Abstract

Tujuan penelitian ini adalah untuk mengetahui kinerja aparatur desa dalam memberikan pelayanan publik kepada masyarakat dan untuk mengetahui faktor-faktor penghambat kinerja aparatur desa dalam memberikan pelayanan publik kepada masyarakat di Kampung Penawang Kecamatan Siluq Ngurai Kabupaten Kutai Barat. Metode penelitian kualitatif dengan desain studi kasus. Informan kunci adalah Kepala Desa, Tokoh Masyarakat, sedangkan informan pendukung yaitu masyarakat yang memperoleh jasa pelayanan Administrasi Kependudukan. Analisis data kualitatif menggunakan analisis data model interaktif. Hasil penelitian kinerja aparatur desa dalam upaya meningkatkan pelayanan masyarakat belum sepenuhnya dapat memberikan kepuasan sesuai harapan masyarakat. Pelayanan aparatur desa dalam hal ini kinerja yang diberikan belum sepenuhnya masyarakat puas terhadap layanan yang diberikan dikarenakan rendahnya kemampuan, keterampilan dan keahlian dalam administrasi akibat tidak ada pelatihan mengenai administrasi desa yang diberikan kepada aparatur desa dari pihak kecamatan Siluq Ngurai. Kurang optimalnya kinerja aparatur dalam pelayanan publik terindikasi oleh keragaman kuantitas dan kualitas pekerjaan yang dihasilkan, kurang efektifnya dalam memanfaakan jam kerja dalam pelayanan publik, keragaman kemampuan aparatur sehingga hasil kerja belum dapat tercapai secara optimal. Kinerja aparatur meskipun secara aplikatif belum sepenuhnya mencerminkan esensi pelayanan meski demikian implikasi layanan yang diberikan aparatur telah menunjukkan perubahan meskipun belum signifikan, tetapi layanan yang diberikan termasuk cukup baik

Abstract

This article or writing aims to analyze the North Sumatra DPRD Commission E Strategy (Period 2019-2024) in measuring the Development Supervision and Social Welfare Function in North Sumatra Province and analyze the Inhibiting Factors of the North Sumatra DPRD Commission E Strategy (2019-2024 Period) in carrying out the Development Supervision Function And Social Welfare in North Sumatra Province. Data was collected through interviews, observation, and documentation and analyzed qualitatively.  This study concludes that the North Sumatra DPRD Strategy Commission E (2019-2024) in monitoring development and social welfare includes planning strategies, the use of competent human resources, and budget efficiency. However, limited human resources, absence of members at meetings, and lack of understanding of regulations hamper its effectiveness. To increase effectiveness, it is necessary to increase human resource capacity, ensure meeting attendance, and better understand the regulations. Overcoming these obstacles will strengthen Commission E's supervisory function and increase its contribution to development and social welfare in North Sumatra Province.

Abstract

Transparency and accessibility of information in local government is very important for the community. The Public Relations Section of the North Sumatra Provincial DPRD plays a crucial role in conveying accurate information and maintaining the image of the institution. This research uses a qualitative approach to understand the role of the Public Relations Section in expanding access to public information. The results show that the Public Relations Section acts as a communication bridge between the DPRD and the community. However, there are several obstacles such as limited human resources, limited facilities and infrastructure, and external factors. To overcome these obstacles, serious efforts are needed to improve the skills and knowledge of Public Relations, adequate budget allocation, increasing cooperation with the mass media, and building better relations with the community. Thus, this research provides a better understanding of the challenges and opportunities of the Public Relations Section of the North Sumatra DPRD and solutions that can be implemented.

Abstract

This research aims to determine the background to the rejection of halal discourse, the socio-cultural adaptation of the Toba Batak local community to Muslim immigrants, namely the Javanese and Minang ethnic groups in the Tomok Tourism Village, Simanindo District, Samosir Regency. The theory used as an approach in research is Julian Steward's cultural ecology. Cultural ecological adaptation is a process of continuous adjustment carried out by humans with their environment which prioritizes the application of ecological concepts and principles to aspects of social life that are truly appropriate to the local community. This research method is qualitative research. Qualitative data collection techniques include participant observation, ethnographic interviews. The research results show that the background to the rejection of halal tourism discourse is formulated in three aspects: 1) structural, namely the ambiguity of the concept of halal tourism vertically, 2) cultural, namely threats to the ecological and cultural ecosystem, 3) social processes, namely disruption of the social ecosystem. The socio-cultural adaptation process is formed through: 1) culture core, namely the establishment of economic ties, 2) social integration, namely the involvement of Javanese and Minang ethnic immigrants in traditional structures, 3) cultural features, namely social participation and the creation of reciprocal relationships between the local Toba Batak community and ethnic immigrants, 4) environmental exploitation, namely the concept of spatial planning that forms regional typologies, 5) environmental subsistence, namely the cultural stability of the Batak Toba philosophy of dalihan na tolu.

