JIPPM: Jurnal Inovasi dan Pelayanan Publik Makassar adalah jurnal ilmiah regular yang dipublikasi oleh Badan Penelitian dan Pengembangan Daerah Kota Makassar. Jurnal ini disediakan sebagai infrastruktur publikasi artikel yang berfokus kepada hasil inovasi, penelitian dan pengembangan tentang isu-isu seputar pengembangan inovasi, pelayanan publik, dan ilmu pengetahuan, kebijakan daerah untuk peningkatan kualitas pemerintahan yang bersifat adaptif dan efektif. Artikel yang diterbitkan dalam jurnal ini melalui proses editorial dan peer-review. Isi artikel berisi informasi terbaru dengan prioritas pada nilai-nilai kebaruan, orisinalitas, dan kemanfaatatnya. JIPPm diterbitkan secara online dua kali setahun di pertengahan tahun bulan Juni dan pada akhir tahun bulan Desember. Abstract

Kota Makassar yang merupakan salah satu kota metropolitan di Indonesia yang berkembang sangat pesat. Pembangunan yang terjadi seiring dengan pertumbuhan ekonomi kota Makassar yang berada di atas pertumbuhan ekonomi nasional. Salah satu pembangunan yang juga memberikan pelayanan kepada masyarakat yaitu pelayanan jalan raya dalam mendukung perkembangan transportasi darat di Kota Makassar. Penelitian ini bertujuan untuk: 1) menggambarkan kondisi fasilitas ruas jalan Andi Djemma , dan 2) menjelaskan tingkat pelayanan ruas jalan Andi Djemma . Penelitian ini merupakan penelitian survei. Waktu penelitian dilakukan pada bulan Mei s/d Oktober 2017. Survei arus lalu lintas dilakukan selama sepekan dengan periode waktu pukul 07.00 – 09.00; 12.00 – 14.00; dan 16.00 – 18.00. Variabel pada penelitian ini adalah 1) Kapasitas ruas jalan, 2) Tingkat pelayanan ruas jalan, dan 3) Persepsi masyarakat. Teknik pengumpulan data yang digunakan adalah metode survei dengan cara pengamatan dan perhitungan lalu lintas dilapangan dengan secara langsung. Survey arus lalu lintas dilakukan dengan perhitungan manual. Teknik analisis data yang digunakan dalam mengolah hasil penelitian adalah analisis deskriptif kuantitatif. Hasil penelitian menunjukkan bahwa 1) Fasilitas jalan Andi Djemma belum memadai seperti marka jalan, rambu, trotoar, dan zebra cross; dan 2) Pelayanan jalan Andi Djemma mencapai tingkat F, yang berarti sering terjadi kemacetan. Hal ini terutama disebabkan oleh Volume lalu lintas dan Hambatan Samping.

Abstract

Tujuan dari penelitian adalah untuk mengukur survei kepuasan masyarakat terhadap pelayanan publik di kantor Kecamatan Kota Makassar. dengan mengacu pada Peraturan Menteri Pendayagunaan Aparatur Negara dan Reformasi Birokrasi Republik Indonesia Nomor 16 Tahun 2014 tentang Pedoman Survei Kepuasan Masyarakat terhadap Penyelenggaraan Pelayanan Publik. Metode penelitian ini yaitu menggunakan jenis penelitian survey. Teknik pengambilan sampel yang digunakan dalam penelitian ini adalah insidental sampling, dengan jumlah sampel sebanyak 549 orang yang tersebar di 14 kecamatan. Teknik pengumpulan data pada penelitian ini yaitu menggunakan teknik survei dan wawancara mendalam; instrument yang digunakan adalah angket dan panduan wawancara. Informan dalam penelitian ini adalah masyarakat pengguna layanan. Sedangkan teknik analisis data pada penelitian ini yaitu teknik statistik deskriptif, yang mana teknik penyajian datanya berupa narasi kalimat, persentase, dan gambar-gambar. Hasil penelitian menunjukkan bahwa penilaian responden pada masing-masing indikator secara umum dinyatakan baik. Nilai pada masing-masing aspek adalah persyaratan 3,03, prosedur 2,90, waktu pelayanan 2,86, biaya/tarif 3,07, produk spesifikasi jenis pelayanan 3,06, kompetensi pelaksana 3,09, perilaku pelaksana 3,03, maklumat pelayanan 3,14, dan penanganan pengaduan/saran/masukan 3,14. Penilaian responden terhadap pada masing- masing kecamatan secara umum juga diyatakan baik. Nilai rata-rata indeks kepuasan masyarakat pada masing-masing kecamatan adalah Kecamatan Mamajang 3,12, Kecamatan Mariso 3,04, Kecamatan Tamalanrea 2,86, Kecamatan wajo 3,18, Kecamatan Tamalate 3,05, Kecamatan Rappocini 2,95, Kecamatan Biringkanayya 2,92, Kecamatan Ujung Tanah 3,15, Kecamatan Tallo 2,96, Kecamatan Manggala 3,02, Kecamatan Makassar 3,03, Kecamatan Ujung Pandang 2,99, Kecamatan Panakukang 2,99, dan Kecamatan Bontoala 3,25.

