Abstract

Desa wisata merupakan salah satu bentuk penerapan pembangunan pariwisata berbasis masyarakat dan berkelanjutan. Melalui pengembangan desa wisata diharapkan terjadi pemerataan yang sesuai dengan konsep pembangunan pariwisata yang berkelanjutan. Pengembangan Desa wisata berbasis partisipasi masyarakat di Desa wisata Pulisan dalam pengelolaannya masih kurang memaksimalkan potensi dan daya tarik wisata. Masyarakat yang berada di wilayah pengembangan harus didorong untuk mengidentifikasi tujuannya sendiri dan mengarahkan pembangunan pariwisata untuk meningkatkan pemenuhan kebutuhan masyarakat lokal. Tujuan penelitian untuk mengetahui keterlibatan masyarakat dalam pengembangan desa wisata dan mengkaji model pengembangan desa wisata berbasis partisipasi masyarakat. Metode yang digunakan dalam penelitian ini adalah metode kualitatif dengan analisis deskriptif. Hasil penelitian ini menunjukkan bahwa partisipasi masyarakat dalam setiap tahapan belum maksimal, peran pemerintah masih terlihat dominan dalam pengembangan desa wisata.

Abstract

Innovation is a new method to improve the quality of an existing programme or item.  Innovation is a new thing that requires a process in its application. This means that not all innovations can be directly accepted/adopted by the general public. Innovations need to be communicated first, then the innovation decision process, which is the process of a person/individual accepting or rejecting an innovation. Employee placement innovation needs to be done through placing employees in the most appropriate place or position, with the right employee placement will increase the morale of the employee concerned.  The purpose of the study was to determine the process of placing ASN employees in the Talaud Regency public relations and protocol section. The method used in this research is a qualitative method with descriptive analysis. The results of this study indicate that the placement of ASN employees still does not pay attention to the specifications of education, experience, and employee skills.Keywords:  Innovation, Placement, State Civil Apparatus (ASN)Inovasi merupakan  metode baru untuk meningkatkan mutu/kualitas terhadap suatu program atau barang yang sudah ada.  Inovasi adalah hal baru yang memerlukan proses dalam pengaplikasiannya. Artinya bahwa tidak semua inovasi dapat secara langsung diterima/diadopsi oleh kalayak umum. Inovasi perlu dikomunikasikan terlebih dahulu, kemudian proses putusan inovasi, yakni proses seseorang/individu menerima atau menolak suatu inovasi. Inovasi penempatan pegawai perlu dilakukan melalui jalan penempatan pegawai pada suatu tempat atau jabatan yang paling sesuai, dengan penempatan pegawai yang tepat akan meningkatkan semangat kerja pegawai yang bersangkutan.  Tujuan penelitian untuk mengetahui proses penempatan pegawai ASN di Kabupaten Talaud bagian humas dan protokol. Metode yang digunakan dalam penelitian ini adalah metode kualitatif dengan analisis deskriptif. Hasil penelitian ini menunjukkan bahwa penempatan pegawai ASN masih kurang memperhatikan spesifikasi pendidikan, pengalaman, dan keterampilan pegawai.Kata Kunci :  Inovasi, Penempatan , Aparatur Sipil Negara (ASN)

Abstract

Social assistance programs through non-cash food in the form of e-shops are carried out by the government in solving food needs. The poor in Tomohon City are part of the target of this policy. This research was conducted to identify and analyze non-cash food assistance distribution programs through the e-Warung System in a policy evaluation study in Tomohon City. This study uses qualitative methods with the main objective of being descriptive and revealing (to describe and explore). Data was collected through interviews with target informants, direct observation and secondary data collection directly in the field or through the use of Google Scholar. Data analysis uses an interactive model which consists of three main things, namely data reduction, data presentation, conclusion/verification. The research findings are that the implementation of social assistance programs through non-cash food in e-warungs is still not in line with policy objectives. Evaluation needs to be done so that the pattern of program implementation fits the policy objectives. Improvement efforts must begin with evaluating the implementation of the program.

Abstract

Persons with Disabilities have the right to access public facilities. However, until now there are still very few facilities that can support their activities in public service centers such as government offices. The right to accessibility is part of human rights and is regulated based on state policy. This study aims to analyze the availability of facilities or facilities related to disability accessibility in Manado city government public service centers. The research design used is a qualitative case study approach. Data was collected through direct interviews and interviews using new technological tools (zoom) adapted to the situation of the informants, as well as observations at Manado City Government public service centers to identify the availability of facilities. Data analysis used an interactive analysis model with the stages of data reduction, data display and conclusion drawing/verification. The research findings are that the accessibility of persons with disabilities at the Manado City Government Service Center in terms of the availability of facilities is not in accordance with the policy mandate. The facilities available to support the delivery of services in the fields of population administration, health and education in the City of Manado are general in nature and intended for all people. Not specifically available for persons with disabilities or people with special needs. The main cause of this is due to non-compliance in implementing policies. Another contributing factor is that the government has not made people with special needs a priority in service.

Abstract

The Village Publications Body is a legislative body and a container that serves to accommodate and channel the aspirations of the community. BPD is a working partner of the Government of the Village which has an equal position in organizing the affairs of government, development, and empowerment of the community. Bambangin Village is one of the villages located in Belawang Prefecture, Barito Kuala District, Southern Kalimantan Province. This article is compiled to dig into how the Performance of the Village Public Service in carrying out its functions establishes the village rules, oversees the implementation of the village regulations and the heads of villages regulations. This type of research uses Qualitative with a descriptive approach that describes phenomena occurring in society concerning social problems and performance of BPD in the drafting of the Village Regulations. The results found that the role of Bambangin Village BPD is still weak and not optimal in drawing up the Village Rules, BPD has always been present but tends to agree that just never make a record and initiate other innovative perdes based on the needs of the community, this weakness is due to the capacity of resources I have never received special training about BPD.

