Abstract

The use of artificial intelligence (AI) in public services has become a strategic innovation in advancing an efficient and responsive digital government. One increasingly prevalent AI implementation is the use of chatbots as virtual assistants to provide public information services. This study aims to analyze the use of the “JESSICA” chatbot in the Jogja Smart Service (JSS) application in Yogyakarta City to improve the efficiency and responsiveness of public services, and to identify challenges and potential developments. The Research method is a literature review that examines scientific articles, previous Research results, and documentation related to chatbot implementation in the public sector. The results show that chatbots play an important role in improving service efficiency by automating information delivery, reducing officials’ workload, and optimizing organizational resources. In terms of responsiveness, chatbots can provide services quickly, consistently, and in real time, thereby improving the quality of interactions between the government and the public. However, the JESSICA chatbot still faces several limitations, including limited coverage across the JSS application and website, reliance on database quality, and the need for continuous content and system updates. Furthermore, institutional readiness and human resource capacity are also crucial factors in determining the success of chatbot implementation. Therefore, future development of the JESSICA chatbot should focus on strengthening technical aspects, expanding service channels, and improving internal governance and policies. This Research is expected to provide conceptual and practical contributions to the development of a more efficient, responsive, inclusive, and sustainable digital public service model at the regional level.

Abstract

This study examines the role of entrepreneurship in improving the welfare of fishing communities in Samber Village, Yendidori District, Biak Numfor Regency, Papua. Amid the vulnerabilities of capture fisheries and seasonal income fluctuations, local entrepreneurship has emerged as a strategic alternative for livelihood diversification. Using a qualitative descriptive approach, data were collected through in-depth interviews, participant observation, and document analysis. The findings reveal that entrepreneurial activities—such as fish processing, small-scale trade, and community-based eco-tourism have contributed significantly to income enhancement, food security, and access to education. Moreover, entrepreneurship has fostered social empowerment, particularly among women and youth. However, challenges such as limited access to capital, low business literacy, and weak institutional support continue to constrain development. Despite these barriers, local actors demonstrate resilience through adaptive strategies based on social networks, traditional knowledge, and informal digital marketing. This study highlights the potential of community-based entrepreneurship to promote sustainable coastal development and recommends stronger support systems to scale its impact.

Abstract

Digital transformation has become a strategic instrument for improving the quality of public services, including higher education services. The Higher Education Service Institution (LLDIKTI) Region XIV, which oversees Papua, West Papua, Central Papua, Papua Pegunungan, South Papua, and Southwest Papua, faces unique challenges related to geographical conditions, infrastructure limitations, and disparities in digital capacity. This study aims to analyze the effectiveness of public services through digital transformation in higher education services at LLDIKTI Region XIV. A descriptive qualitative approach with a case study design was employed. Data were collected through in-depth interviews, observation, and document analysis involving institutional policies, digital service systems, and service implementation practices. Data analysis was conducted interactively through data reduction, data display, and conclusion drawing. The findings reveal that digital transformation has improved service efficiency, transparency, and accessibility, particularly in administrative and academic services. However, service effectiveness has not been fully optimized due to limitations in human resource readiness, technological infrastructure, budget allocation, system integration, and organizational resistance to change. These findings highlight the importance of strengthening digital governance, enhancing human resource capacity, and developing adaptive policies that reflect the characteristics of eastern Indonesia. This study contributes to the development of effective and inclusive digital public service policies in higher education.

Abstract

Increasingly fierce business competition requires companies to implement effective marketing strategies to boost product sales. This study aims to analyze marketing strategies in increasing sales of Santan Sasa products at PT. Tumbakmas Niaga Sakti, Rangkas Branch. The marketing strategy analysis was conducted using the Segmenting, Targeting, Positioning (STP) approach as well as the marketing mix, which consists of product, price, promotion, and place. This study employs a qualitative method with a descriptive approach. Data were collected through observation, interviews, and documentation. The results indicate that the marketing strategies implemented by the company are quite effective in increasing consumer purchasing interest and sales revenue. The implementation of promotional activities such as price discounts, direct gifts, and promotional events at traditional markets has a positive impact on sales growth

Abstract

Abstract This research investigates digital literacy and understanding of the Sustainable Development Goals (SDGs) among Communication Studies students at IISIP YAPIS Biak. The study seeks to examine the formation of students' digital literacy, their comprehension of issues pertaining to the Sustainable Development Goals (SDGs), and the correlation between their digital experiences and their knowledge of sustainable development. The research utilized a descriptive qualitative methodology. Data were gathered by semi-structured interviews, observation, and documentation, and were subsequently evaluated using data reduction, data display, and conclusion drawing. The results indicate that students generally exhibit sufficient foundational skills in utilizing digital media for academic and communicative objectives. However, their digital literacy is still stronger in technical areas than in critical, ethical, and reflective ones. The research indicated that students' awareness of the SDGs is still evolving and is mostly characterized by a general understanding rather than a comprehensive grasp. Furthermore, students that actively seek information from diverse sources, participate in academic discourse, and monitor societal issues via digital media generally have a heightened understanding of sustainable development. These results show that being digitally literate is a key part of helping pupils understand the SDGs and how they affect society. So, colleges and universities need to improve their students' critical digital literacy and include SDG ideals in their lessons so that they can become responsible, socially aware, and adaptable to technology as future agents of change.

