Abstract

Fraud reports in the context of general elections are a very important issue in maintaining the integrity and legitimacy of the democratic process. As an election supervisory institution at the district level, the Karawang Regency Election Supervisory Agency (Bawaslu) has a crucial role in handling fraud reports that may occur during the election process. Not many previous studies have used decision aggregation theory to analyze how Bawaslu makes decisions in handling reports of election fraud. This study aims to conduct an in-depth analysis of the development of reports of election fraud received by Bawaslu Karawang Regency. This research uses a qualitative method with a case study approach to explore reports of election fraud to the General Election Supervisory Agency (Bawaslu) of Karawang Regency using decision aggregation theory. Through this article, it is hoped that it can make a positive contribution in increasing understanding and awareness of the importance of handling reports of election fraud by Bawaslu Karawang Regency in order to maintain integrity and public trust in the democratic process at the regional level.

Abstract

The smart city concept arose as a solution to urban challenges, aiming to enhance the efficacy and efficiency of urban planning. The smart city concept aims to address issues such as delayed public services, inflexible service procedures, and inefficiency through the use of smart governance. This study examines the implementation of smart cities in the context of smart governance in Indonesia. Its objective is to determine the level of smart governance implementation in Indonesia and its implications for supporting smart cities in the country. The research employed a descriptive qualitative methodology. The research employs a data gathering method that relies on secondary sources, including scholarly journals and online mass media, spanning from 2017 to 2024. This time frame aligns with the research focus on smart governance in Indonesia. The news sources utilized consisted of six major mass media outlets, with a news coverage level of 59 units of news intensity. The data analysis employed a three-stage process, consisting of data reduction, data display, and generating conclusions. This study employs Qualitative Data Analysis Software (QDAS) utilizing the Nvivo 12 plus tools. This study use data source triangulation methods to acquire systematic, factual, and precise data. The findings of this study indicate that the implementation of smart governance in Indonesia's smart city initiatives has not been entirely successful. The indicators of smart governance implementation have not been fully met, and there are still unresolved issues that require correction and improvement.

Abstract

In the context of digitalization of tourist villages there are several indicators to be able to realize digitalisation of tourism villages including promotion, pricing, place, attraction, partnership, and accessibility. The aim of this study is to understand how to improve the digitization of tourist villages in Indonesia through the use of branding strategies. The method used in this research is a method of qualitative analysis using secondary data sources from mass media news, journals, articles processed using Vosviewers Software and Nvivo 12 as a form of data visualization. The results of this research are obtained results that by using branding strategy digitalization of tourist villages in Indonesia has been improved. One of the successes in using branding strategy is with increased indicators of promotion, partnership and attraction. This is supported by some evidence, one of which according to the Digital Global Overview Report Indonesia shows that YouTube is one of the media for the promotion of tourist villages. And based on Jadesta.Kemenparekraf showed that the most attractive tourist village in Indonesia is showing the beauty of nature. Keywords: Tourism digitalization, Village tourism, Branding Strategy

Abstract

Natural disasters are a common occurrence in Indonesia. Disaster management in tourism areas requires planning and government synergy from the national to regional levels. Regulation of the Minister of Tourism and Creative Economy Number 9 of 2021 concerning guidelines for sustainable tourism destinations states that sustainable management standards in destinations must have plans for risk management, crisis management, and emergency response. This study aims to analyze digital innovation steps in the implementation of disaster management in tourism areas. This study uses a qualitative descriptive research method with documentation data collection techniques. The documentation collected is sourced from articles that have been published in reputable international journals Scopus. All the data that has been collected is then analyzed using the help of an analysis tool, namely vosviewer. The study highlights the importance of data-driven decision-making, innovation, and environmental management principles in developing products and services that contribute to economic growth and environmental sustainability. It also emphasizes the need for competitive business models, effective digital leadership, comprehensive digital transformation strategies, and efficient workforce management.

Abstract

Abstract PBJ is a key element in the growth strategy and public service delivery of the Indonesian government. However, challenges such as complex bureaucracy, corruption risks, and lack of transparency still need to be addressed. The 2023 KPK Integrity Assessment Survey (SPI) results indicate that Ogan Ilir Regency remains vulnerable to irregularities. E-procurement is considered a potential solution, but its implementation requires fundamental changes in administrative processes and HR management. Therefore, this study evaluates the implementation of LKPP Regulation No. 7/2021 on PBJ HR in Ogan Ilir Regency using the OECD evaluation framework: Input, Process, Output, Intermediate Outcome, and Strategic Outcome. This study employs a qualitative descriptive approach with primary and secondary data sources. The results show that the implementation of LKPP Regulation 7/2021 in Ogan Ilir Regency has yielded positive results in some aspects, such udget allocation and the facilitation of education and training, but significant challenges remain in meeting the needs for competent HR. Some obstacles include the perception of high legal risks, lack of interest from civil servants in transitioning to JF PPBJ roles, and regulatory conflicts. Although there has been an improvement in PBJ performance in Ogan Ilir Regency, stakeholder assessments of PBJ management quality still show unsatisfactory results. Therefore, intensive efforts are needed to enhance the alignment between competency requirements and practical implementation, strengthen interest among civil servants in PBJ management roles, and increase awareness of the procedures for becoming JF PPBJ. This will help achieve more professional and integrity-driven PBJ HR. Keywords: Human Resources Management, LKPP Regulation 7/2021, Policy Evaluation

