Abstract

Quality teachers are fundamental factor for offering quality education. This study's primary purpose was to determine the correlation between teachers' profiles and classroom instruction delivery. The descriptive-evaluative research design was used in the study. The study was conducted at the Mindanao State University- Sulu, College of Education. The study participants were composed of 10 faculty members and 100 students randomly selected from the college of education. The results revealed that the teachers always showed a mastery of the subject matter and teaching strategies. However, for interpersonal skills, they often exhibited it in the classroom. There was no significant relationship between teachers' profile and their competence in classroom instruction in terms of mastery of subject matter, teaching strategies, and interpersonal skills. Technology integration for teaching effectiveness is suggested for teachers to make them more effective in teaching. Interpersonal skills training is highly recommended for teachers every semester. The training will make them more effective in their interaction with students.

Abstract

This pioneer study unravelled the economic implications of Senior High School (SHS) curriculum to parents in the rural area of Jolo and the urban center of Zamboanga City. Finding out the significant difference of said implications to parents clustered according to: Area Status, and Children’s Grade Level and Children’s School Type, and SHS-Associated Factors causing financial difficulty to them in both areas are also within the confine of this endeavour. As an expose facto cross-sectoral and evaluative survey, this research employed a qualitative descriptive approach. One hundred twenty seven (127) respondents comprising of parents and senior high principals/coordinators/directors were determined through a Purposive sampling method. Weighted Mean, t-test (Independent Sample-Test), and Ordinal Scales were utilized in analysing the data. The findings are forwarded - The economic implications of the curriculum to parents in both areas are as follows: more spending for school and non-school needs of children, compromised other household expenses and needs of the family, difficulty to support the education of senior high and non-senior high children, compromised expenses on non- senior high children, increased in educational expenses, costly secondary education, increased of daily expenses, financial burden, difficulty to manage income, difficulty to deal with tuition and miscellaneous fees, difficulty to save money, compromised personal and social expenses, need to generate extra income and borrow money to support the education of children, difficulty to extend financially assistance to needy relatives and friends (rural respondents), and difficulty to attend to social obligations on regular basis (rural respondents). As to the extent/intensity of the implications, parents in SCT-SHS and NDJC-SHS in rural area are more affected by the curriculum than the rest. While in urban center, parents in DPLMHS-SASHS and TTNHS-SHS are more affected than those in the four senior high schools. Generally, the extent/intensity of the economic implications of the curriculum to parents in both areas is slight. Income and tuition fee are among the top-ranking pre-determined SHS-Associated Factors causing financial difficulty to parents in rural area and urban center, and in the twelve senior high schools in both areas. Specifically, parents are shelling-out an average of PhP35,000 to 45,000 every year for the senior high education of their children. From the study findings, the researcher developed a model dubbed as Cycle of Despondency. The curriculum increases the private costs of education and burgles effluent family of two years of indispensable child’s contribution in terms of labor opportunity cost. Above all, it is taxing to parents beyond their financial capability to cope. Scrapping it, however, is indubitably not an astute plan. Instead, immediate and sweeping review and modification are prudent stratagems to undertake since it is already running for four years now. Program mitigating its pecuniary repercussions to parents have to be devised, along with inflexible regulation of school fees and charges. The Civil Service Commission (CSC) and corporate entities have to amend some job “educational requirements” to accommodate senior high graduates in the labor market. Studies on the economic aspect of the curriculum must be launched by various social divides - to spot genuine recommendations in aid of legislation and curriculum planning in general and map out alternative methodologies to minimize its impacts to family in particular. Otherwise, the curriculum will completely end up in fiasco.

Abstract

This study investigated the instructional competencies of teachers in Mindanao State University-Sulu in the transition to alternative learning delivery methods in the age of the COVID-19 pandemic. The descriptive survey method was used in this study. The researcher used two sets of standardized questionnaires to obtain the necessary data including the respondents’ profiles. The profile of the teacher-respondents was determined using frequency count and percentage. Mean was used to analyze research questions. T-tests for independent samples and analysis of variance were used to test the stated hypotheses at a 0.05 level of significance. The following were the highlights of the study: (1) The common alternative learning delivery methods used by teachers were modules, Facebook, and Messenger; (2) The common instructional strategies of teachers were using Messenger for sending additional instructions on the lessons and other activities; entertaining questions from students through phone calls and text messages; and distributing printed module to students; (3) The level of instructional competencies of teachers is satisfactory; (4) There is no significant difference on teachers’ instructional strategies when they are classified according to their profile; (5) There is no significant difference on the level of teachers’ instructional competencies when they are classified according to gender and the college or high school where they teach; and (6) There is a significant difference on the level of teachers’ instructional competencies when they are classified according to age. The study recommended that the school administration should conduct intervention programs and policies on improving teachers’ competencies, especially in times of pandemic.

