Abstract

Lake Limboto, classified among the 15 national priority lakes, is undergoing a critical condition and is predicted to transform into dry land by 2035 due to an annual decrease in area of 65.89 hectares. This situation demands strategic policies that have not been fully visible or effectively implemented, necessitating a more comprehensive approach and initiative. To address these challenges, scenario planning becomes crucial. The research method employed is qualitative, focusing on "Scenario Planning for the Sustainable Conservation of Lake Limboto in Gorontalo Regency. Data were gathered through interviews, observations, and documentation, analyzed using an interactive analysis model, assisted by SWOT analysis, and PEST-Plus analysis. Serious threats to the sustainability of Lake Limboto in Gorontalo Regency emanate from three main aspects: economic, climatic, and political. The economic aspect creates an imbalance in the utilization of lake resources, requiring strengthening through training and the development of related sectors. Climatic conditions, especially the rise in air temperature, pose a serious threat that necessitates scenario planning and in-depth risk analysis. The political aspect indicates a lack of attention to lake preservation, requiring political commitment, resource allocation, and community participation. Despite the use of the TAIDA Approach (Tracking, Analyzing, Imaging, Deciding, Acting) in scenario planning, there are still some weaknesses in its implementation. In the context of sustainable development, further attention is needed regarding environmental protection and the sustainable management of lake resource consumption.

Abstract

As the times evolve, technology and information become more modern in the digital era. Along with that, the demands and expectations of the community for the performance of the Indonesian National Police (Polri) in providing protection, supervision, and services will increase. The innovation of services by adopting information technology has also been carried out by Polri, with one of the efforts being the enhancement of electronic-based services. Polri has developed an electronic ticketing system known as Electronic Traffic Law Enforcement (ETLE). The ETLE program digitizes the ticketing process through the collaboration of technologies such as closed-circuit television (CCTV) combined with automatic number plate recognition (ANPR) technology. This enables the capturing of traffic violations and the identification of the offenders through their vehicle license plates. It is hoped that by implementing this electronic system, the entire ticketing process will become more efficient and free from illegal fees collected by law enforcement officers. Starting from March 23, 2021, the Semarang City Police Department (Polrestabes Semarang) has implemented the ETLE program in Semarang City to electronically enforce traffic violations. This is done to improve driving discipline and traffic order within the community, aiming to prevent traffic law violations and accidents. However, in its implementation, the ETLE program in Semarang City has not yet maximally influenced the public in adhering to traffic regulations. This is due to various challenges that have occurred in the field, necessitating the need for improvement or evaluation of the ETLE program to make its implementation more effective.

Abstract

Approximately 1.3 million people die each year as a result of road traffic crashes (World Health Organization, 2022). Furthermore, road traffic injuries are the leading cause of death for children and young adults aged 5-29 years, with more than half of all road traffic deaths occurring among vulnerable road users: pedestrians, cyclists, and motorcyclists. Young people pose a significant risk on the road globally, including in South Africa, where negligent driving is prevalent, putting other road users at risk of fatalities. Road traffic fatalities are a pressing issue for road traffic authorities in South Africa, with increasing numbers of fatalities. The inability of young people to adhere to road rules contributes to this high rate of road traffic fatalities. This article focuses on the challenges associated with young road users in road traffic fatalities and employs a qualitative methodology drawing on a wide range of secondary sources. It further utilizes findings from around the world to address these challenges. The research identifies key steps to prevent road traffic fatalities among young people, including strengthening law enforcement, conducting road safety awareness campaigns, combating corruption at driving license testing centers, and ensuring licenses are awarded based on competency rather than corrupt practices.

Abstract

The Smart Indonesia Program, hereinafter referred to as PIP, is a government cash transfer provided to students whose parents are not and/or less able to afford their education, as a continuation and expansion of the target of the Poor Student Assistance (BSM) program. Problems in implementing the Smart Indonesia Program include disbursement that is too slow so that there are students who have graduated from school and returned to their homes spread across several provinces cannot disburse aid funds, lack of understanding from parents and the PIP disbursement process that requires students to come to the distribution bank resulting in many students permitting and disrupting the learning process. The research was conducted at Madrasah Aliyah Ma'had Al-Zaytun in Agntar District, Indramayu Regency. The purpose of this study is to analyze the Implementation of the Smart Indonesia Program, supporting and inhibiting factors and solutions using the theory of Merilee S. Grindle Implementation. The method used in this study is a descriptive qualitative method. Data were obtained from interviews with the Head of Madrasah, Maadrasah Operator/Treasurer and PIP recipient students. Based on the research results, the implementation of the Smart Indonesia Program in order to improve the quality of education at Madrasah Aliyah Ma'had Al-Zaytun has been optimal so that it can improve the quality of education.

Abstract

Governments have the responsibility to manage resources, design policies, and ensure equitable access to education. Participatory decisions and partnerships with various parties are also important aspects of this effort. With an effective role, the government can form an education system that is more inclusive, equitable, and relevant to the needs of the community, which in turn will have a positive impact on the development of future generations and the growth of the country as a whole. The purpose of this study is to describe and see the importance of improving the quality of education through the education administration system to be implemented as one of the benchmarks for education quality. The method used in this study uses a bibliometric approach with network analysis techniques that can describe the relationship of keywords with the main focus of the study. The results showed that the role of the government in improving the quality of education is a key factor in the formation of a quality education system. (1) Policy Formulation. Local governments have the authority to design education policies that suit the needs and characteristics of their region. This includes the development of local curricula, special education programs, and education-related regulations. (2) Provision of Access to Education. Local governments must ensure that all citizens in their areas have equal access to education.