Abstract

The purpose of this research are; (1) To identify the community's response to the Lorong Garden (Longgar) program in Makassar; (2) Analyze the economic benefits of the Longgar program in Makassar, especially in improving the welfare of the community; (3) Formulate development strategy of Longgar program in Makassar City. Location of this study will be conducted in Makassar City. The population of this research is all groups of Kelompok Wanita Tani in Makassar City. The activity of this study in the data collection using observation approach and questionnaire. The collected data is then edited, tabulated, and verified first. The data analysis methods used in this study consist of: (1) Descriptive analysis and, (2) T-statistical analysis of paired t tests. The result of the research shows that the perception of society on the garden garden program is positive and high. From the results of questionnaires distributed to the respondents it can be seen that the level of knowledge, objectives, benefits and community support for the Lorong Garden program is high. The community accessed information about Lorong Garden from the socialization activities by the Penyuluh from Badan Ketahanan Pangan and was very supportive for the competition between Lorong Garden with comprehensive criteria. The results also show the economic benefits of the Lorong Garden Program which increases with time. The paired-sample t test results show significant difference in KWT revenues between 2014-2015 and 2016-2017 and that income tends to increase with time.

Abstract

Garbage bank is established as a place to foster, train, assist, buy and market the results of waste management activities from the community. Garbage bank is a form of a local community initiative in efforts to solve community-based waste issues. Garbage banks are expected to provide high economic benefits for improving community welfare. The population of this study is all customers of garbage bank in Makassar as many as 40,114 people. The number of samples as many as 105 respondents. Both descriptive statistical analysis and SWOT analysis was used as the method of analysis. Then, in-depth interviews with stakeholders that consists of government, academic, private, NGO, and community leaders in formulating strategy and policy to develop of garbage bank program in the future. The results of the study indicate that generally the community associated with the garbage bank comes from the socio-economic group with the middle to lower class. The level of knowledge and community participation is still relatively low on waste management and 3R (reduce, reuse and recycle) principles in waste segregation. The garbage bank program brings blessings and economic benefits to society. Beside as a source of additional income for the community, garbage banks can also encourage changes in people's behavior to live healthy and clean, care for the environment and other socio-economic benefits. Furthermore, development strategy of garbage bank should be directed to innovative and strategic programs that can increase the interest of the community to participate actively as the participants/customers of garbage banks. Then, commitment and synergy between regional government and stakeholders is a key factor in improving both economic benefits and development of garbage bank programs in the future.

Abstract

This study aims to evaluate the existing condition of waste sorting place in Makkassar City and the existing regulations in supporting the handling of waste in Makassar City in order to produce formulation of waste sorting system from household to TPS. Methods of data collection used in this study are: (1) study of literature and regulation, and waste management system in several cities and major countries to be adopted in Makassar; (2) field survey to find out the complaints in the community around the place of sorting of garbage; (3) Focus Group Discussion (FGD) from various stakeholders including the community around the place of waste segregation and related SKPD. Likert scale (as one of attitude scale) for the development of statistical analysis technique where ordinal data is converted to interval data, the result will be analyzed using Analytic Hierarchy Process (AHP) to formulate policy about septic and environmentally friendly waste separation place in Makassar City. The result of the research shows that: (1) Waste Bank and TPS3R in Makassar city can improve the economy of society and reduce unemployment, (2) Waste Bank in Makassar city acceptable to society and not cause negative impact, (3) TPS3TR in Makassar City according to people's perception around the location can make dirty air due to dust and environmental smoke, (4) TPS3TR in Makassar City according to the perception of the people around the location can disrupt the general traffic around the TPS3R location, (5) Garbage Bank and TPS3R in Makassar City can improve people's economy and reduce unemployment.