Abstract

This study aims to analyze capacity building in the advancement of a local wisdom–based creative economy in Baubau City, Southeast Sulawesi Province. Capacity building plays a crucial role in strengthening the capabilities of human resources, organizations, and institutions to achieve development effectiveness. Referring to the capacity building model proposed by Grindle (1997), this study focuses on three main dimensions: human resource development, organizational strengthening, and institutional reform. This research employs a qualitative approach, with data collected through in-depth interviews, observations, and document analysis involving eleven informants representing government officials, academics, creative economy actors, and cultural communities. The findings reveal that capacity building in Baubau City has not been optimally implemented. In terms of the human resource dimension, training and mentoring programs have been conducted; however, they remain uneven and lack sustainability. From an organizational perspective, Dekranasda has played an active role in fostering the creative economy, yet inter-agency coordination remains weak. Meanwhile, at the institutional level, the absence of specific regulations has resulted in sectoral and uncoordinated implementation of creative economy programs. Therefore, enhancing the competencies of creative economy actors, restructuring organizational frameworks, and establishing supportive regulatory mechanisms are necessary to ensure that the development of a local wisdom–based creative economy in Baubau City can be carried out more effectively and sustainably.

Abstract

This study examines how indigenous communities in Biak Numfor, Papua, Indonesia utilize Facebook as a digital public sphere to construct resistance narratives against land acquisition for military and infrastructure projects. Through qualitative content analysis and critical discourse analysis of 15 viral Facebook posts from December 2025 to February 2026, this research investigates the narrative strategies, framing techniques, and symbolic mobilization employed by the #BiakBukanTanahKosong movement. Findings reveal three dominant narrative frames: indigenous sovereignty and ancestral rights, generational justice and future identity, and institutional betrayal and elite complicity. The study identifies key virality mechanisms including hashtag activism, emotional storytelling, networked solidarity, and strategic use of local language alongside Indonesian. The analysis demonstrates that viral digital resistance generates significant discursive power but faces limitations in translating online momentum into concrete policy reversal without sustained offline mobilization. This research contributes to understanding how peripheral communities leverage social media to bypass traditional gatekeeping and exert policy pressure in Indonesia's constrained civic space.

Abstract

Artificial Intelligence (AI), one of the most transformative technologies, has brought significant changes. The rapid advancement of Artificial Intelligence (AI) technology is fundamentally changing the way organizations operate, communicate, and make decisions. Artificial Intelligence (AI) has become an integral part of organizational strategy. The aim of this research is to examine the role of Artificial Intelligence in influencing organizational culture. This qualitative descriptive study aims to identify, understand, and explain how the capitalization of Soa House property is carried out in the Village Head election. The results show that, first, the background to the capitalization is the existence of political interests in the local political dynamics of the Village Head election. Abstract

Abstract The 2024 West Papua Governor Election is a significant moment in the practice of democracy in the special autonomous region, while also testing the institutional role of the Papuan People's Assembly as a cultural representation of the Indigenous Papuans (OAP). This research aims to analyse the role of the West Papua Regional People's Assembly in supporting the organisation of gubernatorial elections and to assess its compliance with the mandate of the Papua Special Autonomy Law. The research uses a qualitative approach with a case study design. Data was collected through in-depth interviews, observations, and documentation at relevant institutions, namely the West Papua MRP, the West Papua General Election Commission, and representatives of indigenous institutions and community leaders in the West Papua region. Data analysis was conducted through the stages of data reduction, data presentation, and conclusion drawing, using triangulation techniques to ensure data validity. The research findings indicate that the West Papua Regional People's Assembly has played a substantive role in protecting the political rights of OAP by channelling the aspirations of indigenous communities, verifying the status of OAP candidates for regional head, and providing input and recommendations in the governor nomination process. However, this research also found limitations in the implementation of the MRP's authority because the recommendations issued do not have legally binding consequences for election organisers. This condition creates tension between cultural legitimacy based on Special Autonomy and procedural legitimacy based on election regulations, which impacts socio-political conflict during the 2024 gubernatorial election stage. This research concludes that strengthening regulatory harmonisation and inter-agency coordination is key to ensuring the protection of OAP political rights runs in tandem with legal certainty in the conduct of elections in special autonomous regions.
