Abstract

This article or writing aims to describe the implementation of the Direct Cash Assistance (BLT) program which has been carried out in Urung Purba Village, Purba District, Simalungun Regency, as well as identifying inhibiting factors in its implementation. The problem focused on the Implementation of the Direct Cash Assistance Program, to approach this problem, a theoretical reference from Edward III's theory of policy implementation is used, which has 4 indicators, namely communication, resources, disposition, and bureaucratic structure. Data was collected through data collection techniques through observation, interviews, and documentation and analyzed qualitatively. This study concluded that the implementation of the Direct Cash Assistance (BLT) Program in Urung Purba Village showed positive results through effective communication between village officials and aid recipients. Even though human resources are fully involved in distribution, the quality still needs to be improved. The friendly disposition of implementers supports community acceptance, and the bureaucratic structure is by SOPs. However, obstacles such as a shortage of data collectors and unequal distribution of aid create social synchronization, especially due to less-than-optimal data collection systems and oligarchic practices. Improvements in resource management and data collection systems are needed to improve the situation.

Abstract

This study aims to analyze the implementation of the principles of good governance in improving the quality of public services at PT PLN (Persero) ULP Medan Kota, Medan Petisah District. The principles of good governance, which include transparency, accountability, community participation, effectiveness, efficiency, and law enforcement, are important factors in increasing customer satisfaction with PLN's services. The research method used is qualitative with a descriptive approach, where data is collected through in-depth interviews, observations, and documentation. Source triangulation techniques and methods are applied to ensure the validity of the data. The results of the study show that even though PLN ULP Medan Kota has implemented the principles of good governance, there are still several obstacles, such as lack of public understanding of the complaint mechanism, limited technological infrastructure, and slow response in handling customer complaints. To overcome these obstacles, PLN needs to increase service socialization, strengthen the digitalization system, and increase the capacity of human resources. With continuous improvement, it is hoped that the quality of PLN's services will increase, so that it can provide more transparent, accountable, and efficient electricity services for the community.

Abstract

Administrasi kependudukan adalah rangkaian kegiatan penataan dan penertiban dalam penerbitan dokumen dan data kependudukan melalui pendaftaran penduduk, pencatatan sipil dan pengelolaan informasi penduduk serta pendayagunaan hasilnya untuk pelayanan publik, pemerintahan dan pembangunan. Penelitian ini dilakukan untuk mengungkap bagaimana implementasi kebijakan administrasi kependudukan di kelurahan Serbelawan. Dalam penelitian ini peneliti menggunakan Indikator implementasi kebijakan yaitu: indikator komunikasi, indikator sumber daya, indikator disposisi, indikator struktur birokrasi. Penelitian ini menggunakan metode penelitian deskriptif dengan pendekatan kualitatif, untuk teknik pengumpulan data dalam penelitian yaitu: wawancara, observasi dan dokumentasi. Adapun yang menjadi informan penelitian adalah: pegawai kantor lurah serbelawan dan masyarakat serbelawan. Tujuan penelitian ini untuk mengetahui bagaimana pengimplentasian kebijakan pelayanan administrasi kependudukan kantor lurah serbelawan terhadap masyarakat serbelawan, melalui penelitian ini dapat di ketahui bahwa implementasi kebijakan pelayanan administrasi kependudukan di kantor lurah serbelawan belum berjalan dengan baik, dikarenakan masih kurang baik nya pelayanan yang dilakukan oleh kantor lurah yang dikarenakan kekurangan dana, sehingga hal tersebut mempengaruhi kualitas pelayanan mereka.

Abstract

This study evaluates the influence of policy implementation on the effectiveness of Binasi Beach development in Central Tapanuli Regency. Edward III's policy implementation model is used as an analytical framework with four main indicators: communication, resources, disposition, and bureaucratic structure. This study uses a quantitative method with a correlation technique, where data is collected through questionnaires and documentation involving Tourism Office employees, business actors, and tourists. Data analysis was carried out using Pearson Product Moment correlation test and simple linear regression. The results of the study show that the implementation of policies has not been optimal in supporting the development of Binasi Beach. The main obstacles include weak coordination, budget limitations, lack of community participation, and challenges in environmental management. Although the number of tourists increased from 10,000 in 2020 to 30,000 in 2023, this growth has not had a significant impact on the local economy. Therefore, the suggested strategies include strengthening coordination between stakeholders, improving infrastructure, optimizing digital marketing, empowering the community, and better managing the environment. With more effective policies, Binasi Beach can develop into a sustainable leading tourist destination.

