Abstract

Governance reform in granting to foreign governments/foreign institutions was marked by the issuance of Government Regulation 48 of 2018 concerning Procedures of Grants to Foreign Governments/Foreign Institutions. This new grant regulation aims to centralize grant budget allocations to Indonesian AID. The business process of grants to foreign governments/foreign institutions involves the Ministry of Foreign Affairs as the actor that determines policy directions and targets, the Ministry of Finance as the actor who negotiates and signs the grant agreement, Indonesian AID as the executor of the grant, and technical ministries/agencies as units—proposing grants, as well as state-owned enterprises and domestic business actors participating in the supply of goods/services for grant commodities. The role of each of these organizations shows the existence of collaborative governance in the policy of grants to foreign governments/foreign institutions. In its implementation, the realization of grants still needs to reach the target set. It is an indication of difficulties in the process of collaborative governance. For this reason, this study aims to assess the performance of collaborative governance by using the Collaborative Governance Regime (CGR) performance dimension matrix. The results of this study found obstacles, including 1) the List of Planning Grants (DRPH) that were late, which had an impact on the realization of grants, and 2) the outcomes of the policy of grants to foreign governments/foreign institutions do not yet have clear indicators, so they are still not measurable. For this reason, the suggestion from this research is that it is necessary to formulate an outcome measure of the policy of grants to foreign governments/foreign institutions so that it can be used as a monitoring and evaluation tool, not only for the outcomes themselves but also for the collaborative governance process within them.

The research results found that financial compensation and work motivation had a significant influence on employee satisfaction and performance. Apart from that, job satisfaction also has a significant influence on employee performance. Meanwhile, the job satisfaction variable is only able to mediate work motivation and financial compensation, while the transformational leadership style cannot be mediated by the job satisfaction variable. For the Nasdem party faction, they can increase the financial compensation given to the staff of DPR members from the Nasdem party faction so that they can increase employee job satisfaction.

Abstract

The aim of this study is to analyze the Flypaper Effect phenomenon on Local Government Expenditure in districts/cities within provinces on Java Island from 2015 to 2022. This research employs secondary data from the population of each province in Java Island, excluding DKI Jakarta due to its non-receipt of General Allocation Fund, with data on DAU, PAD, and Local Government Expenditure. Purposive sampling technique is utilized alongside multiple linear regression analysis. The findings reveal that both the variables of Local Own-Source Revenue (PAD) and General Allocation Fund (DAU) significantly influence Local Government Expenditure in the provinces of Banten, Central Java, East Java, West Java, and DI Yogyakarta. The Flypaper Effect phenomenon is observed in Banten, East Java, West Java, and DI Yogyakarta for the current year, as well as for the previous year's (DAUt-1 and PADt-1) data in Banten, Central Java, East Java, and West Java. However, Central Java does not experience the Flypaper Effect phenomenon for the current year.

Abstract

The purpose of this research is to analyze why information disclosure in the financial operational management of PT Kereta Api Indonesia has not been optimal, and to develop strategies in the framework of public information disclosure in the operational management of PT Kereta Api Indonesia. In this research the author chose to use a qualitative descriptive method. The results showed that the fundamental problem faced by public bodies lies in their inability to determine the types of information that can be categorized as public information and which information is exempt. The presence of the Law on Public Information Disclosure is important, especially to encourage public participation, which is an important element of the creation of good governance. Public participation is very important in encouraging the smooth running of public activities, the presence of the Public Information Disclosure Act is a driving force for the development of the principles of transparency and public accountability in every implementation of its duties and functions. Administrative order and work culture will increase, so that the potential for KKN practices will be eradicated. It is the duty of every public body to make it easier for the public to access public information. The accuracy of determining which information is public and which information is exempt and which public information must be provided at any time, periodically and at any time is the key to success for public bodies to implement effective Public Information Disclosure. This success in general has been made in a regulation as a legal basis for every public body to implement Public Information Disclosure, the presence of Information Management and Documentation Officers as coordinator of public information management and services, provides a lot of convenience for the community to obtain public information. The next cohesion is characterized by the diversification of the use of communication media, including online media, which can be used as an interaction between information requesters and public bodies.

Abstract

This study aims to examine the effects of inflation, Foreign Direct Investment (FDI), public debt, and poverty on economic growth in European Union countries currently experiencing recession. The research utilizes secondary data from sources such as the World Bank, Eurostat, European Parliament, International Monetary Fund (IMF), European Central Bank, Organization for Economic Cooperation and Development (OECD), and other relevant sources from the years 2018 to 2022. By employing classical assumption tests for cross-sectional regression, the results indicate that public debt significantly influences the level of economic growth, while inflation, foreign direct investment, and poverty variables do not significantly affect the economic growth rate. The implication is that governments should not only pursue high economic growth figures but also focus on ensuring that economic growth is of high quality and equitable, considering other aspects such as societal welfare and the satisfaction of the population.

Abstract

This study was conducted to determine and analyze things that affect the occurrence of turnover intention in contractor companies in Manyar Gresik. The study also aims to prove the effect of job satisfaction and work environment on turnover turnover through organizational culture as mediation. The type of research used is quantitative research where the population and sample in this study are employees of project contractors in Manyar Gresik totaling 271 respondents. Data analysis techniques were used to provide answers from respondents through questionnaires and data management in this study using the SmartPLS 3.0 Software program. The results of this study show that the effect directly shows that (1) job satisfaction does not have a significant effect on turnover intention; (2) job satisfaction has a significant effect on organizational culture; (3) the work environment has a significant effect on organizational culture; (4) the work environment has a significant effect on turnover intention, (5) and the culture of organization has a significant effect on turnover intention, while the indirect influence shows that (6) job satisfaction on turnover has a less significant effect without going through an organizational culture that can work as full mediation; (7) and the work environment on turnover has a significant influence even through organizational culture that can work as a partial mediation. Therefore, attention and consistency in the implementation of policies and rules that have been cultured must be maintained properly to foster employee trust in the company so that they no longer think about leaving the company.

Abstract

This research aims to analyze the influence of integrated marketing communications (website, social media, advertising, public relations and direct marketing) on ??school image. As well as analyzing the influence of school image on interest in choosing a private school. The sample in this study was the parents of 320 students. The data analysis method used is PLS-SEM. This research found that the school website did not have a significant effect on the school's image. Meanwhile, the variables of social media, advertising, public relations and direct selling have a positive and significant effect on the school's image. Then the School Image has a positive and significant effect on interest in choosing a school. The results of the mediation analysis show that school image influences the relationship between IMC elements, namely social media, advertising, public relations and direct marketing, and interest in choosing a school. This research has limitations, namely that this study is limited in scope which has an impact on the generalization of the model in condition. Therefore, care is needed to pay attention to the profile of the background variables behind the test in order to avoid problems with the test results which result in errors in formulating the recommended management policies.
