Abstract

This research is motivated by the problems that occur within the Pekanbaru City government in providing additional employee income (TPP). The problem that occurs is there is a cut in the provision of TPP in 2021 to employees. In this case, the provision of TPP goes through a long process and it is not given how much each employee will receive but through several processes first. There are several aspects that will be used as an assessment in determining the amount of TPP. The purpose of this study is to determine the compensation management system, especially in providing additional employee income (TPP) in the Pekanbaru City government environment and the authors want to analyze the constraints that exist in compensation management in providing additional employee income (TPP). This study uses the theory of Dessler (2014) which describes five stages in providing compensation, namely surveys, job evaluation, classifying work, giving prices for each level and improving payment levels. This study uses qualitative research with interview and documentation techniques. The results of the study show that compensation management, especially in the provision of additional employee income (TPP), is still not running smoothly. The reason for the cut in the provision of TPP to employees is budget constraints and in 2021, existing funds are diverted to health, because in 2021 there will be an increase in cases of Covid-19. In carrying out compensation management, of course there are inhibiting factors such as the lack of employee participation in carrying out the compensation management process and budget constraints.

Abstract

Globalization has had a broad impact on various aspects of life, including the supporting aspects of the international world order, ranging from social, cultural, political, tourism, to the economy. Globalization also has a significant impact on the occurrence of international migration. This research seeks to highlight the phenomena that occur behind the opening of employment opportunities for women, which on the other hand will also encourage acts of violence, especially against Indonesian female workers in Saudi Arabia. The author uses qualitative research methods with case study techniques to analyze research problems. The author also uses a literature study data collection technique that uses secondary data such as books, journal articles, reports from governments and international organizations and online news as reference sources. The results obtained from this study are that there is an influence between globalization and the migration of Indonesian women workers to Saudi Arabia. There are many positive sides from the influence of globalization such as open access for migrant workers to get jobs and improve life in destination countries. However, there are also negative impacts such as the occurrence of various cases of violence and crimes against female workers, especially against Indonesian women workers in Saudi Arabia.

Abstract

Tangerang Regency in Banten Province has various potential areas in each sub-district. To optimize this potential, appropriate policies are needed so that the region can develop and make a significant contribution to society. This study aims to analyze and group sub-districts in Tangerang Regency based on their regional potential using the cluster lysis analysis method with the Ward method. The results showed that sub-districts can be grouped into 5 clusters, namely Cluster 1 with the potential for rice, crops, and fisheries production; Cluster 2 with the potential for large population; Cluster 3 with the potential of many populations, area, rice, and crop production, and animal husbandry; cluster 4 with the potential of many populations, area, horticulture, and rice field land use; and cluster 5 with the potential for a large population and rice field land use. The originality of this research lies in the use of cluster analysis methods to group sub-districts based on their regional potential. The results of this study can be used as a reference for district governments in formulating appropriate policies to optimize the potential of areas in each sub-district.

Abstract

In today's quest for efficiency and accountability, governments worldwide focus on optimizing their State Civil Service's (ASN) performance, vital for delivering satisfactory public services. Many adopt Standard Operating Procedures (SOPs) to regulate and enhance ASN performance. This research employs qualitative methods, including questionnaires filled out by government employees, to explore how SOP implementation affects ASN. Effective use of SOPs improves clarity and efficiency but must strike a balance to avoid overregulation. SOPs play a crucial role in fostering ASN performance through understanding and recognition, requiring consistency, training, leadership, rewards, and evaluation for success. Overall, implementing SOPs significantly impacts ASN's performance, enhancing public services and governance.

Abstract

Stunting is the government's main concern issue at the moment. The impact of stunting is not only related to health factors, both physical and cognitive, but can result in multidimensional problems. Various efforts have been made by the current government to anticipate the real threat of stunting which is still quite high in Indonesia. One effort that can be made is to optimize the role of family planning instructors as educators in non-formal family education, namely by facilitating non-formal education for families at risk of stunting through the mobilization of family planning instructors. This article is the result of descriptive analysis based on a qualitative approach. The research results show that the mobilization of family planning instructors to increase maternal knowledge and good parenting patterns, as well as health education through IEC about stunting, for mothers from families at risk of stunting, is very important to reduce the prevalence of stunting in toddlers, especially in villages where stunting is located. Optimizing the role of family planning instructors so that they are effective is implemented by making instructors as educators, mentors/companions, motivators and communicators for families at risk of stunting. On the other hand, so that family planning instructors can reach remote rural areas and provide informal education directly to families at risk of stunting, this can be done through changes to the Mobile Information Units at BKKBN Representatives.