Abstract

This research aims to assess the administrative capability of the barangay governments in the Municipality of Jolo, find out factors adversely affecting the capability of these barangays, and propose an alternative capability-building approach suitable for the subject barangays. This study utilized a descriptive method which involved one hundred nineteen (119) study samples determined through Purposive sampling. The administrative strength of the barangay governments in Jolo is mainly confined to the construction of rock-caused-ways and footbridges. Other pressing problems in the community remained poorly addressed to the dismay of their respective constituents. Their capability of discharging the devolved function as required in the LGC of 1991 is minimal. By and large, the barangay governments in Jolo failed to fully realize the expectations of the code and to address the daily concerns of their constituents with utmost efficiency and effectiveness. Their capability is adversely affected by factors such as scarcity of resources, inadequate training, insufficient political support, poor inter-governmental coordination, and lack of accountability. The administration of most of these units is characterized by gross inefficiency, nepotism, and a patronage system. The proposed alternative approach to enhancing the administrative capability of these units focused on the internal value reformation which is mainly anchored on the Islamic system of leadership which are suitable due to the fact that all barangay officials in Jolo are Muslims. Besides, any approach toward improving administrative capability will be doomed to fail if the local officials do not have the proper moral values. Local units possess a different levels of administrative capability. Hence, decentralization has to match with local capability and endowments. Thus, there is a need to revisit the code should the benefits of local autonomy is to be fully reaped.

Abstract

Teaching approach gives significant to the teaching-learning process for both teachers and students. Thus, the students’ learning depends on what the school’s application of most effective and attainable teaching approach especially in the time of covid-19 pandemic. With the implementation of the new normal education, the difficulties encountered among stakeholders because of an alternative learning delivery – modular distance learning being applied in order to facilitate and to continue to serve the good education in different schools in the country Philippines. With this, the study sought to determine the perceptions of the students in Mindanao State University –Sulu regarding their experiences during face-to-face learning approach and modular distance learning approach, to ascertain the factors that can affect face-to-face learning and modular learning as perceived by the students of Mindanao State University-Sulu. This also aimed to find out the significant difference of students’ perceptions in the two learning approach. This study utilized random sampling technique through launching a survey questionnaire in assessing the perceptions of the students in Mindanao State University –Sulu by at least ten percent of the total number of enrollees from the seven departments existing in the university campus academic year 2020-2021. The findings of this study revealed that students agreed that face-to-face learning approach gives significant and had much contribution to their learning while they have disagreed on modular distance learning approach. They also believed that there are factors can affect their learning either in face-to-face and during modular learning. There is a significant difference of students’ perceptions in face-to-face learning approach and modular distance learning approach that resulted to the rejection of the null hypothesis. This study recommended that principal/director should encourage and motivate the subordinates to achieve a certain task for the good of their school. He/she should conduct an orientation program to inform parents that they are partners of teachers in education in time of crisis. Principal/director should also be responsible for interacting with teachers, representative of other school, and other stakeholders to acquire the various materials and resources for the teachers and students. There should be a training/seminar programs for the benefits of his/her subordinates in achieving school’s goals. He/she should also give clear instructions to the teachers, parents that their primary role during Modular is to establish a connection and guide the students. Lastly, he/she should encourage teachers to adopt modular even during face-to-face classes.

Abstract

One of the major barriers to learning faced by the students and teachers in schools today is lack of consistent attendance. Poor student attendance has a far-reaching effect on the individual student especially on their academic performance in the school. This problem is caused by this major perennial problem—absenteeism. Absenteeism is a chronic absence in nature. It is habitual failure to attend school. When students regularly miss out classes consistently would entail disadvantages academically. However, the main purpose of this study was to identify the causes and effects of absenteeism among first year college students of the Mindanao State University-Sulu, as well as to determine and figure out possible remedies to address this problem. In analyzing and computing the data, the researcher used SPSS version 21.0, and utilized checklist questionnaire and an open-ended questionnaire, respondents were consisted of 100 first year college students and 9 faculty members the researcher was able to find out the leading cause of absenteeism among the first year college students of MSU-Sulu and that is ‘school is far from home’ with (3.06) mean value . While low grade point average (GPA) with mean value (3.78) was the leading effect of absenteeism followed by poor critical thinking skills, other effects of absenteeism were, poor classroom performance, low examination results, poor oral recitation, poor creative skills, poor communication skills, lack of self-confidence, low comprehension and high risk of dropouts. The researcher was able to figure out remedies that can be applied to address the problem on absenteeism. The remedies include (a) there must be a student dormitory inside the campus to house the students since majority of the students enrolled in the university are from distant island municipalities (b) conduct orientation to students and parents prior to the opening of regular classes (c) the university must have a strict policy dealing with students’ absenteeism (d) teacher or instructor should conduct regular assessment in the form of quiz at the end of the session (e) motivate and encourage the students to give more attention and emphasize the importance of education in their future (f) classroom atmosphere should be conducive to learning.

