Abstract

The rapid digital transformation in the public sector has encouraged government institutions to utilize social media to enhance public information disclosure. Instagram, as one of the most widely used platforms in Indonesia, offers strategic potential to improve transparency, accessibility, and communication between governments and the community. This study aims to analyze the role of Instagram as a medium for public information disclosure in Merjosari Village. The research employed a qualitative descriptive approach, with data collected through interviews, observation, and documentation. The findings show that Instagram has been used to disseminate information related to village activities, administrative services, and policy announcements. The platform supports transparency through accessible and visually structured content and enables two-way communication through interactive features. However, its implementation has not been fully optimal due to limited human resources, the absence of standard operating procedures for social media management, and limited digital content management capacity. Overall, Instagram contributes to supporting public information disclosure at the village level.

Abstract

Urban waste management is one of the primary challenges faced by major cities in Indonesia, including Pekanbaru. The population growth in Pekanbaru, which reached 1,064,566 people in 2016, is directly proportional to the increasing volume of waste generation that requires management. This study aims to analyze the effectiveness of waste management at the Pekanbaru City Environmental and Sanitation Department (DLHK) using the Input–Process–Output–Outcome (IPOO) system approach. The research method employed is descriptive qualitative, with data collection techniques including documentation studies, interviews, and observations. The results indicate that the waste fleet's transport capacity only reaches 48.2% of the ideal requirement, leaving the volume of handled waste far below the actual generation. There is a gap between available inputs, ongoing processes, resulting outputs, and expected outcomes in Pekanbaru's waste management. It is necessary to at least double the fleet capacity, strengthen regulations, and increase community participation.

Abstract

Stunting remains a complex public health issue in Indonesia, necessitating the support of a reliable information system for data-driven interventions. This study aims to analyze the capacity of the Electronik Siap Nikah dan Hamil (ELSIMIL) information system in supporting policies to accelerate stunting reduction in East Java Province. The study employs a quantitative research method with a descriptive approach involving 2,644 respondents who are ELSIMIL users across multiple administrative levels. Data were collected through a questionnaire based on the Health Metrics Network (HMN) framework, covering the dimensions of resources, indicators, data sources, data management, dissemination, and data quality. The findings indicate that the overall capacity of the ELSIMIL system is moderately adequate, particularly in terms of indicator relevance, data availability, and the utilization of information for decision-making. However, several challenges persist, including disparities in digital infrastructure, variations in user capacity, limited system interoperability, as well as issues related to data quality and timeliness. These findings underscore the need to strengthen governance, enhance human resource capacity, improve system integration, and expand technological infrastructure. Therefore, optimizing ELSIMIL as a data-driven information system is essential to support the effectiveness and sustainability of stunting reduction policies.

Abstract

This study examines incumbent performance accountability in the 2024 single-candidate local election in Pangkalpinang City and its influence on electoral outcomes that culminated in the victory of the blank ballot option. Using a qualitative case study approach, the research draws on in-depth interviews, document analysis, media reports, LP3ES survey data (January 2025), and other secondary sources related to local governance and political dynamics. The findings show that the incumbent administration achieved several notable accomplishments, including a significant increase in regional investment realization from IDR 279.5 billion in 2020 to approximately IDR 4.9 trillion in 2024, urban infrastructure development, the construction of the Kubah Timah Grand Mosque, and improvements in employment and governance indicators. Despite these achievements, citizens continued to face persistent challenges in public services, including inadequate public transportation, waste management problems, limited access to clean water, and concerns regarding bureaucratic performance and local economic conditions. Survey results indicate that the victory of the blank ballot option (44.0%) over the sole candidate (38.6%) was driven primarily by perceptions of inadequate political representation, the absence of meaningful electoral alternatives, and negative evaluations of the candidate’s track record. Furthermore, most respondents reported stagnant or worsening household economic conditions. The study concludes that accountability in single-candidate elections is determined not only by development achievements and administrative performance but also by political representation, government responsiveness, and democratic legitimacy.
