Abstract

This study aims to determine or analyze the implementation of government policy in Bintauna District Office. Through research observation will be able to get a picture or explanation about the implementation of policy towards empowerment of government apparatus in District Office of Bintauna. This research is a descriptive research concerning two main things that is as the main insight, the first focuses on the actual problems that come from the apparatus that became the respondent. This objective and effort is to optimally capture the facts in the field so as to obtain data from this research proportionally and reveal various problems related to the government apparatus in implementing government policy concepts in Bintauna District Office of North Bolmong Regency as well as the extent of their implementation. From the research that has been done found the lack of attention, coaching as well as direction by the leadership on the discipline of the apparatus. But if judged from the overall results, it can be concluded that the policies implemented by the district government succeed. Because if calculated from the percentage of frequencies in the table recapitulation, the percentage of efforts to improve the quality of the apparatus is above average.

Abstract

Absrtact: The purpose of this study was to describe, analyze, and interpret: 1). Competencies and skills of structural, 2). Recruitment process of structural, 3). Constraints encountered in implementation of the recruitment of structural. This study is a qualitative research through observation, interviews and documentation. Methods of analysis was performed by qualitative data analysis techniques. The results show that the competence and expertise possessed by each employee was still low, because of most the Class III employees were recruited, but was dominated by the functional employee, such as teachers, doctors and nursing. There were some positions to be filled in the structural level that have not been occupied, because no employees were eligible for the positions, particularly with respect to rank. In addition, the competence of the recruited employees, have not been met. However, when viewed from the other side, that the authority is generally performed when a person who occupies a particular position can not afford to run a good job, so the Government Regulation No. 9 of 2003 can be implemented. This has been one of the Regents authority. It can be concluded that there were three major obstacles in the implementation of structural recruitment of officials in the District of North Bolaang Mongondow, namely human resources, conditions of employment facilities, and work programs that provide such a huge impact on the performance of the institution. North Bolaang Mongondow Regency has limited capacity of the division of human resources that are competent, ie the number of local government officials that were recruited were not based on the analysis of the needs of each Unit (SKPD), and also the competence and skills did not become the main consideration in the recruitment process. It is thus recommended to optimize the process of recruiting officials in North Bolaang Mongondow Regency necessary to optimize the implementation of Government Regulation No. 13 of 2003, as well as provide input to the head area as the party's decision to give a person to occupy certain positions. Abstract

This research aims to play a key role in the decision-making process. Open and constructive discussions between employees can help in formulating policies and making better decisions in the interests of society. Simamora, F. N. (2018) emphasized that kStrong interpersonal communication allows employees to share information, ideas and views with each other. This can help in identifying and solving problems that may arise in public services or operations. The aim of this research is to provide a valuable contribution to the development of science, especially those related to interpersonal communication in improving the quality of work of employees in Bintauna District, North Bolaang Mongondow Regency. It is hoped that this research will be able to expand and enrich knowledge regarding communication science and qualitative research in the field of communication, especially interpersonal communication. R. Wayne Pace (2017) stated interpersonal communication or interpersonal communication. The implication of this research is that the quality of internal information systems has not been emphasized too intensely in meeting organizational goals. This can be caused by various factors, including a lack of collaboration between different systems, a lack of accurate monitoring of operational data through the information system provided by the sub-district, as well as a lack of systematic and ongoing performance evaluation. Apart from that, mastery of communication media and digitalization of technology-based information systems have not been widely implemented. In conclusion, the quality of service through interpersonal communication has been running optimally, but it is still a manual process. So with the acceleration of digitalized services, the Bintauna sub-district office still has to adjust to the new pattern.

