Abstract

This research is motivated by the large number of water resources owned by PDAM Padang Panjang city. Furthermore, PDAM Padang Panjang city also has a breakthrough in activities that are not owned by other PDAMs in the West Sumatra region. Nevertheless, in reality, PDAM Padang Panjang City has not provided the same service to all its service areas. The research objective is to describe the performance of PDAM Padang Panjang in providing clean water for the people of Padang Panjang City. The research method used in this research is descriptive qualitative with data collection techniques using interviews, observation, and documentation. To test the validity of the data obtained, it was carried out through source triangulation techniques. The theory used in this research is the theory of performance, according to Wibowo, which consists of four variables, namely input, process, output, and benefits. The results showed that from the four variables put forward by Wibowo, it could be concluded that the performance of PDAM Padang Panjang in providing clean water for the people of Padang Panjang has not been maximally achieved. Because there are still several indicators from the theory used that have not achieved the results expected by the PDAM. For example, the human resources in the PDAM have not received evenly distributed training, incomplete financial management, incomplete supporting documents, and the management of existing natural water sources has not been maximized.

Abstract

Work culture aims to create employee effectiveness and efficiency at work. The realization of this must be supported by the existence of good employee work discipline. This will give satisfaction to employees. However, there are still many employees who do not understand the work culture in the institutions they work for, apart from that delays in employee attendance that often occur without strict sanctions cause problems not only for the employees themselves, but also disrupt cooperation between employees in carrying out their duties and responsibilities. which has been given. This study aims to prove whether or not the influence of work culture and work discipline variables on employee job satisfaction at the Regional Secretariat of Agam Regency is present or not. The research method used in this research is survey-based quantitative. The sample was determined using a total sampling technique. The research instrument used was a questionnaire that had been tested for validity and reliability. The collected data were analyzed using the T test and F test. Based on the results of the research that had been done, it was found that there was an influence of work culture and work discipline variables either partially or simultaneously on job satisfaction which could be trusted to be 100% correct. The results of the research which states that the influence of the independent variable on the dependent variable requires affirmation of work culture and strict enforcement of work discipline towards employees. It aims to make employees feel satisfied at work, so that it will have an impact on their effective and efficient work results.

Abstract

In fact, there are still many negative assessments of the performance of the State Civil Servants. One of the factors that influence the performance of this State Civil Servant is the lack of a work culture that embodies achievement. Besides, the motivation of employee achievement also affects performance, because if the employee's motivation for achievement is high, the performance also will be high and it occurs on the contrary. Therefore, this research aims to know the effect of the work culture and motivation for achievement on the performance of the State Civil Servants at Bukittinggi Regional Ministry of Home Affairs Human Resource Development Center. This research was conducted on 65 employees using random sampling techniques. The results of the research indicated that the work culture and achievement motivation have a significant effect on performance at Bukittinggi Regional Ministry of Home Affairs Human Resource Development Center.

Abstract

South Lampung is one of the areas that still upholds customary and cultural values. Including one of them is in terms of preserving the environment. On the other hand, development in the area continues. However, the development discourse initiated by local governments, both district and provincial, often conflicts with the interests of local communities. One of them is the refusal, such as the local community and non-governmental organizations in the Rajabasa sub-district of South Lampung, against the exploitation of sand in the waters of the Anak Krakatau mountain by a private company that has obtained a permit from the provincial government. This study aims to determine the perspective of local non-governmental organizations and local governments in interpreting the existence of natural resources in the regions. The research method used is qualitative with a discourse analysis approach. Data collection comes from literature studies such as books, journals and news. The results show that the community has a perspective in looking at natural resources in the area, namely that they must maintain the status quo by assessing that natural resources need to be preserved as local wisdom without exploitation while the government assesses natural resources through proper exploration of natural resources. in fact, it can optimize regional income and create welfare for the community

Abstract

The Family Hope Program (PKH) is a conditional cash transfer program for low-income families. The requirement is to be actively involved in education and health. The Family Hope Program in Indonesia was implemented in 2007 to alleviate poverty and prosper low-income families. The research and writing of this journal aim to determine the impact of PKH on family welfare and see if there is a reduction in poverty after the government realizes the Family Hope Program. This study uses a qualitative method with a descriptive approach. The study results indicate that the impact of PKH on beneficiary families, including the cash provided, can meet consumption or family needs and help the economy of PKH recipient families. The implementation of the program can reduce poverty in Aceh. The percentage of the poverty rate fell to 0.02%. The limitation of the research is the impact of PKH on family welfare and wants to examine whether there is a decrease in the percentage of poverty in Aceh or Aceh Barat. The practical implication of this research is to provide information to the government that PKH can improve the welfare of low-income families. The social significance is to give the government and the general public that the implementation of social assistance programs, one of which is the Family Hope Program, can reduce poverty rates in Aceh or West Aceh. The originality of the research is supported by previous research related to the author’s research study.