Abstract

Geodipa is a joint venture between PT Pertamina Geothermal Energy (PGE) and PT PLN (Persero) that focuses on geothermal development in Dieng, Central Java, for geothermal power plant (PLTP) operations, providing environmentally friendly electricity. However, there has been resistance to geothermal development, which requires deeper investigation. This study aims to analyze: (1) The emergence of resistance to geothermal development in the Dieng area; (2) The forms of community resistance against this development. This research adopts a qualitative approach with a case study design. The findings reveal three main factors triggering the resistance: (1) The negative environmental impacts of geothermal activities; (2) Technical operational issues; (3) The conversion of agricultural land to PT Geodipa's use, which has not been fully accepted by the community. Despite these challenges, the geothermal development continues, with resistance managed through policies by the Karangtengah Village government, which successfully addressed some issues, such as relocating the power plant site and increasing employment opportunities. Additionally, the World Bank supported the project with a $35 billion loan in 2019, without further intervention. The community's resistance has not hindered the project's progress, and geothermal development by PT Geodipa continues as planned.

Abstract

This writing aimed to assess the quality of services for processing Child Identity Cards at the Office of Population and Civil Registration of Karo Regency. The theory employed was Zeithaml’s five dimensions of service quality. Data were gathered through observations, interviews, documentation, triangulation, and analyzed qualitatively. The study concluded that overall the theory had been implemented, however two aspects of the theory had not been executed effectively. Supporting factors included good humans resources, si telu sada inovation, and clear service standards. Inhibiting factors consisted of inadequate facilities, infrastructure and personnel.

Abstract

The purpose of this study was to determine the role of the village government in realizing farm tourism as a village innovation program in Melati II Village, Perbaungan District. This question is focused by Labolo's (2010:32) work to get an answer using his Ryaas Rasyid role theory. This theory includes 1) the role of government as regulator, 2) the role of government as dynamist, and 3) the role of government as facilitator and mediator. Political theory by Carl J. Friedrick in Suwitri (2008:5-6). Data obtained in the field were collected by primary and secondary data acquisition techniques and analyzed qualitatively. The study concludes that the role of village government of Melati II in realizing agritourism in Panten Cresset through village innovation program is not yet complete. This has been attributed to a role that has not been performed effectively, a lack of enthusiasm in providing direction, guidance and socialization to the community, and an underutilization in managing the assistance provided by the Ministry. Not due to the role of village government in Melati II. Go to a village in the Republic of Indonesia and pay no attention to access to the target. Panten Creset Farm Tour. The obstacle facing the village government of Melati II is the emergence of Covid-19.

Abstract

This article or writing aims to explore the role of the Village Consultative Body (BPD) in the process of designing and making village regulations (Perdes) in Bangun Village, Parbuluan District, Dairi Regency and identify the obstacles faced by the BPD in carrying out village legislative functions and channeling community aspirations.  The problem focuses on evaluating the role of the BPD in the process of making village regulations in Bangun Village. In order to approach this problem, a reference to the role theory put forward by Soejono Soekanto is used. Data was collected through observation, in-depth interviews, documentation and analyzed qualitatively. This study concludes that the role of the Village Consultative Body (BPD) in Bangun Village, Parbuluan District, Dairi Regency, is very important in making village regulations (Perdes). However, the implementation of BPD has not been optimal due to obstacles such as lack of understanding of regulations, poor communication and lack of training. To increase effectiveness, improvements in local government capacity, training and support are needed. With these steps, it is hoped that the BPD can be more effective in carrying out its functions and improve community welfare.

Abstract

This research has a background with the occurrence of cases that are currently emerging, namely the performance of services for issuing electronic identity cards (KTP-El) at the Karo district population and civil registration service. The purpose of this study was to find out and describe the performance of the publishing service (KTP-EL) in the Karo district population and civil registration service. This study uses a qualitative method that is descriptive using the Sadarmayanti Theory. Observation data collection techniques, documentation, and interviews. The results of this study show how the performance of the service for issuing electronic identity cards (KTP-EL). And obstacles in issuing electronic identity cards (KTP-EL) to the Karo district population and civil registration service. From the results of research on the service of issuing electronic identity cards (KTP-EL) at the Karo district population and civil registration service by directing all people who take care of electronic identity cards (KTP-EL) to take queue numbers, and provide seats for people who are queuing waiting for recording (KTP-EL). Obstacles encountered in issuing electronic identity cards (KTP-EL) at the Karo Regency population and civil registration service. It often happens that the network is unstable so the process of printing and recording electronic identity cards is hampered.

Abstract

The role of the Sub-District Secretary in Assisting the Sub-District Head Tasks in the Personnel Sector in the District of East Medan, where the Sub-District Secretary has the role of continuing tasks and programs and overcoming problems to facilitate the implementation of activities in the Personnel Sector. The purpose of this study was to determine the role of the Sub-District Secretary in Assisting the Sub-District Head Tasks in the Personnel Field, and the obstacles faced by the Sub-District Secretary in Assisting the Sub-District Head Tasks in the Personnel Sector in the District of East Medan. As for the problems, namely regarding delays in coordinating tasks with employees, lack of employee initiative, dominant decisions taken by the Sub-District Head, and lack of direct inspections of employees. To approach the problem, aspects of Sondang P. Siagian (2012) are used, including interpersonal, informational, decision-making, and supervisory roles. Data was collected based on data collection techniques with observation, interviews, and documentation, and analyzed qualitatively with a descriptive nature. The results showed that the role of the Sub-District Secretary in Assisting the Sub-District Head Tasks in the Personnel Sector could be said to be good in terms of the interpersonal role where there was direction and motivation given to employees, then the informational role by using two-way communication both in conveying and receiving suggestions. decisions made by way of deliberation, as well as the role of supervision, carried out directly through attendance and supervision, or indirectly through online attendance and e-performance
