Abstract

This research is motivated by the innovation of the Online Population Administration Service System (Slamdung) by the Population and Civil Registration Office (Disdukcapil) of Central Lampung Regency. The purpose of the research is to evaluate the application of Slamdung and identify inhibiting factors in population services through the application. The research method used is qualitative with a descriptive approach. Data was collected using observation, interviews, and documentation. The Servqual model from Zeithalm, Parasuraman, and Berry (1990) was used as an evaluation tool for this study. The results of the study show that the implementation of Slamdung has been quite good and has brought changes in population administration services in Central Lampung Regency. However, in its implementation, there are several inhibiting factors such as the network (server) system that is not managed independently by the Central Lampung Regency Disdukcapil, the lack of socialization of Slamdung, especially after the Covid-19 pandemic, the potential to facilitate the practice of dealing with population documents, and the preference of the people of Central Lampung Regency who prefer direct population services in the office.

Abstract

This study aims to analyze healthcare service disparities as a determinant factor of stunting in Indonesia, focusing on comparisons between East Nusa Tenggara (NTT) and Jakarta. The research employs a comparative qualitative-quantitative approach, utilizing secondary data collected from official sources such as BPS, Riskesdas, government reports, and scholarly articles. The sample includes national and regional statistical data derived from health surveys and health facility reports. Data analysis involves triangulation and applies the interactive model developed by Miles and Huberman to explore relationships between access, quality, and health outcomes related to stunting prevalence. Key findings reveal that limited access and poor quality of health services in NTT contribute to a high prevalence of stunting, whereas Jakarta benefits from comprehensive facilities and adequate healthcare resources, resulting in lower stunting rates. The study concludes that improving health infrastructure, distributing healthcare personnel, and enhancing nutrition education in underserved areas are crucial measures. Recommendations include strengthening regulations, fostering cross-sector collaborations, and implementing minimum service standards to reduce disparities and significantly decrease stunting rates. The findings emphasize the importance of targeted interventions in remote regions to achieve equitable healthcare services across Indonesia.

Abstract

Pelayanan publik merupakan unsur penting dalam memelihara kesejahteraan masyarakat dan mempererat hubungan antara pemerintah dan warga negara. Tuntutan masyarakat akan peningkatan kualitas pelayanan terus meningkat seiring dengan perkembangan teknologi. Pemerintah dituntut untuk memberikan pelayanan yang unggul, cepat, dan efisien. Pemerintah Desa Sengguruh menjawab tuntutan tersebut dengan meluncurkan program layanan digital Si Patas (Sistem Layanan Aplikasi dan Surat) pada tahun 2023. Program ini bertujuan untuk mempermudah akses masyarakat terhadap layanan administrasi seperti surat keterangan dan dokumen lainnya sesuai ketentuan yang berlaku, serta meningkatkan efisiensi pelayanan desa. Inovasi ini berhasil meraih penghargaan Anugerah Patriot Jawi Wetan (APJW) pada tahun 2023. Penelitian ini bertujuan untuk mendeskripsikan implementasi program Si Patas dalam meningkatkan efektivitas pelayanan publik, dengan menggunakan pendekatan New Public Management (NPM) oleh Hood (1991). Metode yang digunakan meliputi wawancara mendalam, observasi, dan dokumentasi, serta analisis data melalui reduksi, penyajian, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa Si Patas mempercepat proses pelayanan, mengurangi birokrasi, meningkatkan transparansi, serta meningkatkan efisiensi waktu dan biaya. Namun, tantangan masih ada, terutama terkait keterbatasan akses dan pemahaman teknologi di kalangan lansia. Meskipun program ini telah memberikan kontribusi positif, keberlanjutannya membutuhkan dukungan teknologi yang lebih komprehensif, kerangka regulasi, dan pengembangan kapasitas melalui sosialisasi dan pelatihan langsung.

Abstract

Efforts to accelerate stunting reduction in Indonesia require effective, integrated, and data-driven health information systems. ELSIMIL (Electronic Pre-Marital and Pre-Pregnancy Readiness Application) is an innovation developed by BKKBN to monitor and assist families at risk of stunting (KRS). This study aims to evaluate of ELSIMIL utilization in supporting KRS assistance in East Java Province. A quantitative descriptive research method was applied. Data were collected through an online questionnaire distributed via Google Form to 2,644 respondents consisting of Family Assistance Teams (TPK), as well as sub-district, district/city, and provincial administrators. Descriptive statistical analysis was conducted by referring to six components of the Health Metrics Network (HMN) health information system capacity framework. The findings indicate that ELSIMIL provides significant benefits for KRS monitoring and stunting risk detection, but still faces challenges related to system performance, network accessibility, data security, and interoperability with other health information systems. Strengthening technological infrastructure, enhancing human resource capacity, and implementing cross-sector data integration policies are essential to optimize ELSIMIL’s role as a strategic tool for evidence-based stunting reduction efforts. Abstract

