Abstract

This study aims to describe BJ. Habibie’s political thought in democratization in Indonesia. This study uses a qualitative approach with library research type. Data collecttion tehnique used in this study is a research tehnique using the domumentation method. Data analysis using content analysis. The result of study show that BJ. Habibie’s political thought began to appear when he became the president of Rebublic Indonesia, where these thought were embodied in his policies. Several policies of the presiden BJ.  Habibie during his reign included: (1) economic reform; (2) restoration of political legitimacy; (3) the fisrt amendment to the 1945 constitution; (4) democratization of the press and human right enforcement; and (5) the East-Timor referendum.  The role of BJ. Habibie in democratization in Indonesia can be seen from hos leadership style which changes the authoritarian leadership style of presiden Soeharto to be more democratic such as the release of political prisoners, freedom of the press, freedom to express opinions in public and many more.

Abstract

Indonesia with a presidential system of government that has a characteristic in the form of several characters that make it up. In the notion or presidential system the holder of government power is the president who is separate from the parliamentary institution, the president is the holder of power in the administration of government. This research is a descriptive research with a case study approach. This study contains the researcher's desire to observe and understand how the theory and practice of the presidential government system refers to the basis of the state, namely the 1945 Constitution after the amendment. The results of this study indicate that theoretically the presidential government system is then viewed from the point of view of reality or its application in the form of power sharing. That way it can be seen how the government system if it adopts a presidential system.

Abstract

This thesis aims to see how social capital is utilized in the process of selecting female gubernatorial candidates in the 2018 election. The research subjects were Karolin Margret Natassa of West Kalimantan and Khofifah Indar Parawansa of East Java. This phenomenon needs to be studied through a constructive paradigm, to find out how these two women formed and used their social capital to win as governors, a position that has rarely been filled by women since the direct local election era began. A social capital analysis is placed at the micro (individual) level in the structural (network) dimension using the Social Capital theory of Pierre Bourdieu and Robert Putnam. This research also wanting to identifies what kind of political pathways lead women into political contestation, and how it can affect the instrumentalization pattern of their social capital. The research procedure was carried out using qualitative methods where data collection was carried out through in-depth interviews with key informants and then deepened by literature studies. The results showed that Karolin and Khofifah have different types of social network ties in the process of utilizing their social capital. Karolin is a Bonding type (Same identity with strong ties characteristic and more focusing on internal traits), while Khofifah is a Bridging and Linking type, where the earned trust is used to bridge the interests of groups and later to be activated as a ladder to her political interests. The results of the study also identified Karolin as a politician from the elite route and Khofifah as a politician from the grassroots route.

Abstract

Every government, regardless of size, must constantly adapt to a changing environment and direct a change in a positive direction in which development is a key to do so.  The tourism industry is one of the few development fields that has consistently excelled.  The purpose of the Surabaya City Tourism and Culture Office, which bears the nickname "City of Heroes", is to increase tourist attraction through artistic and cultural performances.  In 2018, the Ministry of Tourism designated Surabaya as the winner of the “Best City” in Yokatta Wonderful Indonesia Tourism Awards.  The city government has made several initiatives to promote tourism.  The Surabaya City Government carried out preventive efforts in the form of the 2019 annual Surabaya Cross-Cultural International Themed Folk Art Festival. The focus of this research is to explain the implementation of Surabaya Cross Culture International activities and to describe the collaboration between government actors (government, civil society, and the private sector). This research is a descriptive qualitative research with interviews and literature review as the data collection techniques. The resource persons in the study were the Cultural Affairs Staff of the Surabaya City Culture and Tourism Office, the Head of Surabaya Local Parliament for the 2014–2019 period, and the Ning Representative for the City of Surabaya in 2019. The results of this study showed success eventhought there were several technical constraints in implementing the policy indicators proposed by Van Meter and Van Horn, namely the objectives and standards of the policy, the implementers’ attitude, resources, the implementers’ characteristics and communication between organizations and the economic, social, and political environment.  In addition, the collaboration carried out by the government, the private sector, and the community shows synergy to support the successful implementation of Surabaya Cross Culture International.

Abstract

Despite the fact that there is high agricultural policy density in Tanzania, implementation of the agricultural policies has remained ineffective. Studies to explain the causes of implementation ineffectiveness are vast. However, the political dimension of agricultural policy implementation is seldom systematically examined. Thus politics as a variable that can steer implementation has hitherto received a narrow focus. The article examines how the political dynamic has led to ineffective agricultural policy implementation in Tanzania. The article applies qualitative research methods. We used in-depth interviews with key agricultural and political stakeholders to uncover the effects of politics on agricultural policy implementation. Empirical data shows that the implementation of agricultural policies in Tanzania is vastly affected by politics. Politics has affected the allocation of resources required for effective policy implementation. The paper has also noted incidences of political capture in the form of threats, political interference, imprecise prioritisation, resource diversion, rent-seeking and embezzlement of policy implementation resources. Our analysis shows that politics matters in policy implementation. Politics has been a source of implementation disruptions when it is misapplied. This article champions the body of knowledge on the policy-politics dichotomy by arguing that applying politics rightly in the policy process can reduce implementation disruptions.

