Abstract

The digitalization of public services in the tax sector, particularly through the Link Samsat innovation in Gorontalo Province, aims to improve the convenience, efficiency, and compliance of motor vehicle taxpayers. However, the implementation of this system still faces various obstacles, such as low public understanding, technical issues, and low adoption rates that impact tax reporting compliance. This study aims to analyze the level of satisfaction of Link Samsat users and its relationship with compliance of motor vehicle tax reporting at the Gorontalo Samsat, as well as to identify the factors that influence it. The study used a qualitative approach with a case study type. Data collection was conducted through observation, interviews, documentation, and literature review, with informants consisting of Samsat officers and taxpayers. Data analysis used an interactive model that includes data reduction, data presentation, and drawing conclusions. The results show that the level of satisfaction of Link Samsat users is influenced by product or service quality, service quality, and security quality. This service is considered effective and efficient because it can speed up the tax payment process and reduce queues. However, the main obstacles include a lack of socialization, network limitations, and the lack of integration of services between regions. User satisfaction has been shown to contribute to increased tax compliance, although not optimally. Therefore, improving the quality of services, wider socialization, and improving the technical system are needed to optimize the use of this service and increase compliance of motor vehicle taxpayers.

Abstract

This study aims to analyze blue economy policy inclusion and social capital transformation among fishing communities in Biak Numfor Regency. The issue is significant because Biak Numfor has substantial marine and fisheries potential, yet the implementation of blue economy policies at the local level often encounters challenges related to unequal access to information, limited institutional capacity, uneven participation, and insufficient strengthening of coastal community networks. Globally, the blue economy is understood as the sustainable use of ocean resources for economic growth, improved livelihoods, and marine ecosystem protection. In Indonesia, the Ministry of Marine Affairs and Fisheries promotes blue economy policies through measured fishing, sustainable aquaculture, coastal management, and marine plastic waste reduction. This study employs a descriptive qualitative approach using in-depth interviews, field observation, and documentation. Data were analyzed through data reduction, data display, and conclusion drawing. The findings reveal that blue economy policy inclusion has not been fully equitable at the level of fishing communities, yet it has stimulated social capital transformation in the forms of strengthened trust, work solidarity, economic networks, and collective participation. However, these transformations remain constrained by limited market access, inadequate fisheries infrastructure, and the lack of integration between local institutions and sectoral policies. This study recommends a participatory, community-based, and socio-culturally sensitive blue economy governance model for fishing communities in Biak Numfor Regency.

Abstract

Digital transformation has become an important determinant in strengthening the competitiveness of micro-enterprises amid changing consumer behavior and the rapid expansion of technology-based economies. This study aims to analyze how social media-based marketing strategies are implemented by Indigenous Papuan micro-entrepreneurs and how these strategies contribute to business competitiveness in Biak Numfor Regency. The study employs a descriptive qualitative approach focusing on Indigenous Papuan micro-enterprises operating in local culinary businesses, cultural handicrafts, and small-scale trade. Data were collected through in-depth interviews, observation, and documentation, while data analysis followed the stages of data reduction, data display, and conclusion drawing. The findings reveal that digital transformation among Indigenous Papuan micro-enterprises remains in an early adaptation phase, yet it has positively contributed to market expansion, stronger customer interaction, local product identity reinforcement, and promotional efficiency. The most dominant platforms are WhatsApp Business, Facebook, and Instagram, which are used for visual promotion, direct communication, and product information dissemination. However, limited digital literacy, inadequate marketing content quality, internet access constraints, and weak business management remain major obstacles. The study implies that digital business mentoring, contextual social media marketing training, and affirmative policies are necessary to support Indigenous Papuan micro-enterprises in building sustainable competitiveness in both local and regional markets