Abstract

The aim of this paper is to investigate the how complexity affects local government in South Africa. Local government is the closest sphere to the local people in South Africa. This sphere of government is charged with the responsibility of providing goods and services to the public. However, local governments in South Africa are glued to complexity that produce ineffectiveness and inefficiency in terms of providing goods and services to the local communities. This paper relies on an assertion by Prof. Nghamula Nkuna, who refers complexity within local government as a situation where people or stakeholders do not confine themselves to a single site, nor do they always engage others in the same manner. He further states that the manner in which the ward public officials of a local municipality chair the ward committee meeting is different from the way he or she reports to the local traditional leader, and interactions vary as obligations and roles shift depending on the situation. For example, most councillors elected to local government are also employed as teachers, and they are also serving in other community structures. The findings indicate that the complexity within local government create multiple challenges, such as ineffective decision-making, slow implementation of policies, policy fragmentation and inconsistency, and strained relationships and collaboration. The paper is purely qualitative, which adopts literature-based methodology. It concludes that local government, where most public officials hold one position, do well in terms of delivering services because there is no conflict of interest. This paper recommends that local government should enforce a single-site duty towards public officials so that they engage others in the same manner to circumvent challenges created by the complexity within local government.

Abstract

The COVID-19 pandemic in Indonesia has caused the government to issue policies to prevent the spread of this pandemic, which affects all sectors in Indonesia, one of which is the education sector. Schools that were originally face-to-face or offline, must be carried out online. This causes the curriculum that has been arranged in such a way, cannot be implemented properly. However, the policy is considered unable to overcome learning loss so it needs to be refined. Therefore, the government has set a policy on Guidelines for Curriculum Implementation in the Framework of Learning Recovery which is more commonly referred to as the Independent Curriculum (Kurikulum Merdeka). This study aims to find out how the policy is implemented in Madrasah Tsanawiyah Ma’had Al-Zaytun, the factors that support its implementation, as well as the factors that hinder it. This research uses a qualitative approach with qualitative descriptive methods. Selection of resource persons using purposive sampling techniques. The result of the research is that the implementation of the policy runs in accordance with the rules that have been set, most of the factors support the running of the policy implementation process, but needs attention in socio-economic conditions and budgeting funds.

Abstract

This research is motivated by the importance of implementing discipline for employees and organizations. Discipline will affect work and organizational goals. Employees who do not have good discipline will result in unsatisfactory performance. discipline has an impact on performance, of course, performance is related to employee work results. Because poor work results will certainly affect the goals and even the existence of the organization. The purpose of this study was to determine and analyze the effect of work motivation on employee work discipline with job satisfaction as an intervening variable for employees of the Public Housing and Settlement Area Office of Pekanbaru City. This research method is quantitative descriptive method. Primary data is obtained directly through questionnaire results. The research sample amounted to 45 employees at the Public Housing and Settlement Area Office of Pekanbaru City. Based on the results of the research and discussion, it is concluded that: (1) work motivation, work discipline and job satisfaction of employees of the Public Housing and Settlement Area Office of Pekanbaru City are quite good. This is known from the average assessment of the three variables which are in the good enough category; (2) there is an effect of work motivation on employee work discipline; (3) there is an effect of work motivation on employee job satisfaction; (4) there is no effect of job satisfaction on employee work discipline, and; (5) there is no effect of work motivation on work discipline and job satisfaction as an intervening variable in employees of the Public Housing and Settlement Area Office of Pekanbaru City.

Abstract

This paper presents the findings on the respondents’ perceptions of trainees’ competency after completing training. A survey was conducted among 329 respondents from 13 police stations in the Johannesburg policing area using a questionnaire. The findings revealed that contextual factors, namely effectiveness, training environment and trainer’s skills as well as adequate resources towards development have a positive impact on the programme conducted at the training centres. Furthermore, the findings highlighted that the respondents were of the view that, since the inception of new methods of training after the 1994 democratic elections, the South African Police Service (SAPS) had demonstrated a progressive development towards responding to community matters. However, there were gaps in the training and development programmes such as lack of resources, the blanket approach to training and the training models focusing on current challenges rather than future trends. To address these challenges within the SAPS and ensure that there is effective training and development for organisational performance, there is a need to ensure that there are adequate resources for training and development. The training and development procedures within the SAPS also need to adopt international standards. The management at the Johannesburg Training Centre also needs to come up with an effective strategy to identify the needs and skills gaps of employees and ensure that these are addressed in an ever-changing and improving training and development strategy. This study provides critical input and makes a contribution to the literature related to training in the SAPS in South Africa.

Abstract

This research aims to analyze the implementation of teacher certification policies at Madrasah Tsanawiyah Ma'had Al-Zaytun. The approach used is qualitative with descriptive methods and data collection techniques carried out by triangulation. The results of the research show that implementers and teachers at Madrasah Tsanawiyah Ma'had Al-Zaytun have a clear understanding of certification policy standards, although the targets of this policy have not been fully achieved, as can be seen from the fact that there are still MTs teachers who have not been certified. In terms of resources, conditions are considered to be quite adequate, including communication between organizations that runs smoothly without obstacles. The characteristics of implementers show that they have competencies that support the implementation of certification policies, as well as carry out good supervision. The implementor's disposition also looks positive, with a good response and strong responsibility in implementing the teacher certification policy. Social and economic factors are recognized as supporting the implementation of certification. However, from a political perspective, there are impacts related to the delay in certification benefits, which are indicated to be related to criminal charges involving the leadership of Ma'had Al-Zaytun. Overall, this research concludes that the implementation of the teacher certification policy at Madrasah Tsanawiyah Ma'had Al-Zaytun faces several obstacles, but also shows progress in certain aspects. Improvement efforts and appropriate solutions need to be identified to increase the effectiveness of teacher certification policies in the future.