Abstract

This study discusses the flow of development of conflict that occurred on Sempu Island. The flow of the development of this conflict involves many actors such as the surrounding community, the officials, and the tourism office. Where this conflict arises because of proposals from the community who want Sempu Island as a Nature Reserve. Here there are differences in interests where the officers follow according to the rules that Sempu Island as a Nature Reserve, then there was a conflict. This research uses descriptive qualitative methods as a tool to analyze the flow and causes of conflict in Sempu Island. This study uses the conflict flow from Kiesberg there, explained from the beginning of the conflict to the outcome of the conflict. With the conflict, conflict resolution is taken by reviewing the location of the LIPI pohak, is it really feasible as a nature tourism or not. After a review, Sempu Island was designated a Nature Reserve. Surrounding communities feel lost their jobs and they return to their original profession as farmers or fishermen.

Abstract

The food import policies of the Joko-JK and Joko-Ma'ruf governments are often questioned and criticized by various groups. For at least three reasons. First, since the 2014 Presidential Election campaign, the Joko-JK pair declared “war” on food imports. There are promises that are often repeated –until when they are elected– not to import food such as rice, meat, salt, sugar, and others. Second, domestic potential can actually be optimized to meet food needs. The government itself provides a written commitment to self-sufficiency in food. Third, food import policies are often ineffective, because apart from not making prices stable, the elites are also more interested in them. Food imports that flowed heavily from the Joko-JK era to the Joko-Ma'ruf period lacked an objective (economic) reason, but rather because of the interest of rent-seeking by rent-seekers. This policy actually reinforces extractive economic practices, rather than efforts to improve the welfare of the societies.

Abstract

This article is a study of the phenomenon of cancellation of passport applications in the implementation of M-Paspor policy at Tanjung Perak Immigration Office. The implementation of M-Paspor policy was released in early 2022 led to the phenomenon of cancellation of passport application with many reasons. Some of the reasons for cancelling the application are because the passport applicant is not attend on the specified schedule, the applicant can’t complete the required documents that need to be attached or the mistake in applying passport application. This study uses a qualitative method with case study approach Analyzis uses public policy’s theory and consept of public policy’s implementation. The result of the study stated that the M-Passport policy requires more socialization and additional information regarding the detailed application requirements that need to be completed by the applicant in accordance with the purpose of the passport application as well as a more intensive notification feature to minimize error in submitting a passport application by the passport applicant.

Abstract

This research discusses the emergence of cebong and kampret political identities and their penetration through social media from 2014 to 2022. Segmentation and doctrine of political groups in the 2014 Presidential Election (Pilpres) clashed where Joko Widodo supporters were labeled as cebong and Prabowo Subianto's supporters as kampret. This is qualitative research. Source of data taken through observation and literature study. The results of the study show that the penetration of cebong and kampret identity politics on social media was formed from clashes between the political elites of the PDI-P Party and the Gerindra Party. The process of defining identity antagonistically by defining who is friend and who is foe participates in strengthening identity which results in a “zero sum game” relationship between subjects. This process triggers the emergence of other definitions of identity such as the kampret label giving rise to the cebong label, the cebong label gives rise to the kadrun label and so on. The next stage of penetration is the emergence of the existence and influence of influencers on the cebong-kapret feud phenomenon. The existence of Ade Armando and Denny Siregar as supporters of Joko Widodo as well as the existence of the Opposite6890 account which created negative narratives against Jokowi's government strengthened this institutionalized polarization. This is also an attempt to impress the existence of enemies that hinder the search for power. The characteristics of social media that provide space for freedom of expression without space and time barriers make political expression negative. The emergence of this political identity group has been identified to trigger the development of blasphemy, hate speech, and hoaxes that have the potential to cause division and undermine the nationalism of Indonesian citizens.

Abstract

Terrorism is a phenomenon with a long history. Scholars from many different disciplines research terrorism. One of the disciplines studying the phenomenon of terrorism is International Relations. Significantly after the 9/11 terrorist attacks, the discipline's interest in terrorism increased dramatically. However, increasing academic studies since the early 2000s did not lead to an increase in the contribution of the field to Terrorism Studies. The state-centric perspective of Neorealism and Neoliberalism is a fundamental reason behind this problem. Constructivism offers an alternative to the state-centric view. In this context, I examine the role of identity and discourse on terrorism by adopting the Constructivist perspective. Within this scope, the manifestos of eight different terrorists within three various terrorist organizations were examined. In parallel, news about the terrorists whose manifestos were examined was analyzed. Using text analysis, results suggest that both terrorists and the media divide the world into two "us" and "them." The results of this study provide interesting insights and empirical implications on International Relations. In this research, I give an overview of this research area. I then discuss this research's primary results and explain why the Constructivist approach, identity, and discourse are essential in terrorism research.