Abstract

This study aims to examine the implementation of the Anti-Corruption Village policy in East Tabongo Village, and explore the factors that support and hinder its implementation. The research method used is qualitative with a case study approach, where data is collected through in-depth interviews, observations, and documentation studies. The results of the study indicate that the East Tabongo Village government has adopted the principles of transparency, accountability, community participation, and community-based supervision in every aspect of financial management and public services. The success of the implementation of this policy is supported by the commitment of the village head, the active involvement of the Village Consultative Body (BPD), and the existence of ongoing training and socialization to the community. However, there are still a number of obstacles such as the low capacity of village officials, limited resources, and resistance of a small part of the community to change. The findings of this study emphasize the importance of strengthening village institutional capacity, increasing community legal literacy, and ongoing supervision to ensure the sustainability of the Anti-Corruption Village policy. This study provides a practical contribution in developing a clean, participatory, and integrity-based village governance model, and can be used as a reference in formulating anti-corruption policies in other villages in Indonesia

Abstract

The purpose of this study was to determine the implementation of the Merit System policy in the employee promotion process at the Gorontalo City Education and Training Personnel Agency (BKPP), especially in terms of planning, implementation, and assessment aspects. The Merit System is a personnel management principle based on employee qualifications, competencies, and performance, so that it is expected to produce objective and fair promotions. This study was conducted at the Gorontalo City BKPP Office located on Jalan 23 Januari, Biawao Village, South City District, Gorontalo City, Gorontalo Province. Data collection techniques used included observation, in-depth interviews with related officials and stakeholders, and documentation studies of employee promotion policies and procedures. Data were analyzed using a qualitative approach to obtain an in-depth picture of the implementation of the policy. The results of the study indicate that the implementation of the promotion policy in the Gorontalo City BKPP environment has not fully referred to the Merit System principle. Based on the theory of policy implementation by George C. Edward III which includes variables of communication, resources, disposition, and bureaucratic structure, it was found that there were a number of obstacles. One of the main weaknesses is the lack of a Job Competency Standard (SKJ) that should be a reference for promotions. In addition, the absence of an assessment process in assessing employee competency is an obstacle to implementing objective and transparent promotions. This shows the need for improvement in promotion policies to be in line with the principle of meritocracy.

Abstract

Community Service Program (Kuliah Kerja Pengabdian/KKP) is an implementation of the Tri Dharma of Higher Education focusing on community engagement. This program aims to empower students as agents of change through the application of knowledge in the field. This research was conducted in Sukamakmur Village, Tolangohula District, Gorontalo Regency, an area with abundant watermelon agricultural potential. The urgency of this research lies in the need to optimize watermelon processing to increase its economic value, foster awareness of clean and healthy living, and strengthen community cohesion. The KKP activities were carried out for 45 days, encompassing observation, interviews, discussions, and direct training. The demonstration method was employed in the training for processing watermelons into stick and jam products. Additionally, socialization on Clean and Healthy Living Behavior (PHBS), free health check-ups, and arts and sports activities were conducted. The results show that the community successfully understood and practiced watermelon processing into valuable products. There was an increase in community awareness regarding PHBS, and cohesion was fostered through social activities. The implications of these activities include the realization of economic empowerment, improved health, and strengthened social bonds within the community. For the sustainability of the program, continuous mentorship from the local government and universities is recommended to develop the processed watermelon business and enhance community participation in maintaining health and environmental cleanliness.

Abstract

One way to improve community well-being is by fostering understanding and awareness so that citizens comply with applicable norms and regulations. In this community service program (PKM), participants receive knowledge in three main areas: legal aspects, community empowerment, and welfare. This approach uses a systematic delivery method and interactive question-and-answer sessions so that residents can directly participate. This approach is designed to ensure effective and equitable dissemination of knowledge. After the presentation session is complete, the activity moves to a more in-depth and collaborative stage, namely an interactive question-and-answer session. This session is deliberately designed to encourage active participation from the community as participants, creating a lively discussion atmosphere and allowing for the direct exchange of ideas and clarification of questions. The impact of the activity is evident in the increased understanding, both at the individual and group levels, of the Indonesian legal system and the mechanisms for accessing free legal aid. Furthermore, there is a growing awareness of optimizing village potential, both human and natural resources, with better quality, as well as enthusiasm for starting new businesses that are expected to stimulate local economic growth and improve the welfare of the village community as a whole. With a better understanding of the law and economic potential, it is hoped that the Permata Village community will be more proactive in utilizing local resources and building self-reliance. The success of the interaction and active participation indicates that this type of outreach has a positive long-term impact in encouraging improvements in their quality of life and future well-being.

