Abstract

There is an increasing concentration of Public Administration scientists on measuring whether policy succeeds or fails. It is no longer clear how best to ensure that the policy process from formulation to policy implementation is the best and more effective way. Including in the Home Industry Food, Production Certificate Policy (SPP-IRT) is taken as a locus. Study of the Home Industry of Ground Coffee in Nagari Koto Tuo, Tanah Datar Regency. The policy on offering SPP-IRT has undergone several changes, but it will not be effective. It will fail to provide quality assurance and food safety.  the increase in IRTPs who have certificates does not increase. The research method used in this study uses a qualitative approach with a case study research design. The results showed that providing Food Home Industry Certification (IRTP) with the case in the provision of IRTP Coffee Powder certificates in Nagari Koto Tuo showed that the policy failures included tolerable policy criteria. Modest loss when it happens does not fundamentally hold back the goals the proponents want to achieve, and the minor opposition and criticism that occurs is almost non-existent in this SPP-IRT-related policy.

Abstract

This article aims to analyze the role of actors in COVID-19 control in Indonesia and identify sustainable development policies in the health sector. The significant impact of COVID-19 occurs in the health sector, so the critical primary role of the government is to formulate policies in the health sector to control COVID-19. This research used a descriptive qualitative method by analyzing the policies made and the role of actors in covid-19 control in the field of health. This research data uses secondary data from national and international journal articles, government websites, and national online media news during the COVID-19 pandemic. The technique of analyzing research data uses Vosviewer and Nvivo 12 plus software so that data visualization can be presented as a basis for formulating health development policies and how the role of actors in controlling COVID-19. This study indicates, 1) the pattern of health development policies in controlling COVID-19 still needs improvement in effectiveness and efficiency so that policies are right on target. 2) policies made in controlling COVID-19 in Indonesia are still not optimal, especially in integrating technology and other resources. 3) the government is not ready to control COVID-19; the role of other actors is still low in intensity in controlling COVID-19. Based on the research analysis it is important to formulate policies to control COVID-19 and identify its role. Thus, this research can provide a reference in formulating sustainable policies in controlling COVID-19 in the health sector.

Abstract

This study aims to determine: (1) the socialization strategy, (2) the supporting factors of the socialization strategy, and (3) the inhibiting factors of the socialization strategy. To find out the problems that occur, the researcher uses a qualitative descriptive research method. Data was collected using library techniques, observation, interviews, and documentation for data analysis techniques using descriptive analysis techniques. The study results indicate that: (1) The selection of a good and correct strategy in conducting socialization is the task of the Aceh Privileges and People's Welfare section. The socialization strategy plays a role in realizing the implementation of the death benefit assistance program, which in essence, the community can know and understand death compensation. after that, determine the target in the socialization, then choose the media to be used and the management of socialization. (2) This program supports several parties such as payment partners and the infrastructure used to support this activity. (3) There are obstacles in managing death compensation, namely in terms of education, economy, and social, which causes the majority of the public not to know information about death compensation assistance.

Abstract

This study discusses the shape and obstacles of policy control of North Aceh's Revenue and Expenditure Budget in 2020. This study aims to find out how the form and obstacles of monitoring the policy of Revenue and Expenditure Budget of North Aceh Regency in 2020. The method used in this paper is a descriptive qualitative research method. The authors collected data from multiple sources of research books, encyclopedias, journals and interviews with informants of the study. The results showed the form of monitoring of budget policy of North Aceh District Expenditure has not been carried out effectively, because only political. there are obstacles, such as education background of North Aceh DPRK member, political factor and lack of databases in monitoring the APBK North Aceh policy in 2020.

Abstract

The effectiveness of implementing the Regional Government Information System (SIPD) is the purpose of this research. The problems that occur in this research are related to the effectiveness of the application of SIPD at the Transmigration and Manpower Office of West Aceh Regency. To see the purpose of the point of the application of SIPD, the authors use research with a qualitative descriptive analysis model. The primary technique used in data collection is conducting interviews with other supporting instruments in observation and documentation. The conclusion that has been obtained by the author based on analytical research on the use of the Regional Government Information System (SIPD) application at the SIPD quality point is that the SIPD application has been practical. Employees feel that work is easier and faster even though 60-70% of system users still do not understand the input clearly, thus requiring more supervision. Before SIPD, PerBup could only be issued at the beginning of the year. However, after the implementation of SIPD in 2020, every January, the PerBup in 2021 can be issued

