Abstract

Democracy in Indonesia is much broader than democracy in developed countries such as America and Europe. This can be seen from the democracy practiced in Indonesia down to the village level. Village head elections have been carried out directly for generations. Public participation in the village head election is also the highest of all existing contestations. Political participation of village residents continues to grow. One form of participation that brings problems is the involvement of political funders known as political investors in village head elections. This research was conducted to determine the role of political investors in village head elections in Sumenep, Madura, East Java. The research used descriptive qualitative methods and data collection techniques using in-depth interviews with informants who were directly involved in village head election activities. In addition, document searches were carried out regarding activities related to the election of village heads and the relationship between village head candidates and political investors. This research reveals the important role of investors in winning village head candidates. Political investors receive compensation for the funding provided, in the form of positions for families in village governments that have been funded. Apart from that, political investors receive economic benefits in the form of village projects and village land management rights. This research has limitations at the location scale, which only covers three villages in Sumenep Regency, Madura.

Abstract

This research analyzes the governmental external communication in the development of road infrastructure in Liang Melas Datas (LMD), a region consisting of six villages and three hamlets located in three sub-districts in Karo Regency of North Sumatra. The road that has been damaged for around twenty years has made the surrounding communities difficult to transport their agricultural produce to the market. The communities made themselves the information sender by delivering three tons of Siam orange (Citrus Nobilis) to the President of Indonesia as a gift along with their representatives to meet him in December of 2021. This qualitative descriptive research employs two types of data. As the primary was acquired from interviews with the message sending initiator, the secondary was gathered from mass media, the government’s website, YouTube channels, the Karo people communities’ Instagram accounts, and the government’s official documents. Here governmental external communication and the concept of development communication were used as the tools of analysis. This study finds the message communicator is Efendra Sembiring (ES) who initiated the idea of delivering the gift to the president. Delivery of gifts to the president without the help of any political elite. The media for the message are social media, direct meeting, and local mass media. The people of LMD are able to use their local potentials as instruments to deliver the information. The effect is that the people of LMD have more knowledge and different attitude and behavior after receiving the idea of ES. The central government was also affected, proven by the acceleration in the development of road infrastructure which was also directly observed by the president through his visit in February 2022.

Abstract

On 2013, Taman Bungkul Surabaya has become a city figure that is able to achieve international praise in the Best Parks in Asia group from the United Nations (UN), which includes a reminiscene of Sunan Bungkul. Bungkul Park collaboration in its management consists of the Trasportation Service, Cooperatives Service, UMKM, PDAM Surya Sembada, and the Environment Service. This research aims to analyze and describe the collaboration of green stakeholders located in the open space (RTH) of Bugkul Park, Surabaya. This research method includes qualitative descriptive research. The sources of data obtained came from observations of activities and events observed, and literature studies. In this research, it can be used as a benchmark for the success of collaboration in which there are eight variables, using theory according to (Edward DeSeve, 2007). The research results explain that the collaboration between stakeholders has been carried out well but is still not optimal overall. In the Taman Bungkul Surabaya green open space (RTH) collaboration, there are two indicators that support success, namely that there is no monopoly element and there are no controlling actors in a particular organization. However, there are also obstacles, including the lack of independence of information, lack of trust between stakeholders, and lack of commitment.

Abstract

This study emphasizes the importance of strategic planning in achieving the Net Zero Emissions(NZE) target in 2060 using Biomass Co-firing technology with a qualitative descriptive analyticalapproach. This research focuses on the cross- sectoral cooperation needed to achieve the NZE,especially in terms of social and economic aspects. This strategy aims to reduce biomass waste by1% of total waste in the environment and reduce waste generated by boilers by 10-15%. In addition,this study notes the positive social and economic impacts arising from this strategic planning, suchas increased revenue for the biomass supplier for Co-firing. Nonetheless, research also identifieschallenges in organizational management that must be overcome. Therefore, PT. PLN Energi PrimerIndonesia must be more committed to maintaining good relations with the community to support asustainable future vision and provide prosperity for all citizens. This research provides importantinsights for stakeholders committed to achieving NZE while considering critical social andeconomic aspects.

Abstract

Congestion is a problem that often occurs in big cities. Malang City, as one of the cities with the second most populous population in East Java, is not free from this traffic jam problem. In dealing with traffic jams, the government has implemented policies such as procuring school buses, traffic engineering, and arranging parking lots. This research focuses on how the Malang city government's policies deal with traffic jams from a Sound Governance perspective by prioritizing five related dimensions, namely process, structure, organization and institutions, policy, and international. This research uses descriptive qualitative methods, so the results found are that the policy for reducing congestion in the city of Malang has not fully prioritized the concept of sound governance. Of the five dimensions, there is an international dimension that has not been fulfilled, so further collaboration is needed from various sectors to get results that meet expectations.

