Abstract

Implementasi Undang-Undang Nomor 32 Tahun 2004 tentang Pemerintahan Daerah telah berimplikasi pada penyelenggaraan pemerintahan pada umumnya,termasuk kecamatan. Implikasi yang paling jelas adalah pergeseran kedudukan dan peran kecamatan dalam penyelenggaraan pemerintahan di daerah. Di dalam Pasal 14 ayat (1) PP No. 19/2008 disebutkan ?Kecamatan merupakan perangkat daerah kabupaten/kota sebagai pelaksana teknis kewilayahan yang mempunyai wilayah kerja tertentu dan dipimpin oleh Camat?. Tulisan singkat ini merupakan ringkasan kajian yang telah dilakukan oleh Pusat Kajian Kinerja Otonomi Daerah Lembaga Administrasi Negara (PKKOD LAN) tentang ?Isu-Isu Aktual di Bidang Kinerja Otonomi Daerah: Peningkatan Kapasitas Kecamatan? di Kabupaten Gresik pada tahun 2011. Semoga, kajian ini dapat memberikan kemanfaatan bagi semua pihak yang concern terhadap pelaksanaan pemerintahan daerah di Indonesia, khususnya terkait peran kecamatan di era otonomi daerah. Abstract

Cepu Block located between Centre Jawa and Easth Java. Its known as a rich block because it has a source of oil and gas. Block Cepu, where geograficaly located between three districs, Blora (Centre Java), Bojonegoro and Tuban (East Java) has given contribution to national budget (APBN) and respected local government budget (APBD). About 33 percent of land of Cepu Block is owned by Blora, 67 percen onwned by Bojonegoro and the rest is owned by Tuban. Ironically, however, although 33 percent of the Block belongs to Blora, the district does not receive any financial income from the oil exploration. There is no resources share fund from Cepu Block. Moreover, the distric has to deal with the negative impacts of exploration activities at the Block Cepu such as damaging of infrastructure, environmental pollution, and social disturbance. Blora Distric have protested to Centre Government, but so far there is no outcomes. Centre Government asked that this problem should be studied first. The central government argue that if it is approved, then there will be domino impact: other districts will do same like Blora. Blora district is struggling to get equality in resources share fund (dana bagi hasil). Efforts have done, seminars and workshops, lobby to DPD (Upper House) to find solution. Now the district government is proposing judicial review to constitution court. This reseach examines the history of Block Cepu. It reveals the history of the block from colonial era up to reformation era. Further, the research aims to know how the tension between local government (Blora Government) and central government regarding Blok Cepu oil exploration. The research suggests that, there is injustice in the distribution of revenue from the exploration and it is understandable if Blora district government struggle to get proportional revenue sharing

Abstract

Abstract

The decentralization policy has long been implemented in Indonesia, but issues related to community development was still a serious problem. Hence the concept of community-based development became the most attentive development concept in the mean time. This study was conducted in 2010 in Purbalingga Regency. This study used descriptive and exploratory research method. Data collection was done by indepth interviews, discussions, field trips, and literature study. Data obtained were analyzed using qualitative research methods. Result shows that implementation of regional autonomy increased empowerment practice both in quantity and quality. Developing empowerment models are Program PNPM Mandiri Pedesaan, TMMD, PKP, Puspahastama, and Desa Sehat Mandiri. Implementation of community development programs generate positive impact on society both physical and nonphysical. Many problems encountered in community development programs, for instance in terms of policy, planning, implementation, financial, human resources, and coordination. Amongst all those problem, we expected that in the future there will be a national policy which able to integrate and synergize all government levels and units, and also stakeholders in the implementation of community development programs

Abstract

This study reviews the concept of performance- based budgeting and how it has been applied. The research method used for this research isqualitativemethod which givesan analytic meaning by studying and collecting data based on relevance theory. This study shows that Performance- based budgeting has achieve significant. It can be said that most of the implementation has refer to the theory. Finally, the local governance of Pandeglang, Banten Provinces made strong efforts to improve the implementation although in the practice still constrained technical issues.

Abstract

Local government has an important role to optimize the potential of marine regions, as this has been among decentralized affairs. However, with the drawback in the decentralization policies and capacity issues of local goverments in carrying out business in the maritime field, the vast potential of the oceans have not become a basis for increasing social welfare. Moreover, local government policies tend to be oriented to promote local own revenue and the scope of activities need to be diversified beyond fishery economy. With the dimishing resources in the mainland, sea potential can be a beacon of hope for development, especially in the regions. However, to ?shift? the development paradigm towards the development of marine, strong commitment of the government is required. This paper attempts to offer a variety of ideas that can be taken from perspective of local government to optimize the utilization of potential of marine for the welfare of society within the principles of blue economy.

Abstract

The paradigm of public service reform direct public services quality improvement efforts on strengthening civil society, good governance, which looks at strengthening of the market mechanism and the greater community role in the formulation and implementation of public service policies. This is in line with the spirit of public service law that gives considerable space in the community's participation. Therefore, improving the quality indicators should also be reflected in the charge. Until now the government to assess the quality of public services by giving trophies to the two levels of service, ie, on a macro scale by giving Citra Bhakti Abdi Negara known by the acronym CBAN, and at the micro scale by awarding trophies Citra Pelayanan Prima (CPP). Macro associated with the assessment of the district / city governments in the provision of services to the community, while the micro is an assessment on service delivery in the unit of service providers.

Abstract

This paper presents this new perspective of public management (NPM) and governance in administrative sciences and explains the differences between of them. NPM risk leaving the public service function for the poor and marginalized, therefore improving governance perspective NPM movement's weakness. New Public Management Paradigm with no accountability (accountability) would risk leaving the public interest. Accountability as a fundamental pillar of good governance paradigm can improve the weaknesses found in the paradigm previously thought. A major component to the success of public accountability is a system of information transparency. Transparency of information is authorized to be used for public sector performance evaluation measures and for evaluating public sector executive accountability for all decisions and actions, ie to what extent the results / outcomes and impacts resulting from beneficial to the public.

Abstract

Accountability is an obligation embodiment of a government institutions to take responsibility for the success and failure of its mission. Implementation of accountability through a strategic approach, which will accommodate the rapid changes occurring in the organization and quickly adapt to changes as the demands anticipatory stakeholders concerned. Implementation of accountability and external examination itself is needed as one of the pillars for the creation of good governance and clean government. Democratic climate in public bureaucracies inspire trust and mutual trust between the government and the public. A clear division of powers and balance between the state create an conducive atmosphere to the built of the nation and the state.

Abstract

Bureaucracy reform became the government commitment with the aim of improving the performance of the government organization. Bureaucracy reform was carried out by improving the structure of the organization, improved business process, and improved the management of human resources. By running the bureaucracy reform, the government official will get remuneration that is taking the form of giving of the achievement allowance. But in fact, the condition that happened was the reverse. Organization carried out bureaucracy reform to receive remuneration. So bureaucracy reform that was carried out did not touch his root, but just met the condition for the documentation of bureaucracy reform and get the remuneration.
