Abstract

The aim of this research is to analyze the relationship between the concept of welfare economics and the social, economic and environmental impacts of land clearing projects in Papua for the 2009 – 2023 period. This research uses data on economic growth, percentage of poor people, and Gini ratio sourced from the Central Statistics Agency (BPS), as well as deforestation data from the global forest watch. The method used is descriptive analysis. The results of this research show that, although economic growth in Papua has increased along with large projects such as MIFEE, the food estate program, poverty and income inequality in Papua have not experienced significant improvements. Apart from that, environmental damage as described by externality figures in the form of deforestation also continues to increase.

Abstract

Manajemen publik mengacu pada pengamalan prinsip efektivitas selebihnya efisiensi terhadap pengelolaan organisasi termasuk pelayanan publik. Perkembangan manajemen publik di bidang pariwisata salah satunya melalui praktek penyelenggaraan Pariwisata Berbasis Masyarakat (PBM) atau desa wisata. Desa wisata Tobati dan Doyo Lama merupakan dua desa wisata berprestasi pemenang Anugerah Desa Wisata Indonesia(ADWI) pada tahun 2022. Penyelenggaraan wisata di Papua berkaitan erat dengan peran masyarakat adat. Tujuan penelitian ini yakni untuk mengidentifikasi level partisipasi menggunakan Tangga Partisipasi Arnstein. Adapun terdapat 8 level partisipasi yang meliputi partisipasi pasif, terapi, informatif, konsultasi, plakasi, kemitraan, delegasi dan kendali penuh. Menggunakan pendekatan kuantitatif dengan metode survey peneliti mengambil sampel sebanyak 80 dari desa Tobati dan 92 dari desa Doyo Lama. Peneliti mengadaptasikan instrumen Idajati et al. dan telah melewati uji validitas korelasi Pearson dan reliabiltas Cronbach Alpha. Teknik analisis yang digunakan yaitu analisis deskriptif yang menghasilkan level partisipasi dominan di Tobati yaitu non-partisipasi sementara di Doyo Lama yaitu tokenisme. Penelitian ini bermanfaat untuk memberikan referensi bagi kajian-kajian mendatang mengenai pengelolaan wisata di kota dan kabupaten Jayapura serta sebagai input bagi pemerintah daerah setempat

Abstract

Kanada telah membangun reputasi sebagai negara yang ramah terhadap imigran dan menghargai multikulturalisme selama puluhan tahun terakhir. Imigran di Kanada mencapai seperempat dari total populasi. Pada tahun 2022 terjadi lonjakan imigran ilegal sekitar 40.000 orang yang menyeberang dari Amerika Serikat ke Kanada. Sebagai respons, Kanada dan Amerika Serikat merevisi Safe Third Country Agreement pada tahun 2023 yang semula membuka pintu bagi imigran menjadi lebih membatasi. Kesepakatan terbaru antara Kanada dan Amerika Serikat untuk membatasi arus masuk imigran ilegal ke negara mereka bertentangan dengan kebijakan imigrasi Kanada yang sebelumnya ramah terhadap imigran. Artikel ini membahas alasan mengapa arah kebijakan imigrasi Kanada berubah dari terbuka terhadap imigran menjadi lebih restriktif melalui Safe Third Country Agreement pada tahun 2023. Analisis penelitian ini menggunakan konsep kepentingan nasional untuk mengidentifikasi hubungan antara kepentingan nasional dengan kebijakan imigrasi yang diambil. Penelitian ini menggunakan metode kualitatif dengan pendekatan causal-process tracing (CPT). Hasil temuan menunjukkan bahwa Kanada membatasi kebijakan imigrasinya dilatarbelakangi karena kepentingan nasionalnya, yaitu melindungi wilayah perbatasan, menstabilkan kondisi ekonomi domestik, meningkatkan citra negara, dan menyebarkan nilai-nilai Kanada kepada negara-negara lain terkait perlindungan hak asasi manusia bagi para imigran.

Abstract

The meaning of education can be seen from several different perspectives, from a psychological perspective or a sociological perspective. There are many understandings and definitions that discuss education, depending on how education is viewed. However, the essence of the meaning of the concept of education leads to one goal, namely an effort that is used as a process in fostering a person or society in general so that it can bridge the steps in living life so that they can achieve the life that everyone dreams of, namely enjoying a life that is based on knowledge and a prosperous life, all needs are met with the emergence of creative and innovative ideas that can only be obtained through the process of getting an education. The background to the development of education in the interior of Papua is still an important note for the government in realizing the fifth principle related to the implementation of social justice for all Indonesian people. Education on the border also functions and plays a role as the vanguard of preserving and guarding culture. Local and national traditions and customs must be maintained amidst the erosion of national identity. This study was conducted with the aim of describing and analyzing the picture of border area communities on how important education is and the factors that influence the low level of education in border areas. This study uses a quantitative approach with a descriptive method. The data collection method is carried out by collecting primary and secondary data. Primary data is obtained through distributing questionnaires and interviews. Secondary data is obtained through literature studies and documentation by studying the results of studies and relevant documents. The population in this study is the entire border area community with the sample taken being the community of Sota-Merauke District. This study is expected to produce a study on the importance of education for border area communities, especially in Sota-Merauke District.

Abstract

The indigenous village government institutions play a crucial role in preserving local wisdom and supporting sustainable development in indigenous areas. However, challenges in governance and the lack of community empowerment often hinder their effectiveness. This study aims to identify effective governance innovations and empowerment programs that can strengthen these institutions. Using a qualitative method through case studies in several indigenous villages in Indonesia, data were collected through in-depth interviews, participatory observation, and document analysis. The results show that innovations in governance, such as digitalization and increased transparency, along with community empowerment programs through skill training, significantly improve the performance of indigenous village government institutions. Additionally, community participation in the planning and implementation of village development programs has increased, fostering local economic self-reliance. These innovations also help reduce dependency on the central government and enhance the overall quality of life in the villages. In conclusion, strengthening indigenous village government institutions through governance innovation and community empowerment positively contributes to more effective local resource management and active participation in village development.

Abstract

This article explores governance policies aimed at strengthening democracy in Papua, a region with unique social, cultural, and political characteristics. The study begins by addressing the challenges Papua faces in the democratic development process, particularly in relation to governance structures and the role of local communities. Special Autonomy and decentralization policies have offered opportunities, but significant obstacles remain in achieving inclusive and participatory democracy. The focus is on examining the effectiveness of governance policies implemented in Papua, specifically in relation to democratic consolidation and the engagement of indigenous communities in decision-making processes. The primary goal of this research is to evaluate how governance policies contribute to the promotion of a more robust, participatory democracy in Papua, while identifying areas where policy adjustments are needed. Methodology: Using qualitative methods, the study involves an in-depth analysis of policy documents, interviews with local stakeholders, and a review of relevant literature. A comparative approach is also employed to assess the impact of governance reforms on democracy in Papua relative to other regions in Indonesia. The findings reveal that while governance policies have led to improvements in local democratic practices, gaps remain in terms of inclusivity and accountability. Key issues include limited representation of indigenous populations and challenges in the implementation of decentralization. The article concludes that further refinement of governance policies is necessary to strengthen democracy in Papua. Policy reforms should prioritize greater inclusion of local communities, enhanced transparency, and increased capacity-building for local governance institutions.
