, observations, and documentation. The research findings indicate that the KPU's communication strategy tends to be dominated by instrumental rationality oriented toward procedural and regulatory compliance. The information has been factually presented, claims of truth and neutrality have been maintained, and claims of accuracy have been made. However, the limitations of public dialog have resulted in claims of honesty and comprehensibility not being optimally fulfilled. As a result, empty boxes are more often interpreted as an expression of political protest. The novelty of this research lies in the analysis of the General Election Commission (KPU) as a communicative actor that reveals the dominance of instrumental rationality in the socialization of blank ballots in single-candidate regional elections.

Abstract

Community empowerment strategies are often conceptualized as linear processes from planning to evaluation, despite evidence that rural governance operates under complex structural constraints. This study analyzes how the Garut Regency Government’s strategy to improve human resource quality operates in Cisewu District and assesses its effectiveness within a structurally limited rural context. A qualitative case study design was employed, drawing on document analysis, in-depth interviews, and field observation. The findings demonstrate that the strategy functions not as a linear cycle but as an interdependent adaptive system linking strategic goals, environmental constraints, policy direction, local implementation capacity, and learning mechanisms. Clearly articulated planning indicators do not automatically translate into substantive impact, as implementation is mediated by geographic isolation, infrastructure limitations, uneven village capacity, and leadership variation. Program effectiveness varies across villages, while output-oriented monitoring constrains outcome-based learning and strategic recalibration. This study advances public strategy scholarship by extending Mulgan’s framework and conceptualizing rural empowerment strategy as an adaptive governance loop rather than a sequential planning model. Practically, it highlights the need for outcome-based evaluation, differentiated village assistance, and institutionalized feedback mechanisms to enhance sustainable human resource development.