Abstract

The KOTAKU program is a national program with the aim of increasing access to infrastructure and services in urban slum settlements. Tabalong Regency is one of the areas that has received the implementation of the KOTAKU Program. This study aims to analyze the implementation of the KOTAKU Program in Tabalong District with the perspective of Ripley and Franklin Compliance and What's Happening. This study uses a qualitative method. The results of this study indicate that it is not optimal and running well in the implementation of the KOTAKU Program in Tabalong Regency. The results showed that the actors involved were not yet optimal, such as several self-help groups, the clarity of the goals of the KOTAKU program which were felt to be clear and the program implementing actors in Tabalong Regency had understood the program objectives. The development of policies, coordination and communication ran smoothly and effectively, the participation of the people of Tabalong Regency was good by supporting and participating in program implementation. From the influencing factors, namely funds which are felt to have not been able to overcome the problems and the condition of the area which is quite complicated is the main obstacle.

Abstract

Public service is a measure of how well the government has implemented programs in the public eye. The performance of the government can be judged by the community based on whether the services offered are or are not a service and how the government develops new solutions to regional problems. One of the districts in the Southwest and part of Central Java province is Banyumas. Because transportation is one of the public services that can support the continuity of economic activity in a region, economic activity will never stand alone without the help of the government. To reduce congestion and be able to reduce the volume of existing vehicles in Banyumas Regency, the Banyumas Regency government (Pemkab) launched an innovative public transportation service, namely the Trans Banyumas Bus, the purpose of the Trans Banyumas Bus itself was launched by none other than to facilitate transportation services in Banyumas Regency. The purpose of this study is to explain the service innovation that is bus Trans Banyumas. In this study used the literature study method and using secondary data as a reference. As a result, this study can explain the related impact of the Trans Banyumas Bus, which is to minimize spending money on fuel, reduce pollution, and reduce congestion.

Abstract

Indonesia merupakan negara kepulauan terbesar di dunia yang berpotensi menjadi Poros. Maritim Dunia Salah satu langkah strategis pemerintah dalam mewujudkan hal tersebut dengan memberikan kepercayaan yang lebih besar kepada industri pertahanan dalam negeri melalui upaya modernisasi serta penguasaan teknologi alutsista. Dalam hal ini pemerintah memberikan dukungan melalui Penyertaan Modal Negara (PMN). Dalam sepuluh tahun terakhir, salah satu Badan Usaha Milik Negara (BUMN) industri pertahanan di bidang maritim yang menerima dukungan PMN oleh pemerintah, yakni PT. PAL Indonesia. Pada realisasinya PT. PAL Indonesia menginvestasikan dana PMN untuk pengembangan Sumber Daya Manusia (SDM) melalui pelatihan. Sehingga Penelitian ini menguji satu variabel bebas yaitu pelatihan dan dua variabel terikat yaitu motivasi kerja dan kinerja karyawan. Metode pengumpulan data ini menggunakan metode kuesioner kepada karyawan PT. PAL Indonesia sebagai responden. Kuesioner yang disebar dalam penelitian ini sebanyak 95 kuesioner yang dibuktikan dengan uji t dengan hasil menunjukkan tingkat signifikansi (α) sebesar 0,001 yang menunjukkan bahwa Pelatihan (X) yang diselenggarakan oleh PT. PAL Indonesia berpengaruh signifikan terhadap Motivasi Kerja (Y1). Dan variabel Pelatihan (X) memiliki tingkat signifikansi sebesar 0,001 yang menunjukkan Kinerja Karyawan (Y2).

Abstract

Sebuah kebijakan pemerintah akan memberikan pengaruh di masyarakat, khususnya dalam penelitian ini akan membahas tentang adanya kebijakan pencatatan perkawinan siri di Kartu Keluarga (KK) dalam kajiannya dari sudut pandang administrasi kependudukan yang memberikan tercapainya hak publik Warga Negara Indonesia dalam kepastian memperoleh syarat pengadministrasian kependudukan yang dapat dipakai untuk proses pengadministrasian kependudukan dan proses sosial seperti mendaftarkan sekolah dan pembuatan akta lainnya. Sedangkan dalam sisi status hukum hal ini tidak memberikan perlindungan hukum terhadap pihak yang terkait. Penelitian ini dilakukan dengan metode penelitian kualitatif dengan pendekatan deskriptif terkait adanya kebijakan pencatatan perkawinan siri di Kartu Keluarga (KK) dari sudut pandang administrasi kependudukan dan status hukum. Adapun sumber data yang digunakan menggunakan data sekunder dari data kepustakaan misalnya kebijakan pemerintah yang berupa peraturan perundang-undangan maupun sumber referensi tertulis lainnya yang berkaitan dengan penelitian ini.

Abstract

This study aims to analyze the effect of Leader Member Exchange and job embeddedness on Organizational Citizenship Behavior of Public Sector Governance Employees. This type of research is an associative and guantitative type. The population in this study are all Public Sector Governance Employees with a total of 670 employees. The sampling method in this study uses a non-probability method sampling with a total sample of 232 employees determined by the simple random sampling method. Data collection technigues used online guestionnaires, while data analysis technigues in this study used structural eguation modeling (SEM) analysis. The results of this study indicate that partially, Leader member exchange has a positive and significant effect on Organizational Citizenship Behavior Public Sector Governance Employee Partially, Job Embeddedness has a positive and significant effect on Organizational Citizenship Behavior on Public Sector Governance Employee, knowledge management has a positive and significant effect Organizational Citizenship Behavior.