Abstract

Global Social Movements (GSMs) have become integral to the study of Sociology and International Politics, reflecting the interconnectedness of global communities on diverse issues. Orchestrated by NGOs and INGOs, GSMs encompass environmental, women’s, human rights, racial, fair trade, and refugee movements, among others, reflecting the breadth of global concerns. However, challenges arise from political affiliations between civil society members and state authorities, as well as pressures from donor countries and ruling elites in economically disadvantaged nations. This study, employing content analysis methodology, aims to delineate the causes of GSMs, investigate the roles of INGOs and civil society, and explore the interplay between GSMs and global governance. Through critical analysis, it provides insights and recommendations to enhance the effectiveness and inclusivity of GSMs in addressing global challenges, thus contributing to the advancement of global democracy and governance structures.

Abstract

The number of crime cases in the city of Bandung such as persecution, narcotics, theft, bullying and hoax have been increasing on social media. The Impact of new era development which is continuously rising, including the influence of cyberspace which is very dominating, looks paradoxical with the mentality of the citizens who fell down. One of the causes is the multidimensional crisis which leads to the fading of national morality. This is the background of the Bandung City government issued Perwal No. 420 of 2016 concerning Bandung Masagi Character Education. The objectives to be achieved in this research are to analyze the implementation Bandung Masagi program in Sound Governance Perspective. This research uses the qualitative approach along with the descriptive method. The data were collected by in-depth interviews and study of literature. The results of this research reveal that "Bandung Masagi" program is a space for local innovation related to state governance and government. The program can also be a form of internalization of themental revolution values, although it still carries any drawbacks of accountability, management and performance which tend to be the core in running the government.

Abstract

The main problem that is being studied by the authors in the research for this thesis is that street vendors (PKL) are informal sector entrepreneurs. There are those who sell at certain locations, there are also those who are mobile from one place to another (using a pickaxe, stroller or the like) lining up groceries, drinks and other consumer goods at retail. Street vendors generally have small capital, not infrequently if sometimes they are just a tool for capital owners to get modest commissions/rewards. This research is a qualitative approach using the Nvivo application using primary data and secondary data. The analytical method used is a descriptive approach, namely identifying various problems faced by street vendors and SMEs by using analysis using the Nvivo application. The results of the study found that the results of research that had been carried out on PKL Micro Business Actors in Bukittinggi City, that the Bukittinggi City MSME and Trade Cooperative Service was guided by IKU (Main Performance Indicators). determined by the Regional Government and IKU of the Bukittinggi City Cooperative, UKM and Trade Office.

Abstract

This study aims to explore the public value contained in the social piety dimension of Wayang Wali culture, as a driving instrument for policy development of the capacity of cultural communities and the people of Blitar. The data collection method used in this research is a qualitative study with unstructured observation and documentation study. The data were analysed using componential techniques to find the interrelationship of values contained within the scope of the research object. We found that there are elements of social piety in Wayang Wali culture as a public value in the community, and can be used as a driving value for cultural and community capacity development. The government or relevant authorities can make Wayang Wali culture an instrument of social development and capacity building of cultural communities and society as a local identity.

Abstract

This research aims to analyze and describe the effectiveness of the Cempaka Posyandu Program in reducing stunting. The informants in this research were the Village Midwife, Posyandu Cadres and Village Community. The technique for determining informants used in this research is purposive sampling, namely the technique of selecting informants or sources who have certain objectives in accordance with the research theme because these people are considered to have the information needed for the research. This research uses a qualitative descriptive method with data collection techniques using interviews, observation and documentation. The data analysis model used in this research is interactive from Miles Huberman, namely data collection, data reduction, data presentation, and drawing conclusions. The results of this research show that the effectiveness of the toddler posyandu program seen from indicators according to the Target Accuracy indicator shows that the parties who are the targets in implementing the program are not present in their entirety. The Program Socialization indicator shows that there are still many people who lack focus in receiving material or information submitted by related parties. Meanwhile, the Program Objectives indicator shows that the suitability of the initial program objectives with program implementation has not been implemented as a whole. Program monitoring shows that the program control that was carried out after the program was running was fully operational because the village midwife was assisted in its implementation and was tasked with monitoring the success of this program.
