Abstract

Discourse legitimation is one of the studies that emphasize the analysis of a public policy. In this article, public policy becomes an idea of emphasis. Public policy is established by governments to meet social goals that are always linked to public and public interests. This policy is an action formed by an individual or group of people within a social environment. In the perspective of discourse, public policy is a representation of a communication process involving government and state apparatuses. In the process of its formation, policies are established to meet the needs of stakeholders. Therefore, the ideology of a policy reflects the view of the stakeholders. Public policy is the foundation used by society, individuals, and institutions in performing actions in accordance with applicable provisions. Public policy can be viewed as a social action. Therefore, the process of analysis of a public policy must take into consideration the social and cultural aspects of society. Contextual analysis must be done in order to understand the ideology behind the formation of public policy. The formation of public policy is a form of re-formulation of a number of foundations that can be used to solve a social problem. Understanding the roles of communication participants gives a clear picture of how the policy should be built. These generated alternatives reflect the choices that communication participants can take to resolve educational issues. This article descriptively describes aspects related to public policy, such as, the background of purpose, intent, and formulation of a public policy. Keywords:  Discourse legitimation, public policy, critical discourse analysis, description

Abstract

In the past, English was used as a mean of communication by people living in the United Kingdom, the United States, and Australia only. However, nowadays, different kinds of “Englishes” have emerged in many different countries. Some interesting phenomenon of English varieties can be found in Asia. The usage of English in Asia is blended with the characteristics of the countries’ native languages, which results in English with different pronunciation, vocabularies, grammar, and so on. In this paper, the writer will discuss the emerging English varieties in countries located in south-east of Asia. In addition, the possibility for the emergence of Indonesian English will also be discussed in this paper. Keywords: English varieties, English in Asia, World Englishes

Abstract

The aim of this project work is to design a marking scheme that will be used in assessing the performance of Talking English (TE) Basic students in ILP. The scheme was designed using the stages proposed by Mertler (2001). The stages start with the process of deciding the aim of marking scheme creation in order to acknowledge the importance of the proposed scheme. It is then continued with the process of deciding the object of the assessment, the type, criteria, scale and performance description of the scheme. The steps end with the testing of the scheme. The tested scheme is perfected through discussion of the results of the testing. The criteria of the scheme are formulated based on the concept of Communicative Language Ability as proposed by Bachman (1990). Based on the formulation, the writer has created a descriptive based marking scheme which distribution is done daily through the use of check list method. Keywords: Marking Scheme, Communicative Language Ability, Performance

Abstract

This research will tend to find out the significance and the effect predicting strategy for Listening Comprehension in EFL classroom on the third year students (Academic Year 2012) at English Department in FKIP Universitas HKBP Nommensen Pematangsiantar. This research will use experimental research design. To answer the problems of the research, the writer uses the following theories: Nunan (2003), Ellis & Sinclair (1997), Rost (1999), Miller (2000:25), Richards and Rodgers (1986:16), Anthony (1963:15), Buck (1999), Flowerdew (1994), Swain (2000), Chamot (1999;15), Anderson and Lynch (1988), Harmer(1983), and Tiwari (2005). The population of this research is the third year students (Academic Year 2012) at English Department that sit in Listening Comprehension in FKIP Universitas HKBP Nommensen Pematangsiantar. There are 90 students taken as the sample of this research. The sample was divided into two groups: the first group (30 students) as the experimental group and the second group (30 students) as the control group. The writers will give a treatment in the class by using predicting strategy in teaching listening comprehension. The data obtained from the score of experimental group and the score of the control group were calculated by applying t-test formula. (1) the result shows that  t-observed > t-table = 6.13 > 2.00 (p=0.05; df=58). It indicates that Prediction strategy gave significant effect to the students’ listening comprehension. The students who were taught by using Prediction Strategy got higher score than those who were taught without using Prediction Strategy, (2) Teaching listening by using Prediction Strategy makes the students become active listeners and give them a better chance of general comprehension. While, the common situation found in the classroom shows that teacher often test listening skill rather than teach it. It makes listening class be passive and the students are not motivated (3) The difference of the mean scores in the pre-test and post-test of both experimental and control group were calculated by using t-test formula to find t-observed. T-test formula was used to assess whether the means score of experimental group and control group are different from each other, (4) From the calculation, it is found that t-observed (6,13) is higher than t-table (2.00). Thus, alternative hypothesis (Ha) is accepted. Keywords: predicting strategy, listening comprehension, teaching

Abstract

This study presents results on learners’ motivation in English reading classroom where English is a foreign language. Motivation is seen to have two categories; intrinsic and extrinsic motivation. Seven constructs comprising motivation are sought and explained through questionnaire and interview. Some interesting findings are that in classroom context, when learners read, it  is meant to be an assignment not a necessity. Friends hold an important motivational trigger to arouse and further arguably maintain willingness to read. Meanwhile teachers are potentially considered to arouse extrinsic motivation making teachers need to create such atmosphere to spark intrinsic motivation through classroom activities. Keywords: intrinsic motivation, extrinsic motivation, L2 reading

Abstract

This research applies an analysis of a woman character in Indonesian horror film, through deeply exploration of Setan Jamu Gendong movie. This horror film, that is concerned with female sexuality. Jamu seller character in Setan Jamu Gendong movie would be chosen to be the subject of this academic research, usually comparing their features with those of the stereotype. The data that is taken, show the jamu seller should be considered as protagonist characters. Nevertheless, she could express multiple functions. While this is a broad and concentrate on area of the research, work in it has been shaped by a pronounced emphasis upon semiotic and feminist theory, which the researchers think, has limited the field in analyzing. In defining these diverse constructs, the researchers expand this focus sexuality by drawing from critical theories of semiology to provide the details of the way that taken-for-granted ideas about normative female sexuality are articulated, and stereotyping in popular culture. Over the research, it would show, how these paradigms serve to constrain and simplify broader cultural conceptualizations of female semiotically sexuality, placed them in second gender, At the outset of the research, the researchers had hoped to find out, that the horror genre in Indonesia was a place in which alternative modes of being and subordination could be explored and considered. Keywords: women, jamu, semiotic, gender, stereotype