Abstract

This research was conducted to see the transformation of the Movement towards Smart City program in encouraging the implementation of E-Government in an archipelagic region to create effective, efficient, and accountable governance. This research used a qualitative approach and was conducted in South Halmahera Regency, North Maluku Province. In obtaining field data, researchers used interview instruments, observation, and documentation studies. While informants include OPD leaders, DPRD members, sub-district heads, and community leaders. Data analysis using the Spiral analysis technique. Based on data analysis, it was found that the South Halmahera Regency Government has transformed the Smart City program to encourage the implementation of E-Government in the form of Labuha Smart City service applications, but with the geographical condition of South Halmahera as an archipelago that has limited information technology infrastructure, the program carried out is still focused on two main services, namely Senyum Halsel which is related to government public services to the community and Go-Smile application services which are institutional information management systems that are still focused on the central government area of South Halmahera Regency. To encourage the acceleration of E-Government transformation to the fullest, it is necessary to have a commitment from the local government through the formation of local regulations that can encourage all elements to commit to the development of E-Government in the archipelago because the local government itself does not yet have binding regulations so that when there is a change in local leadership, it also changes the E-Government program.

Abstract

Surabaya city is one of the cities in Indonesia that has implemented the concept of a smart city and has been awarded as the leading city in the main category of Smart City Rating. Based on the Duties and Functions of the Surabaya City Department of Communication and Informatics in 2021, the department introduced an application known as "Wargaku." The Wargaku Surabaya application serves as a platform for Surabaya citizens to submit complaints and obtain services. This research aims to describe the strategies of the Surabaya City Department of Communication and Informatics in supporting the smart city concept through the Wargaku complaint application in Surabaya. The research method used is qualitative descriptive, employing data collection techniques through observation, interviews, and documentation. The focus of this study is to utilize three strategic management indicators: Strategy Formulation, Strategy Implementation, and Strategy Evaluation. The research findings indicate that the strategies implemented to support the smart city concept through the "Wargaku" complaint application in Surabaya have been successful, as evidenced by the awards received at the PR Indonesia Awards (PRIA) in 2022 and the 4th Public Service Complaint Management Competition (P4) held by the Ministry of Administrative and Bureaucratic Reform (Kemenpan-RB), with support from the department's vision and mission, human resources, and infrastructure. Additionally, there has been an increase in the Community Satisfaction Index (IKM) every year. The evaluation conducted on the implementation of strategies is also considered good, as Standard Operating Procedures (SOP) have been formulated to handle various incoming complaints.

Abstract

In the midst of the confusion and difficulties experienced by the average village in Indonesia in realizing a Badan Usaha Milik Desa (BUMDes), Panggung Lestari was named as a national pilot BUMDes. This BUMDes has successfully supported Panggungharjo Village to become an economically independent village and provided solutions to socio-economic problems faced by the villagers. Using a qualitative-descriptive method, this research aims to explore the extent of Panggung Lestari’s development when viewed within the pentahelix model, which is a collaboration model involving five main actors: academics, business entities, communities, government, and media. The results show that among these five sectors, the sector that has the most central role is the Panggungharjo Village Government, which is not only a legitimator, but also an initiator, organizer, as well as a control agent. The next central sector is the village community that actively participates in both channeling aspirations and managing BUMDes. The academic sector supports product research and fosters project development. The business entity is a sector that contributes to the assessment system, becomes a marketing collaborator, and also a product developer collaborator. The media sector raises the prestige of Panggung Lestari as a modern BUMDes in the form of “practice 4.0”.

Abstract

It is important to improve the public sector with recruitment rules that aim to improve public services by minimising political interests and patronage practices. The purpose of this study is to examine the development of the application of the merit system in the prevention of patronage practices in local government. Bibliometric analysis using VOSViewer. The literature review in this study provides an overview of the improvement of the public sector from the perspective of the merit system, taking articles in the period 2013-2023. The results obtained in this study are the prevention of patronage practices with the merit system in local government administration successfully implemented in Indonesia, namely in the cities of Medan, Deli Serdang and DIY, while in other countries it was successfully implemented in the African state of Nigeria, the merit system is used to prevent political patronage in the public sector by ensuring the acceptance of competent employee candidates, and reducing the influence of political patronage that previously hindered the development of public services and justice.

Abstract

Tourism has an increasingly important role in advancing the country's economy, contributing significantly to GDP. Indonesia, which is rich in natural and cultural beauty, attracts world tourists. Surandi Tourism Village, located in West Lombok Regency, is a promising tourist destination, famous for its serene natural beauty and rich culture. To take advantage of its potential, an effective digital marketing strategy is mandatory. Using social media platforms, official websites and digital campaigns, Surandi Tourism Village can expand its reach and attract the interest of potential tourists. By utilizing technology and creativity in marketing communications, it can strengthen its position as a leading tourist destination in Indonesia. This research describes concrete steps, from the use of social media to content development, that can be taken by the government and village communities to improve the image of Surandi Tourism Village in the tourism industry. Through digital marketing, Surandi Tourism Village can attract more visitors, strengthen the economy and preserve culture.
