Abstract

Conflict is a fact of life, not be avoided, and often creative. Conflicts occur when the community goals is not running well, many disagreements and conflicts are solved without violence. Conflicts usually occur between the states (state officials) with the citizens, both individually and in groups. Hypothetically, conflicts occur because it is a result of government policy process that is not participatory and in next stage display dissent, discord, violence, and separatism. In this conflict, country has an interest in the conflict region, in the sense of conflict that is deliberately created for a macro benefit of the country. On the basis of this, the conflict between the Government of Bukittinggi and Agam controversy occurred as a result of the implementation of PP 84/1999.   Kata Kunci: Konflik, Resolusi Konflik, Pemerintahan, Pemerintah

Abstract

This study was intended to describe the work culture of civil servants in West Sumatera and to give some recommendations to enhance the work performance of the civil servants in related to the work culture as stated in the Decree of Indonesian Minister for Apparatus Empowerment No. 25/2002. The qualitative method was used in this research. Based on data analysis, it is found that generally most of the public servants did not implement the work culture optimally. Abstract

Even though study regarding civil society and ethnic conflict has been done for so long, but very little effort has been done to find out a relations between these two concepts. In doing so, civil society is very important as unit analysis in social science instead of in a state level as more macro analysis. Varshney and Putnam are among very little academician who pay attention to these matters. Their studies suggest the importance of civic engagement in civil society. These contacts consist of everyday engagement and associational engagement. Mansor M. Noor empirically introduces Malaysian case by composes the engagement by four level relations, they are cultural, secondary, primary and marital. The engagements make ethnic boundaries thinner and more fluid which may prevent conflict among different ethnics in society. Kata Kunci: Civil Society, konflik etnik, batas etnik

Abstract

As executive institution a government is restricted by both written and unwritten regulations as bases in all actions. These regulations were used as standards to evaluate all government policies which are stipulated by the government. On the other sides, the government policies are also restricted by the authority derived from delegations, attributions, and mandates. Abstract

The implementation of local autonomy in Indonesia since 2001 has made several changes in governmental paradigm in Indonesia, especially in local government. Nevertheless, the authority delegated from the central to local government has never made any good public service toward the customers or society. Abstract

Regulation No. 14 Year 2005 regarding Teacher Certification is one of the government's efforts to improve the professionalism of teachers. In reality, the implementation of teacher certification program faced many obstacles. The finding of this study indicated that the teacher certification program has shifted the value of professionalism to the increased prosperity, so that teacher certification has not influence on quality improvement. The regulation of Teacher Certification still thick with political overtones, and did not reflect the good political will to increase teacher professionalism.   Kata kunci: implementasi, sertifikasi guru, profesionalitas guru, peningkatan mutu pendidikan, peningkatan kesejahteraan

Abstract

The involvement of community empower companies to participate in sustainable development through Corporate Social Responsibility (CSR) programs in the era of governance are important, particularly those intended for rural or marginalized communities. However, in East Java, policies on the CSR program have not been well established, so the cooperation between the corporate governance management with the government's CSR program has not demonstrated synergic performance. Such conditions have not been determined due to the lack of operational level policy (government regulation) so that the CSR program in East Java Provincial Government has not performed well. The purpose of this paper is to analyze what and how governance reforms that needed to be done so that the CSR program performs well. Keywords: Corporate Social Responsibility, Governance Reform, and Corporate Governance.

Abstract

This article tried to describe the existence of the Court of Constitution (Mahkamah Konstitusi) in Indonesian law system, especially in implementing its right to test the legality of  law in relating to constitution. As we may have known, the amendment of Indonesian Constitution 1945 has declared the existence of this Court of Constitution and gave it the authority to test the rightness or legality of law either formally or materially. Abstract

This article tries to describe the approach of ‘balanced scorecard’ in Nagari government in West Sumatera. The approach of balanced scorecard is very relevant to adopt in arranging the istitution of Nagari government. This approach offered the balance of four perspective: implementation of internal process of Nagari government,  organization learning for development according to current situation, delivery of good service toward society, and enhancement of monetary performance of Nagari through natural resources of the Nagari. Abstract

This article will discuss the reform of law in Indonesia, especially that of related to law conflict resolution. Law is a complex system. Linkages between the elements can not be separated. Law is not just the law. The law is not always a command of the State authorities. Law is the result of social forces and means of social control. On the other side, politics often intervene on the act and the implementation of the law. Law can be viewed and studied from various angles.