Abstract

Tujuan penelitian ini adalah untuk menjelaskan kinerja SMP tentang revolusi pendidikan. Dalam penelitian ini digunakan pendekatan kuantitatif dan data deskriftif serta data kualitatif dengan mengajukan beberapa pertanyaan ke responden. Data kuantitatif diperoleh melalui angket dengan skala likern. Hasil penelitian menunjukkan bahwa kinerja sekolah menegah pertama di Kota Makassar rerata 2,92. Ini menunjukkan masih kategori cuku smart. Secara kualitatif ditemukan beberapa indikator dari 18 revolusi pendidikan yang sudah bagus dan sebagian dikategorikan masih kurang. Dengan demikian, diharapkan yang masih kurang dapat mendapatkan perhatian khusus agr program revolusi pendidikan di Kota Makassar dapat terlaksana secara komprehensif. Berdasarkan temuan tersebut, dikaji dan dikembangkan 18 standar penilaian dengan skala sangat smart, smart, kurang smart, dan tidak smart terhadap program revolusi pendidikan. Model penilaian tersebut menjadi acuan untuk mengimplementasikan program tersebut secara efektif dan efiesen.

Abstract

Regulation of the Minister of Public of Works No.05 / PRT / M / 2008 has outlined the form of Green Open Space provision based on the number of people dominated by the type of park, both at the environmental level and at the city level. The park has a social and aesthetic function as a means of recreational, educational and other activities for people. This study aimed to evaluate the condition of the park and public perception of the park in Makassar. The object of this research was the parks in the city of Makassar selected by chance which represents every sub-district in Makassar. Observation of facilities and vegetation conditions was based on Regulation No.5 2008. Furthermore, some the parks' visitors were also selected as samples in this study within the framework of observing people's perceptions. Instruments used in this study was a questionnaire that contains some questions that are closed or open. This questionnaire was used in interviewing the parks' visitors. Data obtained was tabulated then analyzed descriptively. Based on the observation result, it is found that the condition of the parks does not have complete facilities, and carries aesthetic function than social and ecological function. The community also said that the parks need to improve in terms of its facilities and vegetation.

Abstract

The communication network helps provide the direction and policies of the Quick Response Team (TRC) Program "Saribattang" focus on addressing Social Welfare Problems (PMKS), especially street children, beggars, and sprawl. Rapid Response Team (TRC) "Saribattang" was formed in order to conduct patrol of Social Welfare Persons (PMKS) of Makassar City Social Service. So in the end, reduce PMKS in Makassar City. The research problem is how the operational characteristics and actions, evaluation and sustainability of Saribattang Quick Reaction Team Program for street children and communication network model for sustainability of Saribattang Rapid Response Team Program for street children development in Makassar City. The objectives and targets to be achieved are to understand and describe the characteristics of operational acts and determine the communication activities of street children in the communication network for evaluation and sustainability of the Saribattang Quick Reaction Team Program in the development of street children in Makassar and to find, describe and analyze the model of communication network network) for sustainability of street children development program in Makassar City. For the achievement of objectives and targets are used research methods Mixed-Method research (mixed method research). Methods for obtaining different but complementary data to understand the communication networks formed within the group of street children. The results showed that the non operational street children in Makassar is a complex social problem phenomenon. This phenomenon occurs in the community due to disruption of social functions, said to be disturbed because the child should be in a home situation, school or play environment in which there are interactions that support the child's development, whether physical, motor, social, psychological and moral. Such conditions can not be met by street children. They are required to work on the streets, the operational act they do it refers to the search for extra money, help parents and asked the family. Consideration of policies and strategies of "Innovation Desensitization" (acts of innovation through the development of communication and information) on the target group or individual street children through the communication network leader utilization approach among them. The role of opinion leaders to solve various problems of street children in their group communication networks. Especially in support of Fast Response Team (TRC) “Saribattang” in coaching street children in Makassar City. Establish interpersonal communication approach in integrated communication network. Aiming at the Social Service through Quick Response Team (TRC) Saribattang and street children in Makassar together open themselves in evaluating the successful implementation of programs directly. Model of communication network formation in order to facilitate information dissemination process or program of Quick Reaction Team (TRC) Saribattang in coaching street children in Makassar City. The program does not focus on street children alone but also on the family and other significance of the street children themselves.