Abstract

Public service innovation is the primary key to good governance development launched in most countries in the world, including Indonesia. There have been many innovative programs carried out by several Ministries, Institutions, and Local Governments in practice. Still, there is no comprehensive portrait related to the tradition of public service innovation. The study aims to obtain a complete description of the public service innovation practices in 2020 using indicators of innovators, types of innovation, goals and achievements of innovation, policy sector and geographical aspects. This descriptive-explorative research type applies an archival method that focuses on secondary data usage, and the results are then analyzed using both Nvivo 12 and SPSS. The result shows that: (1) Innovators are dominated by local governments because the scope of service issues is more varied and specific. (2) The type of policy innovation that is oriented to the process aspect dominates the proposed proposal because of the ease and implementation factor. (3) Most innovation outcomes are in problem-solving, which shows the orientation to problem-solving that is more practical and real impact. (4) The health sector is getting more attention in policy innovation because of the trend of actual needs in the field, making it the primary sector. (5) The institution participants in Java island are much higher than outside Java, showing the imbalance in the quality of human resources

Abstract

This paper contributes to providing an understanding of the dynamics of infrastructure development planning in sustainable development. First, this paper will explain the concept of development from the beginning. The idea is used in a scientific context. Then it will also be described development planning and, in more detail about infrastructure development planning. The research method used is a qualitative approach with systematic literature review (SLR) from various sources of the best journals in googlescholar.com, sciencedirect.com and other relevant sources. The result of this article review is to explain the development of development planning concepts from different periods; development planning context (Developed and Developing countries); categories of physical or social infrastructure development planning; then the sustainability impact of infrastructure development planning, both positive and negative effects of economic, environmental and social aspects, the last about the relationship of development planning with political decision making Based on this paper it is known that the dynamics of infrastructure development planning related to the sustainability of development. Then development planning cannot stand autonomous as an idea or concept that is normative because political decision-making determines the success of the planning. Furthermore, it is necessary to collaborate and synergize development actors in realizing infrastructure development planning. The novelty in this paper is to raise some research questions that can be researched for the future about the dynamics of infrastructure development planning in sustainable development.

Abstract

The current 4.0 revolution requires all lines to continue to transform in providing excellent service to the community. This is due to the development of science and increasingly sophisticated technology. Competition between fields is getting more challenging, including the government, highly highlighted for public consumption. All must be able to maintain the existence of their institutions to survive in the current 4.0 era. The purpose of this study was to examine the effect of differences in employee status on employee performance at the Office of the People's Welfare of Mandailing Natal Regency. This study is a quantitative study with a research population of fewer than 100 people, so all 30 employees were used as research samples. The data analysis technique used is a simple linear regression (t) test. After statistical tests were carried out, it was obtained that the employment status had a positive regression coefficient value of 36,053. The results of this positive coefficient value indicate that employment status has a positive effect on employee performance. All statements of employment status and performance variables have a value of 0.33, meaning that the performance indicators, namely, work quality, quantity, timeliness, effectiveness, and independence, are all good. Employees who have higher employment status will have better performance in service compared to non-status employees.

Abstract

A political party is a political organization that adheres to and is based on a certain ideology or can also be interpreted as an organization that accommodates the interests and voices of the people who want their interests to be heard by the authorities. Political marketing and political strategy are the most important part of selling and getting a positive response from the community so that people support certain parties or certain candidates. The research method with a qualitative approach, this strategy or method of winning has been thought out and also planned long before the election day arrives, but this strategy is also inseparable from the cooperation and contribution of the political parties it carries in achieving common goals. there are several ways and strategies carried out by the PDI-P party in the 2019-2024 period and it became one of the extraordinary events so that the PDI-P party won with the most votes. The strategy carried out by the PDI-P party in Central Aceh Regency is the collaboration between legislative candidates and the community. Cooperation carried out by the PDI-P party legislative candidates is one very good way to do it, so that work plans through the voice of the community can be carried out easily because of this collaboration. The next strategy is to improve good communication with the community, increase socialization, and have a competition event held by the PDI-P party to the community. With the competition event held by the PDI-P party legislative candidates to the community, so that people know more about the nature, character, behavior and know more about who the legislative candidates are. As well as improving the system and the way the PDI-P party's legislative candidates campaign openly and privately

Abstract

One of the Sustainable Development Goals (SDGs) objectives is to overcome climate change by preventing deforestation and forest degradation. Indonesia is a country with a high rate of deforestation and forest degradation. Therefore, this study aims to analyze stakeholders’ participation in addressing deforestation and forest degradation in transforming forest governance in Indonesia to achieve SDGs. This study applies a qualitative approach, and the data are collected through interviews and examination of documents. The collected data are analyzed by interactive models and theories relevant to the study. The findings of this study indicate that there has been a change in forest governance in Indonesia from top-down into bottom-up forest governance, prioritizing the principles of participatory governance. Indonesia's current forest governance system has involved multi-stakeholders in achieving transparent, accountable, and constitutional forest governance, favouring public interest. Furthermore, local, national, and international Civil Society Organizations (CSOs) also play a role and synergize with the government, private sector, community, and indigenous peoples to encourage improvements in forest governance in Indonesia. Finally, the business community plays a role in sustainable forest management to maintain forest resources and ecosystems. It can be concluded that forest management in Indonesia has led to participatory governance by involving stakeholders, leading to a distribution of roles, authorities, and responsibilities in forest governance in Indonesia.