Abstract

Improving public services in the urban transportation system consists of improving transportation facilities and infrastructure, improving inter-institutional relations and increasing human resources. The transportation system for the city of Pekanbaru in 2009 began to apply the concept of Mass Rapid Transit (MRT) under the name busway trans metro Pekanbaru. Over time, the trans metro busway has shrunk to become a regular bus. This can be seen that many MRT public facilities are not maintained and neglected so that public confidence in the MRT continues to decline. Efforts to improve public services on a sustainable mass transportation system in Pekanbaru City through a public service system that is provided in the form of transportation facilities and infrastructure that exist on the trans metro busway system in Pekanbaru City, as well as providing solutions in the form of maximizing an ideal and suitable mass transportation system for the people of Pekanbaru City. With the Bus Rapid Transit (BRT) model.

Abstract

The government ability to manage the potencies and assets owned through digital technology is the key to developing a smart city. Standardization of public services procedur through ISO is the early stage in digitalizing the government services. This paper focuses on analyzing the implementation of the smart city concept in Indonesia and identifying the relevant, innovative strategies applied as a reflection of the transformation of urban areas. This paper aims to determine the effectiveness of digital public service facilities in improving the community's welfare. The paper employed a qualitative approach with a case study. The data gathered from journal articles, e-books, official government data and websites, the latest online news portals, and the data of relevant others agencies. The results show that the smart city concept development initiative in several cities and districts in Indonesia is increasing, in line with information and communication technology. Accordingly, the smart city strategy developed relies on ICT-in public services. Therefore, the processes require massive campaigns for the community to get used to it. In addition, having good communication and collaboration among all stakeholders in society creates a dynamic of sustainable urban development framed in smart city project design applied

Abstract

The task force collaboration forum is present to strengthen and increase stakeholders' commitment to developing Child-Friendly Cities in Padang City. However, the optimization of this forum has not been appropriately achieved. Previous research has shown that the cause of this is sectoral ego, low stakeholders understanding, a master plan suitable for children has not been formed. At the same time, the involvement and linkage of stakeholders in the task force is a determining factor for the success of a collaboration. Furthermore, a power balance must be established between stakeholders during deliberation and decision-making. This study aimed to analyze power-sharing in the collaborative forum of Padang City Child-Friendly Task Force. The analytical method used is stakeholder mapping and social networks analysis. Stakeholders involved in the Padang City child-friendly task force have diverse interests and influences. Eighteen parties consist of two actors as key players, two as subject, seven as context center, and seven as the crowd. The interaction pattern of the stakeholders in the form of information flow is not evenly distributed. Several participants can bridge the disconnection of this information network on the condition that the strong participants must establish a relationship with the weak. A more decentralized structure and precise working mechanism are needed to control the power imbalance among stakeholders

Abstract

The COVID-19 pandemic has had a devastating impact on the economy. The social restriction policies implemented have an impact on economic activity. The limited activity in the economic sector has an impact on national contraction. At its peak in the second quarter of 2020, the economy experienced a decline of minus 5.35 percent. To deal with these rights, the Government then implements a policy pattern to stimulate the economy. Starting from the ratification of Law No. 1 of 2020 as the foundation of the government's tactical policies. Furthermore, the OJK will apply tax incentives and credit programs. The government then implemented the Covid-19 Handling and National Economic Recovery (PEN) program. This program allocates budget to several specific sectors. The sectors in question include health, MSME stimulus, social protection, tax and business incentives, as well as priority sectors. In terms of effectiveness, this program absorbs the budget quite well and shows positive results on economic growth.

Abstract

The purpose of this study is to describe how efforts are being made to increase public understanding of non-natural disaster management, in this case the COVID-19 pandemic. This study uses a descriptive approach, with methodological techniques using interviews, documentation and literature studies. In dealing with COVID-19, of course, it is not only the duty of the government, but also the role of the community in the process of dealing with this pandemic disaster. In this regard, the community's understanding and ability to recognize the COVID-19 response system is needed. Therefore, based on the research conducted, the results show that in terms of quantity the capacity has been fulfilled, but when viewed in terms of quality there are still limitations. So the conclusion is there needs to be an increase in the rate of human resources by providing direct and periodic training and education. By continuing to carry out the Covid health protocol
