Abstract

The security and confidentiality of data are very important for institutions. Meanwhile, data fabrication or falsification of official documents is still common. Validation of the authenticity of documents such as certificates becomes a challenge for various parties, especially those who have to make decisions based on the validity of the document. Scanning-based signatures on printed and digital documents are still relatively easy to counterfeit and yet still difficult to distinguish from the original. The traditional approach is no longer reliable. Solutions to these problems require the existence of data security techniques, seamless online verification of the authenticity of printed documents, and e-certificates quickly. The objective of the study is to model the e-certificate verification process via blockchain and proof-of-stake consensus methods and use MD5 encryption. The data or identity listed on the e-certificate is secured with an embedded digital signature in the form of a QR code and can be checked for the truth online. A combination of technologies capable of suppressing or removing counterfeiting of digital assets will accelerate digital transformation across spectrums of modern life. The resulting architectural model can be used as a starting point for implementing a blockchain-based e-certificate verification and validation automation system.

Abstract

Indonesia from 2020 to 2021 were exposed to COVID-19 pandemic. Both countries implemented a policy of restricting entry areas based on almost the same criteria, In Indonesia namely as PPKM which applying some level of exposure to those infected with covid-19. The determination of this level was all based on the growth in numbers exposed to covid-19, but on pandemic cases, the number of people who do not suffer from COVID-19 disease but have the same symptoms as the symptoms of COVID-19 also need to be considered as the pandemic agent to their environment. We named it as Precaution Covid-19 Pandemic (PCP) Level. The current level of the COVID-19 pandemic has not been fully determined by this idea. So, the idea of this research is to determine the pre-pandemic or precaution level of covid-19 in an area interfere by surrounding area. PCP level was not based on the growth of those infected with the covid-19 disease, but influenced by the number of patients whose have the symptoms similar to the dominant symptoms of the covid-19. The PCP Level determination can be used for precaution policy and support the previous Level Pandemic Methods. To accomplish this idea, two algorithms are used, they are K-Mean algorithm as a pattern clustering and the AHP algorithm as a level determination of the Covid-19 pandemic. Data are collected from 11 health centers in Bandung Regency. The last thing is two determine the allowance for travel to other town is done by check the tendency for traveler to be infected determine by the PCP Level and using Naïve bayes algorithm which recognizing the pattern of symptoms. The results of this study show that the combination of the three proposed algorithms can be used as alternative to give warrant decision about getting infection of Covid-19

Abstract

Governance in Indonesia in the era of technology 4.0 is required to follow changes and accommodate every community's aspirations quickly. The level of participation and become an advantage of E-government in breaking the divide between the government and the people in Indonesia. The level of public participation that continues to increase if it is open makes E-Government much needed in Indonesia. However, there are still many government information systems that are created and implemented that do not work optimally both in regional and central governments. The purpose of this research is to provide basic data, follow-up data, and all that is needed for the development of an E-Government strategy. Measuring the maturity level of E-government is needed to determine the extent of the implementation of E-Government in Papua Province. The model used to measure the level of maturity in the study is the Gartner Model. Gartner's model suggests four critical phases of e- government evolution: web presence, interaction, transaction, and transformation. The research methodology uses a questionnaire and the calculation uses the average score of each dimension. To find out the relationship between the dimensions and the criteria used the Partial Least Square method. The results of the research that the maturity level of E-Government is 4.06 (predictable process). The dimensions of transformation and usability affect public participation in using e-government in Papua Province.
