Abstract

Decentralization policy in perspective of knowledge management, particularly in term of knowledge creation is considered unsuccessful. It is not that decentralization policy is not problematic, but inappropriate knowledge utilized by local government in exercising decentralized affairs is indeed problematic.Such knowledge is fall short in enhancing prosperity and quality of democracy at local level, regardless the motivation.

Abstract

Implementation of local autonomy is perceived as a mean in enhancing local economy if it is supported by effective local regulation. Major challenge of localautonomy empowerment is the understanding of local competitiveness potential. Accurate and comprehensive understanding of local competitiveness potential ofa region is beneficial to local government in formulating effective policy in order to create conducive environment for doing business in the region. Abstract

There are two career paths in management of civil servant in Indonesia, i.e. structural and functional path. Both of these paths have plus or minus point. In attaining organizational goals, both career paths have to be developed and be maintained altogether. An important matter in developing and maintaining structural and functional path is compatibility between competency and demand of each position, either for structural or functional position. Besides, career paths development and management should correspond to personnel as well as organizational expectation.

Abstract

This study attempts to identify capacity building efforts conducted by local governments, obstacles facing local govenments in those efforts, as well as formulating models/strategies for effective local govenment capacity building. This study utilizes primary data pertain to local government capacity building(CB) implementation and publicly available data on CB model/strategy as secondary data. As approach of this study, qualitative analysis was based onindepth interview, discussion, and literature study. The reseacrh reveals that CB activities had been conducted by local govenment (partially). Yet, the activitieswere not based on comprehensive evaluation. It is recommended that local govenment utilize CB models/strategies that have been developed from the study

Abstract

Together with decentralization and assistance tasks (medebewind), deconcentration constitutes basic principles in managing central-local government relationship. From historical point of view, the degree of deconcentration and decentralization has been up and down. Until recently, there is no single believe among Indonesian experts and officials regarding the best form of deconcentration. Therefore, deconcentration continues to transform and still searching for its best formula. Under such consideration, this paper tries to tracking back the history of deconcentration and its limitations. Before coming to conclusion, it proposes four agendas to recover the implementation of deconcentration in Indonesia, i.e. clarifying the position of the head of region, improving election system, redisgning the deconcentration affairs and authorities, and explicating goals of decentralization and deconcentration.

Abstract

East Kalimantan is a province full of paradox. This region has considerable economic potential measured in terms of its abundant endowments of natural resources, including oil, natural gas, gold, coal and forestry. Yet, East Kalimantan still lacks infrastructure, has poor human resources and high levels of unemployment, factors which condemn much of the population to a life of poverty and hardship. The new system of regional autonomy, which has been implemented since 2001, was expected to give more benefit to the regions, as regional governments have held relatively more power and fiscal capacity. Law 22/1999, which has been revised twice, has provided more authority to regional governments to manage their respective regions. The introduction of fiscal decentralisation through Law 25/1999, further revised in Law 33/2004, has favoured regions rich in natural resources such as East Kalimantan. As it has abundant natural resources, this region has received greatly increased funds from the central government due to the implementation of sharing revenue formulagenerated from the exploitation of natural resources. These supposed to give more opportunity for the rich regions such East Kalimantan to accelerate regionaldevelopment and bring their people to greater prosperity. Nevertheless, East Kalimantan has realized neither the objectives of regional autonomy nor thecommunity aspirations for a more prosperous society. This paper aims to examine the extent to which the regional autonomy laws have impacted on people welfare in East Kalimantan.

Abstract

Since 1999, Indonesia, after more than 13 years of implementing decentralization political, administrative, and fiscal?programs is still struggling to reach its ultimate goals, which is to bring justice and welfare of the local people. The current implementation of symmetrical decentralized model contains a variety of weaknesses, unable to accommodate principle of efficieny and differences of ethnicities, religions, cultures. One model that can be proposed is asymmetrial decentralization. In this paper, the authors will compare the weaknesses in the past decentralization policy, Law 22/1924 dan 44/1950 to our current policy, Law 32/2004. So far, the findings indicate two problems of symetrical decentralization, which are politics fiscal issues. This paper will utilize national and international publications, as well as any available sources to support the argument. The outline of this paper will divided into five parts, they are as follows: first background; second; concept and definition of decentralization and regional autonomy; third, a review of the symmetrical decentralization versus asymmetrical model; fourth, critical review of the past decentralizion model as a lesson learned; and fifth, a reflection on symmetrical decentralization after 13 year; and the last is ecommendation to implement asymmetrical decentralization.

Abstract

Arise among scholars about whether the pros and cons of fiscal decentralization to reduce corruption or whether it exacerbates corruption. Facts in Indonesia show that the fiscal decentralization or regional autonomy would exacerbate corruption because there is no public control, there is no state institution that is able to effectively control the local government, and the failure of legislative control functions in the local area. It is necessary to revise Law No. 32 of 2004, the  stablishment of the KPK in the local or district area, and reversed burden of proof application.

Abstract

The government innovation proceeds in line with the administrative reformation movement. The innovative government frequently finds the momentum in thegovernment in which the administration has experienced reformation. In Indonesia, the administrative (bureaucracy) reformation discourse is articulated widely along with the total reformation demand in 1997-1998. However after more than one decade, the implementation of such the administrative reformation had not been as expected. The administrative reformation experiences stagnation, even in some case, it shows paradoxical situation. Congruent to the administrative reformation development, the governmental innovation development (central and local) has not reached the maximal result. The government innovation still tends to be sporadic, sectoral and regional. The effectiveness and sustainability of governmental innovation currently proceed are still questioned. The improvement in bureaucracy system and human resource management is considered as important to cope with the challenge in institutionalizing the governmental innovation proven good.

Abstract

Potret PNS saat ini menunjukkan gambaran yang belum terlalu menggembirakan. Saat ini, PNS digambarkan mempunyai tingkat profesionalisme yang rendah,kemampuan pelayanan yang tidak optimal, rendahnya tingkat reliability, assurance, tangibility, empathy dan responsiveness, tidak memiliki tingkat integritas sebagai pegawai pemerintah sehingga tidak mempunyai daya ikat emosional dengan instansi dan tugas-tugasnya, tingginya penyalahgunaan wewenang (KKN), tingkat kesejahteraan yang rendah dan tidak terkait dengan tingkat pendidikan, prestasi, produktivitas dan disiplin pegawai. Kondisi ini berdampak pada rendahnya kinerja PNS dalam melaksanakan tugas dan kewajibannya dalam melayani masyarakat. Salah satu penyebab buruknya kinerja PNS dalam memberikan pelayanan publik adalah lemahnya manajemen PNS itu sendiri, yang dimulai sejak perencanaan sampai dengan pemberhentian PNS. Pengukuran dan evaluasi kinerja manajemen PNS menjadi penting untuk dilakukan.
