Abstract

This research is qualitative research with a case study approach. The purpose of this study is to evaluate SAKIP in Taha Tidung Regency Government which obtained a fixed SAKIP value. Descriptive analysis methods are used to evaluate SAKIP components, namely Performance Planning, Performance Measurement, Performance Reporting, Performance Evaluation and Performance Achievements. The results of the study on the evaluation of SAKIP Tana Tidung Regency show that the targeted accountability value has not increased significantly, tends to experience a slowdown, there are main problems that cause unsuccess, namely: a) performance as OPD has not been outcome oriented, and the performance indicators set have not fully met measurable, relevant, and reliable criteria, this affects the implementation Value for Money, and cascading of these achievements become less relevant and reliable; b) has not integrated the planning, management, and evaluation system in building performance management so as to describe the working relationship between work units / PD that is effective and efficient to produce the resulting performance.

Abstract

Fiscal, administrative and political devolution from the center to lower levels of government has been widely advocated in both developed and developing countries. Fiscal decentralization implies more informed and more specific public local policies. Because fiscal decentralization can lead to more efficient provision of services and public goods to citizens and promote a better match between local government policies and citizens' needs. This study aims to compare the development of fiscal decentralization in South Korea and Indonesia. In OECD countries, one of which is South Korea, local governments spend more on housing and community development, the environment, culture, recreation and education. Meanwhile in Indonesia, personnel expenditure has the largest portion compared to other types of expenditure. So that the use of regional funds is still not optimal for improving the quality of life of the community.

Abstract

Talent Management is a crucial element for public organizations, which includes absorbing, identifying, and retaining civil servants who have outstanding talents in each organization and make a significant contribution to the progress of public organizations to create excellent public services. A talent management model in the public sector, especially at the local government level, is needed because approximately 80% of civil servants are placed in the regions, and the dynamics of the bureaucratic environment are more dynamic and complex. The Riau Archipelago Province is one of the areas that has implemented a merit system, but the career pattern could have gone better. This study aims to analyze strategies for implementing Talent Management to accelerate bureaucratic reform and manage the capacity of civil servants in the Provincial Government of the Riau Archipelago. This research method uses a qualitative exploratory case study methodology. The results of this study show that the Riau Islands Provincial Government has not implemented Talent Management for civil servants by the mandate of the PAN RB Ministerial Regulation Number 3 of 2020, which is currently in the preparation stage of regulations in the form of a Governor's Regulation concerning the Management of Civil Servants Talents in the Islands Provincial Government Riau. Therefore, aspects of career development in the merit system must be a significant concern so that the Riau Islands Provincial Government can meet the desired targets.

Abstract

Public knowledge about stunting prevention is correlated with the government's ability to provide health education services. The implementation of IEC Method through MOCUGA, which was initiated by Representatives BKKBN of Banten, is considered to increase public knowledge about stunting. This program, which is still considered premature, requires effectiveness measures that are output-oriented. Therefore, it is necessary to measure the effectiveness of MOCUGA intervention program for public knowledge level about stunting prevention. This research uses an experimental approach with a one group pre-test and post-test design. Data collection came from 95 respondents, selected from the population of Families at Risk of Stunting (KRS) in Sangiang Village, Lebak Regency of Banten Province. The collected data was analyzed using the t-test and Cohen's effect size method. It was found that 87.5% of mothers who had babies under two years old (Baduta), had the lowest level of knowledge about stunting prevention compared to other categories at the time of the pre-test. The level of very good knowledge about stunting prevention during the pre-test was determined by the prospective bride and groom (Catin) at 25%. Knowledge before and after the IEC education intervention through the MOCUGA program showed a difference of p = 0.034 and a correlation level of r = 0.397. However, the effectiveness of the MOCUGA intervention treatment is still classified as having a small effect of -0.22, on the impact of KRS knowledge about stunting prevention.

Abstract

The demographic bonus in Indonesia in 2045 will have an impact on increasing the population, one of which is that the composition of the population is dominated by young people. The dominance of the young population will influence the development of a region, including the government management system. This condition is connected with the upcoming 2024 simultaneous elections, especially in Central Java, where the governor will be elected. It was recorded that 424,727 voters in the city of Surakarta were young people who were potential voters in determining regional leaders. This could also be an opportunity for gubernatorial candidates to prepare themselves to adapt the character of the leader that young people hope for. This research will specifically find out what kind of leadership style young people think can create a strong institution. 398 data collection was completed with selected respondents from the OSIS administrators and students/general. Variables (X) used as indicators of leadership style include intelligence, assertiveness, emotionality, communicativeness, experience, and trendiness. This variable will be tested for its influence on the variable (Y), namely tough institutions. The analysis of the questionnaire instrument shows valid results and very high reliability. Overall, it shows that leadership style influences the strong institutions that young people expect. This influence is shown to be 24.1%. The results of multiple linear regression analysis of the research data partially show that trend is a variable that has a high influence compared to other variables, with a t table value (5.572) > calculated r (2.2501).

