Abstract

The Gender Development Index in Indonesia and East Java 2019 is still below the world and national average. This shows that the equality of development between male and female in East Java is still lagging behind other provinces. The novelty of this research is trying to revisit the issue of the Gender Development Index (GDI) in East Java. This research aims to analyze the effect of Gross Regional Domestic Product (GRDP), poor population, and Labor Force Participation Rate (LFPR) on the Gender Development Index (GDI) in East Java partially and simultaneously. This research uses quantitative research methods with panel data regression analysis techniques. The data used in this research is secondary data obtained from the Central Bureau of Statistics in East Java during 2017-2019. The results of this research showed that the GRDP variable and poor population variable have a negative and significant effect on the Gender Development Index. Meanwhile, the LFPR variable has an insignificant and positive effect on the Gender Development Index. In addition, simultaneously the variable of GRDP, poor population, and LFPR has a significant effect on the Gender Development Index. Currently, there is still a gap between the roles of men and women. The role of women is still not optimally utilized because women's resources in the fields of health, education, and the workforce are still low. But this can be overcome if there is an increase in the labor productivity of both male and female residents so the income of the population will also increase and the number of poor people decreases. The implication of this research is the role of all parties, especially the government, is needed to pay more attention to and increase population growth and reduce poverty levels to increase gender equality in East Java. Keywords: GRDP; Gender Development Index; Poverty

Abstract

The uncertainty of the income that the head of the fisherman's household in Namlea Village encourages his wife to work to meet family needs. The role of the fishermen's wife is needed because it affects the level of family income. This is what encourages researchers to conduct research with the aim of knowing how the role of fishermen's wives in increasing family income in Namlea Village, Buru Regency. The method used in this research is a survey method, which is an investigation that obtains facts from the existing symptoms of the role of fishermen's wives in Namlea Village, Namlea District, Buru Regency and analyzed by descriptive method. Sampling in this study using a purposive sampling method. This type of research is descriptive qualitative. Respondents taken in this study amounted to 18 people or 25% of the total population of 72 fishermen's wives. The domestic role of women, which are all activities carried out by fishermen's wives in maintaining fishermen's households, which consists of jobs such as cooking, washing, ironing, cleaning the house, and childcare are priceless. The public role of women is all the activities of fishermen's wives that generate income outside of their homes. Fishermen's wives are required to play a role in making a living by being involved in earning a living. The work that is done by the fishermen's wife is like selling fresh (raw) fish and processed fish (smoked fish). The results of this study indicate that 18 fishermen wife respondents show a contribution or proportion that affects the total income of the fishermen's family with the criteria classified as moderate, which means that it is quite influential in increasing family income and can meet family needs. This research can assist local governments in formulating policies related to improving fishermen's welfare through the active role of family members.

Abstract

So far, there have been no economic valuation studies to ecological studies that reveal the potential of the Tempe Lake area, so that policy makers have not been able to manage and use the Tempe Lake Area, at the most effective and efficient level, and able to distribute the benefits and costs of conservation fairly. The novelty of this research is trying to do an economic valuation, which is paralleled with an ecological study of the existence of Lake Tempe. This study aims to identify the ecological functions of Lake Tempe that give rise to various economic and non-economic benefits for the community around Lake Tempe, as well as to determine the amount of Total Economic Value (NET) of Lake Tempe. The data were analyzed by adding up the value of direct benefits, value of indirect benefits, value of choice benefits, value of existence benefits and value of inheritance benefits in the Tempe Lake area. This research data was collected through surveys and interviews with stakeholders who have a reciprocal relationship with the Tempe Lake area in Wajo Regency. The results showed that the total economic value obtained for the Tempe Lake area was Rp. 5,742,249,708,120,- per year with the largest contribution coming from the direct benefit value of Rp. 4,571,395,793,250,- per year or 78.7%. The implication of the research is the need for cross-sectoral joint coordination from various levels of government, to encourage the rehabilitation of forest areas around the Walennae and Bila watersheds. Dredging of Lake Tempe is urgently needed to cope with the annual flooding due to overflow of water. In addition, to increase the utilization of Lake Tempe, a more massive synergy between stakeholders is needed, to develop other untapped potential of the Lake Tempe area.Keywords: Valuation; Resource Economics; Ecology

Abstract

This research aims to capture the government's response from the budget side facing an unprecedented health crisis. COVID-19 pandemic disrupts economic activities and negatively impacts the economy on the micro and macro scale. Data from the World Bank stated that Indonesia's poverty level increased from 9.8% to 10.2% during the first six months of the pandemic. The Government of Indonesia immediately responded to the situation by refocusing and expanding the government budget and building the stimulus package named The Covid-19 Pandemic and National Economic Recovery (PEN) to protect citizens' financial well-being and stabilize the macroeconomics condition. The expanded budget leads to the need to find the immediate resources to fulfill the budget deficits. Under the PEN program, the government supports impoverished people with social protection programs. The amount and the type of assistance were adjusted several times due to the spread of COVID-19 cases. Some problems also emerge during the implementation of the protection program, including corruption and recipient mistargeting. The government is expected to improve the program delivery mechanism and develop a system to update recipient data. Digital payment is considered the best way to deliver the benefit to the recipients in order to minimize corruption and accelerate distribution. Regarding the form of assistance, cash transfers are considered the better way to minimize corruption during the delivery process. The coordination between central and local governments should be enhanced to bring the updated data of beneficiaries. Keywords: Budget Allocation; Burden Sharing; COVID-19; National Economic Recovery (PEN); Social Protection;

