Abstract

Reformasi mengandung 2 (dua) pengertian pokok, pertama, bahwa terdapat sesuatu yang salah atau keliru maka harus diperbaiki. Kedua, bahwa terdapat sesuatu yang tidak sesuai lagi dengan keadaan dan lingkungan maka ia harus diubah. Reformasi pelaksanaan administrasi pemerintahan daerah menyangkut seluruh perbaikan/penyempurnaan berbagai implementasi dan kebijakan administrasi pemerintahan daerah yang meliputi: perencanaan daerah, kelembagaan daerah, SDM Aparatur Daerah, keuangan daerah, perlengkapan dan aset daerah, dan komunikasi dan informasi daerah.

Abstract

Salah satu tujuan penting otonomi daerah,   adalah adanya kehendak untuk meningkatkan peran serta masyarakat (partisipasi) demi tercapainya kesejahteraan masyarakat daerah. Pemilihan kepala daerah dan wakilnya secara langsung pada dasarnya merupakan wahana untuk memberikan peran serta tersebut dalam kehidupan demokrasi di daerah (demokrasi lokal).

Abstract

Conceptual as well as policy reform on decentralization and local autonomy post Suharto administration, at particular level, had been succeeded in opening up possibility for local government and society to play greater role in local decision making process as well as in the implementation. Yet, at the same time, this reform mainstream faced reality of ?relational bias among elites? due to changing pattern of state-society interaction post New Order. Among significant characters of this change is that society is no longer being marginalized in decision making process and policy implementation. However, the role of society cannot be seen as in term of civil society, but in this case their role had been dominated by societal actors (elites). As result, decision making process and policy implementation-both in national and local level- will be dominated by societal-state actors coalition and interest bargaining. As what can be seen in the cases of local direct election (pilkada) and regional proliferation (pemekaran daerah), each part (either state actors or societal actors) will develop formal and informal network in order to build coalition as well as bargaining their interest. In addition, each part will attempt to maximize their political and economic resources. In the future, it should not be assumed that eliminating ?pilkada? and ?pemekaran? would be the best therapy of this drawback. Instead, it would require ability to manage ?relational bias? among elites, in the process of ?pilkada? and ?pemekaran?, as well as in administration process afterward.

Abstract

In a decade of reform, several changes had been occurred. Some adjustments could be considered as success, while others potentially could trigger conflicts. Historical conflict remnants in Indonesia were hard to restrain. Hence, national integration remains crucial in foreseen future. Local autonomy could be an avenue to resolve problem of national integration in particular context. However, local autonomy could result in reverse end. In the midst of conflict pattern change and development over last decade, bureaucracy (local and national) has to be able to foresee any sign of conflict (early warning) in order to be able to anticipate. Conflict recognition could be observed through various indications, ranging from demographic changes, deterioration of social economic situation, and/or cultural tensions. Failure to do corrective action on such deviation would lead to greater risk of conflict occurrence

Abstract

Empirical realities indicated that homogenization of bureaucratic features at local level was getting intense. The study reveals that homogenization became massive when ethnicity, family relation, and regionalism became dominant determinants in recruitment process as well as in determining structural position in local bureaucracy. This paper attempts to analyze homogenization of bureaucratic features of local bureaucracy. Perspective of nepotism and recruitment were selected in understanding the issues. Both are widely used in political studies and government administration sciences

Abstract

Desentralisasi fiskal sangat penting dilihat dari perspektif perimbangan horizontal maupun vertikal. Ketimpangan pendapatan dan pengeluaran pemerintah daerah membutuhkan kebijakan desentralisasi fiskal yang mampu mengatasi persoalan tersebut. Kajian ini mencoba memahami teori dan praktek desentralisasi fiskal dan tujuan fundamentalnya untuk mengatasi ketimpangan horizontal. Adapun fokus kajian ini adalah untuk mengetahui sejauh mana ketimpangan horizontal dapat dikoreksi melalui kebijakan fiskal berdasarkan UU No 33 Tahun 2004. Tehnik regresi sederhana antara beberapa variabel perimbangan keuangan dan indikator pembangunan,(HDI dan tingkat kemiskinan) dilakukan untuk memotret hal tersebut. Namun hasil yang diperoleh menunjukkan transfer dana perimbangan belum mampu mengoreksi ketimpangan horizontal sebagaimana diharapkan. Distribusi dana perimbangan bahkan mengindikasikan sebagian daerah tertinggal menerima dana yang tidak seimbang dengan kebutuhan fiskalnya untuk mengejar ketertinggalan pembangunan. Kebijakan dana perimbangan ke depan perlu lebih mengakomodir kemampuan fiskal dan tingkat pembangunan daerah secara simultan

Abstract

Role of Provincial Government in regional collaboration is strategic and appealing to be studied. The issue is relatively new and has not received attention from various stakeholders. In addition, position and authority of Provincial Government to a certain extent is strategic for the success of regional collaboration. Nevertheless empirical pictures indicated that role of Provincial Government was far from expectation, although it was not completely in-exist. Based on cases study of six Province, dynamics of Provincial Government?s roles in regional collaboration can be observed. The study reveals similarities as well as difference of the dynamics in each Province. It is obvious that the dynamics was influenced by condition facing each Provincial Government that posed problems in managing regional collaboration. In the future, role of Provincial Government in regional collaboration need to be strengthened through several model which have been recommended in this study, ranging from simplest model to more strategic one. It is expected that optimization of Provincial Government?s roles in regional collaboration would bring back strategic position of Provincial Government in front of Local Government as stipulated in Law Number 32 Year 2004.

Abstract

Pengaturan penyelenggaraan pemerintahan desa dalam satu undang-undang pemerintahan daerah menjadi fenomena yang cukup menarik terutama jika dikaitkan dengan ?otonomi desa?. Kenyataan bahwa pengaturan pemerintahan desa yang ?inheren? dengan pengaturan pemerintahan kabupaten/kota menurut UU No. 32/2004 tersebut dikhawatirkan akan mengurangi derajat otonomi (adat) yang dimiliki oleh sebuah desa. Dalam konteks penyelenggaraan pemerintahan daerah yang terpenting adalah bagaimana pemerintahan desa mampu meningkatkan kesejahteraan rakyatnya, mampu memberikan pelayanan kepada masyarakat desa, dan mampu meningkatkan daya saing desanya. Hal tersebut hanya mungkin terwujud apabila urusan yang menjadi kewenangan desa dapat terlaksana dengan baik.

Abstract

Decentralization process in the first decade had brought significant impacts, even though it was not satisfactory to arrive at final state of transformation process.The outcomes were in half way to go in achieving decentralization missions. New pattern of administration or government management had not yet beenestablished in order to facilitate the process. Development of public administration system had lost its strategic moment in directing spirit of autonomy within desirable framework. Upholding the missions would require political administration: political consensus to impose administrative instruments needed to safeguard policy implementation. Emphasize on political administration is important since strictly separating politics and administration would be impossible. Hence, meta-administrative evaluation is needed as essentially, decentralization requires fundamental reform of governance administration. In this context, it is reasonable to evaluate contribution of National Institute of Public Administration (LAN) in developing future decentralized governance administration-which is built on principles of autonomy.

Abstract

Future local conception in maritime management relates to the oceanic position and function of sea as a mean to unify autonomous region and administrative area in implementation of genuine and responsible local autonomy policy. Hence, with the absence of adequate regulation on unifying authority in vast maritime archipelago, disparity in marine resource management and exploitation would be inevitable.
