The Papua region is the region with the highest poverty rate among the 38 provinces in Indonesia, but the poverty rate in the region is still stagnant. Even though special autonomy has been implemented for 20 years with a transfer of APBN funds of 1.25% from 2001 to 2020 through Law No. 21 of 2001, and increased to 2.25% from 2021 to 2041 through Law No. 2 of 2021 concerning Special Autonomy for Papua, but the government has not succeeded in improving the welfare of the indigenous Papuan people due to inconsistencies, conflicts and less firm policies. This research uses a qualitative method with a descriptive analysis approach. Primary data collection techniques used include interviews, observation and documentation. The documents required by researchers include related laws and regulations, data archives from Papua regional government offices, and other relevant data. Based on research results, during the treatment of special autonomy in Papua it has not reduced the poverty rate and improved the welfare of indigenous Papuans for twenty years. Then the results of data analysis related to the implementation of the Papua special autonomy policy to improve the welfare of the people in Papua Province, are divided into two dimensions, namely: The "content" dimension includes aspects: interests affected, types of benefits, level of change, location of decision making, program implementation, and resource availability. Abstract

This research aimed to develop the competence of animal handlers at Ditpolsatwa Korsabhara Baharkam Polri in animal care and to recommend a training design model for enhancing this competence. Using a qualitative research approach, the study found that while Ditpolsatwa is well-recognized and has improved in personnel, material, and facilities, the competence of animal handlers in providing first aid for animal health is minimal, relying heavily on veterinarians. Current knowledge of animal care among handlers is basic and passed down generationally. To improve performance, it is essential to enhance animal handlers' skills through targeted training. The study suggests using the ADDIE model to design training programs that enable handlers to provide first aid, manage animal health, and perform post-treatment and physical care independently.

Abstract

The purpose of this research is to determine the competence of the Government Internal Supervisory Apparatus (GISA) within the Regional Government of Southwest Maluku Regency, and to develop a strategy for developing the competence of the Government Internal Supervisory Apparatus (GISA) within the Government of Southwest Maluku Regency. The research method that researchers use in conducting this research is a descriptive research method with a qualitative approach. The results showed that the competence of the Government Internal Supervisory Apparatus (GISA) within the Regional Government of Southwest Maluku Regency has high motivation in carrying out the duties of the position, as seen from the services provided to auditees. However, the opportunity to participate in self-development is not yet in accordance with the duties of the position. New tasks or jobs are completed based on GISA motivation. The average GISA HR has a good nature, not easily influenced by the environment. Eager to carry out tasks, do not compromise with personal policies from the auditee. Self-concept, character and motivation are hidden in each person and are difficult to develop through training programs, but will be formed and developed from the length of time a person carries out certain tasks. The longer GISA HR occupies a supervisory position can help him to get better. However, to know the auditee's personality, GISA needs special training related to psychology. In general, GISA's knowledge is quite good, but specifically GISA's knowledge related to their job duties is still lacking, development is needed for each individual GISA. The skills dimension relates to technical competence. The development of technical competence for GISA on a regular basis is able to create GISAs who are skilled in carrying out their duties. Competency development strategies that have been carried out for GISA in Southwest Maluku Regency by conducting professional skill training, job enrichment, comparative studies, and building teamwork.

Abstract

Indonesia is one of the countries that supports the role of internal auditors in government. This study aims to investigate the determinant factors that can be associated with the effectiveness of internal audits in the public sector. A survey was conducted among 142 internal auditors from 60 Ministries and Agencies in Indonesia. Data analysis and hypothesis testing were carried out using Structural Equation Modelling (SEM) in the Smart-PLS application. This study reveals that the audit committee, internal audit competence, the role of external audit, and top management support are variables that determine the effectiveness of the internal audit. The findings of this study could have implications for strengthening the formulation of regulations related to auditing, especially regarding the establishment of audit committees in the public sector. It also enriches previous studies by adding public sector audit committees as one of the determinants of internal audit effectiveness, where their presence is considered still uncommon in the public sector in Indonesia