Abstract

Indonesia's foreign trade, especially export activities, covers various economic sectors. One of them is in the agricultural sector. One of the most important economic sectors is the plantation sub-sector, namely oil palm plantations. Currently, palm oil exports are very important given the increasing volume. The novelty of this research is that it tries to explore further the conditions of Indonesian palm oil exports and the factors or determinants that determine the world's palm oil demand. Research on palm oil exports is for identifying trade patterns between Indonesia and Malaysia from the perspective of the factors that influence it. The results showed that the GDP factor both affected the export volume of Indonesian and Malaysian palm oil, but had a different coefficient or slope sign. This means that there is a substitution relationship between Indonesia and Malaysia, that is, the Malaysian market share switches to the Indonesian market share. The GDP similarity index factor that affects the volume of Malaysian palm oil exports shows a negative sign or slope. This may imply that Malaysian palm oil exports have the potential to increase trade that is inter-industry or different in industry. The relative distance factor only affects the volume of Indonesian palm oil exports. This means that distance or transportation costs play an important role in Indonesian trade, especially Indonesian palm oil exports. The implications of this research are, among others, it is important to increase trade cooperation more intensively. For this reason, Indonesia must be able to control the market share that is the destination for CPO exports by continuing to establish and develop cooperation in the potential agricultural sector, for example oil palm plantations, both in the upstream and downstream industries. In addition, Indonesia must be able to carry out a more productive trade process, and build good infrastructure, so that the trade transaction process becomes more effective and efficient, and provides far greater benefits to its partners.Keywords: International Trade; Palm Oil; Exports

Abstract

Unemployment in South Sulawesi is very worrying and quite disturbing economic performance in this area. Although the government has made efforts to achieve growth based on employment and increase the minimum wage, conditions have not been able to reduce the unemployment rate itself. The novelty of this research is to try to dig deeper into the interrelationship of minimum wage setting policies, efforts to increase economic growth and efforts to control inflation by the government, to the unemployment phenomenon that occurs in South Sulawesi Province. This study aims to determine how the influence of economic growth, the provincial minimum wage and inflation on unemployment in South Sulawesi Province, Indonesia in 2005-2019. The type of research used is quantitative, namely the research method which is a scientific approach to economic decisions by using multiple linear regression analysis to find out how much influence the variables studied are. The results show that simultaneously economic growth, provincial minimum wages and inflation have a significant effect on unemployment in South Sulawesi Province. Partially, economic growth and provincial minimum wages have a significant negative effect on unemployment in South Sulawesi Province. Meanwhile, inflation has a positive and insignificant effect on unemployment in South Sulawesi Province. The implication of this research is that the government needs to increase quality and more inclusive economic growth based on expanding job opportunities and increasing human capital.Keywords: Unemployment; Economic Growth; Minimum Wage; Inflation

Abstract

Selorejo Village, Malang Regency has tourism potential which is known as the Bumi Perkemahan Bedengan Tourism. However, Bumi Perkemahan Bedengan Tourism still needs to be developed optimally because this tourism has the potential to become sustainable tourism. The novelty of this research is to complement quantitative research methodologies related to the theme of developing village tourism potential, where there are research limitations from several previous studies, which are dominated by descriptive qualitative methods. The concept of Local Economic Development (LED) is deemed capable of optimizing available local resources by involving several stakeholders such as the Government, Local Communities, Business Actors, and Local Community Organizations. This research discusses tourism-based Local Economic Development (LED) that aims to examine the condition of Local Economic Development (LED) and provide insight in making plans or strategies for sustainable Local Economic Development (LED) in Bumi Perkemahan Bedengan Tourism. This article applies a quantitative approach with data analysis of RALED (Rapid Assessment Technique for Local Economic Development). Assessment of local economic development in Bumi Perkemahan Bedengan Tourism using the hexagonal concept of LED which consists of six aspects, namely target group, location factors, policy focus and synergy, sustainable development, governance, and management process. The results showed that the five aspects had met the good category. However, there is one aspect, namely the Target Group has a low index value of 45.92 which means that the condition of Local Economic Development in the aspect of the Target Group at the Bumi Perkemahan Bedengan is in a bad condition. Therefore, the target group aspect and the other two lowest aspects namely management process and location factors need attention for more improved in the efforts of Local Economic Development (LED) in the Bumi Perkemahan Bedengan Tourism.

Abstract

Industrial agglomeration is the most prominent geographical feature of economic activity. East Java is one of the richest provinces in Indonesia that have north - south corridor industry agglomeration. In the northern region, it includes the City of Surabaya, Sidoarjo Regency, Pasuruan Regency, Mojokerto Regency, Gresik Regency, and Tuban Regency. The southern region includes Malang City, Malang Regency, and Kediri City. This study aims to discover whether industrial agglomeration is the key for region development and economic growth, especially on the East Java’s north-south corridor.This study also find the absorption of labor in each region as a result of industrial agglomeration in the northern and southern regions. This study used Location Quotion (LQ) and Shiftshare analysis to be able to represent the occurrence of industrial centralization in the northern and southern corridors of East Java in the period 2011 – 2019. The results analysis show that most of the sectors that form the basis of districts/cities in the north-south corridor generally excel in the industrial, trade, and service sectors. The absorption of labor in several industrial areas in East Java in the northern and southern corridors is also required by the completeness of regional infrastructure. The implications of the research is at the sectoral level cannot yet be described in depth on the performance of other sub-sectors in these economic activities, nor can they be fully developed because there are many factors that influence the development of a region.