Abstract

Public aspirations are essential in policy formulation in an ideal political system. Especially at the village level in Indonesia, many researchers argue that with the implementation of village funds, the implementation of participation at the village level can better capture public aspirations. However, in reality, efforts to absorb public aspirations in a participatory manner experience many obstacles. One important suspicion is that this public space may not be a comfortable and safe public space for people to express their aspirations. By using a mix method, this research explores alternative explanations based on empirical data that people tend to use their own social space as a safe and comfortable space for aspirations.

Abstract

This research conducts a qualitative analysis of the challenges and intricacies involved in establishing sustainable tourism villages in Indonesia, with a specific focus on West Java Province, using the village of Alam Endah as its subject. The study's core findings underscore the pivotal role of human resource relations in driving the development of tourist villages, emphasize the importance of clear regulatory frameworks and legal structures for sustainable growth, and highlight the effectiveness of strategic marketing in enhancing the attractiveness of these villages. Additionally, it underscores the significant impact of sustainable tourism village development in uplifting the welfare of local communities. By weaving these elements together and fostering strong interconnections among them, this research provides a comprehensive roadmap for the sustainable development of tourism villages, offering lasting economic, social, and environmental benefits to the region.

Abstract

Implementation of the Education Management Information System 4.0 at Madrasah Tsanawiyah Ma`had Al-Zaytun, Gantar District, Indramayu Regency, there are problems faced, namely the implementation of duties and responsibilities as an EMIS 4.0 operator, collection of student files (diplomas, family cards and certificates), internet network in work investigations, and difficulties in accessing the EMIS 4.0 application due to server errors. This research aims to determine the implementation of the EMIS 4.0 application policy in Madrasah Tsanawiyah Ma`had Al-Zaytun, supporting and inhibiting factors for implementing EMIS 4.0 in Madrasah Tsanawiyah Ma`had Al-Zaytun, and what efforts and strategies will be carried out by Madrasah Tsanawiyah Ma`had Al-Zaytun in implementing EMIS 4.0. The research method uses a qualitative approach with a descriptive-qualitative type. By collecting data through observation, interviews and documentation. The data source was taken using a purposive sampling technique to select 10 informants. The data analysis techniques used are data condensation, data presentation, and drawing conclusions. The results of this research indicate that the implementation of the Education Management Information System 4.0 at Madrasah Tsanawiyah Ma`had Al-Zaytun, Gantar District, Indramayu Regency is quite good. The strategies that will be carried out by Madrasah Tsanawiyah Ma`had Al-Zaytun in implementing EMIS 4.0. In July, namely graduating 9th grade students, raising 7th and 8th grade students, creating groups and inspiring students in groups and creating a new 7th grade EMIS database, July-August which is carried out with Computer-Based National Assessment Data Collection (ANBK) or Minimum Competency Assessment (AKM), August-September namely detailed 7th grade EMIS data entry, October the activity is updating the 9th grade EMIS data based on statement letters and files for Madrasah Examinations as well as PD verification and Madrasah Examination Data Base (PDUM), October-December Finalization of EMIS data, January-March completes data for class 8 and especially class 7, March-April focuses on EMIS class 9 and May-June final checks for class 7 and 8.

Abstract

Electronic-Based Government System (SPBE) is a government administration that utilizes information and communication technology to provide services to SPBE users. The implementation of SPBE depends on the interoperability process used between agencies. Given the importance of the interoperability principle that must be owned by every SPBE architecture, the Government should promulgate laws related to interoperability. BAPENDA Pekanbaru City as an agency authorized to collect district / city local taxes in Pekanbaru City continues to make innovations to provide convenience and improve services for taxpayers (WP). The innovation carried out by BAPENDA Pekanbaru City is the provision of integrated services in accordance with Government Regulation Number 12 of 2019 concerning Regional Financial Management by Implementing an Electronic-Based Government System. Referring to the regulation, SPBE produces Electronification of Local Government Transactions (ETPD) through the Smart Tax Pekanbaru Application can only be used to pay restaurant tax, entertainment tax, hotel tax, and parking tax. This research method uses a qualitative method, with informants obtained by purposive sampling technique. From the research results, it was found that there are still obstacles to the use of smartphones in gaining access to the application due to server licensing, and software management.

Abstract

This work investigated the dangal (dignity) of barangay workers amid the COVID-19 pandemic in the Philippines. The study aimed to know what is dangal for barangay workers during the pandemic, what factors enhanced and limited their dangal, and how can their dangal be promoted. This research is significant due to lack of studies about the personnel serving in barangays - the smallest local government unit in the country. Barangay officials, employees, and volunteers were interviewed, and their responses were evaluated based on themes. Analysis of data revealed that barangay workers had to face several risks and challenges amid their longing to fulfill their duties and responsibilities as public servants. They employed various coping mechanisms although such were insufficient to adequately promote their dignity. Dangal for barangay workers has external and internal domains. The external domain is comprised of their physiological needs and social identity. In the internal domain, dangal is affected by self-fulfillment in performing duties and responsibilities, especially through pakikipagkapwa or the provision of services and assistance to community members. To promote the barangay worker’s dangal; national, provincial, city, and municipal policies must be implemented. For the external domain, remuneration, compensation, benefits, and recognition must be provided. For the internal domain, it is critical that they thrive in an environment that discourages corruption and support actions that reflect honor, excellence, and integrity.