Abstract

Public service motivation (PSM) research has increased significantly in various disciplines, especially public administration and public sector management. This study uses bibliometric analysis based on data from Scopus to identify the main trends, author contributions, and scientific gaps in PSM research from 1996 to 2023. The analysis results show that PSM remains a major topic in public administration research, with a significant increase in publications since 2006. The most dominant keywords include public administration, work engagement, job satisfaction, and transformational leadership. Furthermore, this study revealed that most PSM research focuses on employee engagement and job satisfaction, while aspects such as the integration of PSM with public service values (PSV) and public service ethos (PSE) are still rarely explored. In addition, citation network analysis shows that Indiana University Bloomington and Utrecht University are the most influential institutions in this research. This study contributes by providing an updated bibliometric mapping, identifying recent research trends, and offering recommendations for future studies related to innovations in public service motivation models.

Abstract

This study aims to analyze the role of Baja Village-Owned Enterprises (BUMDes) in improving the community's economy through the agricultural sector in Bangun Village, Parbuluan District, Dairi Regency. The research method used is a qualitative approach with data collection techniques in the form of literature studies, observations, in-depth interviews, and documentation. The informants in this study consisted of eight people who were directly involved in the management of BUMDes. The results of the study show that Baja BUMDes play a role in providing business capital for farmers, improving labor skills through training programs, and providing more affordable production facilities. However, several factors hinder the optimization of the role of BUMDes, including limited capital, low use of technology, lack of community participation in training, lack of synergy with the government, and the impact of climate change. Therefore, cooperation between BUMDes, local governments, and the community is needed to strengthen sustainable agriculture-based economic development strategies.

Abstract

Corruption is a serious challenge in governance in Indonesia, including in Karo Regency. LAKRI plays a role in supervision, legal advocacy, and anti-corruption education to increase transparency and accountability in the regions. This study aims to analyze the role of LAKRI in eradicating corruption in Karo Regency, identify the challenges faced, and explore strategies that can be carried out to improve the effectiveness of anti-corruption supervision and advocacy. The research method used is qualitative with a descriptive approach, where data is obtained through in-depth interviews, observations, and documentation. The results of the study show that the main obstacles faced by LAKRI include limited resources, political pressure and intimidation, low community participation, and lack of coordination with law enforcement officials. To overcome these obstacles, a strategy is needed that includes strengthening resources, legal protection for activists, increasing community participation, and optimizing cooperation with law enforcement. With wider support, LAKRI is expected to carry out its role more effectively in creating a clean and transparent local government.

Abstract

The resolution of labor disputes is a crucial aspect in maintaining the stability of industrial relations in Indonesia. The Manpower and Transmigration Office plays an important role in providing quality labor conflict resolution services, which affects the level of community satisfaction. This study aims to analyze the influence of service quality on community satisfaction in resolving labor disputes in North Sumatra Province. A quantitative approach was used with a survey method on 234 randomly selected respondents. Data analysis was carried out using descriptive and inferential statistical techniques, including regression tests to identify relationships between research variables. The results showed that service quality had a significant effect on community satisfaction, with an R Square value of 42.9%. Therefore, improving the quality of services, such as transparency and responsiveness, needs to be a priority to increase public trust in the government in resolving labor disputes.

Abstract

This study aims to analyze the implementation of the Family Empowerment and Welfare Program (PKK) in improving women's education and skills in Naga Timbul Village, Tanjung Morawa District. Implementation is an important stage in the policy process because it concerns the realization of the program to achieve the set goals. This study uses a descriptive qualitative approach and refers to Edward III's theory, which includes four indicators of policy success: communication, resources, disposition, and bureaucratic structure. The results of the study show that the implementation of the PKK program has not been optimal. Communication is considered quite good, and resources and disposition are adequate, but the bureaucratic structure is not well organized. In addition, many women in the village still have not shown improvement in education and skills. The main inhibiting factors come from low awareness, understanding, and community participation in participating in training, as well as the lack of maximum socialization from PKK management. Therefore, it is necessary to strengthen the role of cadres and increase community involvement to make the PKK program more effective.

Abstract

Village digitalization aims to improve public services and transparency of village government administration. The Digital Village Ambassador Program in Simangambat Julu Village is designed to accelerate the digitization of village services, facilitate access to information, and improve administrative efficiency. This study uses a descriptive qualitative method with interview, observation, and documentation techniques. The research informants consisted of village officials, cadres of Digital Village Ambassadors, and the community using digital services. The analysis was based on the Edwards III policy implementation model, which included four key indicators: communication, resources, disposition, and bureaucratic structure. The results of the study show that the Digital Village Ambassador Program has been running but has not been optimal. The main obstacles include low digital literacy, limited infrastructure, and a lack of continuous socialization and education. In addition, the absence of clear SOPs makes people prefer conventional services. Supporting factors for this program include village government support, national regulations, and increasing public awareness of the benefits of digitalization. To optimize the program, digital education, infrastructure improvements, strengthening policies and SOPs, and increasing budget allocation are needed.