Abstract

The Monano Marine Tourism Beach, located in Monano District, North Gorontalo Regency, is an area with significant potential to be developed into a leading tourist destination. However, its management still faces various challenges, such as lack of coordination between managers and the community, inadequate supporting facilities, and the absence of integration of local values into tourism activities. This study aims to analyze tourism governance management based on community participation using the four functions of management: planning, organizing, actuating, and controlling. Additionally, the research identifies the factors that hinder community involvement in managing the tourism area. This study employs a descriptive qualitative method, using data collection techniques such as observation, in-depth interviews, and documentation. Informants include representatives from the Tourism Office, village government, local communities, and tourists. The findings reveal that planning has not actively involved the community, organizing lacks a formal structure such as the Pokdarwis (Tourism Awareness Group), actuating remains informal, and controlling is conducted voluntarily without a structured system. Key inhibiting factors include limited budget, low community capacity, insufficient tourism infrastructure, and weak integration of local cultural values. Based on the research findings, it is recommended that tourism management at Monano Marine Tourism Beach focus on establishing an official institutional structure such as Pokdarwis to systematically accommodate community participation. The local government should also increase budget allocation and provide technical support for the development of adequate tourism facilities. Moreover, training and mentoring for local communities are crucial to enhance their capacity in independently managing tourism potential. The integration of local cultural values into tourism programs also needs to be strengthened to reinforce the area’s identity and broaden its appeal to tourists

Abstract

The Government of Indonesia has initiated the Child-Friendly City (Kota Layak Anak/KLA) program to create a conducive environment for the optimal growth and development of children. This program is based on the Convention on the Rights of the Child and aims to ensure protection from violence, discrimination, and exploitation. Gorontalo Regency is one of the regions that has adopted this policy through Regional Regulation Number 1 of 2020 concerning the Child-Friendly Regency. However, its implementation still faces several challenges, such as limited budget, lack of professional personnel, and low public awareness of children's and women's rights. This study aims to analyze the implementation of the KLA policy in Gorontalo Regency from the perspective of child and women protection, as well as to identify the supporting and inhibiting factors of its implementation. The research method uses a qualitative approach through interviews, observations, and documentation, with informants from the Department of Women’s Empowerment and Child Protection (DP3A), the Social Service, and community leaders. The analysis refers to George C. Edwards III’s policy implementation theory, which includes communication, resources, implementer disposition, and bureaucratic structure. The research results show that communication and public outreach efforts have been conducted but are not yet widespread. Budget and human resource availability remain limited, while the implementers show commitment despite constrained capacities. The bureaucratic structure has been established, but coordination among government agencies (OPD) needs to be strengthened. Therefore, there is a need to increase funding, involve professional personnel, and reinforce cross-sector collaboration and socialization. In conclusion, the commitment of the local government is relatively strong, but technical and social challenges still hinder the optimal implementation of the KLA program. Comprehensive improvements are required to realize the vision of Gorontalo Regency as a child-friendly region

Abstract

This activity is a form of Community Service (PKM) which aims to open the horizons and insights of the community regarding the Draft Village Regulation as an important part of better village governance. The methods used in this mentoring activity include activity planning, activity preparation, activity implementation and discussion in the form of village deliberation meetings accompanied by dialogues that allow participants to explore as much knowledge as possible and find solutions to the problems of drafting village regulations faced. The results achieved in the mentoring activity for drafting Village Regulations carried out in Bontula Village, Asparaga District, namely where the activity ran smoothly and without any significant obstacles, both from the planning stage to the village deliberation. The smooth running of the activity was due to the support of all stakeholders in helping the Community Service team to carry out mentoring activities optimally. In this activity, the resource person not only delivered material related to the urgency of drafting Village Regulations in the implementation of village government, but also the technicalities of drafting Village Regulations accompanied by simulations that were focused and easy to understand by participants, so that participants in this activity could understand the theory and practice of drafting Village Regulations in accordance with applicable laws and regulations. The knowledge gained by participants in this activity is expected to be a strong foundation for producing quality Village Regulations, especially in Bontula Village, Asparaga District, Gorontalo Regency.Keywords : Mentoring, Drafting, Draft Village Regulations