Abstract

The sister city collaboration between Sidoarjo and Jinan has started since signing Letter of Intent (LoI) in 2010. This collaboration based on resemblance as industrial city that both have specialism on processing leather-based handicraft. Resemblance of characteristics, geography, and political ideology between two regions stimulate sister city collaboration. In the age of globalisation, relationship among actors on sister city are fundamentally for local governments partnership and sharing resources to realize public needs and regional development. This study uses qualitative research based on literature review from previous research about sister city initiatives and paradiplomacy. This study analyses the sister city between Sidoarjo and Jinan was ended even potentially on multisector improvement and strategic programs. Reinforcing factors are analyzed through the perspective of paradiplomacy and network governance, which findings that sustainable connectivity underlying sister city are determined by involvement of non-state actors, communication and lobbying, regent initiatives, and supportive policies.

Abstract

Natural resources that have commodity value in a region are increasingly contested, either by the parent region or the region as the autonomous owner of the resources concerned. The upheaval between regions is getting stronger when natural resources are considered to provide significant benefits, but are not directly proportional to the development of the region where the resources are located. This study examines the potential impacts of forming a new province in East Sulawesi, Indonesia. The region's abundant natural resources, particularly nickel, have attracted significant investment but also led to social and environmental challenges. The formation of a new province could exacerbate these issues if not carefully managed. Drawing on the experiences of Bangka Belitung, the study emphasizes the importance of good governance and equitable resource distribution. A constructivist risk analysis framework is proposed to address the complex interplay of factors influencing the region's development. Key recommendations include strengthening local governance, promoting community participation, and diversifying the economy to reduce reliance on natural resources. By carefully considering these factors, the formation of East Sulawesi can be an opportunity for sustainable development and improved quality of life for its residents.

Abstract

This research discusses the implementation of child protection policies against child abuse in Bandung City in 2023, focusing on the Office of Women's Empowerment and Child Protection (DP3A) and the Regional Technical Implementation Unit for Women and Children Protection (UPTD PPA). This research uses qualitative research with a narrative approach to describe the implementation of child protection policies.. The findings show that although the policy has been well implemented, there are barriers in human resources and costs. The limited number of employees and budget are challenges in achieving optimal child protection. However, community participation through the Community-Based Integrated Child Protection (PATBM) program and collaboration with various stakeholders have increased community awareness of child abuse issues. This research emphasizes the importance of continuous socialization and improved resources for the success of future child protection policies. Abstract

Structural inequality in the agrarian sector is still a problem that continues to be faced by this nation, including in the Bangka Belitung Islands region. The pattern of control, ownership, and use of land that has a new style of colonialism with liberation and capitalism has made agrarian problems not fully improve. Membalong is one area among the agrarian problems in the Bangka Belitung Islands Province due to the chaos of regional planning. The conflict between the community and PT Foresta Lestari Dwikarya is a manifestation of the accumulation of problems at the grassroots which makes this problem increasingly difficult to resolve. Through qualitative research methods with interview, observation, and documentation data collection techniques, this study concludes that community dissatisfaction with land control and the lack of company communication has triggered protests and demands to obtain rights that are considered unilateral claims. The community uses various strategies, such as organizing, lobbying, demonstrations, and reclaiming in demanding justice related to agrarian rights and violence, and involves the parties. Although the government and related institutions have taken steps, the resolution of the conflict which is considered unsatisfactory to all parties has caused tension and the potential for violence that still exists.

Abstract

This study describes the implementation of the National Health Insurance Standard Inpatient Class (KRIS-JKN) policy at the Bandung City Hospital. This study uses a descriptive qualitative approach using in-depth interview techniques based on the Van Meter and Van Horn policy implementation model. Inpatient room facilities, especially for BPJS Kesehatan Class 3 patients, require special attention because they are not standardised. RSUD Kota Bandung as one of the government-owned hospitals is obliged to support the KRIS-JKN policy, but the update as of July 2024 the percentage of indoor beds that have fulfil 12 KRIS criteria is only 15.87%. Bandung City Hospital experienced several obstacles, including the distance between TT less than 1.5m, bathrooms not in accordance with accessibility standards, and curtain replacement. Budget limitation is the main factor that hinders the implementation of KRIS. Therefore, efforts are needed to strengthen KRIS-JKN regulations in Bandung City as well as funding support from the Bandung City Government APBD.