Abstract

Due to the increasingly complex and rapidly changing world, teachers’ role has continuously been changing and they have to open their eyes to the reality of the world. Particularly in Sulu, pedagogical and technological development in education are remained outdated and traditional. Yet, changes in the past 20 years for the environment, employment, relationships, health and wealth, in society, safety, culture, communication, and even the values demonstrated by society’s leaders. We could argue that virtually everything has changed and that students today think, act and understand things differently from how their parents did. The same with the changes happens in educational context today which the teachers need to “think globally and act locally”. This papers anchored on the view that glocalization in education is the effective approach for the nation to catch up with the trends at par with other developed nations. It is presumed the education today has changed so much, it is appropriate that we look at what teachers need to do in order to prepare young people for the modern world, with its increasingly complex and rapidly changing future. This is the effective approach to make our educational environment in Sulu more relevant to the society. Therefore, the teachers must be updated and research-oriented which help our government toward promoting quality education in Sulu and the country as a whole. This paper is solely based on the secondary data. The different sources of data are journal articles, websites, books, reports of various organizations, articles published in international and national papers, etc. This paper gives a brief description of the glocalization in education as an approach to education. Hence, the main objective of this paper is to highlight the glocalization in education as an approach toward achieving quality education which covers changing nature of education, glocal teacher and glocal teachers’ edge.

Abstract

The problem of the high social gap in Papua, which is the cause of marginalization and discrimination against the Papuan people, and the different perceptions of some Indonesians at home and abroad towards armed separatist conflicts are push factors to corner the Indonesian government. In addition, the issue of internationalization of the 1969 referendum mechanism, violations of human rights, and the management of natural resources by multinational companies that do not have an impact on improving the welfare of the Papuan people also complement the opinion of the government's failure. Against the background of these problems, this study uses a quasi-qualitative research method. We collected research data through focus group discussions (FGD), in-depth interviews, and direct discussions with various informants (academics, practitioners, bureaucracy, and community leaders), completed with literature review as secondary data. The results of this study recommend the development of an Integrated Food Estate (IFE) in stages according to customary areas in Papua, which will indirectly support the realization of territorial resilience and the Universal Defense System (Sishta). In conclusion, with all implementation of recommendations, it is hoped the completion of peaceful and prosperous Papuan people will come true.

Abstract

The objective of the study was to determine the school heads’ educational leadership practice and teachers’ performance in Omar District, Division of Sulu, Philippines. The respondents of the study were 82 elementary school teachers and 15 school heads. A structured questionnaire was used to gather the needed data. The statistical used were frequency counts, percentage, weighted mean and ANOVA. The result of the study revealed that the majority of the teachers were female, with an age ranged from 31-40 old, and have been rendering service for two years and above. Further, the teachers were very satisfactory in terms of their performance on lesson planning delivery, assessment, and management of time and learning environment, and technical assistance. Meanwhile, they were also very satisfactory in terms of professional and personal characteristics. In the same vein, school heads have outstanding performance in terms of assessment of themselves, about their relationship with others, about their job and about their beliefs on the concept of life. While they have a very satisfactory performance in terms of their personal and professional characteristics such as decisiveness, honesty, dedication/ commitment, initiative/ resourcefulness, courtesy, human relations, leadership, stress tolerance, fairness, and good grooming. Moreover, there was no significant difference of teachers’ performance in terms of age, gender and length of service. And there was no significant difference on the level of teachers’ performance in terms of lesson planning delivery, assessment, management of time and learning environment and technical assistance as rated by the school heads and teachers themselves. On the basis of the aforementioned findings, the following recommendations are hereby advanced: first, the elementary school teachers need for a continuing professional development through pursuing graduate schooling or attending in-service trainings, seminars, symposia and the like. Second, the school administrators may upgrade their technical, human, and administrative skills to keep pace with educational advancement through executive training.

Abstract

The history of one’s nation is the core value of its people. It reflects the totality of their personal identity, their culture, their ways of life, and the way they would be treated by others. Sulu is not an exemption, in fact, its history had been long eyed hitherto by most of the world’s historians due to the unique and glorious but controversially misconceived records of the Tausugs. These records however, Vis-à-vis the Bud Tumantangis’ core value. This paper aims to elucidate the name Bud Tumantangis and edify misconception of its true meaning. The idea of “Crying Mountain” doesn’t fit it to be the pride of the people that needs to be deep-sixed. And for it to be a pride does not mean only a mere emblem but a total relevance as well.