Abstract

Sampah merupakan salah satu masalah lingkungan yang menjadi perhatian Pemerintah Kota Makassar. Melalui Kegiatan Bank sampah diharapkan partisipasi aktif dari warga masyarakat yang berimplikasi pada tereduksinya sampah yang sampai ke TPA. Bank sampah merupakan sistem pengelolaan sampah non organik yang dikembangkan oleh Pemerintah Kota Makassar sejak tahun 2015 dengan membentuk UPTD Daur Ulang Sampah atau Bank Sampah Pusat (BSP) Kota Makassar. BSP berperan melakukan pendampingan dan fasilitasi terhadap pembentukan dan pengelolaan Bank Sampah Unit (BSU) yang menjadi mitra kerjanya. Saat ini telah terbentuk sekitar 800 BSU yang tersebar di 14 kecamatan di Kota Makassar, namun yang aktif hanya sekitar 200 BSU. Padahal kalau semua BSU ini aktif, maka jumlah sampah yang bisa direduksi akan semakin besar karena terjadinya peningkatan pemanfaatan sampah dengan adanya pengolahan sampah melalui konsep 3R (reduce, reuse, dan recycle). Penelitian ini bertujuan untuk mengkaji kinerja pelayanan BSP Kota Makassar dilihat dari indikator produktivitas, kualitas layanan, responsivitas, responsibilitas, dan akuntabilitas Jenis penelitian yang digunakan dalam penelitian ini adalah penelitian kualitatif, teknik pengumpulan data dilakukan secara triangulasi, sumber data/informan dalam penelitian ini diambil dari unsur pimpinan/pejabat berkompeten pada UPTD Bank Sampah Pusat Kota Makassar, pengelola Bank Sampah Unit (BSU) yang ada di Kota Makassar serta masyarakat sekitar keberadaan BSU. Analisis data bersifat kualitatif, dengan menggunakan model analisis interaktif yang dikembangkan oleh Miles dan Hubermann. Hasil penelitian tentang kinerja pelayanan bank sampah pusat Kota Makassar, di mana indikator keberhasilan atas kinerja dari pelayanan Bank Sampah Pusat adalah bergantung pada kinerja Bank Sampah Unit, maka penelitian menunjukkan bahwa kinerja UPT Bank sampah pusat masih rendah jika dibandingkan dengan jumlah sampah yang seharusnya tereduksi. Hal ini dipengaruhi oleh kurangnya peran serta masyarakat pengelola Bank Sampah unit dan kurang tersosialisasinya eksistensi keberadaan bank sampah unit pada masyarakat. Rekomendasi dari penelitian ini adalah Bank Sampah Pusat Kota Makassar perlu fokus pada aspek pendampngan terhadap pengelolaan Bank Sampah Unit dengan menerapkan Model Bank Sampah Unit Berbasis Kawasan. Hal ini sesuai dengan amanah regulasi UU No. 18 tahun 2008 dan Kepmen LH No. 13 Tahun tahun 2012.

Abstract

In Makassar City, some residents or individuals utilize the roadsides by transitioning its functions for personal or business purposes by altering its physical form. This study aims to evaluate the use of the roadsides in rigid pavement in Makassar, namely by identifying points on the section of rigid Pavement with the misuse of the roadsides based on Indonesian rules of the road main space. The target to be achieved is to provide recommendations on measures to organize the roadsides uses for the development of the physical sector and infrastructure. This research was conducted with a research method based on observation. The results showed that misuse of the roadside occurred in 77.2% of the total of the rigid pavement sections where there was a shift in the function of the roadside, 49% for private needs and 51% for commercial purposes. Besides, there was a physical change, elevated the roadsides with slope exceeding the normal slope (175 cases), and drainage closure (92 cases) and both (17 cases). For this reason, it is necessary to prevent and deal with roadside’s misuses by making a social-based regional regulation referring to the laws and regulations of the central government by actively involving the society in its implementation.
