Abstract

This research aimed at describing the personalities of Government officers in province of West Sumatera. For this purpose qualitative approach was used through “mean and percentage” analysis.  The finding of this research indicated that the personalities of Government officers in province of West Sumatera was in low grade, either in the level of general government or in those of instances and agencies.   Kata Kunci: Kepribadian, Pejabat Pemerintah

Abstract

Para pengajar pendidikan kewarganegaraan selalu mengalami dilemma antara pengajaran nilai-nilai kewarganegaraan dengan pendidikan moral. Jika terfokus kepada yang pertama, pengajaran hanya akan berupa observasi antropologis terhadap fakta-fakta empiris pada suatu bangsa. Sementara jika menekankan kepada pendidikan moral per se, meskipun normatif tetapi sarat dengan premis-premis metafisik yang kontroversial yang mungkin tidak semua siswa dapat menerimanya. Untuk memecahkannya banyak teori politik dan pendidikan telah dirumuskan diantaranya civic religion dari Gutmann, teori komunitarian Rober N. Bellah dan mungkin yang paling relevan adalah paham libertarian yang bicara soal keadilan dari John Rawls dan lain-lain. Semuanya akan diintegrasikan dalam kurikulum yang bertujuan untuk memberi kemampuan siswa untuk memahami konsensus, bagaimama memahami masyarakat dan memahami hubungan antara merefleksikan hubyungan tersebut serta membangun moral pribadi mereka. Rawls percaya bahwa pendidikan harus mengajak kepada keterlibatan dalam dialog publik mengenai nilai-nilai kewarganegaraan demi merumuskan sebuah moralitas pribadi.

Abstract

Conflict often occured when two ethnic groups or more clashed. Some of the ethnic group conflicts occured in Indonesia, but in the case of West Sumatera the conflict rarely occured, especially among the community of Minangkabau. Some ethnic groups from different culture have come to and live in Minangkabau area and generally they can live together with Minangkabau people in peace and savely. Some of the ethnic groups integrate with Minangkabau community through a tradition called “Malakok”.   Kata Kunci: Malakok, kelompok etnik, Minangkabau, struktur sosial, konflik, integrasi.

Abstract

Corruption, Collusion, and Nepotism in Indonesian is no more representing a phenomenon, but this have been representing factually which is famous everywhere. However, KKN (Corruption, Collusion, and Nepotism) will be shares that are not dissociated from bureaucrat government system. Nowdays, KKN (Corruption, Collusion, and Nepotism) many cases in Indonesian, but there are not strategy of problem. Abstract

This research start from a question, is there opportunity for woman to be chief executive, if its coorelated with the prohibition to women’s leadership according to Islamic law?. Beside, how to understand claim from people about equality of man and woman in every things. Result of this research can be concluded that there is khilafiyah (different opinions) in determine of law of the womanas achief executive. Ulama classic didn’t permite woman as chief executive by understanding texs al-Qur’an verses, hadis and ijmak. Meanwhile, ulama contemporer permited woman to be a leader by understanding verses of Qur’an and hadis  by understanding contexs; looking social  conditions, histories and facts which been. The writer  conclude  by combine  both of opinions (understanding text and context) by applying the texs of verses before, but those verses can be understood by contextual. Abstract

Dalam banyak hal, perkembangan ilmu pengetahuan dan teknologi telah meningkatkan kemampuan manusia untuk menentukan masa depannya. Ilmu pengetahuan dan teknologi telah menyebabkan perubahan drastis dalam kehidupannya. Akan tetapi, dalam kenyataannya perubahan-perubahan tersebut telah menimbulkan kepahitan, keterasingan, dan bahkan kehancuran terhadap kehidupan manusia. Perubahan yang terjadi begitu cepat tidak hanya menimbulkan banyak manfaat tapi juga ancaman luar biasa terhadap kelangsungan hidup manusia. Tampaknya umat manusia belum siap untuk menghadapi perubahan-perubahan besar dari apa yang mereka ciptakan. Abstract

Utilization of information technology in providing public services to the community is a very important nowadays, considering the time of the development was faster. Developing information technology has caused no clear boundaries between one States with other countries in the world. For now, how is local government able to utilize the facilities and infrastructure of information technology to provide prime services to the community. So that service can be provided easily, quickly, and precisely. Abstract

The aim of this research is to find what factors did influence the success of the Unity Development Party (PPP) to increase its votes at general election of 1997 in Surakarta. It was found that there are two factors that influence the increasing of the Unity Development Party’s votes at general election of 1997 in Surakarta. The first factor is leadership of Mudrich S.M. Sangidu, chairman of local organization of the party in Surakarta that called as panutan in Javanese culture context. The second factor is contemporary issues that appeared before election, that is internal conflict of Indonesian Democratic Party.   Key Words: peningkatan suara, PPP, panutan, konflik internal

Abstract

This article discusses about representatives of women politician at legislative body in West Sumatera after stating by regulatives that women should represent 30% of members of legislative body.  The result of this research indicated that general election of 2004 did not success to place 30% of women politician in legislative body. There are only about 8.3% of women politician represented in the body. In several region (kabupaten and kota) there is no political women at the legislative body. This is caused by several factors, such as statement of regulation is interpretable, domination of political men in party leadership, values of social culture are gender, bias, and internal factors of women herself. Abstract

  Feminism movement with struggle for gender as its alienation movement is still a big agenda, up to now, in struggling similarity and equality of women right to men.  In its early, this movement was begun with a demand of unfairness of treatment towards women and than it extended to claim for social unfairness through the demands of right equality that they want to reach. Actually, the gender issue, or what they called “feminism”, was an effort to rise women position and to ommit a gap between men and women as minimal as they could, either in social-culture or political-economy aspects, etc. This article will try to describe about the feminism movement in 21st century post-modernism era, especially that is concerned with moral (spiritual) movement of women, and historical background of the rise of the feminism movement, either in the West or in the East (Moslems) region.