Industrial waste management at the village level is a complex issue that requires the involvement of various parties, including the village government, the community, and the industrial sector. This study aims to identify and analyze the role of the village government in supporting community self-reliance in industrial waste management in Sumberejo Village. Furthermore, this study explores the potential for establishing a waste bank as a sustainable solution to address waste problems in the village. Using a qualitative approach through interviews, observations, and document studies, this study found that the village government plays a facilitator in waste management, but still faces various challenges. The lack of specific regulations in the form of Village Regulations (Perdes), limited resources, and social resistance from the community are major obstacles to policy implementation. Furthermore, collaboration between the village government, academics, and the industrial sector is still suboptimal, resulting in underdevelopment of innovation in waste management. Therefore, more inclusive policies, clear regulatory support, and a collaborative approach involving various stakeholders are needed. With appropriate policies and active community participation, a more effective, environmentally friendly, and sustainable waste management system can be realized.

Abstract

This essay examines the implementation of the One-Stop Integrated Service (PTSP) policy at the Tarakan City Ministry of Religious Affairs Office, focusing on the obstacles to optimizing public services. Furthermore, the researcher uses a qualitative descriptive approach to examine how the PTSP policy is implemented and the obstacles encountered in each stage of the service delivery process. Data are then collected through interviews with key informants involved in the actual implementation of the PTSP policy. The research findings indicate that the implementation of the PTSP policy at the Tarakan City Ministry of Religious Affairs Office has not fully achieved its objectives due to limited human resources, budget constraints, and inadequate infrastructure. Similarly, although the policy has the potential to streamline services, operational obstacles persist, resulting in suboptimal effectiveness and delays in implementation. In summary, this essay confirms that the literature on public policy implementation argues that, although the PTSP policy aims to improve service efficiency, its success depends heavily on basic resources and institutional support.

Abstract

The quality of public service fosters trust between the public and the government. While service personnel are dedicated to their roles, public services provided by the government often fall short of the highest quality. This is particularly true for the issuance of a financial hardship certificate, which requires improvement. At the urban-village administration level, enhancing the quality of public services requires strong leadership from the head. This study aimed to explore the role of the urban-village head of Sumbersari in Malang in improving the quality of public services related to the financial hardship certificate. The research used a qualitative method, gathering primary and secondary data from both verbal and visual sources through various techniques, including semi-structured interviews, observations, and documentation. It could be concluded that the urban-village head of Sumbersari undertaken two critical roles that help improve the quality of service regarding the financial hardship certificate: as an executor and as a director. By fulfilling these roles, the government could enhance the quality of service for the certificate in terms of responsiveness and reliability. Both the roles of the head of the urban village and the quality of service met expectations. The actions taken by the head were numerous and had received positive evaluations. Additionally, there were several sanctions in place when the head neglected his roles in delivering services.

Abstract

Leadership at the village level plays a strategic role in determining the direction of development, public services, andcommunity empowerment. Although the position of village head is generally held by men, the success of women in leadingvillages has become an interesting phenomenon to study, as seen in Sutojayan Village, Pakisaji District, Malang Regency. SitiRukhoiyah, the only female village head in the district, has served for three consecutive terms and managed to maintain her position through effective political marketing strategies and inspiring leadership. This study employs a qualitative approach with a case study method. Data were collected through in-depth interviews, field observations, and documentation, involving informants such as the village head, village officials, community leaders, and residents. The analysis was conducted interactively through data reduction, data presentation, and conclusion drawing. The findings show that Siti Rukhoiyah’s political marketing strategy during her 2019 candidacy had several advantages, including her educational background (Bachelor’s degree in Law from the University of Muhammadiyah Malang), nearly 20 years of experience in leading the village, her family’s reputation— particularly the respected name of her late father, who also served as a village head—and her extensive social network in Sutojayan Village. The strategies implemented included a personal approach, particularly toward women, who were considered to have significant influence in directing family voting decisions, aswell as leveraging her positive image from active involvement in women’s organizations such as PKK and Muslimat. Although she initially faced resistance from the patriarchal culture, including opposition from some religious leaders, Siti Rukhoiyah was able to demonstrate firm, disciplined, participatory leadership with a maternal touch. She provided rewards forvillage officials in the form of annual recreational activities to motivate performance and was directly involved in various governmental activities, which made her perceived as more diligent and serious compared to her male predecessors. Herleadership also contributed to increasing women’s participation in the village, especially in the field of education, where women now dominate positions as teachers and heads of formal and informal educational institutions. In conclusion, Siti Rukhoiyah’s success in maintaining her position for three consecutive terms cannot be separated from theapplication of political marketing strategies based on cultural and gender approaches, as well as a leadership style thatcombines firmness, discipline, and care. This has succeeded in changing community perceptions and inspiring active participation of women in Sutojayan Village.
